International cooperation network

for STI, to support the cooperation

between the EU and CA

The Inconet CA project

2

A 3 years long Coordination and Support Action, funded by FP7 (2 M€), dedicated to the EU – CA STI cooperation

Building on previous FP7 projects (IncoNetEECA, IncoNet CA/SC, etc.)

Implemented by a consortium of 19 Partners from all CA countries and 10 EU MS/AC: InExCB-KZ; NATD/KZ; CAACD/KG; EIMO/KG;

ASRT/TJ; TK/TM; IUCP-T/UZ

CeRISS/GR; IPPT-PAN/PL; DLR/DE; ZSI/AT; SPI/PT; RCISD/HU; ETAg/EE; TUBITAK/TR; GG/CZ; UNU/DE

The EU – CA STI cooperation: long-lasting and increasing

There is already history in the STI cooperation:

- Joint research projects (successive FPs);

- Capacity building actions (DEVCO)

Since 2008 the EC implemented two successive

INCONET type actions (“International

cooperation networks”) to support the

cooperation.

Participation in int. projects

Mapping of projects ( for all CA; ongoing or ended

after 2010; in Climate Change; Energy and Health)

Multilateral projects (FP, ISTC, UNDP,

ENVSEC, ENPI, GFSR, WB, etc.):

Total entries:185;

FP: 13 entries;

Bilateral cooperation projects with EU MS

Total entries: 95;

6

Mutual interest for the EU-CA coop.

Increasing scientific output in cooperation with EU

Active participation in international STI projects

But also:

National Strategic goals EU - CA:

7

“Sustainable economic growth; diversified economy

Human capital’s competitiveness;

Power resources; Ecology;

Regional (smart) specialization; Cluster approach”

Already done or ongoing (1/2)

Policy Stakeholder Conferences (policy

makers/donors, researchers, private sector)

In 2011;

in 2013/Astana Economic Forum;

Exhibition: “EU-KZ innovation through cooperation”

in 2014 Bishkek

Policy Stakeholder Conference

“Climate Change”

Bishkek, Sept. 2014

Already done or ongoing (1/2) Policy Stakeholder Conferences (policy

makers/donors, researchers, private sector)

In 2011; in 2013/Astana Economic Forum; in 2014 Bishkek, hosted by the KZ Parliament

Next September in Astana, dedicated to Energy

Implementation of a Policy Mix Peer reviews of the STI Systems (KZ/2012; KG/2015)

Organizing high-level STI training

Support H2020 NCPs (complementing the national efforts)

Providing Grants to researchers and institutes to join EU counterparts

11

Already done or ongoing (2/2)

Establishing links to the European Technology

Platforms (ETPs)

Presentation of European Enterprise Network

technologies at the Astana Economic Forum

(Exhibition ‘EU – KZ Innovation through cooperation’)

Providing training on Innovation

Awareness on European Innovation Trend Chart

12

The way forward… One step higher

Boosting participation in H2020 - what more?

Envisaging co-funding of H2020 projects?

− Bottom-up but in priority fields e.g. Energy

− Will constitute a strong incentive for the inclusion of CA

researchers in H2020 applications

Top-down: Participation in ERANETs?

‒ In National priority fields (e.g. Energy, Climate Change, etc.)

‒ The next Astana Conference in September provides an

opportunity to investigate a closer cooperation with

ERANETs

13

A crucial parameter: involvement of the private

sector and in particular of SMEs

The way forward… One step higher

Technological cooperation and Innovation

European Technology Platforms (ETPs):

‒ Promoting formal cooperation with ETPs;

‒ Establishing ‘mirror’/similar structures in CA

Enterprise Europe Network (EEN):

‒ Promoting more structured cooperation

14

Boosting Industry/SMEs - Academia cooperation

* To ‘import’ technologies necessary for

economic development and diversification

* To network and strengthen SMEs

In conclusion There is solid background in the EU-CA STI

cooperation (co-publications; joint projects; etc.)

There is coherence in the strategic goals (Sustainable

economic growth; diversification of economy; strengthening

Innovation; climate change concerns)

15

We need to:

- Boost participation in H2020;

- Boost Technological cooperation and Innovation

Through mutually agreed concrete actions
