• Promoters must set up banks through wholly-owned non-operative financial holding companies.

• Holding company and bank not permitted to lend or invest in any entity belonging to the promoter group.

• Shares of holding companies cannot be transferred to entities outside the promoter group.

• Holding company to hold 40% stake in bank for 5 years.

• Holding company to reduce stake in the bank to 20% in 10 years, 15% in 12 years.

• Foreign shareholding capped at 49% for 5 years.

• Minimum paid-up capital of the bank must be Rs 500 crore.

• The bank needs to maintain capital adequacy ratio at 13% for initial 3 years.

• The bank must get listed within 3 years.

Other conditions:

• At least 25% of new branches must be in unbanked rural centres.

• At least 50% of the directors of holding company must be independent directors.

• The bank's board must have a majority of independent directors.

Application process:

• Applications for banking licenses need to be submitted by July 1, 2013.

• RBI to issue in-principle approval after considering recommendations from a high level advisory committee.

• The in-principle approval will be valid for 1 year.

RBI guidelines under Scheme A for White Label ATMs (WLAs):

i. Under this scheme, RBI gives the approval in case a company establishes a minimum of 1000 ATMs in first year, twice the number of first year in second year as well as thrice the second year’s installation in third year.

ii. According to RBI guidelines, under Scheme ‘A’, for every three WLAs (White Level Atms) installed in tier-III to VI centres, one can be installed in tier-I to II centres. Of the total WLAs installed in tiers-III to VI centres, a minimum of 10 per cent should be installed in tier-V & VI centres. Till recently, only banks were permitted to set up ATMs as extended delivery channels. RBI then permitted non-bank entities to set up, own and operate WLAs for expanding reach in tiers-III to VI.

White Label ATMs (WLAs) - The White Label ATMs (WLAs) are the ones which are not owned and operated by the bank but by another non-bank entity.

• The Reserve Bank of India has constituted a GIRO Advisory Group (GAG) to implement a National Indian Bill Payment System so that households will be able to use bank accounts to pay school fees, utilities, medical bills and make remittances electronically. Panel is headed by Prof. Umesh Bellur

• RBI permitted Wholly Owned Subsidiaries (WOS) of the foreign banks to acquire domestic private sector banks and also permitted the banks to set up branches anywhere in the country. Note: foreign banks will not be allowed to hold more than 74 percent in the private banks they may acquire.

• Currently, foreign banks as a group are entitled to open 12 branches in India every year.

• The initial minimum capital for a WoS will be Rs 500 crore,

• RBI said that the WoS will be required to meet Basel-III requirements (9 per cent Tier-I capital) right from Day One.

• For the first three years, the WoS will have to maintain Tier-I capital at 10 per cent. BRANCH OPERATIONS

• They will be allowed to open branches in Tier 1- centers without taking prior permissionfrom the RBI provided at least 25 per cent of their branches are opened in un-banked rural centres (Tier 5 and Tier 6).

BOARD OF DIRECTORS:

• The RBI also mandated that at least a third of the directors should be independent of the management of the subsidiary in India, its parent or associates. It also wants at least a third of the directors to be Indian nationals resident in India.

• The Reserve Bank of India on October 19, 2013. launched the new Real Time Gross Settlement (RTGS) system for large-value funds transfer.

• The Real Time Gross Settlement (RTGS) system is a large-value funds transfer system which banks use to settle inter-bank transfers for their own accounts as well as for their customers.

• The new ISO 20022 compliant RTGS system provides three access options to participants — thick-client, Web-API (through INFINET or any other approved network) and Payment Originator module.

• RBI pegs CAD USD 56 billion in 2013-14 much lower than the quantum projected earlier. The current account deficit (CAD), which is the difference between outflow and inflow of foreign exchange, touched an all-time high of USD 88.2 billion or 4.8 percent of the GDP in 2012-13.

• According to The Raghuram Rajan committee report suggested a new methodology for devolving funds on states based on a 'Multi Dimensional Index (MDI)'. Note:

• Based on the MDI scores, the 10 least developed states are: Odisha, Bihar, Madhya Pradesh, Chhattisgarh, Jharkhand, Arunachal Pradesh, Assam, Meghalaya, Uttar Pradesh and Rajasthan.

• The 7 most developed status are Goa, Kerala, Tamil Nadu, Punjab, Maharashtra, Uttrakhand and Haryana.

• 11 less developed states are : Manipur, West Bengal, Nagaland, Andhra Pradesh, Jammu and Kashmir, Mizoram, Gujarat, Tripura, Karnataka, Sikkim and Himachal Pradesh. .

• RBI set up a 3 member committee under former Governor Bimal Jalan to scrutinise applicationsfor new bank licences. The committee comprises of: Usha Thorat (former RBI Deputy Governor), C B Bhave (former Sebi chairman) and Nachiket Mor (financial sector expert).

• RBI has relaxed trade credit norms for all type of companies to avail of trade credit not exceeding $20 million up to a maximum period of 5 years for import of capital goods. 8. According to RBI prudential norms: i. Banks are allowed to lend a maximum of 50% of their capital fund on any day during a fortnight. ii. Borrowings by Scheduled Commercial Banks should not exceed 100 per cent of their capital fund. iii. Banks are allowed to borrow a maximum of 125 per cent of their capital fund on any day, during a fortnight. iv. Banks are allowed to lend a maximum of 25% of their capital fund on a fortnightly basis. V. Lending of Scheduled Commercial Banks, on a fortnightly average basis, should not exceed 25 per cent of their capital fund.

• WPI inflation edges up to 6.46%, Retail inflation up at 9.84% in September, 2013.

• RBI has released discussion paper on ‘Banking Structure in India – The Way forward’ which focuses on certain building blocks for the reorientation of the banking structure with a view to addressing various issues such as enhancing competition, financing higher growth, providing specialized services and furthering financial inclusion.

4. Liberalization of Bank Deposit Scheme

• RBI has relaxed trade credit norms for all type of companies to avail of trade credit not exceeding $20 million up to a maximum period of 5 years for import of capital goods.

• Tata Communications Payment Solutions (TCPS), a wholly owned subsidiary of Tata Communications, is the first company to launched first white label ATM (WLA) at Chandrapada,a tier-V town near Mumbai. It has been branded 'Indicash' by the company. TCPS has got the license from Reserve Bank of India (RBI) to launch white label ATM operations last month under scheme ‘B’ of the central bank.

• Muthoot Finance got in-principal approval from the Reserve Bank of India (RBI) for establishing as well as operating.

• The RBI said, min paid-up equity of 25 % should be held directly by the lender. Also, repayment of the principal will commence only after completion of minimum average maturity of 7 years and no prepayment will be allowed before maturity.

• RBI opens special dollar window for 3 oil marketing firms: the central bank has activated the forex swap window, whereby it will undertake sell/buy of dollar-rupee forex swaps for a fixed period with Indian Oil Corporation, Hindustan Petroleum and Bharat Petroleum through a designated bank.

• The RBI imposed restrictions on banks and NBFCs for providing loans against gold coins as wellas units of gold ETFs and mutual funds to curb demands for gold. Also banks were asked to ensure that the amount of loan to any customer against gold ornaments, gold Jewellery and gold coins (weighing up to 50 grams) should be within the board approved limit.

• India has signed a loan agreement of 100 million US dollar with the World Bank for its Low Income Housing Finance Project. The objective of the project is to provide access to sustainable housing finance for low income households to purchase, build or upgrade their dwellings.

• Govt aimed to bring e-governance at grass root level for transparency under e-district scheme and govt has decided to cover 339 of around 620 districts by March 2014 by a system under which govt. services can be accessed through instruments like mobile phones.The initiative is a part of e-Bharat programme for which government has received a financial support of around Rs 700 crore from World Bank.

• World Bank will provide USD 255 million (Rs 1,499.6 crore) loan to India for National AIDS Control Project (NACP-IV)' to promote safe behaviour among high risk groups. was signed in New Delhi on Tuesday between India and the World Bank.

• According to the World Bank India is Largest Recipient of Remittances in the World, receiving 69 billion US Dollars in 2012. India is followed by China (60 billion US dollars), the Philippines (24 billion US dollars), Mexico (23 billion US dollars) and Nigeria and Egypt (21 billion US dollars each) are Other large recipients include Pakistan, Bangladesh, Vietnam, and Lebanon.

• SIDBI signs tripartite MoU with Egyptian body, World Bank: Small Industries Development Bank of India (SIDBI) has signed a tripartite Memorandum of Understanding (MOU) with SocialFund for Development (SFD) Egypt and the World Bank. According to Sushil Muhnot, Chairman & Managing Director, SIDBI, under the MOU, SIDBI and its associates will provide consultancy for three year period to SFD and establish credit guarantee system for micro, small and mediumenterprises in Egypt.

• India to buy $4.3 billion worth of World Bank bonds: The government announced it decision to invest $4.3 billion (Rs 27,000 crore) the World Bank's special private placement bonds (SPPBs) so that the country could remain eligible for the global lender's low-cost fundingfor various domestic infrastructure projects.

• The government signed a $60 million loan agreement with the World Bank to improve watershed operations in seven districts of Karnataka.

• World Bank recorded that remittance flows to developing countries grew by 5.3 per cent to reach an estimated 401 billion dollar in 2012.

• UAE Exchange, one of the largest foreign exchange firms in the United Arab Emirates, has applied to RBI for a banking license in India.

• The Reserve Bank opened a special borrowing window of Rs 25,000 crore to help the crisis-ridden mutual funds tide over liquidity problems.

• Net-enabled cell phones could soon be provided to 2.5 crore people under the MGNREGA scheme. The scheme will be funded by Universal Service Obligation Fund (USOF).

Cyclone Phailin

Very Severe Cyclonic Storm Phailin was a tropical cyclone that affected Thailand, Myanmar, Nepal and the Indian states of Andaman and Nicobar Islands, Odisha, Andhra Pradesh, Jharkhand and parts of West Bengal.

Phailin is a Thai word which means "sapphire".

Phailin intensified rapidly and became a very severe cyclonic storm on October 10, while it was equivalent to a category 1 hurricane on the Saffir-Simpson hurricane wind scale (SSHWS). On October 11, the system became equivalent to a category 5 hurricane on the SSHWS before it started to weaken during the next day as it approached the Indian state of Odisha. It made landfall later that day, near Gopalpur in Odisha coast at around 2130 IST (1600 UTC) with winds gusting at more than 200 kmph (125 mph). It subsequently weakened over land as a result of frictional forces, before it was last noted on October 14, as it degenerated into a well marked area of low pressure.

Cyclone Phailin left a trail of destruction knocking down lakhs of homes affecting nearly 90 lakh people and destroying paddy crops worth about Rs 2,400 crore, only 23 people died thanks to the largest evacuation efforts in the country's recent history helped keep casualties to the minimum.

National Food Security Act, 2013

• The National Food Security Bill 2013 also known as Right to Food Bill was signed into law September 12, 2013 by the President of India Shri Pranab Mukherjee.

• The food security bill approved is directed towards giving the right to food to around67 per cent of India's 120-crore population (including 75% rural and 50% urban).

• While families in the poorest of the poor will continue to get35 kg of grains per month.

• Rice will be made available at Rs3/- per Kg.

• Wheat will cost Rs.2/- a kg and cereal will be sold for1 Rupees per kg.

• The Food Security programme will be the biggest in the world with the government spending estimated at Rs. 1,25,000 crore annually on supply of about 62 million tonnes of rice, wheat andcoarse cereals to 67% of the population.

• About 2.43 crore poorest of the poor families covered under the Antyodaya Anna Yojana (AAY) scheme under PDS (Public Distribution System) would continue to get 35 kg of food grains per family per month but with legal entitlement.

• In Union Budget 2013-14,Rs 10,000 crore set aside for incremental cost forNational FoodSecurity Bill.

• The scheme will be linked to the Aadhar scheme which provides every citizen with a unique identification number that's linked to a database that includes the biometrics of all card-holders.

• C Rangarajanis the head of the committee for examination of the Food Security Bill.

• Chhattisgarh the first state to pass legislation on food security. The state legislative assembly passed the Food Security Bill 2012 that confers legal rights to the beneficiaries to receive food grains and food items at highly subsidized prices.
