Problem – Contingency Capability
In some special cases, the full VAR capability of a generator is needed for contingency conditions, not normal conditions.
In these cases, creating the conditions that would require the generator’s full VAR output would be dangerous.
The ISO and Satellites will intentionally not create such conditions.

Provide these special case generators with an alternative to actual VAR testing.
