Main irrigation programme objectives:
1. Increase production of food and raw materials.
2 . Maintain population and land management in rural areas.
3 . Increase water efficiency.• Infrastructure measures.• Non infrastructure measures.
OBJECTIVES OF THE PRESENT IRRIGATION PROGRAMME

Deputy Directorate for Rural Infrastructures. March 2009
1. Production of food and raw materials.Food production implies the use of a large amount of water ( virtual water)
1 Apple = 60 litres 1 l olive oil = 4.000 litres
1 Lettuce = 85 litres 1 kg of beef = 15.000 litres
Average consumption : 2.600 l / per capita day = 950 m³ / per capita year.Catalonia : 7.150.000 inhabitants 950 m³ / p. year = 7.000 hm³/year.
Agriculture manages a large amount of rainfall water ( green water).
Rainfall : 1,1 M ha x 5.000 m³ / ha year = 5.500 hm³ / year
Irrigation in Catalonia uses a large amount of ground water ( bleu water) but not as much as green water.
Irrigation water : 2.000 hm³ / year
The deficit of virtual water in Catalonia is high. Considering an average use water efficiency of 60%.
Deficit : 7.000 hm³ - 7.500 x 0,6 = 2.500 hm³ / year

2. Maintain population and land management in rural areas.
Irrigation increases farm profitability and keeps population in areas with depopulation risk.
• Increases productivity :
Productivity in irrigated farms is 6,7 higher than in dry land.
• More even production and market supply guarantee.• Improves products quality.• Wider range of crops.

A.) Repair present infrastructures :
- canals, irrigation ditches, tubes, gates.
B.) Update water network :
- Implement pressure irrigation networks- Automation.- Flow control devices.
· General meters implementation.· Flow limit devices
- Water reservoirs to regulate canal flow

C.) High efficiency irrigation techniques:
- Pressure tubes, water meters and automation.
- Basic irrigation techniques
- Controlled irrigation deficit.- Tracking and pumping of underground water.- Use of regenerated water. (Reus, la Sénia, la Fatarella, Blanes,
Valls, Borges Blanques, l’Alforja).
Traditional water concession is aprox 10.000 m³ / ha, but in new irrigated areas is only of 6.000 m³ / ha.
Less than 3.500 m³ / ha.

Increase water transport efficiency
Automatic pumping allows central control and a more efficient energy management.
Automatic irrigation devices and distribution control allows better adapt amount of water used to plant needs.

MEASURES TO IMPROVE WATER AND ENERGY EFFICIENCY.
Non infrastructure measures :
g
- Better information and farmers training :
- Irrigation courses in the agricultural professional schools coordinated by TàrregaCentre.- Course “ON LINE” in the RURALCAT website (www.ruralcat.com).- Agrometeorological network (http://www.ruralcat.net).- Weekly irrigation advices in RURALCAT website, e–mail messages or SMS.- Divulgation talks.
- Research and vulgarisation:
- IRTA . Research on deficit irrigation (vineyard , olives trees fruits).- Experimental plots DAR – REGSA – IRTA
· Essays on irrigation.· Tele control· Facilities evaluation

Deputy Directorate for Rural Infrastructures. March 2009CONCLUSIONS
Catalonia is a country with the largest percentage of forest area in Europe. It has a high percentage of its surface occupied for non agricultural uses. Population density is also high (225 inhab/ km²) compared with 80 in hab./km² in Spain.
Modernisation of existing irrigation networks and new irrigated areas with high efficient irrigation techniques will reduce virtual water deficit.
Catalan labour force in agriculture is 2,2% (83.800 people).
Agriculture is an strategic economic activity to guarantee country food supply.
