Gauging Responsiveness of Public Departments to Informaon A Research Stud y Centre for Peace and Development Initiatives conducted a nationwide research study to determine responsiveness of public bodies to information requests filed under the right to information laws of the country. Government departments were requested to provide copies of the contracts of the development schemes projects carried out in financial year 2010-11 along with the details about the utilization of these development funds. A total of fifty four information requests were submitted to federal, provincial and st district government departments in the 1 quarter of 2012 under Article 19-A of the Constitution, Freedom of Information Ordinance 2002 and Section 137 of Local Government Ordinance 2001. Only 2 departments provided the requested information whereas twenty-five information requests yielded positive result only after the intervention of office of the respective Ombudsman whereas twenty-seven information requests did not yield any result. Provincial Ombudsman in KP proved to be most effective as information was provided in case of sixteen out of total twenty-two information requests after complaint was lodged with the KP Ombudsman. Intervention of Punjab Ombudsman proved to be helpful only in 2 out of total 9 complaints, Sindh Ombudsman proved to be helpful in case of 4 complaints out of 10 en whereas Balochistan Ombudsman proved to be least effective as 3 complaints are still pending with the office of Ombudsman. Intervention of Federal Ombudsman proved to be helpful only in 2 out of 5 complaints lodged with the office of Ombudsman against federal government departments. A total of 11 information requests were submitted to federal government departments. National Highway Authority (NHA) only provided partial information and failed to provide the copies of the contracts of bridge over river Jhelum at Azad Pattan and NB/SB Noshera-Peshawar Highway Km 1600 to 1694. Capital Development Authority (CDA) responded to one of our information request and provided the requested information whereas CDA did not respond to an other information request. Five information were submitted to Pak Public Works Department (PWD) and none of these requests was responded by this department. CPDI lodged complaints with Federal Ombudsman and its intervention was helpful only in the case of NHA and CDA. Of the four provinces, CPDI information requests found most positive response in KP. The newly established office of provincial Ombudsman has been extremely active and through its intervention 8 out of thirteen provincial departments provided the request information. A total of 6 information requests were filed with provincial departments in Punjab and only Lahore Development Authority (LDA) and Agriculture Department provided the requested information and that too after the intervention of provincial Ombudsman. In Sindh, 3 information requests were filed and IT department provided the requested information after the intervention of provincial Ombudsman. In Baluchistan, 2 information requests were filed with Quetta Development Authority and in both cases the requested information was not provided. Eight information requests

after the intervention of provincial Ombudsman whereas Executive District Officer Hyderabad responded positively to our
information request. In Baluchistan, information request was filed with EdO Works and Services, Sibi and the information
request did not yield any response.
