To identify CFRM Issues, Problems, Strengths, Weaknesses, Opportunities and Threats
A. Coastal condition or analysis of situation (Where we are Now?) is anchored on the various elements inCFRM ecological profile that includes:
1. Demographic characteristics2. Bio-physical characteristics3. State of the Environment and Natural Resources4. Socio-economic conditions5. Governance and Institutional Framework6. Existing Coastal Land and Water Use
B. Gaps or Problem identification is identified by comparing the current situation with where we want tobe that is defined by the vision elements and its descriptors. Based on the ICM concept the ideal CRMvision has these elements:
A. Sustainable Development1. Natural and Man-made Hazard Prevention and Management2. Habitat Protection, Restoration and Management3. Water Use and Supply Management4. Food Security and Livelihood Management5. Pollution Reduction and Waste Management
B. Governance Capacity1. Policy, Strategies and Plans2. Institutional Arrangements3. Legislation4. Information and Public Awareness5. Financing Mechanism6. Capacity Development
Cross cutting themes to be considered for the CFRM inter- elemental analysis are gender equity andclimate change
Issues, gaps or problems for each element/descriptor are results of an interplay of the characteristics andconditions described under the various elements in the CFRM ecological profile which hindered theattainment of the desired development result.
EXAMPLE:
