Types of Trains in GTS Corridor

Airport Rail Link

Page 4: Georgetown South Project Update Weston Tunnel

Weston Tunnel Design Update4

Why are we doing all this?

• Expand public transit – getting people out of their cars and onto transit is one of the best ways to improve congestion and regional air quality

• Increase capacity – Georgetown line is currently at capacity during peak periods

• Better Service– More train capacity– Faster commute times– Two-way, all-day service

• Connect Union Station to Pearson International Airport– Air Rail Link will connect Canada’s two busiest transportation hubs

• Increasing Safety– Removing level rail crossing reduces the chance of rail collisions

What are we doing?• Lowering the rail corridor from Lawrence Avenue to Weston Road

and covering the corridor between Church and King Streets• John Street will remain open to pedestrian traffic

– John Street rail crossing will be closed to vehicles; traffic will be redirected to King Street and Rosemount Avenue

• Building a new, wider bridge structure over Weston RoadConstruction Timeline• Relocation of existing utilities start: January 2011• Grade separation construction start: summer 2011• Construction complete: 2014

Impacts

• Water soil to minimize dust• Wash trucks to minimize dust and debris

Dust

• Work with property owners to gain construction access Temporary easements

• Closures will be planned on weekends or will impact only one road at a time. Church or King Streets to be closed 1 to 3 months - at different times

Temporary lane/road restrictions or closures

• Pre-condition surveys to document condition of the property before construction begins

• Property owners will be notified of property impacts

Possible Property Impacts

• Use quieter construction methods (e.g. augering) and identify where noise mitigation will be required

• Noise and vibration will be monitored and reported during construction

Project Impacts

Property• Full or partial purchases or temporary easements (for construction access) will be

required• GO will compensate for reasonable expenses• Significant transition period will be provided to residents• Restoration work will be done if impacted by the projectUtility Relocations• Water, hydro, gas and communications will need to be relocated• Utilities to be fully operational during construction period

Project Impacts (cont’d)

Dust• Normal construction situation• MTO standard practice for dust control to be followed• All trucks and roads to be washed regularlyNoise and Vibration• Construction during weekday, 7 a.m. to 7 p.m.; some evening work or weekends

may be required• Noise & vibration study ongoing to identify potential mitigation methods, if required

during and after construction• Piles for walls to be augered, cast-in-place concrete• Some isolated pile driving for temporary shoring may be required• Noise from trucks, cranes, construction equipment to be minimized• Little vibration impact during construction

Project Impacts (cont’d)

Traffic During Construction• Temporary lane and road closures to be arranged in co-operation

with the City • John Street railway crossing to be closed to vehicles in 2013/2014• Advance notice to be provided to residents• Most closures will be short duration

Tunnel Cover

• Concrete tunnel cover will be at grade• Urban surface to be provided:

– St. John the Evangelist School is interested in occupying a portion of the roof– City to provide key input during design

• Community input needed for use of space at each end of the cover– What does the community want to see?– How can this space be used?– Public Safety (300m x 18m space with only one way in or out at either end)

Impacts to the School

• Water soil to minimize dust• Wash trucks to minimize dust and debris

Dust

• We will co-ordinate with the school to ensure parents are notified prior to any restrictions or closures

Temporary lane/road restrictions or closures

• Construction near school will be confined to the rail corridor• Construction site will be secured by fencing and hoarding

Safety

• Construction hoarding will be installed adjacent to the school/railway fence to reduce noise

• Noise and vibration levels to be monitored

Air Quality Discussion

• Install air quality monitoring station at the relocated Weston GO Station– To know exactly what the air quality is prior to and after the expansion of rail

service• We are currently reassessing the emission impacts after

implementing Tier 4 service– MOE requested a reassessment to illustrate how effective Tier 4 is at reducing

emissions– A draft human health mitigation plan is being developed in collaboration with

MOE– We will report our findings and draft mitigation plan to the community in the

new year• ARL will be Tier 4 for operation in 2015

Weston Tunnel Construction Look ahead

• Enabling works and utility relocation: January to May 2011– Fibre optic relocation

• CP retaining wall construction between Purdy Crescent and Rosemount Avenue: February to August 2011

• Lawrence Avenue bridge widening: February to August 2011• Relocation of Weston GO Station – in 2011• Construction of the lowered corridor portion: summer 2011

– GO trains shift to CP tracks– Church Street and King Street will be temporarily closed in 2012 or 2013, but

not at the same time– John Street will be closed to traffic in 2013/2014
