Gateway Feature
Artist’s Brief 28 January 2019
1.0 Introduction
With Visit Wales funding BBNPA wish to implement a series of works alongside the stretch of the
A470 which runs through the National Park with the help and co-operation of partners. This
Artist’s Brief concerns one of these - a Gateway Feature.
2.0 Project objectives
Help visitors know where they are/have arrived in relation to the National Park.
Convey a sense of place.
3.0 Gateway Feature brief
Brecon Beacons National Park Authority wishes to commission a significant installation to denote
to users of the A470 that they are entering the National Park from the south. It will be a one off
Gateway Feature to replace the current boundary marker just to the north of Cefn Coed y Cymer.
Description: A sculptural, eye-catching, bold and aesthetically tasteful item readily recognisable as
being of the area, celebrating and conveying a distinct sense of place with regards to
the Brecon Beacons. This will be a standalone unmistakable statement and will
respect the natural beauty of the special landscape of the locality.
General location: On the western side of the A470 just beyond the turning to Penmoelallt Farm
Grid ref: 023084

Detailed location: In order to site the installation as far away as possible from the carriage way - the
installation must be at least 1m away from any crash barrier and more than that from
the road edge - but in clear sight of passing vehicles our preferred location is on top
of the solid rock outcrop of a bank on the road side of the boundary fence with the
Taff Trail. However we would consider other locations in the vicinity subject to
landowner’s permission – probably NRW - Trunkroads Dept consent and clear
sightlines for passers-by on this fast stretch of road.

Dimensions: Approx. 4m high
Material and structure: A robust and sound material which can withstand the vagaries of the
weather – temperature range -5ºC to 24ºC and rainfall of up to
100mm – probably metal such as iron but other media would be
considered. The footprint/base of the installation must be kept to a
minimum due to space constraints as this location.
Considerations and access: It is hoped that access can be gained to the location via the nearby
farm track and Taff Trail. However it may be the case that a section of
one carriageway may have to be closed during installation.
Phase 1 of commission: BBNPA requires an artist to develop three options/proposals to be
presented in outline for discussion in up to three consultation sessions
with members of the public and partners. The artist will then develop
the favoured option as a concept to be submitted as a planning application by
18 April 2019.
BBNPA wish to commission this first phase only at this stage.
Fee for phase 1: £1000
Phase 2 of commission: Subject to planning permission the artist will fully develop the proposal to
include detailed designs and all plans, breakdown of costs for manufacture
and will install to the highest health and safety standards.
Fee for phase 2: £30,000 to include all costs

Responsibilities: The selected artist will:
be responsible for ensuring that the installation complies to all Health and Safety
strictures and will supply a Method Statement to this end
be covered by Public & Products Liability Insurance to the limit of £5m indemnity
and Professional Indemnity Insurance to the limit of £5m
bear in mind environmental impact and will supply a statement regarding how
they will minimise this
be experienced at participating in consultation sessions and will be happy to
explain proposals for a Gateway Feature to members of the public and Brecon
Beacons National Park Authority
check all underground cables and utilities and arrange rerouting if necessary
arrange closure procedures for a section of the carriageway and traffic control by
a dedicated and experienced company if necessary
undertake a structural engineer’s investigation and report.
Selection process: A panel of BBNPA staff and partners will select three artists to develop proposals
for a Gateway Feature. The three shortlisted artists will each receive £300 to
come up with these proposals. They will be invited to attend an interview on 5
March 2019.
Following the interview the winning artist will be contracted to develop and refine
their proposal and assist in submitting a planning application for a fee of £1000.
Expressions of interest and selection: Interested artists should submit:
an up-to-date CV
examples of similar commissions in the form of up to 10 digital
images in a PDF document or a Powerpoint presentation. All
work should be numbered and include, title, date, dimension
and media;
a description - max 250 words demonstrating your
understanding of the brief and how you would go about
translating an idea into a fully realised project
an explanation max 250 words of why you wish to be
commissioned
two letters of support in relation to this project

consider any expressions of interest we receive after the deadline. Please be aware that
submissions may be copied for our use.
N.B. BBNPA has issued two Artist’s Briefs for installations in association with the Wales Way. You are
welcome to submit an Expression of Interest in this commission for a Gateway Feature only or together
with the commission for an artistic interpretive bench installation at Craig y Fro layby.
