UL 330 - Standard for Safety for Hose and Hose Assemblies

for Dispensing Flammable Liquids

• Six day, 3150 cycle/day flex test• Refill hose every 24 hours• Divide volume of fuel added over

the six days by volume of the hose• Allows 30% total loss

Page 7: Gasoline Dispenser Hose Permeation Workshop

7

Hose Permeation Emissions

• Assume 12 hoses/station

• Assume gasoline permeation at levels allowed by UL 330

• Estimate 3 tons/day statewide

Page 8: Gasoline Dispenser Hose Permeation Workshop

8

SAE J1527 Marine Fuel Hoses

• Applicable to hoses on pleasurecraft• 100 g/m2/day permeation limit

up to 1.7 tons/day

emission reductionsstatewide

9

Permeation Regulations

• Portable fuel containers (CA)– 0.4 g/gal/day per TM 513 (SHED)

• Small off-road engine fuel tanks (CA)– 2 g/m2/day per TP-901

• Nonroad Large SI Engines and Recreational Engines (Marine and Land) fuel hoses (USEPA)– 5 g/m2/day @ 23 deg C per SAE J1527

10

Low Permeation Fuel Hose Technology

• Entire hose made with low permeation material

• Low permeation barrier layer(s)

Page 11: Gasoline Dispenser Hose Permeation Workshop

11

Permeation Testing

• Test existing hoses to refine baseline emission estimate

• Test prototype hoses to set best achievable permeation limit

• Identify options for certification test

Page 12: Gasoline Dispenser Hose Permeation Workshop

12

Testing Considerations• Durability - aging and cycle tests

• Pre-Conditioning– fill hose with fuel and wait for saturation

• Type of fuel• Hose configuration

– single or co-axial

• Temperature– typical or worst-case?

• Cost of test

Page 13: Gasoline Dispenser Hose Permeation Workshop

13

Cost for Low Permeation Hoses

• USEPA estimates incremental cost of $1.00/ft for engine fuel hoses

• For 12 foot coax hose => $24

• Used $50 increase/hose for initial cost estimate

• Hoses today cost $100 - $200 (?)

Page 14: Gasoline Dispenser Hose Permeation Workshop

14

Cost-Effectiveness

• Assume hose life of one year• Assume cost increase of $50 per hose• Total annual cost = $6,780,000

$6,780,000/yr 1 ton 1 yr 1.7 tons/day 2000 lb 365 days

= $5.46/lb

17

Proposed Implementation Schedule

• Dec 2004* - approved by Board• Sept 2005 - finalize rulemaking and

begin certification • Jan 2007* - required for new installations• Jan 2011- required for all facilities

* commitment dates in revised SIP Settlement Agreement (June 2003)
