A player’s momentum may not carry them over the restraining line or into the critical scoring area. Situation: A whistle is blown for a push foul by White in the midfield, the Blue player maintains possession and continues running beyond the 5 yards from where the foul occurred

• Whistles the player back to within 5 yards of the spot of the foul and allow the Blue player to self-start

Prior to herself-start, a horn is blown for a Blue team timeout • Whistle and Signal Timeout (stop both clocks) • Place the ball on the spot of the free position • Following the team timeout, play will commence with a whistle, any player may take the

free position

The Draw Setting The Draw:

• The entire length of the crosses shall be parallel to the ground and above the center line and be within the vertical plane of the center line

• Once possession is determined, the nearest Official (A, B and/or C) will release the other players by winding the arm which will also start the possession clock (same signal)

• Once the official’s hands are in contact with both draw sticks, players from below the restraining lines may not switch with players between the restraining lines. However, players between the RL’s may exit below the RL thereby reducing the number of players in the midfield.

• If the official cannot determine why the ball did not go above the heads of both players, the official will call timeout and signal a redraw. [RB p.41, Section 8, e]

Draw Situation: The C official whistles the draw, the ball goes toward the RL near the A official. As a Blue player is scooping up the ball, a White player crosses the RL early near the B official far away from play. The B official should not call for the early entry as a call would be a disadvantage to the non-offending team. Boundaries- Sidelines and End Lines Situation: Ball goes out of bounds over the end line or sideline

• Whistle (PC and Game Clock continue to run) • Signal Direction • Player may return to play at the spot where the ball went out of bounds and self-start

immediately, 2 meter non-engagement area for others • When possession cannot be determined for an out of bounds ball or two players are

equidistant from where the ball went out of bounds, administer alternate possession. If inside the CSA, at nearest dot. If outside CSA, at the spot where the ball went out and at least 2M inside boundary

Situation: Ball goes out of bounds at the 35 yd line, player gains an advantage and commences play inbounds at the 25 yd line

• Whistle • Signal Direction • Any player may bring the ball in bounds on the end line or sideline. This player does not

need to be the player who was involved in the out of bounds play. Officials should keep their focus on where the ball went out of bounds and the ball position for the self-start of play; 2 meter non-engagement area for others

• SELF-START ALLOWED

Note: When the ball goes out of bounds and there is a change of possession the official nearest to the spot where the ball went out will:

• Whistle the boundary • Signal direction • Signal a possession clock reset • The possession clock should start when the player self-starts

Note: Consider the following when managing boundary balls: • A player may not commence play from out of bounds • A player who is returning from out of bounds commences play as soon as she steps in

bounds • All players must be 2M from boundary and must adhere to the 2m Non-Engagement

Area • If a clear advantage is gained by the restart from the boundary, reposition the player to

be relative to the spot where the ball went out of bounds and allow a self-start. For example, a boundary ball that goes out of bounds above the RL cannot be brought back in below the RL.

Team Fouls/Offside Note: Due to free movement following a whistle for offside, all three officials must be engaged in the administration of the penalty for offside. Mechanics for offside fouls:

• Whistle & Signal Timeout (stop both clocks) • Signal Direction & Foul • Immediately identify the ball position at the time of the whistle • Correct the offside • B.O.O. -

o Ball - the player with the ball or the closest player from the non-offending team to the ball will be awarded the free position

Note: Players are still moving, be sure to count before you restart play. If you have given a card, make sure that you have the correct number of players below the RL. Note: Call offside immediately. Situation: Defender inside the 8M arc violates 3-Seconds (flag or immediate whistle)

Situation: During the reset of an 8M free position following a false start, a player from the defending team false starts again

releasable penalty • The free position remains the same • Original offender remains 4 meters behind the free position. • If the same player committed both false starts and is serving the green card penalty,

another defensive player must go 4M behind the free position • Raise Arm, Whistle & Drop Arm • NO SELF-START

Situation: The goalkeeper while inside the goal circle reaches out her stick and covers the ball preventing an opponent from playing the ball

• Whistle and Signal Timeout (stop both clocks) • Signal Direction & Foul • Free position for non-offending team on 8M hash nearest the spot of the foul • Goalkeeper placed 4 meters behind the free position (open net) • No other players are permitted within 4 meters of the free position, clear restricted areas • Raise Arm, Whistle & Drop Arm • NO SELF-START

Note: The C and Trail officials MUST monitor the restricted areas (8M arc and the “red box”) ensuring players clear out and players are not moving back into these areas prior to the whistle to restart play. Note: During a free position and after the official has lowered their arm and cleared the arc, any movement by players into the non-engagement area and the restricted areas (8M arc, “red box” area and “pie” area when applicable) is a false start.

The Critical Scoring Area and the Restricted Area for Free Positions The top of the red box runs along the top of goal circle as wide as the dots.

Players are entitled to stand in the space in the pie area that is above the red box when the free position is on any of the 3 middle hashes. When the first inside hashes are used for a free

position the entire pie area on that side should be clear, no player within 4 meters of the ball. If a first inside hash on the right side of the arc is used for the free position, that right side pie

area should be completely cleared. However, players may stand inside the pie area on the left side of the arc.

Goal Circle Fouls by Attack or Defense

• Whistle and Signal Timeout (stop both the Possession Clock and the Game Clock) • Signal Direction & Foul • Free position for any player from the non-offending team at closest dot • Offending player, except the goalkeeper, is placed 4 meters behind • Others 2 meters away, non-engagement area • Raise Arm, Whistle & Drop Arm • NO SELF-START

Note: If attack commits a goal circle and the ball remains in the goal circle, the free position is awarded to the goalkeeper. Offender is placed 4M behind the goal. No players may be within 2M of the free position. Fouls Outside the Critical Scoring Area

• Free position to the fouled player from the non-offending team • No player is placed 4 meters behind • Others must be 2 meters away, non-engagement area • Defenders may engage when ball carrier takes a step with her foot or passes the ball

Slow Whistle (Flag)

• The Penalty Administration at the conclusion of a slow whistle (flag) is different from the 2017 season [RB p. 69, R6, Section 45 & 46]

• The free position will be awarded at the HASH MARK nearest to the spot of the ball on the 8M arc when the whistle is blown

Situation: During a slow whistle for three seconds, attack carries the ball below the GLE and stops the continuous attempt to score:

• Whistle and Signal Timeout (stop both clocks) • Signal Direction & Foul • The attack player with the ball or nearest to the ball when the whistle is blown will take

the free position at the nearest hanging hash mark • Offending player placed 4M behind • No other players may be within 4M of the free position, clear restricted areas • Raise Arm, Whistle & Drop Arm • NO SELF-START

Alternate Possession/Offsetting Fouls Free positions for AP will either be at the spot of the incident/foul, at center line, or at a dot (no longer on GLE) If there is a change of possession the possession clock resets

• Whistle and Signal Timeout (stop both clocks) • Signal Direction • Signal Offsetting Fouls • Signal Each Foul • B.O.O.

• Outside CSA; ball positioned closest to where foul/incident occured that caused play to stop; all others 2m away, non-engagement area

• Inside CSA, above or below GLE; ball positioned on closest dot; all others 2m away, non-engagement area

• *Signal Possession Clock reset only if it is a change of possession (see exception) • Raise Arm, Whistle & Drop Arm • NO SELF-START

Situation: During a slow whistle for three seconds, the attacking player charges into her opponent:

• Whistle and Signal Timeout (stop both clocks) • Signal Direction • Signal Offsetting Fouls • Signal Each Foul • Free position at the closest dot by any player from the team awarded possession • No player may be within 2 meters of the free position, non-engagement area • Raise Arm, Whistle & Drop Arm • NO SELF-START

*Exception: If there is no change of possession for alternate possession there is no possession clock reset unless, the opponent commits a possession clock reset foul which is a card or offside. Situation: Blue is in possession of the ball when she charges into her opponent at which time it is discovered that the White team is offside. We now have alternate possession and Blue is being awarded AP. There is no change of possession but due to the offside violation, the

possession clock will be RESET

Situation: Blue is in possession of the ball when she is slashed by a White opponent, it is then noticed that the Blue player is wearing jewelry. Administer a Green card to Blue for delay of game. Administer a yellow card to White for a slash. AP is awarded to Blue. There is no change of possession but due to the card, the possession clock will be RESET

SPECIAL SITUATIONS - SIMULTANEOUS WHISTLE Obstruction of Free Space to Goal (“shooting space”): If there is a whistle blown for shooting space simultaneous with or immediately following a shot and the shot results in a goal, the goal shall count, and the penalty shall not be administered. If the whistle was blown for shooting space prior to the shot on goal, administer the penalty at the nearest hash mark to the spot of the foul.

What happens if the ball does NOT enter the goal after release of a shot and official’s whistle? Situation # 1 following “release” - GK gains possession either inside or outside the goal circle. [Note: The ball at rest in the goal circle constitutes GK possession.]

• Signal Possession Clock Reset and play may commence on the official’s whistle. If the goalkeeper clears the ball prior to the whistle, do not penalize her. Reset the free position and whistle the restart

Situation # 2 following “release” - Shot deflects off the GK, the goal pipes, or a defender’s stick Situation # 3 following “release” - Shot goes wide or high of goal Situation # 4 following “release” - Shot goes out of bounds Situation # 5 following “release” - Shot touches the ground below the GLE Situation # 6 following “release” - Any player gains control of the ball after the shot

• Whistle [do not need to wait for possession] • Signal Timeout (stop both the Possession Clock and the Game Clock) • Signal Direction & Foul (Obstruction of Free Space to Goal) • Free position on 8M hash nearest to foul • Offender placed 4M behind the free position • All others must clear the restricted areas (8M arc, the “red box” and “Pie” area when

Note: The official calling shooting space should be quick to judge whether the goal will count or not count and then either confirm the goal or signal no-goal. This official (usually Trail) should step in and communicate clearly to the Lead official. Substitutions During a Team Timeout (After a Foul) with a Free Position Inside the CSA:

Note: If the ball carrier is double teamed near the sideline and her team calls a possession timeout, when play resumes there must be a 2M non-engagement area and the restart must be at least 2M in from the boundary. Note: Following a goal, the trail official should hold subs from entering the field until the mandatory stick check is complete. If the goal scorers stick is found to be illegal the free position for the non-offending team will be back at center. Due to the illegal stick, substitutions will not be permitted until the whistle has blown to commence play.
