Typhoon Haiyan November 2013Category 5 typhoon affecting Philippines, SE Asia (LIC)Primary Effects Secondary Effects6300 killed- most drowned in storm surge.Over 600,000 displaced from their homes.40,000 homes destroyed or damaged.90% of Tacloban (capital city) destroyed.30,000 fishing boats which are used as a main source of income destroyed.

14 million people affected.6 million jobs lost.Flooding caused landslides which blocked roads and prevented access by emergency services.Shortages of water, food, shelter and power leading to diseases such as Cholera spreading.Looting and crime in Tacloban

Immediate Responses Long-term ResponsesRapid overseas aid including NGOs such as Oxfam. Provided food, water and ½ million tents.US helicopters assisted in rescues from US aircraft carrier George Washington.Field hospitals set up to treat injured.1200 evacuation centres set up to temporarily house some of the homeless.

UN and international financial aid, supplies and medical help.Rebuilding of infrastructure e.g. roads and bridges to help get supplies in to rebuild.Oxfam replaced fishing boats so people could get back to work and earn money.More cyclone shelters built to prevent deaths and injuries in the future.

Evaluation of the effects Primary effects could be worse as deaths devastate a family emotionally. It is a permanent

impact that is difficult to move on from. People cannot be replaced like buildings. Deaths and injuries may affect a families income if the main earner is killed or injured. This will

impact on their ability to pay bills and afford food and medical care. It could impact on health and well being.

Destruction of buildings, particularly in the capital, was devastating. Secondary effects could also be terrible as 6 million jobs being lost will have a huge impact on

the economy of the country. People will be jobless and poor as there are unlikely to be any benefits. As the country is a LIC it will take many years for the country to recover as they spend money on emergency repairs rather than developing health and education.

Evaluation of the responses Immediate responses aim to save lives and rescue people. The response was mostly effective,

but only because the Philippines response was supported by HICs and charities. However millions of people were housed in tents which left them vulnerable to poor weather conditions and the spread of disease from unsanitary conditions.

Long term responses were effective in re-building homes, infrastructure and the economy, but with lots of support from other countries. Replacing fishing boats was very effective in getting people back to work, paying tax and providing an income for their families. This helped people to re-build and recover.

Building shelters will be effective in the future as more lives will be saved.

How to answer the ‘Assess’ question:1. Make a short simple point that includes some key words from the question2. Use evidence from the case study to support your point

9. Assess the responses to a Tropical Storm in a LIC / NEE country that you have studied. (9)

3. Make an evaluation – was the response effective?Point 1: One of the immediate responses to Typhoon Haiyan was that field hospitals were set up to treat the injured.

Evidence: The Philippines Red Cross and countries like the UK supported with medical professionals and supplies.

Evaluation: This was an effective response as many people quickly received the treatment they needed. This could have helped to stop the death toll from rising.
