Guide to using the APGA Offshore Pipeline Engineering Competency Portfolio Template

NB This is the portfolio for pipeline engineers in the offshore sector. Please see the APGA Onshore Pipeline Engineer Competency Portfolio if you are involved in the onshore sector.

General The APGA Offshore Pipeline Engineering Competency Portfolio is designed for offshore pipeline engineers to use to compile the evidence of their competency as a professional pipeline engineer. The portfolio can be presented to employers or prospective employers. It can also be used as part of an application for registration on the National Engineering Register for the specific area of practice of Oil and Gas Pipeline Engineering when that becomes available for offshore pipeline engineers.

Name and personal details Provide details about the pipeline engineer and the bachelor degree held. A certified copy of the degree testamur should be included in the attachments.

Qualifications Provide the details of all graduate and post-graduate qualifications.

Summary of competencies claimed/held Complete the table with the competencies held or claimed to be held and the name of the person verifying the competency, or with the notation ‘statutory declaration’ if this will be the method of verification. For the General Engineering (GE) competency area, an appropriate course is also valid verification.

Course history Complete the table with all courses, identifying the competencies contributed to by the course. This table should include all relevant detail of the courses and their links to individual competency elements. This will allow detail in the Competency Evidence Reports (see below) to be kept to a minimum.

Non-course knowledge acquisition This table provides a summary of non-course methods of acquiring knowledge elements of competencies. It is designed to recognise that some engineers will develop their knowledge base other than through attending courses. This table should include all the detail of the non-course knowledge gathering and their links to individual competency elements. This will allow detail in the Competency Evidence Reports (see below) to be kept to a minimum.

Career history and experience report This table provides an overview of an engineer’s career history and experience and how it relates to competencies that the engineer may have achieved. This table should include all relevant detail of the position or roles and their links to individual competency elements. This will allow detail in the Competency Evidence Reports (see below) to be kept to a minimum.

Competency Evidence Reports

This section is designed to focus on each competency that the pipeline engineer has achieved and summarise how that competency has been achieved and the evidence to support it. Each Competency Evidence Report should be verified in one of the following ways:

Wherever possible Competency Evidence Reports should be verified directly. That is, by a suitably qualified person who has worked with the applicant when the competency was applied (direct verification).

If this is not possible, such as because of a change of employer, the Competency Evidence Report should be verified indirectly. That is, by a suitably qualified person who has a reasonable basis to believe the applicant has the knowledge and experience required for a particular competency (indirect verification).

If neither of the above is possible, the applicant may provide a statutory declaration for any competencies that it has not been possible to have verified as in 1 or 2 above.

A verifier should be:

a CPEng, NER or RPEQ in Pipeline Engineering, or a pipeline engineer who is recognised widely within the industry

a CPEng, NER or RPEQ in a relevant general area of practice who has appropriate background knowledge to assess the competency of the applicant

a recognised professional in a discipline that is relevant to the competency being verified or a person who has worked in a role senior to the applicant who has sufficient relevant background

knowledge and relevant advice available to be capable of assessing the competency of the applicant.

Wherever possible there should be one Competency Evidence Report for each competency claimed. Under the section ‘Method of achievement and evidence’, the engineer should identify the method by which each of the competency elements in each competency standard has been achieved. This should be undertaken by referring to the particular APGA Pipeline Engineer Competency Standard.

Competencies may be grouped where there is a large number of Competency Evidence Reports being completed at the same time. Typically, this will apply to engineers with a significant length of experience and there is one verifier for a number of competencies. However; only competencies from the same competency area can be grouped: use a separate Competency Evidence Report for non-related competencies even if the verifier is the same person.

The verifier should ensure that he/she has properly reviewed the relevant competency standard before completing the verification section of the Competency Evidence Report

Applicants for registration as an oil and gas pipeline engineer must demonstrate both breadth and depth of competency. Breadth of understanding is demonstrated by meeting the core competency requirements. Depth of understanding is demonstrated by attaining competency in a substantial set of elective or specialist competency standards relevant to one of the three streams: design, operation and maintenance, or construction. While these do not have to be from a single competency area, they should amount to a coherent, related set of competencies that would enable a pipeline engineer to assume a substantive and responsible role in an organisation. Attachments - documentary evidence The pipeline engineer should attach or enclose evidence of courses completed. This should include a certified copy of the degree testamur for the bachelor degree in engineering. Documentation providing evidence of course completion should be included for all non-degree courses, including the course content, in order to support claims for achievement of knowledge competency elements of the competency standard.
