The city of Jasper is a historic small rural town and seat of Hamilton County, Florida located in the North Central region of the state adjacent to the Florida/Georgia border. Like many small towns in Florida and across America, the City of Jasper developed over time around a railroad corridor and subsequent main street district.

As values and transportation technology have changed, residents have moved away from the City and the primary functions of the town have sprawled away from the downtown core. As a result, Jasper is left with a deteriorated main street corridor of vacant buildings with run-down facades, desolate sidewalks, streets with frequent fl ooding problems, liability issues with eroding underground utility infrastructure, an abundance of unattractive affordable housing units, and a loss of municipal tax revenue with lots packed full of mobile homes.

Perpendicular to the main street, running north/south, is an abandoned railway corridor which is not maintained and poorly functions as a swale for stormwater runoff from the surrounding commercial and residential areas. The corridor currently lacks opportunities for recreation and social interaction for the City’s residents and visitors.

The main goal for this project was to analyze the existing conditions of the City and develop planning and design strategies that would spur future economic development utilizing historic preservation, recreation alternatives, and tourism as catalysts

[Above]: The City of Jasper is located at the heart of Hamilton County, FL. The context consists of several unique natural features including the historic Suwannee River that defi nes the County’s boundary to the east and south.

[Right]: A thorough series of inventories, analyses, and syntheses were conducted of the existing conditions in Jasper which resulted in a comprehensive fi nal ‘Visioning Plan’. Shown are a few samples completed during this process.

[Left]: The City of Jasper currently has two structures listed on the National Register of Historic Places. (Top) The United Methodist Church, built in 1878. (Bottom) Old Hamilton County Jail, built in 1893. There are approximately 150 more sites and structures within the city that are eligible for historicpreservation initiatives and programs.

LINEAR PARK/TRAIL TRANSECT CONCEPT

[Left]: The Linear Park/Trail Transect design concept is a interpretation of the New Urbanist’s ‘SmartCode’ principles applied to Jasper’s abandoned rail corridor.

[Below]: The design for the linear space was studied thoroughly in section/elevation. Shown are the existing & proposed section/elevation for the Civic transect.

[Above]: I worked closely with the Florida Department of Transportation (FDOT) district engineers to develop a design strategy toimplement street trees along ‘Main Street’ Jasper. The fi nal plan was to restripe the road cen-ter lines to allow enough space for frequently passing semi-trucks hauling various goods, which is a important industry for the town. The ‘Proposed’ graphics also show the potential to restore the character of main street by bringing building facades to the edge of the right-of-way.

Vision is the fi rst sense that we as humans utilize to gather an impression, from which all other senses follow. Like death and taxes, there is no escaping color. It is ubiquitous, yet what does it all mean? The psychology of color only imparts certain thoughts and feelings with in us, but when fused together with the polar opposites in Order and Chaos the experience falls in the hands of the user. Two options…two distinct meanings…with only one choice… which one will it be? The purity and perfection of nature found in white or the much more aggressive human black death...
