Preferences for MFA textiles are contingent on the conclusion of bilateral agreements under the MFA or similar commitments vis-a-vis the EC (except for least developed countries). Limited preferences in the agricultural area. Cumulation of origin status among members of certain regional economic groupin_gs (Andean, ASEAN, CACM).

The Community has stated that measures of prior or retrospective surveillance have no restrictive effects on imports.

Where measures are ascribed only to exporting countries (e.g. export approval), the Secretariat has no information of further measures being maintained by the European Communities or individual member States.

(a) JESSI (Joint European Submicron Silicon Initiative)

Development of silicon-based micro-electronics and research on their integration into systems. Targets: 16-mega-bi t DRAM and 4-mega-bit SRAM by 1993; 64-mega-bit DRAM and 16-mega-bit SRAM by 1996. Core participants: Philips, NOKIA, Siemens, Thomson, CISAE (an Italian consortium). The companies are expected to cover 50 per cent, and the national Governments 25 per cent of the cost.

(b) HDTV (High Definition Television project)

Development of standards and of technologies for production, transmission and recording of high-definition images.

(c) PROMETHEUS (Programme for European Traffic with biggest Efficiency and Unprecedented Safety)

Devising new road traffic systems, including driving aids and inter-vehicle communication.

The following tables give an overview of the sectoral structure of employment, production and trade in the EC as a whole and individual member States. The presentation is based on the International Standard Industrial Classification (!SIC, Rev. 2), complemented by Eurostat data concerning agriculture and services. Trade information, originally recorded on a product basis (SITC), has been allocated to the corresponding sector of economic activity. This necessarily involves certain assumptions and estimates.

Import penetration ratios have been established by relating imports to total domestic consumption (estimated as production plus total imports less total exports). In some smaller member States, the ratios tend to be

·upward biased depending on the share of transit trade and processing activities for reexports. Similarly, intra-firm trade between member States, for example of aircraft components between Germany and France (Airbus Ind.), may have led to a considerable amount of double-counting in certain sectors.
