By Cindy Riley CEG CORRESPONDENT Scheduled for completion this summer, the new Rice Creek School in Port Wentworth, Ga., will serve the upper grade levels of Port Wentworth Elementary. The $30 million dollar proj- ect was built to provide greater access to families of the public school system in the rapidly growing western Chatham County. “New beginnings are thrilling for everyone, and we know the new Rice Creek facility will stand to be another asset that embodies quality education in the Savannah-Chatham County Public School System,” said Dr. Troy Brown, prin- cipal, Rice Creek School. “Our foundation will be set in the commitment that every student will be college and career ready, and we are so grateful to our community, school board, administration, students and parents for their support. The 142,653 sq. ft. (13,252.9 sq m) building will include 68 classrooms designed for third to eighth grade students. The school is being constructed on a new site in the Rice Hope residential development located at Market Boulevard and Mulberry Avenue. “We cannot say enough about the quality contractors, design and construction professionals who are tasked with the delivery of the project,” said Brown. “It’s truly a fabu- lous facility. As the principal of one of Chatham County’s newest schools, I am very excited and proud to have the opportunity to open Rice Creek School.” Rice Creek will feature a gymnasium with hardwood flooring, a kitchen and cafe- teria, a media center with a computer lab, science labs, teacher workrooms and resource rooms, multiple play fields and playgrounds. The school is designed to accommodate 1,000 stu- dents, with the ability to expand to 1,200. According to Jason Burt, project executive of Gilbane Building Company, “Gilbane, in association with J.L. Wallace Inc., is the construction man- ager on the project. We are responsible for all the work at the site. Work began June 2014 and is expected to be open for the 2015 school year in August.” The project is approximately 60 percent complete. Currently, the balance of the paving and rough grading is being performed. and the interiors of the building are ongoing.The structure, mass grading, some of the

paving, all utilities and storm work and mostof the interior systems have been finished.Tile work, painting, VCT, base, wood floorand ceilings have yet to be completed.“The building is predominantly concrete

site cast tilt up construction,” said Burt.“Structural walls are site cast concrete withsome interior masonry walls. Interior finish-es are mostly drywall on metal studs. Theframe of the building consists of structuralsteel and bar joists. The building includessustainable mechanical design, as well as awhite roof membrane. LED lighting wasalso designed in many spaces.”Erosion control measures have included

diversion ditches, temporary retention areasand silt fence and hay bales. For crews, deal-ing with the elements has not been easy.“Weather has and continues to be a major

challenge on the site,” Burtsaid. “Unseasonable amountsof rain have impacted theschedule throughout the con-struction.”Machinery used on the job

includes large excavators,rollers, T-rex’s and other earthmoving equip-ment. Approximately 100,000 cu. yds.(76,455.5 cu m) of fill was moved on the siteas a result of required undercutting.“To balance the site, the grades were

adjusted with the help of the owner and engi-neer and architect to save money,” said Burt.“This resulted in a balance site and noexport. Approximately 20,000 cubic yardsof import fill for structural areas and pave-ment was utilized.”Community members, school board rep-

resentatives, elected officials, district offi-cials, students and staff of the PortWentworth Elementary School were all on

hand to take part in the June 2014 ground-breaking ceremony to mark the start of theproject, which was funded by ESPLOST II.ESPLOST (Educational Special Purpose

Local Option Sales Tax) provides the frame-work for facilities growth aligned with theSavannah-Chatham County Public SchoolSystem Passport to Excellence Plan. InNovember, 2011, the citizens of Savannah-Chatham County approved the continuationof the one percent sales tax. The ESPLOSTextension is for a $330 million limit or fiveyears, whichever comes first, and will beused to continue the improvement of facili-ties and equipment, as well as technology

resource upgrades for students.The extension also will pay pre-viously incurred bond debt. Parsons Team, program man-

ager for the Savannah-ChathamCounty Public School System, iscurrently managing theESPLOST II Program, and over-sees the design and constructionof new schools and renovationprojects for the district. HarryMcDonald, construction coordi-nator at Thomas & HuttonEngineering Co., explained, “The planning for this school,originally called Port WentworthK-8, was included in theESPLOST II Program, 2012-2016. This school was designedand started as a K-8 school, butrecognizing the growth of thearea, the board of education has

put in place modifications to leave PortWentworth Elementary as a K-2 School, anddesignated this new school as Rice CreekSchool.“As with any project, being involved from

the original design and following it throughconstruction is exciting. But with a newschool, knowing the lasting impact it willhave on the children who attend, the teach-ers/staff who serve, and the communitywhere it is located, is really special.”
