    DEFENSIVE DRIVING

    If you are already driving, but want to lower the cost of your car insur-

    ance or if you have goen a traffi c cket and need to take a defensive

    driving class, this class is for you.

    Course Details:

    Six hour class with 1 hour lunch break

    Taught by cerfied instructors

    Registraon done in person due to a state form requiring signature

    RISK REDUCTION/DUI

    Anyone in the state of Georgia, who has been convicted or plead guilty

    to a DUI or drug possession charge, must take a State-approved Risk

    Reducon class. In order to take the twenty (20) hour course you willfirst have to complete a 130 queson assessment. This must be tak-

    en at least one day prior to the class and will cost $82.00. The cost of

    the twenty (20) hour intervenon class is $210.00. This includes the re-

    quired student workbook. The total cost for the required assessment

    and class is $292.00. These fees are set by the State of Georgia and no

    one may charge any more or less than this amount.

    DRIVING TRAINING

    All Rockdale Newtons driver educaon courses are licensed by the State

    of Georgia Department of Driver Services. Each student will aend 30

    hours of classroom training, which includes the State-required Alcohol

    and Drug Awareness (ADAP) training. Students will also complete ei-ther 6 hours or 10 hours of private, individual behind-the-wheel training

    with a licensed driver training instructor. The behind-the-wheel training

    is performed in individually-scheduled 2-hour increments which must

    occur within the 6 months following the classroom training. This is

    scheduled aer compleon of classroom instrucon.

    (1) To help you qualiy or a Georgia drivers license; and

    (2) to help you become a saer driver.

    The majority o customers we serve will be applicants or regular passenger vehicles,pickup trucks, or vans (Class C). This guide is designed to provide you with the inorma-tion to obtain and keep this type o license. Other manuals are available or commercial

    Georgia law requires that any person wanting

    to operate a motor vehicle on the roadways othis state obtain a Georgia drivers license orpermit within 30 days o becoming a resident.A person meeting at least one o the ollowingcriteria is considered a Georgia resident accord-ing to Georgia law (O.C.G.A. 40-5-1):

    A person who has a permanent home orabode in Georgia and, when absent, has theintent o returning;

    A person who accepts employment or en-gages in any trade or occupation in Georgiaor who enters his/her children in school;

    Any person that has been in the state or 30days or more.

    Not required to obtain a GeorgiaDrivers License/Permit

    Any employee o the United States govern-ment who is operating a motor vehicle owned

    by or leased to the United States governmentor that is being operated on ocial business.This exemption does not apply i the em-ployee is required by the United States gov-ernment or any agency o the United StatesGovernment to have a state drivers license;

    A nonresident who is at least 16 years o ageand who has in his or her immediate posses-sion a valid license issued to him or her in

    his or her home state or country. However,any restrictions that would apply to a Geor-gia drivers license as a matter o law wouldapply to any person who has an out-o-statelicense. I the license is in a language otherthan English, a valid international drivingpermit must also be carried at all times;

    A nonresident who is on active duty in thearmed orces o the United States i he or she

    has a valid license issued by his or her homestate. This includes their spouse or dependentson or daughter who has a valid license is-sued by their home state;

    Any person who is on active duty in thearmed orces o the United States and whohas in his or her immediate possession a validlicense issued in a oreign country by thearmed orces o the United States. However,this license will only be accepted or a periodo not more than 45 days rom the date o hisor her return to the United States;

    Any person driving or operating a arm trac-tor or arm equipment temporarily operatedon a highway or the purpose o conductingarm business;

    Any member o the reserve components othe armed orces o the United States who isoperating a motor vehicle owned by or leasedto the United States government. However,the motor vehicle must be operated in ac-cordance with the duties o the person as amember o the reserve components o thearmed orces;

    Any person seeking to obtain a drivers li-cense while he or she is taking the drivingexamination to obtain a license. This personmust be accompanied by a driver examinero the department or a certied examiningagent o the department;

    Any migrant arm worker who works in thisstate less than 90 days in any calendar yearand who possesses a valid drivers licenseissued by another state;

    Any resident who is 15 years o age or overwhile taking actual in-car training in anon-commercial training vehicle and whileunder the direct personal supervision o aDDS-licensed driving instructor. A drivinginstructor must test the eyesight o any un-licensed person who will be receiving actualin-car training prior to the training, and theperson must meet the vision requirementslisted on page 8 o this manual;

    Any person who is operating a motorizedcart on any roadway publicly maintainedor the use o motorized carts only, or whencrossing a street or highway used by othertypes o motor vehicles at a location desig-nated or such crossing by a motorized cart;

    A nonresident o Georgia who is attendinga school in this state, as long as:a. He or she is at least 16 years o age and

    has in his or her immediate possessiona valid license issued to him or her inhis or her home state or country and avalid international driving permit i thelicense is in a language other than English;

    provided, however, that any restrictionswhich would apply to a Georgia driverslicense apply to the privileges given to thisperson; and

    b. He or she is currently enrolled or was en-rolled during the immediately precedingperiod o enrollment in a school in thisstate, has paid the tuition charged by theschool to nonresidents o Georgia or the

    current or immediately preceding periodo enrollment, and has in his or her posses-sion proo o payment o such tuition paidor the current or immediately precedingperiod o enrollment.

    In addition to the requirements listed above,applicants under 18 years o age must presentproo o the ollowing:

    Completion o Alcohol and Drug AwarenessProgram (ADAP);

    Satisaction o school attendance and conductrequirements;

    For a Class D license or or a Class MP in-structional permit at age 16, proo o com-pletion o a DDS-approved driver educationprogram;

    For a Class D license or a Class M instruc-tional permit (MP) at age 16, evidence o atleast orty (40) hours o supervised driving,six o which must be at night.

    In most cases, when applying or renewal, re-placement or transer o any license, instruc-tional permit, or identication card (ID Card)previously-issued in Georgia or any other stateor oreign jurisdiction, customers must surren-der, the previously-issued license/permit/IDto DDS. In some cases, surrender o all validlicenses/permits/ID cards will be required.

    Most non-citizen customers with a valid outo country drivers license, permit, or ID, mayretain their out o country document upon is-suance o a Georgia-equivalent document. U.S.citizens will not be allowed to retain any licenses,permits, or identication cards issued to them byoreign countries.

    In the interest o highway saety, DDS must en-sure that all persons seeking to obtain a Georgiadrivers license are physically and mentally capa-

    ble o saely operating a motor vehicle. Thereore,you must answer questions truthully concern-ing your health. You will be asked i you nowhave, or have ever had, any physical or mentaldisability or disease which could interere withyour ability to saely operate a motor vehicle. I

    Customers or initial issuance o a driverslicense must demonstrate the ability to meet

    minimum vision requirements. The minimumacceptable vision or a non-commercial licenseis 20/60 in one eye, with or without correc-tive lenses, and a eld o vision o at least 140degrees. I you are unable to pass the visionscreening administered at the Customer ServiceCenter, you will be given a Vision Report Form(DS-274) which must be completed by a licensedoptometrist or opthalmologist and submitted toDDS. The completed orm will be evaluated todetermine i you are eligible to obtain a driverslicense. This orm may also be used to documentthe need or bioptic lenses or driving, and isavailable on our website,www.dds.ga.gov.

    I you must wear glasses or contacts to passyour initial vision screening, a corrective lens-es restriction will be placed on your licensewhen it is issued. Each time you complete atransaction, you will be required to indicatewhether you require glasses or contacts or

    driving. I your answer diers rom the re-sponse in our records, you may be required tocomplete another vision screening or submit acurrent DS-274 or verication.

    Customers age 64 and over must successullycomplete a vision screening every ve years.Customers who have obtained a license with a

    The ees or obtaining non-commercial driverslicenses, permits, and ID cards in person are listed

    below. This ee schedule is not adjusted to refectthe $5.00 discount or those who choose to renew

    by internet. All DDS Customer Service Centersaccept cash, checks, money orders, Visa and Mas-tercard credit and debit cards, and Discover and

    American Express credit cards.License, permit and ID card holders are al-lowed one ree name or address change perissuance term. Other changes can also be madeat the time o the ree name or address changeat no charge. Any subsequent modicationsrequire a ull renewal at regular cost. Namechanges must be in accordance with the require-ments listed on page 20.

    A replacement drivers license, permit or IDcard is a duplicate o the replaced document (nomodications or changes) and may be providedat a cost o $5.00 per occurrence.     C Instructional Permits (CP) are valid orup to 2 years.

    For frst-time issuance o a Class D License,you must meet all requirements to obtaina Secure DL/ID i you have not alreadydone so. See pages 10-11 or completerequirements.

    Obtaining a Class D ProvisionalLicenseUpon reaching the age o 16, and ater hav-ing held a valid instructional permit or oneyear and one day, you may apply or a Class Dprovisional license. The ollowing inormationwill help you prepare or your visit to a DDSCustomer Service Center:

    You must surrender your Class C Instruction-al Permit (CP) or arm on your applicationthat you are unable to surrender the permit.

    See pages 19-20 or details concerninglost licenses and permits;

    You will be required to present proo o satis-action o school attendance and conduct re-quirements as explained on pages 3032;

    You must present proo o completion othe Alcohol and Drug Awareness Program(ADAP). This program is taught in mostschools, and is also available online. Forinormation about ADAP, you may visit

    Driver Education Requirements

    To obtain a Class D license at the age o 16you must complete a driver education courseapproved by DDS. An approved driver edu-cation course consists o: either 30 hours o classroom instruction

    OR completion o an equivalent onlinevirtual course;

    AND 6 hours o on-the-road experience with a

    certied instructor OR completion o theDDS approved Parent-Teen Driving Guide;

    You must also have completed a cumula-tive total o at least orty hours o otherdriving experience, including at least sixhours at night. Completion o the DDS ap-proved Parent-Teen Driving Guide willserve as an adavit certiying that thisrequirement has been met.

    NOTE i the teen obtains the on-the-road compo-

    nent o drivers education rom a certiedinstructor, a separate document armingthat this requirement has been met must

    be completed at the time o the road test.

    Conditions o a Class D ProvisionalLicense

    A Class D license holder may not drive be-tween the hours o 12:00 a.m. and 6:00 a.m.- NO EXCEPTIONS;

    Obtaining a Class C License Exchanging a Class D license

    A Class D license holder may apply or a ClassC license upon reaching the age o 18. The ap-plicant must have held a valid Class D licenseor one year and one day without having beenconvicted o any major trac violations in the12 months preceding his/her application. Uponsurrender o the Class D license or armation

    on the application that the customer is unableto surrender the license, the applicant will beissued a Class C license at the cost o $20 or a5 year license or $32 or an 8 year license. Noother documentation or testing is required orU.S. citizens. See pages 19-20 or detailsconcerning lost licenses and permits.

    Obtaining a Class C License

    Exchanging a Class C InstructionalPermit (CP)A Class C Instructional Permit (CP) holder mayapply or a Class C license only i he or she hasreached the age o 18.

    To obtain a Class C license, you must surren-der your previously issued Class C InstructionalPermit (CP) or arm on your application thatyou are unable to surrender the permit. Youmust also pass a road test designed to evaluateyour ability to saely operate a motor vehicle.See pages 16-17 or more inormation re-lated to the road test. Upon surrender o theClass C Instructional Permit (CP) or armationon the application that you are unable to sur-render the permit, you will be issued a Class

    Obtaining a Class C License Applicant Is Not Currently LicensedI you are at least 18 years o age and would liketo apply or a drivers license in Georgia or therst time, you have two options:

    Immediately apply or a Class C drivers li-cense. You must meet all documentation re-quirements listed on pages 10-11, and success-ully complete the knowledge and road test

    examinations (see pages 16-17). You mustalso sign an adavit arming that you havecompleted 40 hours o supervised road driv-ing which includes 6 hours o night driving;

Road tests may be scheduled up to 90 daysin advance, or customers with a valid Class CInstructional Permit (CP). Road test appoint-ments may also be made in person at any DDSCustomer Service Center.

    Road Test For Class C or D

    You must provide the vehicle or the road test;

    All road test vehicles must have a valid reg-istration/license plate, or i equipped with atemporary dealership tag, the applicant mustprovide the bill o sale or proo o purchasewithin the last 30 days;

    All road test vehicles must be covered byliability insurance (you must show a validinsurance card or Motor Vehicle registrationcard that shows the VIN) and pass a saetyinspection;

    I the vehicle is not equipped with illumi-nated turn signals, you must be able to passthe road test using hand signals;

    You may take the test in a rental vehicle.Please be advised that many rental agree-ments do not allow vehicle use or drivertraining or testing. Additionally, you mustmeet the ollowing conditions: You must provide a copy o the rental

    contract (the contract will be reviewed todetermine i testing is allowed);

    You must be listed as a driver on the rentalcontract;

    You must provide proo o valid insuranceor the vehicle.

    The driving test will not be conducted i weatherconditions or any other conditions are deter-mined to be unsae or the driver or examiner.DDS will make every eort to ensure that im-pacted customers are rescheduled as soon aspossible.

    On the driving test you will be expected to dem-onstrate your ability to do all o the ollowing:

    Parallel Parking: Park midway betweentwo standards so that your car is not morethan 18 inches rom the curb. The standardparallel parking dimensions utilized in thedrivers license test are 22 eet in length by10 eet in depth;

    Quick Stops: Accelerate to a speed o 20miles per hour and bring the vehicle to a stopwhen the examiner instructs you to do so;

    Backing: Back your car or a distance o ap-proximately 50 eet at a slow rate o speed (notmore than 10 miles per hour) as straight andas smoothly as possible. You must turn yourhead and look behind the vehicle at all t imeswhile backing. No boundary lines should be

    encroached; Stop or Signs or Trafc Signals: Give

    the proper hand or brake signal; approachin the proper lane; stop beore reaching a pe-destrian crosswalk and remain stopped untilall pedestrians have cleared the crosswalkon the side o the roadway upon which youare traveling; move through the intersectiononly when you may do so saely;

    Turn About: Turn your car in a narrow spaceusing two-, three-, or our-point turns;

    Use o Clutch: I your car has a manualtransmission, you must shit smoothly andcorrectly;

    Approaching Intersections and Corners:You must be in the proper lane and look inboth directions;

    Yielding Right-o-Way: Always yield right-o-way to pedestrians, vehicle operators, and

    bicyclists who move into the intersection be-ore you by stopping and remaining stoppeduntil they have cleared the intersection;

    Turning: Move into the proper lane andsignal an adequate distance beore the turn;

    Passing: Always check in ront o and be-hind your vehicle to make sure you can saelypass without interering with other trac;

    Knowledge exams are given on a walk-in basisat every Customer Service Center statewide. Toensure that an applicant has adequate time tocomplete the knowledge exam, customers must

    begin taking the written test at least 30 minutesprior to closing. Please check the hours o op-eration o the center which you will be visitingprior to your visit by calling (678) 413-8400 ortoll ree at (866) 754-3687 or visiting our websiteatwww.dds.ga.gov.

    The road rules tests are available in somenon-English languages, but all drivers mustshow ability to read and understand simpleEnglish such as is used in highway trac anddirectional signs. Road signs and the actualdriving test are conducted in English only.

    You may not bring pens, pencils, paper, orany other items into the testing area;

    Maintaining Good Posture: Keep bothhands on the steering wheel. Do not rest yourelbow on the window and do not attempt tocarry on a conversation with the Examiner

    because he/she will be busy giving instruc-tions and recording your score;

    At the end o the Class C/D road test, the li-cense examiner will gladly show you your scoresheet and will provide you an opportunity todiscuss the results i you wish to do so. Youmust achieve a minimum score o 75% to pass.

    Road Test For Class MYou must urnish a motorcycle or the test andpass a saety inspection o the motorcycle bythe license examiner beore the driving test isgiven. All road test vehicles must have a validregistration/license plate or i equipped with atemporary dealership tag, the applicant must

    Renewal by mail is oered or certain groups oindividuals who must be away rom the State oGeorgia at the time renewal o their license is re-quired. Supporting documentation, a completedapplication and payment o ee (i required)

    must be submitted to veriy that the applicantis eligible to renew in this manner. This serviceis available to the ollowing groups:

    Customers stationed out o state on activemilitary duty, and their spouse and any de-pendents living with them;

    Customers temporarily working out o state,and their spouse and any dependents livingwith them;

    Full-time students attending school outsideGeorgia, and their spouse and any depen-dents living with them;

    Customers who are physically incapacitatedand unable to visit a DDS Customer Service

    Center.This service is subject to the ollowingrestrictions:

    The renewal will be granted or no longerthan one 5-year renewal period, at the endo which the license holder must appear inperson or renewal;

    A drivers license that has been expired ortwo (2) or more years cannot be renewed bymail;

    Changes (name, address, etc.) must be madein person at a drivers license Customer Ser-vice Center. Changes cannot be made usingthe mail method o renewal.

    Customers who choose to renew their license

    in this manner will not receive a Secure DL/ID. To download the application package andcomplete instructions, please visit our websiteatwww.dds.ga.gov.

    No licenses or identication cards may be issuedin Georgia with a Social Security Number as thedocument number. I your license, permit oridentication card number is identical to yourSocial Security Number, a randomly generateddocument number will be assigned to your doc-ument during the issuance/renewal process.Once your number has changed, you will needto ensure that any companies or entities usingyour drivers license, permit, or identicationcard number or tracking or verication pur-poses, such as insurance companies, are awareo this change.

    Customers may apply or a replacement driverslicense and/or ID card at a local Customer Ser-vice Center or online. I you choose to applyonline, you will go through an authenticationprocess in order to veriy identity. I you wishto apply at a Customer Service Center, you will

    be required to show proo o identity. The eeonline and at a Customer Service Center is $5.00.The ollowing documents will be acceptableproo o identity or a replacement Georgiadrivers license, permit or identication card:
