The General Building Contractors Association is in the midst of a transformative process. We began 2012 with a “Blueprint for Action,” and the Annual Report made many references to the changing environment within the Association and throughout the industry. One year later the winds of change are still blowing, and I am pleased to report that both GBCA and the commercial construction industry are making progress and “Building Momentum.”

For the first time since the Great Recession cast a shadow on the nation, the economy is beginning to show signs of life. There are indications the regional construction market is positioned to improve during the first or second quarters of 2015, although data trends suggest that man-hours worked industry-wide will be relatively flat this year compared to last. The overarching question on the minds of a lot of people is whether the projects that result from an economic upturn are harbingers of a sustained, robust economic outlook — or will any future uptick in construction activity be short-lived? Time will tell.

As construction companies and industry professionals come to terms with the realities of a changing and uncertain marketplace, GBCA stakeholders can take solace in knowing their trade association – enriched by 124 years of history, tradition and experience — is a consistent and reliable resource that is tracking on an upward trajectory in spite of the challenging external conditions.

During 2013 GBCA achieved unprecedented milestones in membership, revenue and asset growth — and we reinvested these capital gains to substantially enhance and expand continuing education and professional development opportunities, marketing and communications programs, member benefits and human resources. In addition, we vowed to usher in a new culture, challenge the status quo, become more innovative, and deliver more value to stakeholders — and made significant inroads towards accomplishing these objectives.

The transformation is still a work in progress and many more changes lie ahead — but make no mistake, GBCA is moving in the right direction. With the advice and counsel of the executive committee and board of directors, and steadfast support of member companies, we are edging forward towards our goal of becoming a world-class organization. In the process, the staff and I will continue our efforts to enlighten… inspire… motivate… and support the owners, executives and employees who we are entrusted to serve. And we will endeavor to provide the greatest possible return on your annual membership dues investment.

MAKING AN IMPACTWhen General Building Contractors Association member companies undertake a project, the construction process is guided by a set of blueprints. Transforming a design into reality involves taking actions at each stage, and in accordance with the blueprints, building momentum on the actions before.

This process holds true for a member-driven organization like GBCA, and we are building an association that reflects the collective vision of our stakeholders. In fall of 2012, the Board of Directors developed a comprehensive strategic review of the Association, and beginning last year, we put into place and began implementing the “Blueprint for Action.” Since then, many new initiatives have been launched and the Association is better positioned to address the needs and preferences of member companies.

WHO WE ARE

As one of America’s oldest trade associations, a lot has changed in the 123 years since GBCA was founded, including our institutional capacity to anticipate and respond to change. During the past year, our community of volunteers and professional staff have endeavored to identify and deliver programs and services that are important, and of value, to our member companies. As we continue building momentum, GBCA will be even better positioned to respond to the needs and concerns of our stakeholders.

Even though the environment in which we operate is ever-changing, the Association’s core competencies are consistent and dependable. Every day GBCA is a powerful voice, an industry watchdog, and a critical resource for the region’s commercial construction industry. We support more than 300 companies through the delivery of education and professional development programs, safety services, advocacy, marketing, and business development opportunities to help ensure that GBCA-affiliated organizations are the best trained, highly skilled and most trusted contractors in the region.

Our Commitment is to ensure the best possible membership experience by providing exceptional customer service and value to our stakeholders.

Our Goals:Promote the commercial building construction industry: We conduct forums, seminars and meetings to advance economic and infrastructure investment, job creation, education, training, advocacy and professional exchange. Along with members we engage architects, engineers, designers, real estate managers, developers, and owners — and communicate our messages to elected officials, trade associations, special interest groups, the media, and the public.

Mack Stulb — Chairman of the BoardLF Driscoll Company

Stulb began his career 30 years ago with E. Clifford Durrell Builders as a Project Manager before joining LF Driscoll Co. as an Estimator, later moving on to Senior Estimator, Chief Estimator, and Vice President of Operations. In 2005, he was named President. Stulb has been involved in many significant projects throughout the Philadelphia region including One Liberty Place, Comcast Center, Barnes Museum, Kimmel Center for the Performing Arts, The Residences at the Ritz-Carlton, Symphony House, Wachovia Center, Citizens Bank Park, Children’s Hospital of Philadelphia, the University of Pennsylvania Health System, Abington Memorial Hospital, Inspira Health, Our Lady of Lourdes Health System, and

AtlantiCare. In addition to serving as GBCA Chairman and on the Labor Policy Committee, he is Senior Vice Chairman of the Board at The Hill at Whitemarsh continuing care retirement community.

Emily Bittenbender — Senior Vice ChairmanBittenbender Construction, LP

With a background in the design, construction and renovation of public buildings and spaces, Bittenbender previously served as the City of Philadelphia’s first Capital Program Director, where she completed $454 million of capital projects in just three-and-a-half years. In 2000, she was named Vice President of Design & Construction for the $137 million National Constitution Center project, and in 2003 she founded Bittenbender Construction, LP — a woman-owned, general contracting company specializing in new construction and renovations of museums and historic sites, retail, higher education

and corporate fit out projects. In 2009 she launched Philadelphia Carpentry Systems, LP, a carpentry and exhibit installation company that is still in existence today. Among her many notable accomplishments, Emily was awarded The Greater Philadelphia Chamber of Commerce Excellence Award for Small Business Person of the Year in 2011.

James J. Dolente, Sr. — Vice ChairmanMadison Concrete Construction

Dolente founded Madison Concrete Construction in 1969 and now serves as the company’s Chairman of the Board. He is a longtime supporter of several industry associations and charitable organizations, and served as former President of the Concrete Contractors Association, a board member for the American Society of Concrete Contractors, chairman of the Burn Foundation, and board member at White Horse Retirement Village.

Patrick S. Pasquariello, III — TreasurerP. Agnes, Inc.

Grandson of the founder of P. Agnes, Inc., Pasquariello has been a hands-on learner throughout his career, starting with grassroots training that immersed him into every phase of the design and construction process. His carpentry apprenticeship, coupled with his formal engineering and management training, prepared him for his role as principal at his family’s company, where he provides executive management oversight for every phase of the construction process. He is responsible for the project team on all cost-related matters, ensures timely resolution of problems, takes a proactive role to improve productivity, and enhances good relationships. In addition to his roles with GBCA, which also include serving as Chairman of the Labor Policy Committee, Pasquariello also serves on the Board of Directors of Academic Properties, Inc.

Francis A. Pietrini — Past ChairmanB. Pietrini & Sons

Pietrini began his career in 1960 at his father’s business, which became B. Pietrini & Sons, and since 1972 has served as the company’s President. Notable projects completed during his tenure include Citizens Bank Ballpark, Philadelphia International Airport’s Terminal 1 and Hanger, The Residences at the Ritz-Carlton, 10 Rittenhouse, Proton Therapy for Penn Medicine, Commerce II, National Museum of American Jewish History, and Curtis Music Center. He previously served as President of the Pennsylvania Concrete Contractors and is now President of the New Jersey Concrete Contractors Association. He also is a member of the Carpenter’s Company, the American Society of Concrete Contractors, American Concrete Pumping Association, and The Associated General Contractors of America. He was GBCA’s Board Chairman from 2010-2011 and served on the Labor Policy Committee for more than 20 years.

Steven S. Lakin — PresidentGeneral Building Contractors Association

Prior to returning to his hometown in 2012, Lakin’s professional career was centered in the Washington, D.C., metropolitan area, where he worked for two members of Congress, a Governor, a President, and several prominent think tanks and trade associations. In addition, he was the CEO of two privately held government and public affairs firms that engaged in legislative advocacy, grassroots mobilization, media and public relations, association management, political campaign consulting and fundraising. He currently serves on the board of directors for the ACE Mentor Program of Eastern Pennsylvania, Designing Futures Foundation, Greater Philadelphia Chamber of Commerce and Philadelphia Center for Architecture, and is a member of the Mayor’s Advisory Commission on Construction Industry Diversity and the Special Independent Advisory Commission to Review and Evaluate the Department of Licenses and Inspections.

Donald Ashton, WSO-CSMDirector, Safety Services

Ashton’s 30-plus year career has spanned the fields of safety, loss control, and risk management — specializing in marine and commercial construction. In addition to his credentials within the World Safety Organization, he is also certified to instruct OSHA 10 and 30 courses.

Ronald DeLucaDirector, Education and Professional Development

After a career as principal of DeLuca Project Management & Associates Inc., DeLuca joined GBCA to manage GBCA’s education programs. He also teaches Project Management Professional (PMP) certification programs at Temple University Fox School of Business and the University of Delaware.

Michelle V. PintoDirector, Finance and Administration

Prior to GBCA, Pinto worked at American Water and ARAMARK. She is responsible for the Association’s financial functions and human resources.

Roseann RotzAdministrative Assistant

For 25 years, Roseann Rotz has supported almost every aspect of GBCA operations including Labor, Safety, Education, Administration, Executive Communications and Government Affairs.

Melissa WyattDirector, Communications and Marketing

Wyatt previously served as the Director of Marketing and Public Relations at Dranoff Properties and prior to that, she worked for O’Neill Properties, Independence Blue Cross and WHYY, Inc. She manages GBCA’s branding, advertising, marketing, events, and public relations.

GBCA Committees

Our strong and active committee system has contributed to the long-term success of GBCA. The committees capitalize on the participants’ unique knowledge, expertise and capabilities, which help to support the GBCA program agenda. In addition to GBCA committees, several Association members serve on The Associated General Contractors of America committees and represent contractor, subcontractor and service provider points of view on various industry subjects.

AFFILIATE MEMBER COUNCIL — Promotes the expertise of GBCA supplier and service companies by hosting business forums, exchanges and networking opportunities.

AIA/GBCA JOINT COMMITTEE — Works with members of the American Institute of Architects Philadelphia Chapter on issues of mutual interest.

ASSOCIATE MEMBER EXECUTIVE COMMITTEE — Promotes the interests of subcontractor members and works to support their business objectives.

MEMBERSHIP COMMITTEE — Supports Association membership development activities by helping to identify and recruit new member companies.

CONSTRUCTION LEADERSHIP COUNCIL — Cultivates the next generation of construction industry leaders through the exchange of ideas about work and the industry, professional development opportunities, and leadership training. (The CLC was formerly known as the Young Constructors Committee.)

EDUCATION COMMITTEE — Helps establish the annual program agenda and course curricula, and works to facilitate professional development and continuing education opportunities.

EXECUTIVE COMMITTEE — Directs and monitors the financial policies and strategic objectives of the Association.

GOVERNMENTAL AFFAIRS COMMITTEE — Monitors and addresses legislative, regulatory and public policy matters, keeping GBCA in the forefront on topical and emerging issues that impact the industry on local, state and national levels.

LABOR POLICY COMMITTEE — Sets labor policy for the Association and works to ensure a stable and productive relationship between management and affiliated labor unions.

SAFETY COMMITTEE — Promotes workplace safety and supports the efforts of contractor members to maintain accident-free job sites.

LASTING CONNECTIONS

BUILDING RELATIONSHIPS

GBCA members build lasting relationships with individuals, businesses and organizations through their involvement in and attendance at Association-sponsored events. Companies choose the level of involvement that best suits their interests and objectives.

In addition to a full schedule of events conducted throughout the year, GBCA hosts four recurring annual programs designed to maximize networking and business development opportunities.

Annual Business Meeting

Each January members and guests kick off the year at GBCA’s Annual Business Meeting. It is the largest yearly gathering of Association members and one of Philadelphia’s premier business events. In 2013 we celebrated our 123rd annual meeting.

Construction Excellence Awards

The Construction Excellence Awards is widely regarded as the region’s most prominent construction industry program. In the 16 years since this event was initiated, the GBCA award has become a highly coveted industry accolade.

Golf Outing

The GBCA Golf Outing draws more than 200 golfers annually. The 2013 event was held for the first time at The ACE Club in Lafayette Hill after many successful years at the Philadelphia Cricket Club.

Holiday Open House

GBCA hosts an annual Holiday Open House in December at the Association office in conjunction with the annual Construction Leadership Council Toy Drive.

May 7 — Members gathered

at GBCA headquarters for the

first annual “Margarita Meet and

Greet” networking night with a

festive Mexican theme.

May 17 — GBCA hosted a forum

with key City of Philadelphia

officials, including Deputy Mayor

Alan Greenberger, Councilman

Bill Green, Councilwoman

Maria Quinones-Sanchez, and

Department of Licenses and

Inspections Commissioner

Carlton Williams. Some of the

topics covered in a wide-ranging

dialogue included the upcoming

architects, engineers, designers,

developers and owners.

August 2013 — GBCA unveiled

a new design for Construction

Today® featuring the first

of a two-part series about

sustainable development in the

City of Philadelphia.

September — The Construction

Leadership Council hosted the

second Annual GBCA Night at

the Phillies with special guest,

former Phillies pitcher, Larry

Christenson.

October 23 — GBCA

members and friends joined

the Construction Leadership

Council for a behind-the-scenes

look at the Arts Research and

Culture House (ARCH) on the

University of Pennsylvania’s

campus. This 30,000-square-

foot, three-story renovation

breathed new life into the 1927

Gothic Revival-style building,

which had been the longtime

home to three student cultural

centers as well as the Center for

Undergraduate Research and

Fellowship.

December 4 — GBCA

conducted its annual Holiday

Open House, in conjunction with

the Construction Leadership

drive benefiting the Northern

GBCA forges relationships to help stakeholders and industry partners ensure projects are built competitively with the best-trained, highly skilled, and most trusted contractors in the region.

Labor

GBCA maintains collaborative relationships with general presidents and business managers of the various building trades, other trade associations and industry groups to discuss critical issues, support productive relationships, and facilitate business opportunities.

Collective Bargaining

GBCA is at the epicenter of labor negotiations. The Labor Policy Committee manages contractor-based negotiating teams that are responsible for leading negotiations with our affiliated trades: Carpenters, Laborers, Cement Masons, Operating Engineers, and Rodsetters. GBCA provides guidance and opinions, tapping into the extensive knowledge base within the Labor Policy Committee, and through its expansive network of labor policy experts.

Conflict Resolution

GBCA actively works to resolve labor-related conflicts. Through GBCA’s Labor Policy Committee, member company representatives meet with individuals from the building trades to address critical industry matters.

Data Tracking

GBCA tracks industry man-hours across trades and monitors national and regional labor developments. In addition, GBCA maintains a wages and benefits database, which is a valuable resource to our stakeholders.

IAP & Financial Guarantee Administration

GBCA provides administrative oversight for the Association’s Industry Advancement Program (IAP) and its financial guarantee for payment of fringe benefit funds. The IAP is administered solely by GBCA and is used specifically for the advancement of the local construction industry.

The IAP provides the resources that enable GBCA to carry out much-needed industry-wide programs that benefit the construction industry and GBCA member companies.

IAP-funded activities benefit many segments of the construction industry, and the public sector has also benefited from GBCA’s involvement in labor and industry relations, safety, education, apprentice training, advocacy, market development and research.

GBCA provides member companies with an extensive menu of education and professional development programs, affirming that education is just as important as any tool on a job site. Continuing education and training programs enhance knowledge, productivity and workplace safety, helping GBCA members to stay competitive. Smart building is good building, and good building is good for all.

Education

Since the early 1960s, thousands of member company employees have attended GBCA education programs for personal and professional enrichment. Courses are tailored to accommodate individuals from the newest estimator to the most seasoned project manager, and are available for a nominal fee or, on occasion, at no cost to eligible employees.

GBCA has strategic alliances with 9 universities and sponsors college-level programs. Coursework subjects include, but are not limited to, pre-construction management, building materials and systems, building codes, estimating, scheduling, and Building Information Modeling (BIM).

Supervisory Training Program (STP)

GBCA is proud to sponsor the Supervisory Training Program, geared towards field personnel who want to become supervisors or superintendents. Upon completion of the required classes, students receive certificates from The Associated General Contractors of America and GBCA.

Apprentice Training

GBCA is heavily invested in apprentice training, believing the apprenticeship system leads to a highly skilled workforce that promotes safe, quality work delivered on-schedule and on budget, which owners value. GBCA member companies and Industry Advancement Program contributors are involved in the administration, financing and management of various apprenticeship programs throughout the region.

High School Outreach

To fulfill the objective of inspiring promising young men and women to pursue careers in construction, GBCA maintains relationships with area high schools, including the Charter High School for Architecture + Design (CHAD) and Mercy Vocational High School (MVHS).

ACE Mentor Program

GBCA is actively involved in the ACE Mentor Program of Eastern Pennsylvania, which provides opportunities for local high school students to learn more about careers in architecture, engineering and construction. Under the mentorship of experienced professionals from leading industry firms, students work in teams to pursue a range of informative activities, including field trips to active construction sites, discussions with project managers, tours of company offices, and more. Students can also apply for scholarships to attend college through ACE-sponsored programs.

Drexel University Construction Management Advisory Committee

GBCA has a seat on the Drexel University Construction Management Advisory Committee, one of the leading bodies of its kind. The advisory committee’s work keeps the Drexel Construction Management Program up-to-date on issues that affect the industry and promotes the hiring of construction management graduates.

ADVOCACY

GBCA is your direct connection to government officials and policymakers. Keeping members informed about legislative and regulatory developments that affect the industry is one of the Association’s top priorities, and we frequently engage in advocacy on their behalf. We monitor, initiate, and influence legislation on local, state and national levels and serve on boards, commissions, and other bodies to advance industry objectives and goals. GBCA is a strong voice for the region’s contractors and viewed by many as thought leaders on matters relating to commercial, industrial and institutional construction issues.

Local

GBCA often takes the lead on a variety of construction-related issues, developing and maintaining working relationships with Philadelphia’s City Council, the Mayor, and City agencies. In addition, GBCA representatives regularly attend Council sessions, committee hearings, announcements, and special events.

State

GBCA monitors legislation and participates in government relations activities through the General Contractors Association of Pennsylvania (GCAP), along with industry associations from central and western Pennsylvania. GCAP is dedicated to providing a united voice for construction employers, and creates opportunities for members to interact with legislators throughout Pennsylvania. Regional

GBCA facilitates meetings with elected officials and political candidates to provide these individuals with information and perspectives about the commercial building and construction industry. GBCA raises and distributes contributions through its Political Action Committee (PAC) in support of legislators and candidates who are receptive to working with contractors and engaging in issues that affect the industry.

National

GBCA works in concert with The Associated General Contractors of America (AGC) and its Legislative Action Committee. The committee sets policy objectives and serves as a clearinghouse for legislative and regulatory issues, while ensuring AGC members have a role in drafting its policy agenda. AGC collaborates with GBCA and other chapters to solve a range of issues that affect the industry. For information on AGC, go to www.agc.org.

SAFETY & HEALTH

GBCA is committed to promoting initiatives that address the needs and solutions to help employees of member companies promote and uphold workplace safety.

These activities are focused on keeping job sites safe and accident free.

Performance

Our safety and health strategy includes identifying, creating, establishing and maintaining mutually beneficial relationships, partnerships and alliances. We have strong connections with area safety organizations and maintain strategic alliances with the Mid-Atlantic Construction Safety Council (MACSC), the American Society of Safety Engineers (ASSE), City of Philadelphia Department of Licenses & Inspections, and the OSHA Region III and Philadelphia Area offices.

GBCA is also an active participant on the AGC Safety Committee, following trends and discussions that impact the construction industry.

Action

Whenever possible GBCA participates in safety policy discussions, and regularly updates members about the latest developments regarding safety and health issues that affect their businesses.

GBCA actively promotes the Association and its members to the general public and industry partners including architects, engineers, building owners and other entities with whom contractors work. A favorable Association image has broad implications, and the industry’s image is enhanced through consistent and varied marketing initiatives.

Construction Today® Magazine

Construction Today® is an award-winning publication distributed quarterly to 5,000 industry professionals, developers, building owners, elected officials, and others. Articles are authored by GBCA members and guest columnists, who cover

emerging issues, industry challenges, and other timely information.

News-at-a-Glance

The Association’s monthly e-newsletter includes a wide range of newsworthy stories and is supplemented by issue-specific emails that highlight news and events.

GBCA.com was redesigned in 2013 and includes expanded content. The website is updated regularly and contains information about the Association.

Social Media

GBCA maintains social media pages on LinkedIn and Facebook and has a presence on Twitter and Instagram to communicate with stakeholders and other interested parties.

BUILDING OUR BRAND

In the fall of 2013, GBCA launched a branding campaign consisting of four print ads that appeared weekly in the Philadelphia Inquirer, Philadelphia Business Journal, and Regions Business: Philadelphia Edition. A radio spot was also broadcast during November on KYW News Radio.
