April 4-5, 2013 (amended) The Georgia Composite Medical Board (GCMB) held its regular meeting on April 4-5, 2013, at 2 Peachtree Street, NW, Atlanta Georgia 30303, to consider Medical Board matters. Board members in attendance on Thursday April 4, 2013, were:

Dr. Butler called the meeting to order at 8:00 a.m. AGENDA Dr. Retterbush made a motion, seconded by Dr. Weil, to approve the tentative agenda of the April 4-5, 2013 meeting. The motion carried unanimously. MINUTES Dr. Gross made a motion, seconded by Dr. Retterbush to approve the March 7-8, 2013 minutes. NEW BOARD MEMBER Dr. Butler, Chair Person, and LaSharn Hughes, Executive Director sworn in new Board member Krishna Mohan, MD.


April 4-5, 2013 (amended) UPDATES Donald J. Palmisano, Jr., Executive Director and CEO of Medical Associates of Georgia, gave a legislative update for the Board members. EXECUTIVE DIRECTOR’S REPORT LaSharn Hughes, Executive Director, presented the following information for the Board’s review:

1. Presented schedule of upcoming meetings. 2. Discussion regarding persons interested in meeting with the Board. Ms. Kinlaw motioned

to adopt a policy to bring the request before the Board for review, and then an appointment time will be given. Dr. Retterbush seconded the motion and it carried unanimously.

3. PMP update – Physicians should be able to access the data in mid June. 4. Update on Investigative Interviews – 45 cases waiting on interviews. 5. Legislative Update – the following Bills are waiting for Governor’s signature;

HB 68 – O & P Legislation HB 178 – Pain Management HB 317 – Administrative Licenses HB 132 – Pharmacy/Dental Boards coming to DCH

6. Gary Rana, M.D. – Emailed a question concerning Voluntary in Medicine at Grady.

Advise Grady is not an underserved hospital, but there is no reason why he can’t teach. 7. David Sylan – Emailed a question regarding Community Service Boards and duties of

medical assistants. Refer to scope of practice for medical assistants. 8. Kerry Hunt – Asked if medical assistants, EMT, LPN, can start maintain, monitor and

discontinue intravenous fluids under a physician. Medical assistants are not authorized. 9. Bramdon McBean – Emailed regarding conducting a workshop on facial aesthetics

utilizing dermal fillers and nerurotoxins for CME can estheticians apply these agents? Board advised estheticians may not apply these agents.

10. Tina Johnson emailed concerning a patient presented to ER with a dental abscess – how

should physicians handle this scope of care? Board advised physicians are authorized under Code section 43-11-22.

11. Ms. Kristo had questions regarding Pathologists practicing in Georgia. Board responded

must have a license in Georgia.. 12. Lisa Kuchela asked can a physician from South Carolina take part in hands on training.

Board responded they must be licensed in Georgia.

23. Andrew Wayne Wolf – requests not to submit application for reinstatement. Board replied

he must reapply, CLOSED MEETING Dr. Retterbush made a motion, seconded by Dr. House, to go into closed session to discuss pending litigation, Investigative and Wellness matters. The motion carried unanimously. Dr. Butler declared the meeting in Open Session LAW ENFORCEMENT ACTION REPORT Dr. House made a motion, Dr. Weil seconded to accept the following report.
