Geodetska uprava Republike Slovenije (v nadaljnjem besediluGeodetska uprava) je organ v sestavi Ministrstva za okolje inprostor. V delovno podroËje Geodetske uprave sodijo nalogedræavne geodetske sluæbe, ki obsega vzpostavitev, vodenje invzdræevanje zbirk podatkov na podroËju osnovnega geodetskegasistema, nepremiËnin, dræavne meje, prostorskih enot in hiπnihπtevilk ter topografskega in kartografskega sistema.

Geodetsko upravo sestavljajo glavni urad in dvanajst obmoËnihgeodetskih uprav. Te so oblikovane zaradi racionalnosti inizboljπanja dostopnosti upravnih ter strokovnih nalog in storitev, kijih izvaja Geodetska uprava.

Glavni urad v sodelovanju z obmoËnimi geodetskimi upravamiopravlja naslednje skupne naloge: U pripravlja letni program dræavne geodetske sluæbe in poroËilo o

njegovi izvedbi;U organizira delo obmoËnih geodetskih uprav, opravlja nadzor

nad njihovim delom in zagotavlja enotno izvajanje nalogdræavne geodetske sluæbe;

U usmerja izvajanje razvojnih nalog s podroËja geodetskedejavnosti;

11..11 TTAASSKKSS AANNDD OORRGGAANNIIZZAATTIIOONN

The Surveying and Mapping Authority of the Republic of Slovenia isa body within the Ministry of Environment and Spatial Planning. Thefield of work of the Surveying and Mapping Authority of the Republicof Slovenia includes the assignments of the national land surveyservice which include the creation, administration and updating ofdatabases in the field of the basic geodetic system, the registrationof real estate, state border, spatial units and house numbers, and inthe field of the topographic and cartographic system.

The Surveying and Mapping Authority of the Republic of Sloveniacomprises the Head Office and twelve regional surveying andmapping authorities, set up for the reasons of rationality andimproved accessibility of administrative and professionalassignments and services implemented by the Surveying andMapping Authority of the Republic of Slovenia.

The Head Office, in cooperation with the regional surveying andmapping authority, implements the following common assignments: U Prepares the national land survey service annual program and

report on its implementation;U Organizes the work of regional surveying and mapping

authorities, monitors their work, and provides uniformimplementation of geodetic service duties;

U Directs implementation of development tasks relative tosurveying and mapping activities;

U Drafts regulations relative to surveying and mapping activities;U Provides for the implementation of international obligations of

the geodetic service.

SSeekkttoorr zzaa ggeeooddeezziijjoo je sestavljen iz oddelkov za kartografijo,osnovni geodetski sistem in geodetsko izmero. Opravlja upravne,strokovne, tehniËne, koordinacijske in nadzorstvene naloge v zveziz vodenjem topografskih baz in kartografskega sistema, registrazemljepisnih imen, osnovnega geodetskega sistema ter njegovimpovezovanjem s sistemi sosednjih dræav, skrbi za postavitev,vzdræevanje in obnovo toËk geodetskih mreæ ter zagotavljadelovanje GPS-sluæbe.

PPrraavvnnaa sslluuææbbaa opravlja naloge reπevanja sistemsko-pravnihvpraπanj v zvezi z organizacijo, pristojnostmi in delovnim podroËjemGeodetske uprave.

CCeenntteerr zzaa iinnffoorrmmaattiikkoo z oddelkom za sistemsko in uporabniπkopodporo opravlja naloge, ki se nanaπajo na informatizacijogeodetske sluæbe, upravlja informacijsko in telekomunikacijskoinfrastrukturo, zagotavlja sistemsko, aplikativno in uporabniπkopodporo, zagotavlja upravljanje in povezovanje baz podatkov terskrbi za izobraæevanje na podroËju informatike.



The Head Office comprises the Real Estate Sector, GeodesySector, the Legal Service, IT/IM Centre, Financial and GeneralAffairs Service and Geoinformation Center.

RReeaall EEssttaattee SSeeccttoorr with the Land Cadastre, Building Cadastre andState Boundary departments implements administrative,professional, technical, coordination and supervisory assignmentspertaining to the Land Cadastre and Building Cadastremanagement, management of other real estate records andcadastral classification of land properties, management of stateboundary records and assignments pertaining to the landmarking,restoration and maintenance of the state boundary, implementsassignments pertaining to the management of the register of spatialunits and the record of house numbers. It is involved in the activitiesof international committees, it is responsible for the education andtraining of the employees of the Administration and surveying andmapping companies licensed to provide land surveying andmapping services, it is responsible for implementing specialcertification examinations required for performing land surveyservices, it administers the register of the surveying and mappingcompanies that are licensed to perform surveying and mappingservices and the register of persons that are licensed to performsurveying and mapping services and controls their work.

The GGeeooddeessyy SSeeccttoorr comprises the Cartography Department, BasicGeodetic System Department and the Land Survey Department.The sector implements administrative, professional, technical,coordination and supervisory assignments pertaining to thetopographic databases and cartography system, the register ofgeographical names, basic geodetic system and its linking with thesystems of the neighbouring countries, it is responsible for theemplacement, maintenance and restoration of the points of thegeodetic network and it ensures the GPS service.

The LLeeggaall SSeerrvviiccee deals with systemic legal issues pertaining to theorganisation, competence and field of work of the Surveying andMapping Authority of the Republic of Slovenia.

FFiinnaanncciiaall aanndd GGeenneerraall AAffffaaiirrss SSeerrvviiccee implements assignmentspertaining to the financial operation, public tenders, personnelissues, education, office operation, occupational safety and otherorganisational assignments of importance for the operation of theSurveying and Mapping Authority of the Republic of Slovenia.

ObmoËne geodetske uprave opravljajo naloge sprejemanja vlog,informiranja, izdajanja podatkov strankam in opravljanjaposameznih dejanj v upravnih postopkih, ki so povezana zneposrednim stikom s stranko na svojih sedeæih in v vsehgeodetskih pisarnah.

Regional Surveying and Mapping Authorities U Create, administer and update the Land Cadastre, Building

Cadastre, Register of Spatial Units and other databases asprovided by law, provide information from the Land Cadastre,Building Cadastre and Register of Spatial Units and otherdatabases;

U Implement administrative procedures and make first instancerulings in administrative matters for which they are competent;

U Provide expert assistance to customers and information to theusers;

U Are involved in the planning and programming of the landsurvey activities, primarily in cooperation with local communities;

U Coordinate activities in the land survey offices;U Implement individual assignments in the area of financial

operation, personnel matters, office operation and otherorganisational assignments;

U Implement other assignments as stipulated by the DirectorGeneral of the Surveying and Mapping Authority of theRepublic of Slovenia.

Regional Surveying and Mapping Authorities receive applications,and provide information to customers, and implement individualtasks in administrative procedures pertaining to direct contact with acustomer at their offices and all the other branch offices.

Glavna strateπka cilja Geodetske uprave na podroËju nneepprreemmiiËËnniinnostajata izboljπati kakovost podatkov o nepremiËninah, predvsempodatkov zemljiπkega katastra, ter poenostaviti postopke in s temurediti ter aæurno voditi podatke o vseh nepremiËninah v zemljiπkemkatastru in katastru stavb. Cilj povezave zemljiπkega katastra,katastra stavb in zemljiπke knjige je vzpostaviti jedro celoviteganepremiËninskega sistema ter omogoËiti dinamiËno nadgrajevanjepodatkov o nepremiËninah z gostujoËimi in povezanimi podatki.Pomemben cilj je tudi vzpostavitev evidence kakovostnih podatkovo dogajanju na nepremiËninskem trgu, predvsem podatkov,povezanih s trænimi cenami in najemninami nepremiËnin. Vsodelovanju z drugimi upravljavci matiËnih evidenc bo Geodetskauprava koordinirala povezovanje nepremiËninskih evidenc inaktivnosti, povezanih z evidentiranjem podatkov o fiziËnih lastnostihnepremiËnin. S tem bo zagotovljeno usklajeno in smiselnoevidentiranje podatkov o nepremiËninah brez nepotrebnegapodvajanja, kar bo omogoËalo celovito upravljanje in gospodarjenjez nepremiËninami. Treba pa bo tudi zagotoviti pogoje za izpolnitevzahtev predlagane evropske direktive INSPIRE (INfrastructure forSPatial InfoRmation of Europe).

Na podroËju oossnnoovvnneeggaa ggeeooddeettsskkeeggaa ssiisstteemmaa bo Geodetska upravavzpostavila nov koordinatni sistem in pretvorila koordinate v vsehzbirkah podatkov skladno z usmeritvami evropske prostorskepodatkovne infrastrukture in s predlogom iniciative INSPIRE.Pomemben cilj je opravljanje vseh novih meritev v koordinatnemsistemu ETRS89 in s tem zagotovitev kakovostne matematiËnepodlage ter sodobnega dræavnega koordinatnega sistema kot delaevropskega koordinatnega sistema. Vzpostavljena bo mreæadræavnih GPS-postaj kot sestavni del evropske mreæe in zagotovljenobo delovanje sluæbe GPS za posredovanje GPS-signala zaopravljanje geodetskih meritev, navigacijo, geolociranje podatkov terspremljanje dogajanja v prostoru. Tako bo omogoËeno preprosto,natanËno in hitro geolociranje podatkov, spremljanje stanja indogajanja v prostoru in s tem sodelovanje v meddræavnih projektih.

Osnovni strateπki cilji na podroËju ttooppooggrraaffiijjee iinn kkaarrttooggrraaffiijjee sovzpostavitev in vodenje podatkov o prostoru in nepremiËninah vtopografskih bazah, zagotavljanje izdelave dræavnih kart pomednarodnih standardih, zagotovitev pogojev za izpolnitev zahtevpredlagane evropske direktive INSPIRE ter vzpostavitev invzdræevanje zbirnega katastra gospodarske javne infrastrukture.Topografski podatki, zbirni podatki o gospodarski javni infrastrukturiin dræavne karte bodo uporabljeni kot strokovna podlaga pri



11..22 SSTTRRAATTEEGGIICC GGOOAALLSS OOFF TTHHEE NNAATTIIOONNAALL LLAANNDD SSUURRVVEEYY SSEERRVVIICCEE

In the field of real property the two strategic goals of the Surveyingand Mapping Authority of the Republic of Slovenia continue to bethe improving of the quality of data on land and real property,especially the Land Cadastre data, as well as the simplification ofprocedures and consequently arranging and keeping updated thedata on all land and real property in the Land Cadastre and theBuilding Cadastre. By linking the Land Cadastre, Building Cadastreand Land Register, the Surveying and Mapping Authority of theRepublic of Slovenia wants to create a kernel of an integrated landadministration system and allow a dynamic upgrading of data onland and real property. An important goal is the creation of a recordof quality data on the events in the real estate market, primarily datarelated to market prices and real estate rents. In collaboration withother administrators of central registers it aims at coordinating thelinking of real estate records and activities relative to the registrationof data on physical characteristics of land and real property. This willensure harmonized and rational recording of data on real propertywithout unnecessary redundancy, which will enable integratedmanagement of real property. It will be necessary to ensure theconditions for meeting the requirements of the proposed INSPIREEuropean directive (INfrastructure for SPatial InfoRmation ofEurope).

In the field of the bbaassiicc ggeeooddeettiicc ssyysstteemm the Surveying and MappingAuthority of the Republic of Slovenia will set up a new coordinatesystem and transform the coordinates in all databases incompliance with the guidelines of the spatial data infrastructure andthe proposed INSPIRE initiative. An important goal is theimplementation of all the new surveys in the ETRS89 coordinatesystem and the consequent provision of a quality mathematicalbasis and a modern national coordinate system as part of theEuropean coordinate system. It will also create a network of GPSstations which will be integrated into the European network of GPSstations and enable the operation of the GPS service for thepurpose of providing GPS signals for land surveying, navigation,geo-referencing of data and monitoring of spatial activity. This willenable simple, accurate and expedient geo-referencing of data,monitoring of the situations and activities in physical space and thusenable the cooperation in international projects.

As regards ttooppooggrraapphhyy aanndd ccaarrttooggrraapphhyy, the Surveying andMapping Authority of the Republic of Slovenia regards as its primarystrategic goals the creation and administration of data on physicalspace and real property in topographic databases, the provision of

Na podroËju iizzddaajjaannjjaa ggeeooddeettsskkiihh ppooddaattkkoovv si je Geodetska upravazastavila za cilj zagotoviti preprost in hiter dostop do podatkov vsemuporabnikom predvsem z uporabo elektronskega poslovanja;vkljuËiti Ëim πirπi nabor podatkov o nepremiËninah in prostoru venoten sistem distribucije in zagotoviti vse podatke na enem mestu,zagotavljati podatke Ëim ceneje, vendar s pokrivanjem stroπkov zaizdajanje; seznanjati strokovno in πirπo javnost z moænostmiuporabe geodetskih podatkov, storitvami ter aktivnostmi geodetskesluæbe ter sistematiËno meriti zadovoljstvo in potrebe uporabnikov.Geodetska uprava bo koordinirala povezovanje temeljnihprostorskih podatkovnih baz, pripravila poenotene standarde inskrbela za vzpostavitev ter vodenje metapodatkov za prostorskepodatke. Zagotavljala bo povezavo z evropsko prostorskopodatkovno infrastrukturo ter sodelovala pri postopkih uveljavljanjain implementiranja doloËil direktive INSPIRE.

V okviru mmeeddnnaarrooddnniihh aakkttiivvnnoosstti bo geodetska sluæba sledilaevropskim usmeritvam, izvajala sprejete mednarodne obveznostiter sooblikovala mednarodne smernice, programe in projekte. Tudiv prihodnje bo sodelovala v operativnih evropskih in meddræavnihprojektih ter prispevala svoje izkuπnje ter znanje s podroËij razvoja,uporabe novih tehnologij, delovnih procesov, standardizacije intrænega pristopa. Gradila bo partnersko sodelovanje med javnim inzasebnim sektorjem kot podlago za prenos znanja ter izkuπenj natuje trge in s samostojnim sodelovanjem z zasebnim sektorjemponudila strokovno pomoË dræavam na obmoËju nekdanjeJugoslavije. V sodelovanju z Ministrstvom za obrambo bo sledilausmeritvam zveze NATO z upoπtevanjem medopravilnosti pripripravi topografskih in kartografskih izdelkov.

Geodetska uprava æeli na podroËju iinnffoorrmmaattiikkee uvesti centralneaplikativne reπitve na naËelu veËnivojskih arhitektur za vseevidence, ki jih vodi, uporabnikom zagotoviti dostop do podatkovprek distribucijskih baz, uvesti tehnoloπke reπitve, ki bodoomogoËale elektronsko poslovanje, ter zagotoviti povezavonepremiËninskih in prostorskih zbirk podatkov. Zagotovljeno boinformacijsko okolje, ki bo podpiralo poslovno politiko geodetskesluæbe ter omogoËalo vodenje in povezovanje nepremiËninskihevidenc ter prostorskih zbirk v javni upravi.

By achieving the strategic goals in the area oftopography and cartography the basis part of the spatial datainfrastructure will be created, which will enable the linking anddisplaying of spatial data of various administrators, sources, levelsand accuracies.

In terms of ggeeooddeettiicc ddaattaa ddiissttrriibbuuttiioonn the Surveying and MappingAuthority of the Republic of Slovenia has set as its goal to ensure asimple and fast data access to all users, especially through e-commerce, to include the widest possible range of information onreal property and physical space into the unified distribution systemand provide all data in one location, to provide data at the lowestpossible cost while recovering the cost of issuing data, to inform theprofessional and general public on the possibilities of the use ofgeodetic data, services and activities of the land survey service andsystematically measure the satisfaction of the users and gatherinformation about their needs. The Surveying and Mapping Authorityof the Republic of Slovenia shall coordinate the linking of basicdatabases of spatial data, prepare unified standards and ensure theestablishment and administering of metadata for spatial data. It willensure the linking with the European spatial data infrastructure andparticipate in the processes of their enforcement andimplementation of the INSPIRE directive provisions.

As part of its iinntteerrnnaattiioonnaall aaccttiivviittiieess the land survey service will followthe European guidelines, implement its international obligations andco-create international guidelines, programs and projects. In thefuture in will participate in operative European and internationalprojects, contribute its experiences and knowledge in the areas ofdevelopment, use of new technologies, work processes,standardization and market approach. The Surveying and MappingAuthority will establish partnerships between the public and privatesector as a basis for the transfer of knowledge and experience toforeign markets; and in cooperation with the private sector it willprovide expert help to countries in the area of the former Yugoslavia.In cooperation with the Ministry of Defense it will follow the NATOguidelines taking into account interoperability principle in thepreparation of the topographic and cartographic products.

Geodetska uprava Republike Slovenije sodeluje v razliËnihevropskih strokovnih zdruæenjih s podroËja svojega delovanja.Poleg aktivne vloge v nekaterih zdruæenjih in soustvarjanjaevropskih geodetskih dogajanj se vkljuËuje v projekte strokovnihmeddræavnih partnerstev, povezav podatkovnih baz, izmenjavepodatkov in prenosa znanj ter veπËin v druga strokovna okolja.

Je Ëlanica evropskega zdruæenja geodetskih upravEuroGeographics, ki pokriva podroËja osnovnega geodetskegasistema, kartografije, topografije, katastrov in zemljiπkih knjig. Vokviru zdruæenja deluje v njegovih ekspertnih skupinah, konec leta2004 pa je njena predstavnica prevzela vodenje novoustanovljeneekspertne skupine za katastre in zemljiπko knjigo. Geodetskauprava sodeluje tudi v projektih zdruæenja, kot soEuroRegionalMap, EuroGlobalMap, SABE, ter v projektih v pripraviza evropska sofinanciranja, kot sta EuroGeoNames inEuroBoundaries.

As regards IITT ssuuppppoorrtt, it is the aim of the Surveying and MappingAuthority to introduce central software solutions based on theprinciple of multi-tiered architectures for all the records itadministers, provide data access to the users via distributiondatabases, introduce technological solutions that will enable e-commerce and ensure the technological linking of real estatedatabases and databases of spatial data. The Surveying andMapping Authority of the Republic of Slovenia will ensure an IT/IMenvironment which will support the business policy of the landsurvey service and enable the administration and linking of realestate records and spatial databases in public administration.

As regards oorrggaanniizzaattiioonn of the national land survey service andeedduuccaattiioonn, the Authority has set as it goal the establishment of theorganizational structure that will enable efficient distribution of data,provision of services and user notification. Through appropriateeducation and training the Surveying and Mapping Authority aims toprovide educated and qualified employees for successful andefficient implementation of assignments within the national landsurvey service and improve the knowledge of direct users about thepossibilities of the use of the real property and spatial data.

11..33 IINNTTEERRNNAATTIIOONNAALL AACCTTIIVVIITTIIEESS

The Surveying and Mapping Authority of the Republic of Slovenia isactively involved in various European and international professionalassociations related to its area of operation. In addition to its activerole in certain association and the co-creation of Europeansurveying events it also takes part in projects of professionalinternational partnerships, linking of databases, exchange ofinformation and transfer of knowledge and skills into otherprofessional environments.

The Surveying and Mapping Authority of the Republic of Slovenia isalso member of EuroGeographics, which covers the areas of thebasic geodetic system, topography, cartography, cadastres andland registries. Within the Association is participated in its expertsgroups and at the end of 2004 the representative of the Surveyingand Mapping Authority took over the chairing of the newlyestablished Expert group for Cadastres and Land Registry. TheSurveying and Mapping Authority also participates in the projects ofthe Association such as EuroRegionalMap, EuroGlobalMap, andSABE and in the projects being prepared for European co-financingsuch as EuroGeoNames and EuroBoundaries.

Strokovnjaki Geodetske uprave sodelujejo v tehniËnih in meπanihkomisijah za dræavno mejo z Italijo, Avstrijo in Madæarsko, kjer sedogovarjajo o reπevanju skupne problematike ter poenotenemevidentiranju in oznaËevanju mejne Ërte. Razvito je bilo tesnejπesodelovanje pri izmenjavi in posredovanju podatkov permanentnihGPS-postaj med Avstrijo in Slovenijo, v pripravi pa je sporazum osodelovanju.

S slovenskim zasebnim sektorjem je Geodetska uprava v Srbijiizvedla projekt Zasnova integrirane baze katastra nepremiËnin, ki jebil financiran iz sredstev slovenskega proraËuna. Njeni strokovnjakiso sodelovali v projektu s podroËja katastrskih in topografskihkartografskih podlag za naËrtovanje v obËinah Interreg III/A CBCItalija-Slovenija.



The Administration is also an active member of the Working Partyon Land Administration within the Economic Commission forEurope of the United Nations Organization, where therepresentative of the Surveying and Mapping Authority is a memberof the Administration Board of the association. The association ischaracterized by the transfer of good practice into differentlydeveloped European environments and by the preparation andadoption of guidelines and documents which serve as a basis forthe creation of national real estate policies and operativeimplementations. As part of the annual meetings of the countries ofthe central Europe the cadastral experts meet; this year by the LakeBalaton in Hungary they exchanged experiences on the issue ofsubsidy control in agriculture in connection with geodetic records.

With its experts the Surveying and Mapping Authority participates intechnical and mixed committees for the state border with Italy,Austria and Hungary, where agreements about dealing withcommon issues are made as well as the agreements about uniformrecording and marking of the border line. Closer cooperationdeveloped in the area of exchange and distribution of data of thepermanent GPS stations between Austria and Slovenia and asuitable agreement on cooperation is being drafted.

With several of its experts the Surveying and Mapping Authoritywas active in connecting with the Slovenian private sector in Serbiaon the Design of the Real Estate Cadastre Integrated Databaseproject, which was co-financed from the Slovenian budget. Itsexperts participated in the Interreg III/A CBC Italy - Slovenia projectin the area of cadastral and topographic and cartographic bases forplanning in municipal space.

The Surveying and Mapping Authority of the Republic of Slovenia isfinanced mainly from the national budget, and to a lesser extentfrom income generated through implementation of its own activities.The extent of co-financing on the part of data users (localcommunities as co-financing parties) is relatively limited and doesnot play a deciding role in the realization of the planned geodeticworks. The geodetic works program is prepared for a period of twoyears and is verified by the Government of the Republic of Slovenia.

In recent years, the income from the sale of geodetic data andproducts has been decreasing. The income derives from ownactivities. In compliance with the Budget Implementation Act it ispossible to use the income deriving from own activities solely forcovering material expenses, and the costs of administering andissuing data and products.

Konec leta 2004 je bilo na Geodetski upravi Republike Slovenije zanedoloËen Ëas zaposlenih 552 delavcev in 8 za doloËen Ëas, odtega 5 pripravnikov. Delovno razmerje je prekinilo 13 javnihusluæbencev, na novo smo sklenili delovno razmerje za nedoloËenËas z 11 javnimi usluæbenci. V primerjavi s koncem leta 2003, se jeπtevilo redno zaposlenih zmanjπalo za 2 odstotka.



In 2004 the Surveying and Mapping Authority of the Republic ofSlovenia employed 552 staff on a permanent basis and 8 on atemporary basis, 5 of whom were trainees. 13 employeesterminated their employment, while 11 new employees wereemployed on a permanent basis. The number of employeesdecreased for 2 % in comparison with the end of 2003.

Pravilnik podrobneje ureja vsebino in naËin vodenja podatkov odejanski rabi zemljiπË in zbirnih podatkov o objektih gospodarskejavne infrastrukture.

Zakon o evidentiranju nepremiËnin, dræavne meje in prostorskihenot doloËa, da se v zemljiπkem katastru vodijo podatki o petihdejanskih rabah zemljiπË, in sicer: kmetijska, gozdna, vodna,neplodna in pozidana zemljiπËa. Navedeni pravilnik doloËa, da semeje obmoËij dejanske rabe vodijo tako, da je mogoËe te podatkeizkazovati na parcelo. ZemljiπËe je uvrπËeno v posamezno rabo napodlagi predpisov o podrobnejπi delitvi dejanske rabe, ki jihsprejmejo pristojna ministrstva. Za posamezno obmoËje dejanskerabe se vodi meja obmoËja z natanËnostjo njene doloËitve, vrstadejanske rabe z naËinom doloËitve, povrπina obmoËja in povezavaz zbirko podrobnejπih podatkov. Geodetska uprava o vseh vpisihobveπËa pristojno ministrstvo in zagotavlja usklajenost podatkov odejanski rabi z dejanskim stanjem. Spremembe vpisanih podatkovo dejanski rabi se izvedejo na podlagi elaborata.

Zakon o urejanju prostora vzpostavlja kataster gospodarske javneinfrastrukture. V katastru se vodijo podatki o objektih gospodarskejavne infrastrukture, ki so v upravljanju dræave (elektrika,telekomunikacije, prenosni plinovodi, dræavne ceste, vodnainfrastruktura, ...), obËin (vodovod, kanalizacija, vroËevodnenapeljave, distribucijski plinovodi, odlagaliπËa odpadkov, ...) inzasebnih druæb (kabelska omreæja, telekomunikacijske naprave inomreæja, ...). Geodetska uprava je pristojna za vodenje zbirnihpodatkov o vrsti in tipu objekta, njegovi lokaciji in upravljavcu.Zbirne podatke vodi v zbirnem katastru gospodarske javneinfrastrukture na podlagi podatkov, ki so evidentirani v posameznihkatastrih gospodarske javne infrastrukture. Pravilnik doloËa vodenjein vzdræevanje zbirnega katastra gospodarske javne infrastrukturein podeljevanje identifikacijskih oznak objektom gospodarske javneinfrastrukture.

The Rules set forth in detail the content and manner of administeringdata on the actual land use and the consolidated data on the objectsof the economic public infrastructure.

The Registering of Real Estate, State Border and Spatial Units Actstipulates that the data on the following actual land uses areadministered in the Land Cadastre: agricultural, forest, water, infertileand developed lands. The rules stipulate that the boundaries of theareas of the actual use are administered in such a fashion that it ispossible to display the data on a per parcel basis. The classificationinto a particular use is implemented on the basis of the regulations onthe detailed division into actual land uses, which are adopted by thecompetent ministries. For an individual area of actual land use thearea boundary is administered including the accuracy of itsdesignation, the type of actual use with the manner of its designation,the surface area, the connection with the database of more detailedinformation. The Surveying and Mapping Authority notifies thecompetent ministry about all the registrations. The Surveying andMapping Authority ensures the consistency of the data on the actualuse with the actual situation. The changes of the registered data onthe actual use are implemented on the basis of a study.

The Spatial Planning Act stipulates the creation of a Cadastre of theEconomic Public Infrastructure. In the Cadastre are administered thedata on the objects of the economic public infrastructure managed bythe state (electricity, telecommunications, gas transmission lines, stateroads, water infrastructure, etc.), municipalities (water supply network,sewage system, hot-water installations, distribution gas lines, wastedumps, etc.), and private companies (cable networks,telecommunication infrastructure and networks, etc.). The Surveyingand Mapping Authority is responsible for the administration of theconsolidated data on the kind and type of object, its location in physicalspace and its administrator. The consolidated data are administered bythe Surveying and Mapping Authority in the consolidated cadastre ofthe economic public infrastructure on the basis of the data registeredin individual cadastres of the economic public infrastructure. The Rulesstipulate the administration and updating of the consolidated cadastreof the economic public infrastructure and the assignment ofidentification markers to the objects of the economic publicinfrastructure.

Vlada Republike Slovenije je februarja 2004 izdala Uredbo odoloËitvi seznama del na podroËju geodetske dejavnosti, katerihizvedba vpliva ali bi lahko vplivala na varnost æivljenja ali zdravjaljudi (Uradni list RS, πt. 23/2004), ki doloËa, da so dela na podroËjugeodetske dejavnosti, katerih izvedba vpliva ali bi lahko vplivala navarnost æivljenja ali zdravja ljudi:

U geodetske inæenirsko-tehniËne meritve, opazovanja in drugageodetska dela, povezana s projektiranjem, gradnjo,vzdræevanjem in uporabo objektov, ki zagotavljajo zanesljivost in varno uporabo objekta, in

U geodetske meritve in dela, povezana z doloËanjem in uporabodræavnega koordinatnega sistema.

Pri doloËitvi seznama del na podroËju geodetske dejavnosti, ki sopodvræena posebnim pogojem, je Vlada Republike Slovenijesvobodo gospodarske pobude omejila na minimalni obseg, omejitevpa je namenjena zgolj varovanju æivljenja in zdravja ljudi.

Geodetska dela s seznama del lahko izvaja gospodarska druæba alipodjetnik posameznik, ki ima registrirano geodetsko dejavnost, brezposebnega dovoljenja za izvajanje teh del, vendar mora za vsakotako delo imenovati odgovornega geodeta, ki potrdi ustreznostizvedenega dela. Cene teh del se oblikujejo na prostem trgu.

Geodetska dela s seznama del lahko izvaja tudi Geodetska uprava,ki izvaja naloge dræavne geodetske sluæbe.

Na dokumentaciji, ki se izdela v zvezi z opravljenim delom sseznama del, odgovorni geodet potrdi, da so uporabljene metodemerjenj ter obdelava in prikaz podatkov skladni s tehniËnimi predpisiin standardi oziroma z zahtevanimi tolerancami iz projekta zagraditev oziroma z drugimi posebnimi zahtevami, doloËenimi zaizvedbo posameznih geodetskih del iz te uredbe.

In February 2004 the Government of the Republic of Sloveniaissued the List of Works the Implementation of Which Affects orMight Affect the Safety and Health of People (Official Gazette SRS,No. 23/2004), which stipulates that the land survey works whoseimplementation affects or might affect the safety and health ofpeople are:

U engineering and technical land surveys, observations and other land survey works connected to designing, building,maintenance and use of objects which ensure the reliability andsafe use of the object, and

U land surveys and works connected with the establishment andthe use of the national coordinate system.

In making a list of land survey works which are subject to specialconditions the Government of the Republic of Slovenia minimallylimited the freedom of the economic initiative, the purpose of thelimitation being the safeguarding of the lives and health of people.

The land survey works from the list can be implemented by asurveying company or a sole trader which / who has registered aland survey activity without needing a special permit for theimplementation of such works, however the company / trader mustappoint a responsible land surveyor to certify the appropriateness ofthe work implemented. The prices of such works are shaped by thefree market.

The land survey works from the list may also be implemented by theSurveying and Mapping Authority which implements theassignments of the national land survey service.

On the documentation for the work implemented from the list ofworks the responsible land surveyor certifies that the used surveymethods and the processing and presentation of the data are incompliance with the technical regulations and standards or, as thecase may be, with the required margins of error of the object beingconstructed or with the other special requirements stipulated for theimplementation of individual land survey works in this legislation.

The control over the implementation of the land survey works fromthe list of works is carried out by the land survey inspectors.

Zakona o urejanju prostora in graditvi objektov doloËata, da jegeodetski naËrt ena od osnovnih podlag za izdelavo lokacijskeganaËrta in projektne dokumentacije za graditev objektov. GeodetskinaËrt je prikaz fiziËnih struktur in pojavov na zemeljskem povrπju ternad in pod njim v pomanjπanem merilu. Sestavljen je iz grafiËnegaprikaza in certifikata geodetskega naËrta. GrafiËni prikaz vsebujeprikaze posameznih vsebin, certifikat pa osnovne informacije onaroËniku in izdelovalcu geodetskega naËrta, kakovosti podatkov inpogojih za uporabo geodetskega naËrta. Certifikat podpiπeodgovorni geodet in s tem potrdi, da je geodetski naËrt izdelan vskladu s predpisi in z zahtevami naroËnika. Geodetski naËrt lahkoizdela geodetsko podjetje, ki izpolnjuje pogoje po Zakonu ogeodetski dejavnosti in ima po Uredbi o doloËitvi seznama del napodroËju geodetske dejavnosti, katerih izvedba vpliva ali bi lahkovplivala na varnost æivljenja ali zdravja ljudi (Uradni list RS, πt.23/2004), imenovanega odgovornega geodeta. Vsebinogeodetskega naËrta doloËita naroËnik in geodetsko podjetje, kigeodetski naËrt izdeluje, in je odvisna predvsem od namenaizdelave geodetskega naËrta. Geodetski naËrt lahko vsebujepodatke o vseh objektih in pojavih v prostoru (relief, hidrografija,stavbe in gradbeni inæenirski objekti, zemljepisna imena, geodetsketoËke, administrativne meje, zemljiπke parcele itd.), lahko pa le tiste,ki so za naroËnika nujno potrebni in so v skladu z minimalnovsebino, ki je predpisana za doloËen geodetski naËrt. Za prikazvsebine geodetskega naËrta je izdelan topografski kljuË, ki jeobjavljen na spletnih straneh in natisnjen v posebni publikaciji.

The Spatial Planning Act and the Construction Act stipulate that theland survey plan is one of the basic bases for the making of thelocation plan and project documentation for the construction ofobjects. The land survey plan is a small scale representation of thephysical structures and phenomena on the surface of the land aswell as below and above it. It comprises a graphic representationand the land survey plan certificate. The graphic representationcontains the representations of individual contents and thecertificate contains the basic information about the client and theauthor of the land survey plan, about the quality of data and theconditions for the use of the land survey plan. The certificate issigned by the responsible land surveyor, who thus certifies that theland survey plan has been made in compliance with the regulationsand the requirements of the client. The land survey plan can bemade by a surveying company which meets the requirements setforth in the Land Survey Service Act and which has appointed aresponsible land surveyor in accordance with the Decree LayingDown the List of Works in the Field of Surveying and MappingActivity, the Implementation of Which Affects or Could Affect theHealth or Life Safety of People (the Official Gazette of RS, No.23/2004). The content of the land survey plan is determined by theclient and the surveying company making the plan and is primarilydependent on the purpose of the making of the land survey plan.The land survey plan can contain data on all objects andphenomena in physical space (terrain, hydrography, buildings andcivil engineering objects, geographical names, geodetic points,administrative boundaries, land parcels, etc.), however it can alsocontain only those objects and phenomena which are necessary forthe client and comply with the minimal contents stipulated for aparticular land survey plan. For the representation of the contents ofthe land survey plan a topographic key has been made andpublished on the website as well as a special publication.

There were several reasons for the preparation of amendments tothe Decree on the Tariffs Charged for the Issue of Geodetic Data(the Official Gazette of RS, No. 60/2002 - hereinafter: the Decree).It was established that as a consequence of the different

Uporabnikom so na voljo tudi novigeodetski podatki, ki v prvotni uredbi πe niso bili navedeni, zatogeodetska uprava ni imela pravne podlage za njihovo izdajanje.

Pomembnejπe spremembe in dopolnitve besedila uredbe so:U NatanËneje je doloËen ppoojjeemm ppoossrreeddnniiππttvvaa geodetskih

podatkov, saj je v spremembi uredbe navedeno, da jeposredniπtvo geodetskih podatkov komercialna uporabageodetskih podatkov z namenom vveeËËkkrraattnneeggaa posredovanjaistih geodetskih podatkov drugim uporabnikom ali omogoËanjevveeËËkkrraattnneeggaa vpogleda v iste geodetske podatke.

U Izdajanje geodetskih podatkov se izvaja na dva naËina: (1) nanaËin posredovanja geodetskih podatkov in (2) na naËinvpogleda v geodetske podatke. NNaaddoommeessttiilloo zzaa uuppoorraabbooggeeooddeettsskkiihh ppooddaattkkoovv ssee oobbrraaËËuunnaa gglleeddee nnaa nnaaËËiinn iizzddaajjaannjjaaggeeooddeettsskkiihh ppooddaattkkoovv.. S spremembo uredbe je jasno doloËeno, da se za posredovanje geodetskih podatkov obraËuna nadomestilo za posredovanje geodetskih podatkov, Ëe pa se vgeodetske podatke omogoËa vpogled, se obraËunanadomestilo za vpogled v geodetske podatke.

U Nadomestilo za vpogled v geodetske podatke se lahko po novem obraËuna na dva naËina:- kot nnaaddoommeessttiilloo zzaa ppoossaammiiËËeenn vvppoogglleedd v geodetske

podatke ali - kot lleettnnoo nnaaddoommeessttiilloo zzaa vvppoogglleedd v geodetske podatke.

Letno nadomestilo se obraËuna za vsakih zaËetnih petdelovnih mest, na katerih se pri enem uporabnikuvpogleduje v geodetske podatke.

U Med izjeme pri izraËunu nadomestila za uporabo podatkov jepoleg neposrednih uporabnikov dræavnega proraËuna in sodiπËna novo vkljuËen bbrreezzppllaaËËeenn vvppoogglleedd vv ppooddaattkkee oo llaassttnniihhnneepprreemmiiËËnniinnaahh,, ki omogoËa lastnikom nepremiËnin (fiziËne ali pravne osebe), ki so evidentirane v zemljiπkem katastru(zemljiπke parcele) in katastru stavb (stavbe in deli stavb), brezplaËen vpogled v grafiËne in atributne podatke onepremiËninah v njihovi lasti.

interpretations of certain parts of the Decree those parts needed tobe defined in more detail and that certain provisions of the Decreerequired simplification, which would provide user with a simplermanner of using geodetic data. The new geodetic data which werenot laid down in the original Decree and for whose issuingconsequently the Surveying and Mapping Authority had no legalbasis are also available to the users.

The more significant amendments to the text of the Decree are:U A more detailed definition of the tteerrmm rreesseelllliinngg ooff ggeeooddeettiicc

ddaattaa as it now says in the amendment of the Decree that thereselling of geodetic data is a commercial use of geodetic data with the purpose of mmuullttiippllee distribution of the samegeodetic data to other users or enabling mmuullttiippllee accesses tothe same geodetic data.

U The issuing of geodetic data is implemented in two ways: (1) inthe manner of distributing geodetic data and (2) in the manner ofproviding access to geodetic data. TThhee ccoommppeennssaattiioonn ffoorr tthheeuussee ooff ggeeooddeettiicc ddaattaa sshhaallll bbee ccaallccuullaatteedd wwiitthh rreessppeecctt ttoo tthheemmaannnneerr ooff tthhee iissssuuiinngg ooff tthhee ggeeooddeettiicc ddaattaa. The amendment totheDecree clearly stipulates that the compensation for distributinggeodetic data is calculated for distributing geodetic data and incase of providing access to geodetic data the compensation iscalculated for providing access to geodetic data.

U The compensation for access to geodetic data can now becalculated in two ways: - as a ccoommppeennssaattiioonn ffoorr iinnddiivviidduuaall aacccceessss to geodetic data, or - as an aannnnuuaall ccoommppeennssaattiioonn ffoorr aacccceessss to geodetic data.

The annual compensation is calculated for every initial fiveemployees of a user which have access to geodetic data.

U Among the exceptions in calculating compensation for the useof data is now included, in addition to direct budget users andcourts, ffrreeee aacccceessss ttoo ddaattaa oonn oowwnn rreeaall eessttaattee, which providesthe owners of real estate (natural or legal persons) registered inthe Land Cadastre (land parcels) and the Buildig Cadastre(buildings and parts of buildings) free access to graphic andattribute data on real estate in their ownership.

Osnovni namen in cilj Projekta posodobitve evidentiranjanepremiËnin je zagotoviti vzpostavitev osnovnih podatkov onepremiËninah in njihovem lastniπtvu ter z uvajanjem novihtehnologij in informatizacije evidenc omogoËiti enostavnejπoin hitrejπo nadgradnjo teh podatkov za razliËne namene,predvsem varovanje stvarnih pravic na nepremiËninah,obdavËenje nepremiËnin, nadzor trga z nepremiËninami,podporo aktivnostim v kmetijstvu, gozdarstvu in ravnanju znaravnimi viri ter s premoæenjem, podporo prostorskemunaËrtovanju in stanovanjski politiki ter statistiËnim obdelavam,ekologiji, geodeziji in drugim. Hkrati je namen projekta tudi pribliæatioziroma izenaËiti slovensko zakonodajo na podroËju upravljanjanepremiËnin z uveljavljeno zakonodajo dræav Ëlanic Evropske unije.

Vlada Republike Slovenije je oktobra 1998 imenovala Programskisvet za posodobitev evidentiranja nepremiËnin, v katerem sopredstavniki Ministrstva za okolje in prostor, Ministrstva za finance,Ministrstva za kmetijstvo, gozdarstvo in prehrano, Ministrstva zapravosodje, Vrhovnega sodiπËa Republike Slovenije, Ministrstva zainformacijsko druæbo, StatistiËnega urada Republike Slovenije,Centra Vlade za informatiko ter Servisa skupnih sluæb. Ena izmednalog programskega sveta je usklajevanje izvedbe Projektaposodobitve evidentiranja nepremiËnin, ki se je zaËel operativnoizvajati z uveljavitvijo zakona o ratifikaciji sporazuma o posojilu(Projekt za posodobitev evidentiranja nepremiËnin) med RepublikoSlovenijo in Mednarodno banko za obnovo in razvoj (UL RS,Mednarodne pogodbe, πt. 31/1999 z dne 31.12.1999) in bo trajal dokonca junija 2005.

44..11 RREEAALL EESSTTAATTEE MMOODDEERRNNIISSAATTIIOONN PPRROOJJEECCTT

The fundamental purpose and objective of the Project is to providebasic data on real estate and their ownership, to introduce new

technologies and computerize real estate records, and thusallow simpler and faster upgrading of the said data for avariety of purposes. These include the protection of title toreal estate, real estate taxation, supervision of the real estatemarket, supporting activities in agriculture, forestry, andnatural resources and property management, supporting

spatial planning and housing policies, statistical analyses,environment protection, geodesy and others. The Project also aims atbringing the Slovenian legislation related to real estate managementinto line with the existing legislation of EU Member States.

The Government of the Republic of Slovenia appointed the ProgramCouncil for the Implementation of Real Estate Registration in October1998. The Council consists of the representatives of the Ministry ofthe Environment and Spatial Planning, Ministry of Finance, Ministry ofAgriculture, Forestry and Food, Ministry of Justice, Supreme Court ofthe Republic of Slovenia, Ministry of Information Society, StatisticalOffice of the Republic of Slovenia, Government Center for Informatics,and Joint Services of the Government. One of the Program Council’stasks is the coordination of the Real Estate RegistrationModernization Project, the operative implementation of which startedfollowing the enforcement of the Act Ratifying the Loan Agreement(Real Estate Registration Modernization Project) between Republic ofSlovenia and International Bank for Reconstruction and Development(Official Gazette of RS, International Treaties, No. 31/99 as of 31December 1999). The completion of the Project is foreseen for theend of June 2005.

territory of the Republic of Slovenia was implemented,U hardware and software for the creation and updating of the

land use records were procured and installed,U Working draft of the Property Tax Act, was made,U a draft of the Mass Real Estate Valuation Act was prepared,U draft models for valuation and taxation of individual types or

real property (residential, industrial, agricultural) were made, U proposal of organizational schemes of real estate valuation

and tax systems was made,U the economic analysis of the housing and mortgage lending in

the Republic of Slovenia was done,U Draft of Mortgage and Municipal Debenture Act was made, U Law of Property Code was prepared and adopted.

The Real Estate Registration Modernization Project will becompleted in 2005.

44..22 SSTTRRAATTEEGGYY OOFF TTHHEE BBAASSIICC GGEEOODDEETTIICC SSYYSSTTEEMM

The Surveying and Mapping Authority of the Republic of Sloveniaprepared the strategy of the basic geodetic system. This providedthe basis for its systematic renewal, which will be realized as part ofannual action plans of the national land survey service. The renewalis dictated by various factors. The membership in the EuropeanUnion resulted in the need to follow the European guidelines,standards and programs. Through them the ever clearer demandsfor linking and exchanging geodetic data become evident and thoseare predicated on the provision of a standardized geo-referencedbasis which will be a part of the European one. On the other handthe advances in the science, technology and the methods of landsurvey enable and require the introduction of completely newsurveying methods and techniques. These are becoming the newfoundations of the modern surveying and mapping activity. Theneeds and demands of the users (land surveyors, users of geo-references geodetic records, locational services) are also evermore clear as the existing basic geodetic system no longer meetstheir needs and even hinders them in making advances in qualityand implementing and providing geodetic services more efficiently.

44..22 SSTTRRAATTEEGGIIJJAA OOSSNNOOVVNNEEGGAA GGEEOODDEETTSSKKEEGGAA SSIISSTTEEMMAA

Geodetska uprava je pripravila strategijo osnovnega geodetskegasistema. S tem smo zagotovili podlago za njegovo sistematiËnoprenovo, ki jo bomo uresniËevali v okviru vsakoletnih programovdela dræavne geodetske sluæbe. To prenovo narekujejo razliËnidejavniki. Posledica Ëlanstva v Evropski uniji so zahteve poupoπtevanju evropskih usmeritev, standardov in programov. Preknjih se izraæajo vse jasnejπe potrebe po povezovanju inizmenjevanju prostorskih podatkov, za kar pa je treba zagotovitistandardizirano georeferenËno osnovo, ki je del evropske osnove.Na drugi strani napredek znanosti in tehnologije ter metodgeodetske izmere omogoËa in zahteva uvedbo povsem novihmerskih metod in tehnik. Te postajajo temelji moderne geodetskedejavnosti. Vse jasnejπe so tudi potrebe in zahteve uporabnikov(izvajalci geodetskih meritev, uporabniki geolociranih geodetskihevidenc, lokacijske storitve), ki jim sedanji osnovni geodetski sistemne zadoπËa veË, jim celo oteæuje kakovostni napredek inuËinkovitejπe izvajanje ter ponudbo geodetskih storitev.



Izdelava strategije na podroËju osnovnega geodetskega sistema jezaËetni korak k sistematiËni ureditvi podroËja. Na njeni podlagi bomogoËe pripravljati posamezne izvedbene programe dela,angaæirati kadrovske vire, naËrtovati investicije in zagotavljatiusklajenost posameznih dejavnosti.

Izvajanje strategije na podroËju osnovnega geodetskega sistema bovplivalo ne le na dræavno geodetsko sluæbo in vodenje geodetskihevidenc, temveË tudi na vse druge prostorske evidence ingeolocirane podatke, druge resorje, upravljavce gospodarske javneinfrastrukture in izvajanje geodetskih storitev v zasebnem sektorju.Izvajanje strategije bo omogoËilo skladno povezovanje prostorskihevidenc s podatki drugih evropskih dræav in olajπalo izmenjavopodatkov ter njihovo uporabo v projektih evropskega inregionalnega znaËaja, zasebnemu geodetskemu sektorju pa boomogoËeno, da uporabnikom zagotavlja hitrejπe in kakovostnejπegeodetske storitve.

Temeljne strateπke usmeritve dræavne geodetske sluæbe so:

Novi dræavni koordinatni sistem bo vzpostavljen na osnovi strokovnihizhodiπË mednarodnega, evropskega sistema ESRS, njegovamaterializacija pa izvedena z uporabo tehnologije in metodGPS (Global Positioning System).

The preparation of the strategy in the area of the basic geodeticsystem is the first step to the systematic re-organization of this area.On the basis of it it will be possible to make individualimplementational action plans, employ human resources, planinvestments and ensure the coordination of individual activities.

The implementation of the strategy in the area of the basic geodeticsystem will impact not only on the national land survey service andthe administration of geodetic records, but also on all the otherspatial records and geo-referenced data, on other agencies, theadministrators of the economic public infrastructure and on theimplementation of the surveying and mapping services in the privatesector. The implementation of the strategy will enable harmoniouslinking of the spatial records with the data from other Europeancountries and facilitate the exchange of data and their use in theprojects of European and regional significance, and it will enable theprivate surveying and mapping sector to provide faster and betterquality services to users.

Basic strategic guidelines of the national land survey service are:

U Thhee eessttaabblliisshhmmeenntt ooff tthhee nneeww nnaattiioonnaall ccoooorrddiinnaattee ssyysstteemm wwhhiicchhwwiillll bbee aa ppaarrtt ooff EESSRRSS ((EEuurrooppeeaann SSppaattiiaall RReeffeerreennccee SSyysstteemm)) -to define and establish a homogenous national coordinatesystem for the territory of Slovenia, based on the modernsurveying and mapping profession and which will becomparable with the more developed countries and ensuresimple linking and exchange of spatial data both from the basicgeodetic system (horizontal coordinates of points and elevationcomponents) as well as from other spatial records (real estate,topographic). The new national coordinate system will beestablished on professional foundations of the internationalEuropean ESRS system and it will be materialized using theGPS (Global Positioning System) technology and methods.

U TThhee eessttaabblliisshhmmeenntt ooff tthhee nneettwwoorrkk ooff ppeerrmmaanneenntt GGPPSS ssttaattiioonnssso as to enable the identification of the horizontal componentsof the location of the points in the new national coordinatesystem for the needs of geodesy and geodetic records (realestate, topography) with centimeter accuracy for the entireterritory of the Republic of Slovenia and to enable other usersquick and rational geo-referencing of objects and phenomenawith the accuracy appropriate for them. The identification of thehorizontal position of a point (object, phenomenon) in thenational coordinate system will be possible in real time (at thetime of the survey in the field) as well as with the subsequentprocessing of the data of the survey.

Za potrebe prehoda namednarodni koordinatni sistem bomo vzpostavili osnovnogravimetriËno mreæo.

S tem bomo zagotovilitudi moænost za pretvorbo prostorskih koordinat vseh (ne legeodetskih) prostorskih evidenc v novi koordinatni sistem.

U OOppuussttiillii bboommoo vvzzddrrææeevvaannjjee ddeellaa ggeeooddeettsskkiihh ttooËËkk nniiææjjiihh rreeddoovv inkakovostno ter koliËinsko prenovili podatke o geodetskihtoËkah. S prehodom na nove metode in tehnologije izvajanjageodetskih meritev bo veËina geodetskih toËk, ki se vodijo v bazi podatkov, postala nepotrebnih. Narejen bo izbor toËk, za katere bo lahko zagotovljena ustrezna kakovost podatkov, in v bodoËe bodo v uradni bazi podatkov vodene samo te.

U PPrreennoovviillii bboommoo pprreeddppiissee, ki urejajo podroËje osnovnegageodetskega sistema. Predpisi na tem podroËju so preæiveti, posamezni deli se ne izvajajo veË. Nove predpise bomo pripravili tako, da bomo z njimi podprli nov osnovni geodetskisistem in sodoben ter gospodaren naËin izvajanja geodetskih del.

Gradivo je bilo usklajeno s strokovnimi institucijami in zdruæenji, zakatere je bilo ocenjeno, da lahko s strokovnih vidikov prispevajo koblikovanju strategije, in na katerih delo bo vplivalo uresniËevanjestrategije, in sicer z Inæenirsko zbornico, MatiËno sekcijo zageodezijo, Oddelkom za geodezijo Fakultete za gradbeniπtvo ingeodezijo, Zvezo geodetov Slovenije in drugimi. Celotno gradivostrategije je objavljeno na spletnih straneh Geodetske upraveRepublike Slovenije (www.gov.si/gu/).

U TThhee eelleevvaattiioonn ccoommppoonneenntt ooff tthhee nnaattiioonnaall ccoooorrddiinnaattee ssyysstteemm wwiillllbbee eessttaabblliisshheedd oonn tthhee ffoouunnddaattiioonnss ooff tthhee uunniiffoorrmm EEuurrooppeeaann eelleevvaattiioonn ssyysstteemm and with the construction of a basicgravimetric network. The elevation component of the uniformEuropean coordinate system ESRS is represented by EVRS2000 (European Vertical Reference System), which isgravity based, the elevations of the points are defined bygeopotential heights. For the purpose of transition to theinternational coordinate system a basic gravimetric network will be established.

U IInn tthhee ttrraannssiittiioonn ppeerriioodd ooff tthhee eessttaabblliisshhmmeenntt ooff tthhee nneewwccoooorrddiinnaattee ssyysstteemm aanndd tthhee ccoonnssttrruuccttiioonn ooff tthhee nneettwwoorrkk ooff ppeerrmmaanneenntt GGPPSS ssttaattiioonnss ttrraannssffoorrmmaattiioonn mmooddeellss wwiillll bbee ccrreeaatteedd aanndd ttrraannssffoorrmmaattiioonn ppaarraammeetteerrss wwiillll bbee ddeeffiinneedd, which will enable an uninterrupted transition from the existing to the newcoordinate system. This will provide the opportunity for thetransformation of the spatial coordinates of all (not justgeodetic) spatial records into the new coordinate system.

UU TThhee uuppddaattiinngg ooff lloowweerr lleevveell ggeeooddeettiicc ppooiinnttss wwiillll bbee ddiissccoonnttiinnuueedd iinn ppaarrtt and the data on geodetic points will be quantitatively andqualitatively updated. As a consequence of the transition to the new methods and technologies of surveying and mapping the majority of the geodetic points administered in the database willbecome unnecessary. A selection of points for which suitable quality of data can be ensured will be selected and in the future only these points will be administered in the database.

U WWee wwiillll uuppddaattee tthhee rreegguullaattiioonnss governing the area of the basicgeodetic system. These regulations are out of data and, in certain parts, no longer enforced. The new regulations will be drafted so that they support the new basic geodetic system anda modern and economical way of implementing surveying and mapping works.

The materials were harmonized with the professional institutionsand associations whom we felt could contribute, from a professionalpoint of view, to the creation of the strategy and on whose work willbe affected by the realization of the strategy, namely the SlovenianChamber of Engineers, The Section of Land Surveyors on theFaculty of Civil Engineering and Geodesy, The SlovenianAssociation of Land Surveyors, etc. The materials on the strategyare available on the website of the Surveying and Mapping Authorityof the Republic of Slovenia (www.gov.si/gu/).

Kataster stavb je temeljna evidenca o stavbah in delih stavb,njegova vzpostavitev pa se je zaËela z uveljavitvijo Zakona oevidentiranju nepremiËnin, dræavne meje in prostorskih enot -ZENDMPE (Uradni list RS, πt. 52/2000 in 87/2002-SPZ) inPravilnika o vpisih v kataster stavb (Uradni list RS, πt. 15/2002).

V katastru stavb se evidentirajo podatki o stavbah in delih stavb(npr. stanovanjih, poslovnih prostorih). Vpis podatkov poteka poupravnem postopku na osnovi elaborata in tako vpisani podatki soedina osnova za vpis v zemljiπko knjigo. Z namenom hitrejπevzpostavitve katastra stavb in njegove pokritosti za celotno obmoËjeRepublike Slovenije se lahko podatki v kataster stavb vpiπejo tudi napodlagi prijave ali prevzema iz drugih evidenc.

Prevzem podatkov o stavbah in delih stavb iz drugih evidenc jepotekal prek Projekta posodobitve evidentiranja nepremiËnin, ki gaje sofinancirala Mednarodna banka za obnovo in razvoj. Naloga seje izvajala od konca leta 2002 in se zakljuËila aprila leta 2004.Podatki za 1.229.005 stavb in 1.542.144 delov stavb, kolikor jih jebilo aprila 2004 vnesenih v kataster stavb, so bili zbrani iz naslednjihvirov:

The Building Cadastre is a basic record on buildings and parts ofbuildings; its establishment began with the adoption of the Recordingof Real Estate, State Border and Spatial Units Act - ZENDMPE (OfficialGazette of RS, No. 52/2000 and 87/2002-SPZ) and Rules on Entriesinto the Building Cadastre (Official Gazette of RS, No. 15/2002).

In the Building Cadastre data on buildings and parts of buildings(e.g. apartments, business premises) are recorded. The recording ofdata takes place through an administrative procedure on the basisof a study and thus recorded data are the only basis for theregistration into the Land Registry. For the purpose of speeding upthe establishment of the Building Cadastre and its coverage of theentire territory of the Republic of Slovenia the data can be recordedinto the Cadastre also on the basis of an application or importationfrom another record.

The importation of data on buildings and parts of buildings fromother records is implemented through the Real Estate RegistrationModernization Project which was co-financed by the InternationalBank for Reconstruction and Development. The assignment wasimplemented from the end of 2002 and was completed in April of2004. The data for 1,229,005 buildings and 1,542,144 parts of

buildings, which were recorded in the Building Cadastre in April2004, were acquired from the following sources:

- The photogrammetric acquisition of building roof outlines forthe entire territory of Slovenia,

- the existing regular data entries in the Building Cadastre,- the Land Cadastre,- the Register of Spatial Units,- the Central Population Register,- the Business Register of Slovenia,- the data on electric power payers,- data on ground rent payers,- the data of the bigger administrators of multi-apartment

buildings,- Public Utilities Cadastres.

For the purpose of improving the quality of data acquired fromvarious records and consequent greater usability of data thedisclosure of the Building Cadastre data is also planned.

The Special Conditions for Registering the Ownership Rights toIndividual Parts of a Building with the Land Register Act - officialconsolidated text - ZPPLPS-UPB1 (the Official Gazette of RS, No.47/2003), which facilitated the registration of individual apartmentsor parts of building into the Building Cadastre without registeringdata for the entire building and all its parts, expired in November2004. In the five years since the Act’s entry into force, a total of37,666 building part registration procedures and 1,984 proceduresof collecting data from building footprint surveys were successfullycompleted. ZPPLPS-UPB1 affected no less than 15.2% multi-apartment buildings in Slovenia.

Z namenom izboljπanja kakovosti podatkov, zajetih iz razliËnihevidenc, in s tem veËje uporabnosti podatkov je predvidenarazgrnitev podatkov katastra stavb.

Novembra 2004 je prenehal veljati Zakon o posebnih pogojih zavpis lastninske pravice na posameznih delih stavbe v zemljiπkoknjigo - uradno preËiπËeno besedilo - ZPPLPS-UPB1 (Uradni listRS, πt. 47/2003), s katerim je bilo mogoËe posamezno stanovanjeali drug del stavbe vpisati v kataster stavb brez vpisa podatkov zacelotno stavbo in vse njene dele. V petih letih od uveljavitve zakonasmo uspeli v katastru stavb uspeπno zakljuËiti 37.666 postopkovevidentiranja dela stavbe in 1.984 postopkov pridobitve podatkov naosnovi odmere stavbiπËa. ZPPLPS-UPB1 se je “dotaknil” kar 15,2%veËstanovanjskih stavb v Sloveniji.

Konec leta 2004 je bilo v katastru stavb evidentiranih 1.231.718stavb, od tega 4.507 na naËin, ki omogoËa nadaljnji vpis v zemljiπkoknjigo. Od 1.633.012 zajetih delov stavb je bilo v katastru stavb105.649 delov stavb evidentiranih na naËin, ki omogoËa vpis vzemljiπko knjigo. Glede na πtevilo identificiranih stanovanj v popisu2002 je bilo konec leta 2004 46% vseh stanovanj vveËstanovanjskih stavbah v Sloveniji evidentiranih v katastru stavbna naËin, ki omogoËa nadaljnji vpis v zemljiπko knjigo.

44..44 VVPPOOGGLLEEDDOOVVAALLNNIIKK VV GGEEOODDEETTSSKKEE PPOODDAATTKKEE

Geodetska uprava je avgusta 2004 omogoËila vpogled v geodetskepodatke zemljiπkega katastra, katastra stavb, geodetskih toËk inregistra prostorskih enot z ustrezno kartografsko podlago.

Vpogledovalnik v geodetske podatke je rezultat veËletnegaskupnega dela Geodetske uprave Republike Slovenije, bivπegaCentra Vlade Republike Slovenije za informatiko, sedaj Ministrstvaza javno upravo in Geodetskega inπtituta Slovenije. Polegvzpostavitve kakovostnih geodetskih evidenc v elektronski obliki,Ëemur je Geodetska uprava posvetila veliko pozornosti, je bilo trebavzpostaviti distribucijski sistem za izdajanje podatkov. Privzpostavljanju in delovanju sistema distribucije podatkov so bilapostavljena naslednja osnovna naËela:

produkcijskih okolij,U distribucijski sistem mora biti Ëim bolj neodvisen od

U distribucijski sistem vkljuËuje povezovanje razliËnih podatkov izrazliËnih zbirk, ustvarjanje novih podatkov oziroma informacij(dodana vrednost) ter jih zagotavlja vsem uporabnikom.

At the end of 2004 1,231,718 buildings were registered into theBuilding Cadastre, 4,507 of which in a manner which allows forfurther registration into the Land Registry. Of the 1,633,012 acquiredparts of buildings 105,649 were registered in the Building Cadastrein a manner which allows for further registration into the LandRegistry. Given the number of identified apartments in Census 2002at the end of 2004 46 per cent of apartments in multi-apartmentbuildings in Slovenia were registered in the Building Cadastre in amanner which allows for further registration into the Land Registry.

44..44 GGEEOODDEETTIICC DDAATTAA BBRROOWWSSEERR

In August 2004 the Surveying and Mapping Authority enabledaccess to the Land Cadastre, Building Cadastre, geodetic pointsand Register of Spatial Units geodetic data with the appropriatecartographic basis.

Geodetic data browser is the result of several years of joint efforts ofthe Surveying and Mapping Authority of the Republic of Slovenia,the former Government IT/IM Center, now Ministry of PublicAdministration, and the Geodetic Institute of Slovenia. In addition tothe creation of high-quality geodetic records in electronic form, towhich the Surveying and Mapping Authority devoted a lot ofattention, it was also necessary to establish a distribution system fordata issuing. The following basic principles were set during theestablishment and operation of the distribution system:

U the user acquires data in one location;U a unified distribution environment must be established

separately from the production environment;U the distribution system must be as independent as possible

from the organization of the individual administrators in stateadministration;

U in addition to single-instance data acquisition as a rule userinterfaces and services which enable computer access to dataare also created only once;

U the distribution system includes the linking of various data fromvarious databases, the creation of new data or information(added value) and provides access to them to all users.



Sistem distribucije je del opreme Ministrstva za javno upravo in jenamenjen izdajanju podatkov: tako informiranju uporabnikov opodatkih (iskanje, odkrivanje podatkov, ugotavljanje kakovosti inprimernosti podatkov posamezni uporabi) kot tudi uporabi indostopu do geodetskih podatkov na razliËne naËine (pripravapotrdil, omogoËanje vpogledov, prepisovanje podatkov v sistemuporabnika, posredovanje sprememb in zagotavljanje drugihstoritev za uporabnike). Osnovni del distribucijskega sistema sopredvsem t. i. distribucijske baze, to so dnevno osveæene bazegeodetskih podatkov v strukturi, namenjeni izdajanju. Pomembendel sistema so tudi vmesniki za dostop do podatkov, servisi zaupravljanje sistema in uporabnikov, beleæenje transakcij, izdelavostatistik ipd. Izdelan vpogledovalnik v podatke je torej prvi in lemanjπi, navzven viden del celotnega sistema in je dostopen naportalu http://prostor.gov.si/.

Vpogled v geodetske podatke je moæen na tri naËine:- vpogled v geodetske podatke za registrirane uporabnike,- javni vpogled v podatke o nepremiËninah,- osebni vpogled - vpogled v podatke o nepremiËninah v lasti

posamezne osebe.

The distribution system is located in the servers at the Ministry ofPublic Administration and its purpose is the issuing of data: it isintended to provide both the information about the data to users(searching, finding data, establishing the quality andappropriateness of data for a particular use) as well as for the useand access to geodetic data in various ways (preparation ofcertificates, allowing access, copying of data into the user’s system,submission of changes and ensuring other services for users). Thebasic part of the distribution system are primarily the so-calleddistribution databases - daily updated databases of geodetic datastructured for the purpose of their issuing. An important part of thesystem are also the interfaces for access to data, services foradministering the system and users, recording transactions, makingof statistics, etc. The completed data browser is therefore the firstand only a smaller, outwardly visible part of the entire system and isaccessible at http://prostor.gov.si/.

Access to geodetic data is possible in three ways:- access to geodetic data for registered users- public access to data on real estate- personal access - access to data on real estate owned by a

particular individual.

VVppoogglleedd vv ggeeooddeettsskkee ppooddaattkkee zzaa rreeggiissttrriirraannee uuppoorraabbnniikkee je namenjenpredvsem uporabnikom v javni upravi, geodetskim in drugimpodjetjem, zasebnim druæbam ipd. OmogoËa vpogled v opisne ingrafiËne geodetske podatke, za uporabnike z ustrezno zakonskoosnovo pa tudi vpogled v osebne podatke. Sestavljen je iz opisnegain grafiËnega dela. Uporabniku so omogoËeni razliËni naËinipoizvedovanj glede na njegove pravice in potrebe, na primerpoizvedovanje na podlagi πtevilke parcele, πtevilke stavbe ali njeneganaslova, po imenu oziroma nazivu lastnika, Ëe uporabniku zakondovoljuje uporabo osebnih podatkov, in drugo. Poleg poizvedovanjaponuja grafiËni del vpogledovalnika funkcije za spreminjanje vsebine(uporabnik sam izbere vsebine, katerih grafiËni prikaz æeli) in obmoËjaprikaza (s spreminjanje merila in premikanjem po grafiËnem prikazu -sliki), merjenje razdalj ter druge funkcije. Vpogled v podatke zaregistrirane uporabnike se uporabniku omogoËi po podpisu pogodbeo uporabi podatkov z Geodetsko upravo Republike Slovenije,uporabnik pa potrebuje tudi dovolilnico za raËunalniπki dostop dopodatkov ter uporabniπko ime in geslo.

AAcccceessss ttoo ggeeooddeettiicc ddaattaa ffoorr rreeggiisstteerreedd uusseerrss is intended primarily forusers in the public administration, surveying and mapping and othercompanies, private companies, etc. It allows access to attribute andgraphic geodetic data, and for users with the appropriate legal basisalso access to personal data. It consists of the attribute and thegraphic part. Various ways of searching for data are available to theusers with respect to the user’s authorization and requirements, suchas searches by land parcel number, building number or buildingaddress, searches by the name or title of the owner if the user islegally authorized to use personal data, etc. In addition to searchingthe graphic part of the browser includes the functions for modifyingthe content (the user personally selects the content whose graphicrepresentation the user would like to see) and the area of display (bychanging the scale and scrolling through the graphic representation -picture), measuring distance and other functions. The user is grantedthe access to data for registered users after concluding a contract onthe use of data with the Surveying and Mapping Authority of theRepublic of Slovenia, and the user also needs a permit for computeraccess to data as well as a user name and password.

Tako lahko na podlagiparcelne πtevilke in katastrske obËine vsakdo pridobi grafiËne inpodrobne opisne podatke o parceli, vkljuËno s podatki o lastnikuparcele. Moæen je tudi vpogled v podatke katastra stavb ter registraprostorskih enot. Ta storitev je plaËljiva, in sicer v prvi fazi z E-moneto, Ëim pa bo moæno, bodo vkljuËene tudi druge vrstemikroplaËil.

VVppoogglleedd vv ppooddaattkkee oo nneepprreemmiiËËnniinnaahh vv llaassttii ppoossaammeezznnee oosseebbeeomogoËa brezplaËen vpogled v nepremiËnine, evidentirane vzemljiπkem katastru in katastru stavb. Moæno je vpogledati vgrafiËne in opisne podatke o posamezni nepremiËnini (delu stavbeali parceli). Za tovrsten vpogled uporabnik potrebuje kvalificiranodigitalno spletno potrdilo. Tako je med drugim mogoËe, da vsaklastnik preveri pravilnost evidentiranja podatkov o nepremiËninah vnjegovi lasti v evidencah zemljiπkega katastra in katastra stavb.

PoroËilo o izvedbi letnega programa dræavne geodetske sluæbe zaleto 2004 obsega poroËanje o nalogah, ki jih je v Programu deladræavne geodetske sluæbe za leti 2004 in 2005 doloËila VladaRepublike Slovenije in za katere je Geodetska uprava pridobilaproraËunska sredstva v viπini 1,15 milijarde SIT. VeËina zastavljenihnalog v letu 2004 je bila realizirana v celoti, posebej pa veljapoudariti izvedbo naslednjih nalog:

Geodetska uprava je v skladu s sprejetim programom dela za leto2004 in dogovorom med Ministrstvom za okolje in prostor terMinistrstvom za finance izvajala nekatere operativne naloge zauvedbo mmnnooææiiËËnneeggaa vvrreeddnnootteennjjaa nneepprreemmiiËËnniinn. Financiranjepogodbenih del izvajalcev je zagotovilo Ministrstvo za finance.Vlada Republike Slovenije je jeseni leta 2004 potrdila predlogZakona o mnoæiËnem vrednotenju nepremiËnin in ga posredovala vobravnavo Dræavnemu zboru Republike Slovenije. Poparlamentarnih volitvah in vzpostavitvi novega parlamenta je bilpredlog Zakona o mnoæiËnem vrednotenju nepremiËnin umaknjen izparlamentarne procedure, zato so bile ustavljene vse dejavnosti,povezane z uvedbo sistema mnoæiËnega vrednotenja.

Report on the implementation the annual program of the nationalland survey service in 2004 comprises reporting on the assignmentswhich were set by the Government of the Republic of Slovenia in theSurveying and Mapping Authority Action Plan for 2004 and 2005,and for which the Surveying and Mapping Authority of the Republicof Slovenia received budget funds in the amount of 1.15 billion SIT.Most of the assignments in 2004 were implemented in full and thefollowing assignments are especially worthy of mention:

TThhee ooppeerraattiioonn ooff aa uunniiffiieedd ggeeooddeettiicc ddaattaa ddiissttrriibbuuttiioonn ssyysstteemm wasensured. The operation includes daily updating of data, access todata through interfaces and services, access to graphic andattribute data through internet for registered users, paid publicaccess to attribute and graphic data on real estate and the Registerof Spatial Units as well as free personal access to own data on realestate. The SSttrraatteeggyy ooff tthhee BBaassiicc GGeeooddeettiicc SSyysstteemm was adopted, which aidedin the process of the creation of guidelines and activities to ensure thetransition to the new European coordinate system and represents abasis for the implementation of the systematic modernization of thebasic geodetic system in the Republic of Slovenia.The eennffoorrcceemmeenntt ooff tthhee ddiiggiittaall ccaaddaassttrraall mmaappss was implemented inaccordance with the plan (the data are enforced (only digital dataare used) in 2,544 cadastral areas, which represents 94 percent ofall cadastral areas), implemented were the assignments on thebasis of which the conditions for the successfull implementation ofthe disclosure of the BBuuiillddiinngg CCaaddaassttrree DDaattaa will be realized.

In line with the adopted action plan for 2004 and the agreementbetween the Ministry of Environment and Spatial Planning and theMinistry of Finance, the Surveying and Mapping Authority of theRepublic of Slovenia implemented certain operative assignmentsfor the introduction of the mmaassss rreeaall eessttaattee vvaalluuaattiioonn. The financingof the works of contractors was ensured by the Ministry of Finance.In autumn of 2004 the Government of the Republic of Sloveniaadopted the wording of the draft of the Mass Real Estate ValuationAct and submitted it to the National Assembly of the Republic ofSlovenia for reading. After the parliamentary elections and theassembling of the new parliament, the drafted proposal of the MassReal Estate Valuation Act was removed from the parliamentaryprocedure, which is why all activities related to the introduction ofthe mass real estate valuation were stopped.

Za ddrrææaavvnnoo oommrreeææjjee ppeerrmmaanneennttnniihh ppoossttaajj GGPPSS sta bila v letu 2004nabavljena sprejemnika GPS ter pridobljeni licenci. Izbrane so bilemikrolokacije za postavitev postaj GPS v Novi Gorici, Radovljici inSlovenj Gradcu. Sklenjena je bila pogodba za nakup in namestitevprogramske opreme za podporo in delovanje permanentnih postajGPS (dveletna pogodba). Nabavljen je bil prenosni sprejemnik GPSza izvedbo meritev v realnem Ëasu na obmoËjih, kjer æe delujejopermanentne postaje GPS. Izvedeno je bilo πolanje za uporaboopreme. SSlluuææbbaa zzaa GGPPSS koordinira delovanje πtirih permanentnihpostaj GPS v Ljubljani, Mariboru, »rnomlju in Bovcu, intervenira vprimeru izpada postaj, oblikuje in vzdræuje svojo spletno stran terposluje z uporabniki (dogovor o tipih podatkov in storitev,dodeljevanje dostopov do podatkov, pomoË in svetovanje, vodenjeevidence uporabnikov). Sluæba za GPS je z novo programskoopremo posodobila delovanje omreæja v smislu natanËnosti inkakovosti podatkov ter ponudbe storitev uporabnikom. V letu 2004je bil konËan pprroojjeekktt ddeelloovvaannjjaa aavvttoommoobbiillsskkee nnaavviiggaacciijjee reπevalnihvozil KliniËnega centra, ki prikazuje aktivno vodenje reπevalnegavozila v realnoËasovni povezavi z dispeËerskim centrom reπevalnepostaje in navigacijsko bazo na Geodetskem inπtitutu Slovenije.

Pripravljena sta bila nnaacciioonnaallnnoo ppoorrooËËiilloo za konferenco EUREF2004 v Bratislavi ter osnutek dogovora o sodelovanju dræavnihsluæb za GPS v Sloveniji in Avstriji ter o izmenjavi podatkovobmejnih postaj GPS v Sloveniji in Avstriji. Za nekatera obmoËja jebil izdelan predlog za zaËasno doloËitev in objavo dræavnih inlokalnih ttrraannssffoorrmmaacciijjsskkiihh ppaarraammeettrroovv med dræavnim koordinatnimsistemom D48 in ETRS89 in obratno. KonËana je bila prva fazaprojekta ppooeennootteennjjaa oossnnoovvnnee ggeeooiinnffoorrmmaacciijjsskkee iinnffrraassttrruukkttuurree innjena uskladitev z evropsko infrastrukturo, in sicer so bili zasnovanipostopki in projekti za prehod z obstojeËega dræavnegakoordinatnega sistema na nov evropski koordinatni sistemEuropean Spatial Reference System (ESRS). Projekt se bonadaljeval v letu 2005.

In 2004 two GPS receivers and licenses for them were procured forthe nnaattiioonnaall nneettwwoorrkk ooff ppeerrmmaanneenntt GGPPSS ssttaattiioonnss. Microlocations forthe installation of the GPS stations in Nova Gorica, Radovljica andSlovenj Gradec were selected. The contract (2-year contract) for thepurchase and installation of the software for the support and operationof the permanent GPS stations was concluded. A portable GPSreceiver was purchased for the implementation of land survey in realtime in the areas where permanent GPS stations are alreadyoperational. Training and education for the use of equipment wereimplemented. GGPPSS sseerrvviiccee coordinates the operation of four existingpermanent GPS stations in Ljubljana, Maribor, »rnomelj in Bovec,acts in case of failure of the station, designs and updates the servicewebsite and deals with the users (agreement on the types of data andservices, granting access to data, aid and counseling, maintaininguser records). With the new software the GPS service modernized theoperation of the network with respect to accuracy and the quality ofdata as well as the services offered to the users. In 2004 the ccaarrnnaavviiggaattiioonn pprroojjeecctt of the KliniËni center (University Hospital)ambulances, showing the active guidance of the ambulance in realtime connection with the dispatch center of the rescue station andnavigation base at the Geodetic Institute of Slovenia.

TThhee ddeevveellooppmmeenntt ooff tthhee bbaassiicc ggeeooddeettiicc ssyysstteemm

NNaattiioonnaall rreeppoorrtt was prepared for the 2004 EUREF conference inBratislava as well as a draft of the agreement on the cooperation ofthe national GPS services in Slovenia and Austria and the exchangeof data of the border GPS stations in Slovenia and Austria. For certainareas a proposal was drafted for the temporary designation andpublication of national and local ttrraannssffoorrmmaattiioonn ppaarraammeetteerrss betweenthe national coordinate system D48 and ETRS89 and vice versa. Thefirst phase of the uunniiffoorrmmiizzaattiioonn ooff tthhee bbaassiicc ggeeooiinnffoorrmmaattiioonniinnffrraassttrruuccttuurree and its harmonization with the European infrastructurewas completed; a design of the procedures and projects for thetransition from the existing national coordinate system to the newEuropean coordinate system European Spatial Reference System(ESRS) was made. The project will continue in 2005.

OOtthheerr aassssiiggnnmmeennttss wwiitthhiinn tthhee bbaassiicc ggeeooddeettiicc ssyysstteemm

Geodetic iinnssttrruummeennttss and their respective equipment were regularlymaintained, digital levels were calibrated. The ssooffttwwaarree used for

Opravljeno je bilo cciikklliiËËnnoo aaeerroossnneemmaannjjee v obsegu desetihfotogrametriËnih blokov, osem v Ërno-beli tehniki in dva v barvni.Skupno je bilo izdelanih 582 oorrttooffoottoovv, od tega 150 barvnih.Izdelavo barvnega ortofota so sofinancirale tudi obËine, zato je biloizdelanih veË ortofotov, kot je bilo predvideno v programu.

Avgusta so bila dokonËana pripravljalna dela ter zajem dopolnitev insprememb za 16 listov dræavne in vojaπke ttooppooggrraaffsskkee kkaarrttee vvmmeerriilluu 11 :: 5500..000000, Geodetski inπtitut pa je spremljal in nadzorovalizvedbo dopolnitev in sprememb ter dokonËno kartografskoobdelavo za te liste. Ministrstvo za obrambo Republike Slovenije jefinanciralo preoblikovanje dræavne ttooppooggrraaffsskkee kkaarrttee vv mmeerriilluu 11 :: 2255..000000 za potrebe obrambe v medopravilno vojaπko topografskokarto NATO 1 : 25.000 ter tisk 50 listov te karte. CCyycclliicc aaeerriiaall ssuurrvveeyy was implemented. It comprised 10photogrammetric blocks, eight in black and white photography andtwo in color photography. Altogether 582 oorrtthhoopphhoottooss were made, ofthese 150 were in color. The color orthophotos were co-financed bymunicipalities, therefore more orthophotos were made than it wasoriginally planned.

TheMinistry of Defense of the Republic of Slovenia financed thetransformation of the national ttooppooggrraapphhiicc mmaapp aatt 11 :: 2255,,000000 ssccaalleefor the purposes of defense into the NATO interoperable militarytopographic map at a 1 : 25,000 scale and the printing of 50 sheetsof this map. NNaattiioonnaall llaarrggee ssccaallee mmaapp aatt aa ssccaallee ooff 11 :: 225500,,000000 wasupdated.

GGeeooggrraapphhiiccaall nnaammeess

The Surveying and Mapping Authority implemented expert operativeworks at the CCoommmmiissssiioonn ffoorr tthhee ssttaannddaarrddiizzaattiioonn ooff ggeeooggrraapphhiiccaallnnaammeess. In addition to monitoring the work of the Commission, theSurveying and Mapping Authority cooperated in the creation of theregister of geographical names in Slovenia for the scale 1 : 250,000and the creation of expert bases for the creation of the register ofgeographical names at the scale 1 : 25,000. SSooffttwwaarree foradministration and updating of the register of geographical nameswas updated, the harmonization of all three levels of the registerwas continued (1 : 5,000, 1 : 25,000 and 1 : 250,000) with thedesignation of the uunniiffoorrmm iinntteerr--aaggeennccyy iiddeennttiiffiieerr of all endonyms.

Vzpostavljen je bil digitalni model reliefa za dve tretjini Slovenije -zdruæeni so bili viπinski podatki razliËnih vrst in kakovosti.

Zajeti so bili podatki za ttooppooggrraaffsskkoo kkaarrttoo in na osnovi DTK 5izdelane ggeeooddeettsskkee ppooddllaaggee zzaa pprriikkaazz pprroossttoorrsskkiihh ppllaannsskkiihh aakkttoovv zaobmoËje 300 listov. ObËine so poloviËno sofinancirale izdelavo 30listov. Pri vodenju projekta je sodeloval Geodetski inπtitut, ki jenadziral izvajanje del pri zajemu podatkov za topografsko bazo inizdelavi geodetskih podlag na osnovi DTK5 ter izvedel kontrolozajemanja in izdelave. V ttooppooggrraaffsskkoo bbaazzoo so bili vkljuËeni podatkio cestah in hidrografiji, ki so bili zajeti ob izdelavi dræavnihtopografskih kart (DTK 50 in DTK 5), ter podatki drugih institucij.Vzdræevanje sloja cest je sofinanciral DRSC. Izdelan je bil celostnipredlog za ttrriiddiimmeennzziioonnaallnnee uuppooddoobbiittvvee topografskih podatkov zanamene prostorskega planiranja ter predstavitveno gradivo inzakljuËno poroËilo projekta. Geodetski inπtitut zagotavlja strokovnoin tehniËno podporo Sektorju za hidrografijo Urada za pomorstvo inskrbi za vzdræevanje sistema hhiiddrrooggrraaffsskkiihh ppooddaattkkoovv iinn ppoommoorrsskkiihhkkaarrtt, izdelavo hidrografskih in kartografskih originalov ter pripravorazliËnih poroËil, Geodetska uprava pa je strokovno sodelovala priizvajanju teh nalog. V letu 2004 so bile izdelane metodoloπko-tehnoloπke reπitve vodenja in vzdræevanja podatkov o ddeejjaannsskkii rraabbiizzeemmlljjiiππËË, logiËni in fiziËni model podatkov ter pripravljena tehniËnadokumentacija za izvedbo prevzema in dopolnitve podatkovMinistrstva za kmetijstvo, gozdarstvo in prehrano. DokonËana je bilaanaliza moænosti uporabe podatkov gospodarske javneinfrastrukture pri prostorskem naËrtovanju. Izdelan je bil prototipbaze zbirnih podatkov ggoossppooddaarrsskkee jjaavvnnee iinnffrraassttrruukkttuurree in tehniËnadokumentacija za vzpostavitev informacijskega sistema zaupravljanje topografskih podatkov. Geodetska uprava je sodelovalaz Ministrstvom za okolje in prostor pri pripravi podatkovnihstandardov za podatke obËinskih prostorskih aktov in podatkedrugih reæimodajalcev v okviru zzbbiirrkkee pprraavvnniihh rreeææiimmoovv.

The assignment of creating a digital terrain model for 2/3 of Sloveniawas implemented - elevation data of different types and qualitieswere merged.

The data for the ttooppooggrraapphhiicc mmaapp were acquired and ggeeooddeettiicc bbaasseessffoorr tthhee rreepprreesseennttaattiioonn ooff ssppaattiiaall ppllaannnniinngg aaccttss were created for 300sheets on the basis of National topographic map at 1 : 5,000 scale(DTK 5). The municipalities financed in half the creation of 30 sheets.The Geodetic Institute, which also monitored the implementation ofworks for the acquisition of data for the topographic database and thecreation of geodetic bases on the base of DTK 5 and whichimplemented the control of the acquisition and the creation,cooperated in the management of the project. The data on roads andhydrography, which were acquired in the creation of the Nationaltopographic map at 1 : 50,000 scale (DTK 50) and DTK 5, as well asthe data of other institutions, were included in the ttooppooggrraapphhiiccddaattaabbaassee. The updating of the road layer was co-financed by theRoads Directorate of the Republic of Slovenia. A comprehensiveproposal for a tthhrreeee--ddiimmeennssiioonnaall rreepprreesseennttaattiioonn of topographic datafor the purpose of spatial planning and the presentation materialstogether with the final report of the project were created. The GeodeticInstitute provides expert and technical support for the Maritime Office- Sector for Hydrography and is responsible for: updating the systemof hhyyddrrooggrraapphhiicc ddaattaa aanndd mmaarriinnee mmaappss, the creation of hydrographicand cartographic originals and the preparation of various reports; theSurveying and Mapping Authority contributed its expertise in theimplementation of the assignment. In 2004 the methodological-technological solutions for administering and updating data on aaccttuuaallllaanndd uussee and logical and physical model of data were created and thetechnical documentation for the implementation of the adoption andamendment of the Ministry of Agriculture, Forestry and Food data wasprepared. The analysis of the feasibility of the use of the economicpublic infrastructure data in spatial planning was completed. Theprototype of the database of consolidated data of the eeccoonnoommiicc ppuubblliicciinnffrraassttrruuccttuurree and the technical documentation for the creation of theinformation system for the administration of topographic data werecreated. The Surveying and Mapping Authority cooperated with theMinistry of Environment and Spatial Planning in the implementation ofthe assignment for the preparation of data standards for the municipalspatial planning acts data and for the data of other legal regimeadministrators within the lleeggaall rreeggiimmeess ccoolllleeccttiioonn.

Geodetska uprava je leta 2004 skladno z meddræavnimi dogovori insprejetim programom dela opravila vsa naËrtovana dela na mmeejjaahh zzAAvvssttrriijjoo (nova izmera, ËiπËenje vegetacije in preraËun meritevgeodetske mreæe), IIttaalliijjoo (ËiπËenje vegetacije in obnova mejnikov)in MMaaddææaarrsskkoo (periodiËni pregled na slovenskih sektorjih, obdelavapodatkov skupnih GPS in ËiπËenje vegetacije). Pri doloËitvi meje sHHrrvvaaππkkoo je bila na metodoloπko-tehnoloπki ravni izvedena povezavainformacijskega sistema za podporo odloËanju pri doloËanjudræavne meje s programsko reπitvijo, ki podpira evidenco dræavnemeje. V povezavi s to nalogo so se pripravljale metodoloπko-tehnoloπke reπitve za informacijsko podporo pri izvajanju tehniËnihdel pri obnovi in vzdræevanju mejnih oznak, naËrtovanju geodetskihmeritev na dræavni meji in vzdræevanju evidence o dræavni meji.Skupen rezultat bo programska reπitev za vodenje evidence odræavni meji in podporo pri doloËanju nove dræavne meje s Hrvaπko.

Geodetska uprava Republike Slovenije je tudi v letu 2004zagotavljala redno iinnffoorrmmaacciijjsskkoo ppooddppoorroo rreeggiissttrruu pprroossttoorrsskkiihh eennoott,in sicer delovanje in vzdræevanje programskih reπitev za vodenjeregistra, ter omogoËala dostop do registra vsem zainteresiranimuporabnikom. Operativna podpora se je izvajala pri doloËevanjuhiπnih πtevilk, pregledovanju lokacijskih podatkov v registru vodenihadministrativnih enot in v smislu vsebinskega dopolnjevanja bazepodatkov. Na podlagi zakonskih obveznosti smo redno vzdræevali indopolnjevali podatke v registru in omogoËali njihovo uporabo vpovezavi z drugimi javnimi registri.

In 2004 in line with the international agreements and the adoptedaction plan the Surveying and Mapping Authority implemented in fullall the planned assignments on the bboorrddeerrss wwiitthh AAuussttrriiaa (newsurvey, clearing of vegetation and the re-calculation of the geodeticnetwork), IIttaallyy (clearing the vegetation and restoring boundarymonuments) and HHuunnggaarryy (periodic review in Slovenian sectors, theprocessing of the data of the joint GPS and the clearing ofvegetation). In identifying the border with CCrrooaattiiaa on themethodological-technological level the linking of the informationsystem for the support of decision making in identifying the stateborder and the software solution for the support of the state borderrecords. In connection with this assignment methodological-technological solutions were prepared for IT support of theimplementation of the technical assignments in the restoration andmaintenance of the boundary monuments, the planning of landsurvey at the state border and the administration of state borderrecords. The end result will be a software solution for theadministration of the state border records and the support inidentifying the new border with Croatia.

In 2004 the Surveying and Mapping Authority of the Republic ofSlovenia continued to provide regular IITT ssuuppppoorrtt ffoorr tthhee RReeggiisstteerr ooffSSppaattiiaall UUnniittss in the sense of ensuring the operation and updating ofthe software solution for administering the Register and providingaccess to the register to all interested users. The operative supportwas provided in assigning house numbers, reviewing location datain the register of administrative areas and in the sense of amendingthe database in terms of contents. In accordance with our legalresponsibilities we regularly updated and amended the data in theRegister and enabling their use in connection with other publicregisters.

RReeaall eessttaattee rreeggiissttrraattiioonn mmooddeerrnniizzaattiioonn

Technical support in the field of planning, organizing, documentingand management of the multi-year Real Estate RegistrationModernization Project was provided within the jjooiinntt pprroojjeeccttss aanndd tthheepprroojjeecctt ccoooorrddiinnaattiioonn ooffffiiccee.. The funds were used for the renting ofpremises and the operative operation of the Project coordinationoffice, translation services, the costs of express mail, publication of

ZakljuËena je bila naloga, na podlagi katere so bilivzpostavljeni pogoji za uspeπno rraazzggrrnniitteevv ppooddaattkkoovv kkaattaassttrraa ssttaavvbb.V okviru naloge so bile konËane sledeËe faze: priprava sistemskegaokolja razgrnitve podatkov, priprava procesov za izvoz vpraπalnikovv sistem tiskanja in poπiljanja lastnikom, izdelava programskereπitve za obËine, izdelava internetne reπitve za lastnike stavb instanovanj, priprava medijske kampanje in izvedba izobraæevanjazaposlenih na Geodetski upravi, ki bodo sodelovali pri razgrnitvi.

UUvveelljjaavviitteevv ddiiggiittaallnniihh kkaattaassttrrsskkiihh nnaaËËrrttoovv je v letu 2004 potekala ponaËrtu. Do konca meseca septembra 2004 je bilo uveljavljenih2.544 (94%) katastrskih obËin. Preostale katastrske obËine πe nisouveljavljene zaradi vsebinskih teæav (neuveljavljene nove izmere,komasacije, ...). Do konca leta je bilo sskkeenniirraanniihh 11..220000..000000ddookkuummeennttoovv aarrhhiivvaa, kar je zaradi ugodnih cen, doseæenih narazpisih, veË od naËrtovanega πtevila. Zaradi zapletov pri oddajijavnih naroËil za sskkeenniirraannjjee zzeemmlljjiiππkkookkaattaassttrrsskkiihh nnaaËËrrttoovv iinniinnddiikkaacciijjsskkiihh sskkiicc se ti dve naËrtovani nalogi nista izpeljali. V temokviru so bile izvedene πe sledeËe naloge: vodenje projektnepisarne pri vzpostavitvi registra stavb in delov stavb, pripravatehniËne dokumentacije in vodenje projektne pisarne projektarazgrnitve katastra stavb, izdelava metodoloπko-tehnoloπkih reπitevkontrole vzdræevanosti podatkov katastra stavb in dovzdræevanje naosnovi aerofotoposnetkov, izvedba katastrske klasifikacije gozdov vkatastrskem okraju Gornji Grad ter πtudija moænosti uporabepodatkov katastra stavb za dopolnjevanje evidence nadomestila zazazidana in nezazidana stavbna zemljiπËa.

Izvedeni sta bili nalogi razvoj matematiËnih metod izboljπav terrazvoj in test terensko-matematiËnih metod za iizzbboolljjππaannjjee ppoollooææaajjnneennaattaannËËnnoossttii ddiiggiittaallnneeggaa kkaattaassttrrsskkeeggaa nnaaËËrrttaa.. V okviru operativnihdel s tega podroËja so bile opravljene vse naËrtovane naloge,izvedene so bile izboljπave poloæajne natanËnosti zemljiπkegakatastra v 1.200 katastrskih obËinah, in sicer preteæno v delihkmetijskih zemljiπË zaradi obveznosti Ministrstva za kmetijstvo,

tenders in the Official Gazette and domestic and foreign publicmeans of communication, annual financial audits and the educationof the members of the Project Council of the Real EstateRegistration Modernization Project. The work on the project ofccrreeaattiioonn ooff tthhee BBuuiillddiinngg CCaaddaassttrree rreeggiissttrryy ddaattaa was completed at theend of March of 2004. Data from other records on buildings andparts of buildings were linked with the photogrammetrically acquiredbuilding outlines: municipal records for collecting ground rent, therecords of multi-apartment building managers, the economic publicinfrastructure cadastres, Telekom and others. The first phase of themmooddeerrnniizzaattiioonn ooff tthhee IITT ssyysstteemm ooff rreeaall eessttaattee rreeccoorrddss aaddmmiinniissttrraattiioonnproject was completed successfully and during the seconds phasethe contract was terminated as a consequence of the contractor’sfailure to perform the contractual obligations. The assignment on thebasis of which the prerequisites for the successful ddiisscclloossuurree ooff tthheeBBuuiillddiinngg CCaaddaassttrree ddaattaa were established was completed. Thefollowing phases were completed within the assignment: preparationof the systemic environment of the data disclosure, preparation ofthe processes for the exporting of the questionnaire into the systemof printing and mailing to owners, the creation of the softwaresolution for the municipalities, creation of the internet solution for thebuilding and apartment owners, preparation of the media campaignand the implementation of the training and education of theSurveying and Mapping Authority employees who will participate inthe process of disclosure.

CCrreeaattiioonn ooff tthhee rreeaall eessttaattee rreeccoorrddss

EEnnffoorrcceemmeenntt ooff tthhee ddiiggiittaall ccaaddaassttrraall mmaappss was implemented in 2004according to plan. 2,544 (94 per cent) of cadastral areas wereenforced by the end of September 2004. The remaining cadastralareas have not been enforced yet because of the substantiveproblems (unenforced new surveys, land consolidations, etc.). Bythe end of the year 11,,220000,,000000 aarrcchhiivveedd ddooccuummeennttss wweerree ssccaannnneeddwhich exceeded the plan due to the lower prices achieved throughpublic tenders. As a consequence of the complications in submittingthe bids for ssccaannnniinngg LLaanndd CCaaddaassttrree mmaappss aanndd iinnddeexx mmaappss thesetwo planned assignments were not implemented. The followingassignments were also implemented: the management of theproject coordination office in the creation of the register of buildingsand parts of buildings, preparation of the technical documentationand management of the project coordination office for the buildingcadastre disclosure project, creation of the methodological-technological solution of the control of the updating of the BuildingCadastre data and additional updating on the basis of aerial photos,implementation of the cadastral classification of forests in the GornjiGrad cadastral district and the feasibility study for the use of Building

The assignments of developing mathematical improvement methodsand the development and test of field mathematical methods foriimmpprroovviinngg ppoossiittiioonnaall aaccccuurraaccyy ooff tthhee ddiiggiittaall ccaaddaassttrraall mmaapp wereimplemented. Within the operative works in this area all plannedassignments were implemented, the improvements of the positionalaccuracy of the Land Cadastre in 1,200 cadastral areas wereimplemented, predominantly in agricultural areas as a consequenceof the responsibility of the Ministry of Agriculture, Forestry and Foodto establish graphic controls of subsidy payments in agriculture. In2004 three nneeww ssuurrvveeyyss covering the area of 55 ha from 2003 wereimplemented and new survey in the area of 14 ha was begun and willbe completed in 2005. Regularly and as planned the IITT ssyysstteemmooppeerraattiioonn support is implemented at all branches and at the mainoffice (local and central systems). Urgent uuppggrraaddeess ooff tthhee eexxiissttiinnggssooffttwwaarree ssoolluuttiioonnss for administration and updating of the LandCadastre and the Building Cadastre were implemented as planned.

IInnttrroodduuccttiioonn ooff tthhee mmaassss rreeaall eessttaattee vvaalluuaattiioonn

In the area of development, creation, implementation, administrationand updating of the mass real estate valuation system incooperation with the Ministry of Finance the Surveying and MappingAuthority of the Republic of Slovenia was active in the followingareas: it participated in the preparation of the mass real estatevaluation legislation, prepared and implemented a public tender andparticipated in the training and education in the area of massvaluation and implemented a public tender for the Real EstateMarket Registry, prepared and implemented a public tender for thesoftware package for the calibration of the mass valuation models.

uporabnikov o kakovosti, razpoloæljivosti in uporabnosti geodetskihpodatkov ter pogojih njihove uporabe. Podrobnejπe informacije ogeodetskih zbirkah in evidencah je objavljala na sspplleettnniihh ssttrraanneehh,kjer so dostopni tudi podatki o organizaciji in delovanju Geodetskeuprave ter druge pomembne informacije z njenega delovnegapodroËja. Za potrebe raËunalniπkega dostopa so bili pripravljenigeodetski podatki v ustrezni obliki, ki zagotavlja Ëim hitrejπi in varendostop do podatkov. Del nalog v zvezi z rraaËËuunnaallnniiππkkiimm ddoossttooppoomm ddooppooddaattkkoovv (nadzor nad sistemom, upravljanje uporabnikov,informiranje uporabnikov o sistemu, izdelava statistik ipd.) jeopravljal Geodetski inπtitut Slovenije, ki je izvedel tudi doloËenaorganizacijska dela pri vzpostavitvi in razvoju distribucijskegaokolja. V letu 2004 je Geodetska uprava zagotavljala vvzzddrrææeevvaannjjeepprrooggrraammsskkiihh rreeππiitteevv, ki so bile izdelane za izdajanje podatkov -izdajanje potrdil, izdajanje analognih in digitalnih podatkov naokencih ipd. Vzdræevala je programske reπitve za prepis geodetskihpodatkov v sistem distribucije na podlagi sprememb v produkcijskihbazah. Izdelane vmesnike in servise, ki zagotavljajo dostop donekaterih opisnih in grafiËnih geodetskih podatkov, je bilo trebavzdræevati in s tem zagotoviti njihovo nemoteno delovanje. Leta2004 je bila na Centru Vlade RS za informatiko dokonËno razvitaenotna ddiissttrriibbuucciijjsskkaa bbaazzaa za namene izdajanja potrdil. Bazavsebuje podatke zemljiπkega katastra, katastra stavb, registraprostorskih enot, geodetske toËke, zemljepisna imena, ortofote inrazne topografsko-kartografske podatke in se dnevno osveæuje. Zadostop do baze so bili izdelani internetni vvppoogglleeddoovvaallnniikkii, prilagojenirazliËnim skupinam uporabnikov (vpogled za registriraneuporabnike, javni vpogled, osebni vpogled), za posamezne velikeuporabnike pa tudi reπitve, ki omogoËajo eelleekkttrroonnsskkoo ppoossrreeddoovvaannjjeeppooddaattkkoovv iz sistema distribucije v sistem uporabnika. Izdelana je bilaπtudija prilagoditve sluæbe za posredovanje podatkov novimvsebinskim in tehnoloπkim potrebam. Nabavljen je bil streænik zapotrebe zagotavljanja delovanja spletnih strani.

Napisano je bilo dvojeziËno PPoorrooËËiilloo oo ddeelluu Geodetske uprave v letu2003. V okviru zagotavljanja delovanja SSlloovveennsskkee ggeeooddeettsskkee zzbbiirrkkeena gradu Bogenπperk, ki ima nacionalni pomen, so bili vsodelovanju s Tehniπkim muzejem Slovenije popisani eksponatizbirke. Za namene enotnega oblikovanja gradiv je bila vzdræevanain dopolnjevana celostna podoba Geodetske uprave. Organiziranoje bilo mednarodno strokovno ssrreeËËaannjjee GGeeooddeettsskkaa iizzmmeerraa -- oobbeettii iinnrreeaallnnoosstt, ki so se ga udeleæili πtevilni tuji in domaËi strokovnjaki.Izdelana sta bila dva promocijska filma o dostopih do geodetskihpodatkov ter promocija dostopov v okviru e-uprave. More detailed information on geodetic databases and recordswas published on the wweebbssiittee, where also the data on theorganization and operation of the Surveying and Mapping Authorityand other important information pertaining to its work are available.For the purposes of computer access the geodetic data wereprepared in a suitable format which ensures the fastest and safeaccess to data. A part of assignments in connection with theccoommppuutteerr aacccceessss ttoo ddaattaa (system supervision, user management,informing the users about the system, creation of statistics, etc.) wasimplemented by the Geodetic Institute of Slovenia which alsoimplemented certain organizational tasks in the creation anddevelopment of the distribution environment. In 2004 the Surveyingand Mapping Authority ensured the mmaaiinntteennaannccee ooff tthhee ssooffttwwaarreessoolluuttiioonnss,, which were created for the issuing of data - issuing ofcertificates, issuing of analogue and digital data at administrativeoffices, etc. It maintained the software solutions for the transcriptionof geodetic data into the distribution system on the basis of changesin the production databases system. The created interfaces andservices which enable access to certain attribute and graphicgeodetic data had to be maintained to ensure their uninterruptedoperation. In 2004 a uniform ddiissttrriibbuuttiioonn ddaattaabbaassee for the purpose ofissuing data was developed to completion at the Government IT/IMCenter. The database comprises the Land Cadastre data, BuildingCadastre data, register of spatial units data, geodetic points,geographical names, orthophotos and various topographic andcartographic data and is daily updated. Internet bbrroowwsseerrss, adaptedto various groups of users (access for registered users, publicaccess, private access), were developed for access to the databaseand for individual larger users also the solutions which enableeelleeccttrroonniicc ddiissttrriibbuuttiioonn ooff ddaattaa from the distribution system into theuser’s system. A study on the adaptation of the service for datadistribution to new substantive and technological needs was alsodone. A server for the purpose of ensuring the operation of thewebsite was procured.

A bilingual AAccttiivviittiieess rreeppoorrtt of the Surveying and Mapping Authorityin 2003 was prepared. As part of ensuring the operation of theSSlloovveenniiaann ggeeooddeettiicc ccoolllleeccttiioonn in Bogenπperk castle, which is ofnational importance, an inventory of the existing exhibits of thecollection was made in cooperation with the Technical Museum ofSlovenia. For the purposes of a uniform design of materials auniform image of the Surveying and Mapping Authority wasmaintained and updated. The international expert mmeeeettiinngg ““LLaannddSSuurrvveeyy -- pprroommiisseess aanndd rreeaalliittyy”” was organized and was attended bynumerous foreign and domestic experts. Poleg rednih nalog so bili na podroËju informacijske tehnologijezakljuËeni tudi manjπi projektni sklopi: zamenjava streænikov na 12obmoËnih enotah, vzpostavitev internega spletnega streænika,prehod na novo razliËico pisarniπkega poslovanja, preureditevsistemskih prostorov in instalacija nove centralne opreme v okviruprojekta prenove informacijskega sistema nepremiËnin. Izvedeneso bile tudi delne pospeπitve prenosnih hitrosti v komunikacijskemomreæju.

Geodetska uprava Republike Slovenije je sodelovala in izvajalanaloge ter projekte na podroËju dræavne geodezije, ki se izvajajo vevropskem prostoru. Podprla je izvedbo naloge Strokovna intehniËna pomoË dræavnim institucijam na obmoËju nekdanjeJugoslavije, ki je zajemala koordinacijo sodelovanja z dræavamijugovzhodne Evrope in pripravo podlag za sklenitev morebitnihdogovorov o sodelovanju. FinanËna sredstva so bila porabljena zaplaËilo Ëlanarine Euro Geographics (zdruæenju uradnih geodetskihustanov) in plaËilo kotizacij za udeleæbo v drugih mednarodnihstrokovnih zdruæenjih.

As part of the““MMooddeerrnn AArrmmyy 22000044”” fair the Surveying and Mapping Authoritycooperated with the Ministry of the Defense of the Republic ofSlovenia in the presentation of the cartographic activities for thepurposes of defense, as part of which military and nationaltopographic maps, orthophotos and topographic maps and therecord of house numbers were presented.

In the area of information technology in addition to regularassignments the smaller project segments were also completed -server replacements at 12 regional branches, the creation of theinternal web server, transition to a new version of office operation,rearrangement of system space, installation of new centralequipment within real estate information system modernizationproject. The transmission speeds in the communication networkswere also partially increased.

Several education and training session were organized andimplemented for the employees of the Surveying and MappingAuthority of the Republic of Slovenia, specifically in the area of theuse of the modernized application solutions for the Land Cadastreand the Building Cadastre, which are used at the Surveying andMapping Authority of the Republic of Slovenia.

The Surveying and Mapping Authority of the Republic of Sloveniaparticipated in and implemented assignments and projects related tothe national land survey service carried out in Europe. It supportedthe implementation of Expert and Technical Aid to NationalInstitutions in Former Yugoslavia assignment, which includedcoordination of the cooperation with the countries of SE Europe andpreparation of bases for the conclusion of potential cooperationagreements. The funds were used for the membership fee to EuroGeographics (an association of the mapping and cadastralagencies) and for fees for participation in other international expertassociations.
