1. Context and Motivation

The sovereign debt crisis suffered by the Eurozone since 2007

Effects of this crisis have been felt by all countries of Eurozone and was hitmainly the Southern European countries .

In Greece, Portugal, Spain and Italy (and to a lesser extent to Ireland) demandsare being made for cuts and reforms to be undertaken

the current energy situation in Southern European Countries is characterizedby:

i/ a rapid increase in energy demand,

ii/ a low energy efficiency,

iii/the energy saving investments have been impeded in the public sector because thepriorities now are different.

energy policies do not appear to be sustainable and pose several risks tothe prospects of socio-economic development of the Southern EuropeanCountries.

The latest European Energy Efficiency Directive demands strict energy

efficiency measures for the public sector. Many of the municipal buildings

in Southern Europe require deep renovations to become nearly Zero

Energy Buildings (nZEB)

Compliance to this directive is difficult for the public sector because the

required investments to renovate public buildings and achieve nearly zero

energy consumption are capital intensive and some interventions have

long payback times. So the interest of financing entities and ESCOs is

small, especially when banks have limited resources.

How to achieve nZEBs levels, when the needed deep renovation is costly

and require high capital upfront???

• It is necessary to identify financing mechanisms suitable for nZEB deep

renovations that meet the needs of the Municipalities and of the

financing entities and encourage the banks to adapt their strict conditions

for financing to service energy efficiency schemes

• CERtuS is an action aiming to help stakeholder gain confidence in such investments and initiate the growth of this energy service sector. Representative projects that could act as models for replication are needed.

• The expected economic situation in many EU countries till year 2020 will be

such that nZEB will be difficult to attain because this will require costly deep

renovations that entail high risks for the financing organisations. This is

especially true in Southern European Member States where the economies are

not expected to show a fast recovery till year 2020.

• Eventually, municipalities will be in the difficult position to be obliged to

renovate their buildings but they will lack the technical capability to pursue

such projects and mostly the financial instruments. Moreover, the financing

entities which will have limited financing abilities will consider these

investments risky and thus of lower priority.

• The main goal of CERtuS is to support nZEB renovations in municipalities in

Southern Europe and help the stakeholders (i.e. municipalities, financing

entities and third party contractors) gain confidence in such investments

LESSONS LEARNT AND RECOMMENDATIONS

The renovation options for existing buildings should be implemented by groupof measures, based on preliminary studies and evaluations and on analyses oftheir final impact, instead of in-advance defined and fixed single measures.These renovation options should include technical and financial actions.

A renovation option should be totally profitable. Otherwise it could be neverimplemented, excluding the projects in which other benefits could bereached.

The deep renovation is complex and expensive. Thus, the implementation ofenergy performance design studies must be addressed through some tasks.

It is very difficult to reach the nZEB threshold by developing projects in public-private partnership at market conditions involving an ESCo.

LESSONS LEARNT AND RECOMMENDATIONS

In order to make investments which are more sustainable for ESCos, therenovation projects, when possible, could consider alternative ways comparedwith the standard EPC contract

Small size energy efficiency projects are not rare in the public sector ofSouthern European countries. Whereas energy efficiency projects - generallytend to be larger both in investment and in reduction effects - could be a goodoption to aggregate more than one initiative.

Financial barriers are considered by the stakeholders as the main barriers fornZEB renovations.

The lack of knowledge of retrofitting technologies, especially the innovativeones, and the unclear energy policies has been identified as the main barrierfrom the technical point of view.

LESSONS LEARNT AND RECOMMENDATIONS

Increase the use of public buildings during the daytime by additionalactivities, when it is possible (e.g. sport and social activities during theevening/night, office activities during the day). If the use of a building canbe extended from a normal/conventional use, it will bring benefits, as theoptimisation of the building usability and profitability.

Increase ESCo services, which, in addition to hard facility management(e.g. mechanical, fire and electrical services), could offer them thepossibility to carry out auxiliary services such as soft facilitymanagement, (e.g. cleaning services, green care, reception). This wouldprovide additional revenues to the ESCOs, and would make it moreattractive.

LESSONS LEARNT AND RECOMMENDATIONS

At the end of the implementation of the renovation works and when thebuilding has reached the defined requirements and standards and / orwhen it comes fully operational, a further opportunity to increase energyefficiency interventions could be possible. This deals with the participationof financial institutions (e.g. institutional investors, funds, etc.) investingmoney into the ESCO.

CERtuS has adapted existing energy servicemodels and procedures and has identifiedfinancing schemes that are suitable for thebuilding projects and the specificrequirements of each municipality.
