The Board a l s o requested afunding/ e x p e n d i t u r e p l a n t o implement gates onExpo Phase 1 .DISCUSSIONExpo hase 1The Expo Phase 1 l i g h t r i l p r o j e c t c o n s i s t s o f 11 s t a t i o n s . Of these 11 s t a t i o n s , t h r e eare a e r i a l and e i g h t are a t -grade.The h r e e a e r i a l s t a t i o n s i n c l u d e La Brea, La Cienega,and Culver C i t y . The a t-grade s t a t i o n s i n c l u d e P i c o , 23rd S t r e e t , J e f f e r s o n/USC,E x p o s i t i o n Park/USC, ExpositionNermont, E x p o s i t i o n / W e s t e r n , Crenshaw/MLK ndFarmdale.A e t a i l e d e n g i n e e r i n g a n a l y s i s was erformed on the t h r e e a e r i a l s t a t i o n s . Thea n a l y s i s r e v e a l e d each s t a t i o n had s u f f i c i e n t space o accommodate a r e gates ands a t i s f y F i r e L i f e Safety and N a t i o n a l F i r e P r o t e c t i o n A s s o c i a t i o n NFPA) 3 0requirements. Metro has prepared a ROM stimate of 4.6 o 4.7 m i l l i o n t o implementf a r e gates a t these l o c a t i o n s .     With r e g a r d t o c o n d i t i o n s , any t a t i o n i n non-compliance w i t h the Americans i t hD i s a b i l i t i e s Act(ADA) ust be brought n t o compliance b e f o r e f a r e gates can beimplemented.The o l l o w i n g Expo Phase 1 s t a t i o n s are not n compliance w i t h ADA:Pico North P l a t f o r m ) , 2 3 r d S t r e e t (South E n t r a n c e ) , and Exposition/Vermont EastP l a t f o r m ) . The ADA e q u i r e s t h a t i n s t a t i o n s designed o r b u i l t since 2006 t l e a s t 60percent of entrances must be a c c e s s i b l e . At Pico and Vermont East n l y 50 ercent ofthe entrances are c u r r e n t l y accessible.The m o d i f i c a t i o n s t o b r i n g these t a t i o n s i n t ocompliance are precedent tasks and i l l be completed r e g a r d l e s s o f the Gate L a t c h i n gP r o j e c t . Due o s p a t i a l l i m i t a t i o n s , a number of t a t i o n s would r e q u i r e a staggered f a r egate c o n f i g u r a t i o n . Other t a t i o n s would r e q u i r e l a n d or lane takes o expand s t a t i o n s t oaccommodate a r e g a t e s . E x i s t i n g equipment and u t i l i t i e s would r e q u i r e r e l o c a t i o n asw e l l .Risks were a l s o i d e n t i f i e d . I n most n s t a n c e s , a l a r g e r b i - p a r t i n g Emergency Swing Gate(ESG) f h r e e d i f f e r e n t dimensions would have o be implemented t o s a t i s f y F i r e L i f eSafety and NFPA 130 requirements. These ESG ould r e q u i r e custom design andm a n u f a c t u r i n g . Emergency x i t s would a l s o need t o be m o d i f i e d t o preventu n a u t h o r i z e d e n t r y . l a s t l y , c o n s t r u c t i o n work would l i k e l y h i n d e r r i l o p e r a t i o n s andi n t r o d u c e new obstacles o r passengers.For t a t i o n s having too many o n d i t i o n s/ r i s k s , the Working Group recommends thei n s t a l l a t i o n of Stand Alone V a l i d a t o r s(SAS n a v i r t u a l gate o n f i g u r a t i o n a t s t a t i o nentrances. The deployment of v i r t u a l gates has proven t o be u c c e s s f u l . For example,i n t r o d u c i n g v i r t u a l gates t the 7 t h S t / M e t r o Center R ed/ P u r p l e L i n e t o Blue L i n et r a n s f e r area r e s u l t e d i n a48% n c r e a s e i n SAV usage.Metro has l s o p r o v i d e d a p r e l i m i n a r y ROM stimate o f 7 o $7.1 m i l l i o n t o implementf a r e gates a t the e i g h t a t-grade s t a t i o n s .
