11c. Urgent Requirements:
When the Contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within three (3) workdays after receipt (telephonic replies shall be confirmed by the Contractor in writing). If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all the other terms and conditions of the Contract.

COMPANY PROFILE
Hostile Control Tactics is a ten year old tactical training institution and security consulting firm headquartered in Petersburg, Virginia, near Fort Lee, home the US Army Combat Arms Support Headquarters (CASCOM). HCT is a provider of security related products, education and training programs for law enforcement, commercial enterprise and military.
Founded by military special operations veterans and police SWAT instructors, HCT’s unique approach towards tactical training emphasizes force on force training exercises designed to simulate the stress of real-world conditions. This approach differs from classroom lecture and static target shooting as is common at most firearms schools and tactical training academies.
All HCT instructors are drawn from the ranks of military Special Forces, police tactical units, Intelligence and federal agencies.
Senior Instructors have no less than ten years experience in a in their area of expertise, instructor certifications in multiple disciplines and verified real world operational experience.
Hostile Control Tactics is listed in the US Central Contractor Registry database as a total solutions provider of anti-terrorist force protection (AT/FP) training, defensive tactics, firearms training, high threat diplomatic security services training, hostage rescue, counter-terrorist response and threat vulnerability consultation.
In 2006, HCT over 300 course participants from Canada, Australia, Fiji, Peru, Paraguay, South Africa, New Zealand, Norway and Eastern Europe graduated our protective services training program. Nearly half were hired by leading Private Military Companies and deployed on international peace-keeping missions around the world.

INSTRUCTOR CADRE
Robert Morgan, a US Army Special Forces veteran. He served as a member of the elite U.S. Army 10th SFG (Airborne) and 20th Special Forces Group (ABN). Area of specialty; combat engineer and demolitions. Robert completed some of the most challenging special operations courses in the U.S. Armed Forces. His skills have been tested in real world missions as an both an operator and instructor. Since the mid-80's Robert worked as a state licensed security in Virginia and North Carolina. Most recently, he deployed to Eastern Europe and Afghanistan as a personal protection security specialist serving the U.S. State Department. Robert was an overseas site manager with MVM Inc., and with Group 4-Falck.
Rick Rardon, U.S. Marine Corps / Force RECON - 12 year veteran. Member of 1st RECON Company, 7th Platoon. Highlights of Rick's career include participation in direct action, combat operations and humanitarian relief missions resulting awards for valor, combat action and meritorious unit citations. Rick Rardon earned respect from his peers as a more than capable platoon sergeant, team leader and cadre instructor.
He is a highly trained protective security specialist and was assigned to the 1st Marine Division to provide PSS-PSD security for General James N. Mattis during Operation Enduring Freedom. Rick is a certified Senior Instructor with Hostile Control Tactics.
Billy Krieger, US Army Special Forces - 22 year veteran. Billy is a Vietnam war veteran assigned to 173 ABN and 101st Lima Company RANGERS. He also served 12 years with the Fayetteville, North Carolina police department as a member of their SWAT / Emergency Response Team and K9 unit trainer. Recently, Billy participated in classified security missions in the middle-east with CACI, L-3 Titan and DynCorp International. His combined knowledge in military special forces tactics, elite law enforcement operations and counter-terrorism are unequalled. Expect to absorb a wealth of knowledge from Billy.
Jacob Pazienza, US Marine Corps / Force RECON - veteran. Member of 4th Recon Company and 1st Recon Company, 10th Platoon. Those familiar with elite military units understand that Marine RECON soldiers possess a level of skill and tactical proficiency equal to that of Navy SEALs, Green Beret or any other elite unit. Apart from his military background, Jake has completed several deployments to the middle-east on protective security missions with US Department of State contractors.

G.L. Thomas, a US Marine Corps veteran. While serving in the Corps Thomas was a forward observer and Instructor of (CBIRF) Chemical, Biological Incident Response, Counter-terrorism response and anti-terrorist force protection security. Thomas served as a member of the elite Marine Security Force Battalion. He is a former Deputy Sheriff, a member of Arlington County Virginia Emergency Response Team, and full-time tactical instructor with Northern Virginia Criminal Justice Academy. His expertise includes; firearms, defensive tactics and survival ground-fighting.
Richard A. Myrick, a US Navy SEAL - veteran. Member of Seal Team 5 UDT 11, graduate of BUDS class 115. Has participated is US Department of State diplomatic security training with two well respected companies. Rick has deployed to Iraq to conduct close protection security operations.
Tim L. Bullock, a Intelligence Specialist / Criminal Investigator and FLETC Tactical Instructor. Tim Bullock is an active federal agent GS 1811, Criminal Investigator and Intelligence Officer. He has over 20 years experience in the security industry. T.L. investigated crimes against the U.S. government involving white collar fraud, weapons and narcotics trafficking and document fraud. T.L. worked special investigative assignments with the Violent Gang Task Force, (VGTF) involving several federal, local and CIV POL personnel on INCONUS and OCONUS cases. During his military service he graduated from the USAF Police Academy and has served on the 139th MO Air Guard.
After completing military service, T.L. joined the U.S. Marshal's Office working as a tactical team member and Transportation Officer. He received advanced instruction in security driving, firearms and special police tactics. He later worked for the U.S. Department of Justice as an Intelligence Officer working counter intelligence assignments, counter terrorism and HUMINT intelligence cases.
Most recently, he deployed to the middle-east working as a Close Protection Specialists with Trinity Technology Group, (assigned to Erinys) in the International Zone, Iraq. Responsible Primary Security Officer (PSO) for Major General McCoy, CG USACoE. Mr. Bullock is also an NRA Certified Rifle, Pistol and Tactical Shotgun instructor.

PAST PERFORMANCE Hostile Control Tactics has been established since 1996. We are totally debt free, have zero liability, and minimal overhead. In fiscal year 2005 HCT experienced revenue of more than 300% compared to previous years. This is due in part to participation in middle-east security projects with State Department contractors. Our growth was accomplished with no major media advertising or promotion whatsoever.
In the early 2006 HCT secured Teaming Agreements and negotiated vendor relationships with several private military security firms involved in post-war Iraq reconstruction efforts. Graduates of HCT security training courses have deployed globally with some of the largest corporations in the security industry.
In March of 2006, HCT received written notice of approval from the US Small Business Administration {SBA}. HCT will work closely with the SBA to secure available grants and loans.
July 26, 2006 HCT served as a sub-contractor responsible for training and deploying multi-national civilian security personnel on a $5.5 million US Army security contract at Camp Victory - Iraq.
Hostile Control Tactics is privileged to have been requested by DynCorp International to assist in training, mobilizing and co-deploying security personnel for the Liberia Security Sector Reform Program (SSR). This is a project organized and controlled by the US Department of State to help rebuild the nation of Liberia as they struggle to recover from more than a decade of civil war.
HCT staff and security personnel have deployed to assist in Hurricane Katrina relief efforts, and to the middle-east providing diplomatic security close protection services.
HCT is poised to become the foremost authority in civilian contractor vetting, screening and tactical security pre-deployment training.

QUALITY MEASURES
All HCT services are offered with quality measures that include participant feedback surveys, standardized survey results, and follow-up assessment.
HCT curriculum is derived from and based on official US Department of Defense techniques, tactics and operational protocol, or and law enforcement POST approved programs.
STAFFING
On an as needed basis, HCT may elect to use sub-contractors on certain projects. Sub-contractors are hired based on qualifications, experience and verified references. HCT sub-contractors collaborates may include; Minority, Disadvantaged, Veteran-Owned, other small, mid and large size businesses.
