    GHANA ARMED FORCES CADET CORPS REGULATION

    PART I: ADMINISTRATION

    SECTION I: FORMATION

    Formation and Approval of the Cadet Corps1. The Ghana Armed Forces* as required will be

    responsible for providing assistance in theformation, administration and training of allCadet Corps in Ghana. Board of Governors or Heads ofeducational institutions wishing to form a schoolCadet Corps will approach either:-

    a. The Ministry of Defence.

    b. Headquarters, Ghana Armed Forces* , (either throughthe nearest military commander or direct)

    c. Headquarters, Ghana Armed Forces* Cadet Corps (whoare not authorised to approve of the formation of thecorps, but will assist the schools on its formations)

    2. If, after consultation, it is agreed that a Corpswill be formed at a school, the authority forits formation will be given and published inthe Ghana gazette.

    Responsibilities of Ghana Armed Forces*

    3. When authority has been given for a Cadet Corps tobe raised, a regular unit will be nominated byHeadquarters, Ghana Armed Forces* to act as the corpsparent unit. A Field Officer will be appointed bythe Parent Unit as Corps Liaison Officer and hewill arrange any assistance the corps requireseither at cadet unit level or cadet regionalheadquarters level. The Officer Commanding theCadet Corps is responsible for theadministration and training of the officers andcadets but the Parent Unit will help as requiredin any of the following ways.

    Administration

    (a) General advice on organization and administrationof the corps.

    (b) The issue of clothing and equipment.(c) Advice on (if necessary) the construction of an

    armoury.(d) Help in the selection of a Permanent Staff

    Instructor

    a. Training(e) Advice on planning and organization of training.(f) Loan of Non-Commissioned Officers Instructors

    when possible.(g) Loan of training equipments.(h) Arranging for range shoots (e.g. .22 and .303

    shoots)(i) Sponsoring an annual combined camp.

    Cadet Corps may apply to G(Intelligence) Headquarters, Ghana Armed Forces* (through parent units)for a small issue of the Military Maps of their area. The map sheets required must be correctlynamed and it should be borne in mind that maps are not expendable.

    SECTION II: CADET CORPS OFFICER AND NON-COMMISSIONED OFFICERS

    14. (a) Members of the school staff and new membersvolunteering to become Officers of the school Cadet Corps orGAFCC are required to complete (an appropriate data form) ArmyForm B 2071. This will be forwarded by the parent unit toheadquarters, Ghana Armed Forces* .

    (b) The officers who have had extensive volunteer historyin the Cadet Corps (Adult Volunteer Corps) will formthe officer and NCO corps of the Ghana Armed Forces*cadet Corps,(GAFCC).

    Officers previously commissioned or holding commission in oneof the Ghana Regular Armed Forces Reserve of Officers

    15.(a) It will be confirmed that the officer may be appointedas an officer in the Cadet Corps and, if necessary,permission will be obtained for release from theReserve. (It must understood, however, that anofficer's reserve liability will have priority over hisCadet Force Obligation in the event of emergency)

    (b) Gazetting action will then be taken up with the GhanaGovernment. In due course an announcement will bemade in the Ghana Gazette and the officer will alsobe informed by letter.

    School Masters and New members not previously commissioned.

    16.(a) Authority will be given to the Corps Parent Unit toconvene a selection Board consisting of thefollowing:-

    1. Commanding Officer of the Parent Unit (or hisrepresentative)

    2. Representative of the Ghana Education Service3. Representative of the School concerned

    And in the case of a new Cadet Corps officer, the board willconsist of the following:

    1. Officer Commanding the Cadet Corps2. Commanding Officer of the Parent Unit (or his

    representative)3. Chief Staff Officer of the Cadet Corps

    (b) The Boards duty will be to decide whether thecandidate is a fit and proper person to be appointedas an officer or NCO in the Cadet Corps and, if so, torecommend whether he/she should be required to do ashort training attachment to a regular unit before orafter appointment.

    (c) The appointment may finally be dependent, where thecandidate has seen service in one of the Armed Forces,on the appropriate record Office confirming that thereis no objection.

    PERMANENT STAFF INSTRUCTORS

    17. Each School may employ on its staff a Cadet CorpsPermanent Staff Instructor (PSI) paid from the schools funds. Inaddition to the needs of the Cadet Corps (i.e. drillinstruction, storekeeping, maintenance of equipments, clericalwork) he may if suitable combine these duties with school task(e.g. physical training and other fitness instructions)

    Selection

    18. The Permanent Staff Instructor must be an ex Warrantofficer or Non-Commissioned Officer of the Ghana Armed Forces* .In order to employ an Instructor the school authorities shouldeither:-

    (a) Advertise in the National newspapers.

    Or

    (b) Contact Headquarters, Ghana Armed Forces*through their parent units.

    SECTION III: GENERAL ADMINISTRATONARMOURIES30. Each Cadet Corps requires an Armoury to house its riflesand other stores. A suitable building cost approx 1000 to erectand each School can claim 1000 for this purpose from theMilitary funds. See section IV Financial Instructions Paras 74 -76. Any additional cost will have to be paid, however, by theSchool Authorities themselves.

    31. Ghana Armed Forces* will not be responsible for drawing upthe pans but advise will be given by the Works Services, GhanaEngineers or Public Works Department on those submitted to them.Arrangements can be made for School Authorities to see the plansof the armouries built so far on application to Headquarters,Ghana Armed Forces* . The building should be permanent, blendingwith the existing School blocks and design so that the Cadetswill a pride in it as their Military centre. It should allowfor:-

    a. An Arm Kite Capable of holding up to 100rifles,

    b. small store room,

    c. small office

    It may be possible to include a lecture room and to combine itwith the Permanent Staff Instructor's quarters.

    CLOTHING AND EQUIPMENTS

    Clothing

    32. Clothing and web equipment will be issued to the CadetCorps by the Parent Unit with the scales laid down in Appendices'A' and 'B'.

    33. Every Officer, permanent staff instructor and cadet onjoining the Corps will be issued with a set of clothing.34. Officers also given an outfit allowance on firstcommissioning in order to enable them to purchase certain itemsnot issued. Details are given in Section IV, financialInstructions Paras 81 - 82.

    35. Serviceable clothing that the Cadets out-grow should bepassed on, bit all unserviceable clothing and web equipments,including that issued to the Cadet officer and permanent staffinstructor, will be replaced by the Parent Unit it is considereddue for condemnation.

    36. Unserviceable clothing and web equipment will not bewithdrawn from the Cadet Corps for exchange but will be allowedto waste out in their possession.

    Training Equipments

    37. Training equipments will be issued to the Cadet Corps bythe parent Unit in accordance with the scales laid down inAppendix 'C' as soon as secure storage space is available.

    38. Drill rifles may not be kept at the school until a armouryhas been built but, until then, the parent unit will hold andissue drill rifles as required.

    39. Service rifles and live .303 ammunition will always be heldby the Parents Units for issue as required.

    40. Parent Units will exchange unserviceable training equipmenton a 'one-for- one' basis.

    General Accounting Procedure

    41. For accounting purposes the Cadet Corps will be consideredas a normal sub unit of the parent Unit except that once asignature has been obtained from the Officer Commanding the

    Cadet Corps for clothing and equipment issued to him theresponsibility of the parent unit is finished, and it may bestruck off charge.

    42. The internal distribution of clothing and equipment andaccounting for it is the responsibility of the OfficerCommanding the Cadet Corps, who should keep his own clothing andequipment ledger.

    43. Parent Units are authorised to hold a 10% stock of theCadet clothing scale, based on the strength of their affiliatedCadet Corps, which will be in the small sizes normally requiredfor a cadet.

    44. (a) All AFs G 982 E will be endorsed by Parent Units inred ink:-

    "..............................School/College Cadet Corps"

    (b) Parent Units will show in the 'Reason for Indent' boxof the AFs G 982 E whether the issue is an "InitialIssue" or "Replacement". Both initial and replacementissues are charged to the Cadet Corps vote. (Except asin Para 45 below)

    (c) AFs G 982 will be costed by Ordinance Depot, GhanaOrdinance Service and forwarded to Headquarters, GhanaArmed Forces* for action by the allotment holder.

    45. Special application must be made to headquarters, GhanaArmed Forces* if items not authorized in Cadet Corps Scales arerequired. If issued the corps will be required to pay for themfrom its own funds. Detailed instructions will be given at thetime the issue is authorized.

    CAMP EQUIPMENTS

    46. (a) Camp sponsor unit will be authorized by headquarters,Ghana Armed Forces* to draw up a loan voucher fromOrdinance Depot any of the items of camp equipmentlisted at Appendix 'G'. No quantities are given in theappendix as it is considered that no two camps arelikely to be of the same size.

    (b) A schedule of the items and quantities required mustGhana Armed Forces* for approval two months beforethe camp begins.

    47. Authority will be given for items not included in Appendix'G' but held by the sponsor unit under column 4 of their LET tobe used for the camp if required.

    48. Authority for Barrack Services and Garrison Engineer'sitems may also be applied for.

    Return of Ordinance Camp Stores

    49. The stores will be returned to Ordinance Depot as soon aspossible after the camp closes. They must be in good condition,clean and serviceable before they can be accepted as they willbe required for re-issue.

    50. Before being stuck tentage will be inspected at the campsite by Ordinance representatives who will be responsible forensuring that right component parts are packed in each valise.

    51. The sponsor unit will be required to raise debit vouchersfor any deficiency or breakage noted by Ordinance Depot. It isessential, therefore, that a list of deficiencies and damages isagreed with the Officer Commanding the Cadet Corps beforedeparture.

    TRANSPORT AND RATIONS

    52. See section IV Financial Instructions Para 93-100

    RECORDS

    53. Each Corps should keep the following records:-

    a. Roll books showing parade and camp attendances

    b. Capitation grant accounts

    c. Clothing and equipment ledgers

    d. Records of security checks on arms and valuable stores

    OFFICERS IDENTITY DOCUMENTS

    54. Parent Units will supply Cadet Officers with AB 439.

    CORRESPONDENCE

    55. Except in emergency all correspondences concerning thecadet corps will be passed through parent units. Corps shouldavoid addressing Headquarters, Ghana Armed Forces* direct.

    ADMINISTRATIVE INSPECTION

    56. An Administrative Inspection will be carried out annuallybetween September-December either b the Officer commanding theParent Unit or by another Senior Officer nominated byHeadquarters, Ghana Armed Forces* .

    57. The Officer Commanding the Corps should arrange hisprogramme to include:-

    a. A ceremonial parade

    b. An opportunity to watch the corps training

    c. An inspection of armoury and equipment

    d. An inspection of the training records, with a view tothe payment of Capitation Grant. See Section IV FinancialInstructions {Paras 77- 80.

    58-69 Spare

    SECTION IV- FINANCIAL INSTRUCTIONS

    General

    70. The relevant paragraphs of these regulation will be quotedfor all authorised charges against the Cadet Corps Vote (Head 4Items 7 and 57).

    71. Whenever the words "Imprest Account" are used they refer tothe Cadet Corps Parent Unit Imprest Account.

    Allotment Holder

    72. The allotment holder for Cadet Corps vote will be the GSOII (Trg) Headquarters, Ghana Armed Forces* .

    Endorsement

    73. a. All debit vouchers, issue vouchers, claims, schedulesand bills will be endorsed by Parent Unit in red ink:-

    ".....................School/College Cadet Corps".

    b. When received at HQ GAF these vouchers will beendorsed by the allotment holder in red ink:- "Chargeable to Item............." and passed to CP &FA. They will then be forwarded to GMFPO whowill recover the cost from the funds held in the CadetCorps suspense account.

    Armouries

    74. A payment not exceeding 1000 (one thousand pounds) may bemade to each school Authority towards the cost of an Armoury forits Cadet Corps.

    75. Before planning begins a letter of authority will beobtained from Headquarters, Ghana Armed Forces* and before the

    building begins the plans will be agreed by Works Service GhanaEngineers or Public Works Department.

    76. When the building is completed the parent unit will convenea Board of Officers to inspect it and to ensure that it issuitable in every way for use as an Armoury. If in the opinionof the Board the building is satisfactory an application forpayment will be submitted to Headquarters, Ghana Armed Forces*through the parent unit. The application will be supported by:-

    a. Reference to Ghana Armed Forces* Letter of Authority

    b. Copy of the report of the Board of Officers

    c. A duplicate copy of the Contractor's bill

    Capitation Grant

    77. A Capitation Grant of 25/- (Twenty five shillings) perCadet certified efficient will be paid to each Corps Annually.It is at the discretion of the Officer Commanding the CadetCorps how it is spent but it is designed to cover such expensesas:-

    a. Provision of miscellaneous items,

    b. Alterations to clothing,

    c. Purchase of items of clothing not in or surplus to thenormal scale

    d. Recreational Transport,

    78. This grant will be paid at the end of the school year inDecember. On the formation of a new Unit special instructionswill be given by Headquarters, Ghana Armed Forces* .

    79. Payment will be made from Imprest supported by:-

    A normal roll signed by the Commanding Officer of theParent Unit, certifying that the cadets for whom the grant waspaid were efficient.

    80. For a cadet to be certified efficient, the Corps recordsmust show that he has attended a minimum of twenty parades andfive days camp during the year.

    Officers Outfit Allowance

    81. Fresh Officer who receives a commission for service in theCadet Corps will be paid an outfit allowance of 10 (Ten pounds)to cover the cost of purchasing such items as SD cap, SamBrowne, rank badges, officers type puttees, etc.

    82. A claim is not required. Payment will be made by chequedirect to the Officer by Ghana Armed Forces* Pay Office. onauthority from Headquarters, Ghana Armed Forces* .

    Purchases from Officers Shop

    83. Cadet Officers will be entitled to make purchases of theitems listed at Appendix 'J' for their own use in the GhanaOrdinance Service Officer's Shop, ACCRA.

    84. The procedure will be:-

    a. Cadet Officers wishing to make purchase will notgo direct to the shop itself but will ask to seethe Officer Commanding the Ordinance Depot.

    b. He will arrange for the Cadet Officer to beserved and will warn the Cashier, Ghana ArmedForces Pay Office.

    c. The AWF 3225 account will be paid by the Officerto the Cashier.

    d. The receipt will be returned to the Officers Shopwhen the items purchased will be handed over.

    85. The Officer's shop is opened between 1130hrs and 1315hrsevery Monday to Friday.

    Purchases from parent Unit Quartermasters

    86. Officers may purchase items for their own use from ParentUnit Quartermaster in addition to those normally scaled forissue.

    87. Debit vouchers much be paid through the parent unit Imprestaccount before the extra issue can be made.

    Detention Allowance

    88. Detention Allowance at the rate of 30/-per day may beclaimed by a cadet officer for the period of the annual camp oras authorized by Headquarters, Ghana Armed Forces* .

    89. Claims will be submitted on AFO 1771 endorsed by theOfficer Commanding the Parent Unit and will be forwarded to HQ,Ghana Armed Forces* for pre-audit. Payment will be made bycheque from the Ghana Armed Forces* Pay Office direct to theCadet Officers concerned.

    Motor Mileage Allowance

    90. Cadet Corps Officers may claim motor mileage allowance at2d (Two-pence) a mile for the use of their private motorvehicles to travel to and from and for duty journeys at annualcamp.

    91. Prior authorization for the use of the vehicle must beobtained from the Commanding Officer of Parent Unit.

    92. Claims on AFO 1771 endorsed as in para. 73 a. should besubmitted not later than one month after return from camp to theParent Unit for countersignature by the Commanding Officer. Theywill then be forwarded to Headquarters, Ghana Armed Forces* forpre-audit. Payment will be made by cheque from the Ghana ArmedForces* Pay Office direct to the Cadet Corps Officer concerned.

    Road and Rail Travel

    93. Road and Rail travel on military warrants is authorized forthe following journeys:-

    a. movement of a Cadet Corps to and from annual camp

    b. Visit to Military Displays, Ceremonial Parades orRegular Units as authorized by Headquarters, GhanaArmed forces.

    94. The warrants will be prepared by the parents units and willbe endorsed as laid down in para. 73 a. above.

    Military Transport

    95. Military Transport must be made available during annualcamp and for journeys under para. 93 b. above without chargeprovided prior authority is obtained from Headquarters, GhanaArmed Forces* .

    96. In the event of transport not being available, authorisedjourney, the Parent Unit may apply to ST Headquarters, GhanaArmed Forces* accompanied by AFP 1922 and endorsed as at para.73 a. above.

    Recreational Transport

    97. Transport for recreational purpose may be supplied onrepayment. Debit vouchers raised by Composite Coy will beforwarded to the Parent Unit for recovery from the Cadet Corpsconcerned. The Cadet Corps will pay the bill from its own funds(i.e. Capitation Grant) by cheque to Ghana Armed Forces*"Cashier, Ghana Armed Forces* Pay Office".

    Rations

    98. Parent Units or Camp Parent Units will prepare separateindents for rations from Cadet Corps units on authority fromHeadquarters, Ghana Armed Forces* . These Indents will beendorsed as in para. 73 a. above. The scale of rations for thecadet Corps is laid down in Appendix 'F'.

    99. The Unit issuing the rations will prepare a Schedule ofRations issued and forward it to Headquarters, Ghana ArmedForces* .

    Ration Allowance

    100. Cadet Officers attending Camp will claim ration allowanceat the current rates on AFO 1771. Their claim will becountersigned by the Commanding Officer of the Parent Unit andwill be forwarded to Headquarters, Ghana Armed Forces* for pre-audit. Payment will be made by cheque from the Ghana ArmedForces* Pay Office direct to the Cadet Officer concerned.

    Permanent Staff Instructors

    101. A permanent Staff Instructors appointed to the school staffcan be paid up to 200 (Two hundred pounds) per annum from theCadet Vote, by the Parent Unit.

    102. Payment will normally be made fortnightly through theImprest Account. Payment will be supported by a receipt on AB 57or separate Voucher endorsed as in para. 73 a. above.

    PART II: TRAINING

    SECTION V- TRAINING SYLLABUSGeneral

    120. The detailed training programmes for each Cadet Corps willbe the responsibility of the Officer Commanding the Cadet Corps.The aim will be to train all cadets up to standard whereby theycan pass the examination for the Ghana Armed Forces* CadetCorps Proficiency certificate (CCPCE).

    121. It is suggested that this will be done in thee clear cutstages;-

    a. Recruit training leading to a recruit test, to bedevised by the Officer Commanding the corps

    b. Elementary individual training-leading to Ghana ArmedForces* Cadet Corps Proficiency Certificate Part I.

    c. Leadership training- leading to the Ghana ArmedForces* Cadet Corps Proficiency certificate Part II.

    122. This system, will give a thorough all round elementarymilitary training and lead to progressively increasedresponsibility. Cadets who pass the part II certificate willeither become the Corps senior NCOs and instructors themselvesor join specialist cadres run by parent units where signals orheavier weapons cab learnt.

    123. In planning the programme the Officer Commanding the CadetCorps will consider the many ways in which the parent unit canhelp referred to in section I Formation Para 3 b. And decidewhich items of training can best be done at school and whichwill be reserved for field days or camp.

    124. The training Equipment, Ammunition, and manuals that may beissued to each Corps are listed as under:-

    Recruit Training

    125. The Officer Commanding the Corps should decide for himselfat what stage in this training the recruits should be entitledto call themselves cadets. It is suggested that there should bea recruits test which should be definite hurdle that everycadet has to overcome before being accepted as a full member ofthe corps.

    Individual Training

    126. The aim during this stage of the Cadet Corps training willbe to produce a cadet who:-

    a. Drill smartly with or without a rifle,

    b. Handles a rifle correctly and is ready to go on theopen range,

    c. Understands the use of a map,

    d. Is good at elementary fieldcraft.

    127. The cadet who comes up to this standard will be able topass the Ghana Armed Forces* Cadet Corps ProficiencyCertificate examinations Part I which will be based on asyllabus which will be approved by headquarters, Ghana ArmedForces* and will include the following subjects:-

    Leadership Training

    128. Leadership Training will be restricted to those cadets whohave obtained their Part I certificate. The aim will be to trainOfficers and NCOs for the corps and it should be the mostinteresting period of a Cadets training. Such subjects should beincluded as:-

    a. Drill mutuals,b. .303 shooting,c. Section Leading,

    129. The cadet will now be aiming for a certificate which may beof considerable value to him after he leaves school, especiallyif he chooses to join the Ghana Armed Forces* .

    SECTION VI CAMPGeneral

    140. Arrangement will be made through the parent unit for eachCorps to go to camp for seven to fourteen days every year.

    Camp may be with either:-

    a. The Parent Unit.b. With another regular unit away from the schools

    own locationc. At a Bush Camp with Parent Unit.d. At a combined Corps Camp.

    Sponsor Units

    141. For each camp, a sponsor unit will be nominated. This unit,together with the corps parent unit will be responsible forarranging transport for the corps to and from the camp, for theprovision and erection of tentage, for cooking, hygiene andsanitary arrangements, the security of arms and any otheradministrative arrangements necessary.

    Training Facility

    142. Either the sponsor unit or parent unit will provide atraining item for the camp if requested and will assist inplanning the programme.

    143. If the camp is arranged near a barracks, the followingfacilities will normally be made available:-

    a. Parade ground,b. Miniature and open ranges,c. Assault course,d. Training and recreational filmse. Sports grounds,f. Loan of unit equipmentsg. A training area suitable for WT, minor tactical schemes

    and map and compass workh. Medical Facilities.

    Accommodation

    144. For a tented camp the following accommodation will beprovided if required, by the Officer Commanding the Corps:-

    a. Officer's Mess, Lines and Kitchen. +

    b. Cadets dining tents, lines and cookhouse

    c. Permanent Staff Instructors tent.

    SECTION VII- CADET CORPS PROFICIENCY CERTIFICATE EXAMINATIONS

    General

    160. There are two Ghana Armed Forces* Cadet Corps proficiencycertificates which may be completed for by both cadets and cadetofficers, the Proficiency Certificate Part I and the ProficiencyCertificate Part II:-

    a. Part I will be a test of the cadet knowledge of basicInfantry Training,

    b. Part II will be a more advanced test in militarytraining, Fieldcraft and infantry section leading

    161. It will be the aim of every Cadet to pass the twoexaminations and to be awarded both certificates. Besidesmarking his/her progress in the Corps, both will be taken intoaccount if later the Cadet joins the Ghana Armed Forces* .

    162. Both examinations will be practical and will be conductedby a Board of Officers and NCOs who will be appointed byHeadquarters, Ghana Armed Forces* .Arrangement may be made for the board to convene at any time andthe examinations may be held either at the school, at the parentunit, at camp or as arranged with the Officer Commanding theCadet Corps.

    163. The Officer Commanding the Cadet Corps will notify theParent Unit when he wishes the examination to be held. ParentUnits will notify Headquarters, Ghana Armed Forces*accordingly.

    164. The Board appointed will normally consist of three Officersand NCOs of the Parent Unit and one Cadet Officer from the Corpsitself.

    165. The President of the Board will be:-Part I - Not below the rank of CaptainPart II - Not below the rank of Major

    Eligibility

    166. Cadet Officers may take the examination at any time.

    167. Cadets must have regularly attended parades for at least 6months before they are eligible to take either part of theexamination. Whilst there is no age limit he/she is recommendedthat cadet should be:-

    a. 14 years of age or older before taking Part Ib. 16 years or older before taking Part II

    168. Both Parts of the examination may be taken on the same day.

    Syllabus

    169. The President of the Examination Board will set questionsand award marks on the subjects laid down in the Ghana ArmedForces* Cadet Corp Proficiency Certificate Syllabus given inAppendix 'K' and 'L'. To pass the Cadets will be required toobtain half marks, i.e. 50% in each of the subjects listed i.e.

    GHANA ARMED FORCES CADET CORPS,ORGANIZATION (GAFCC)

    INTRODUCTION

    In putting recourse to the Cadet Corps organization in Ghanathat will be unique.

    We seek to build a Cadet Corps organization under a proposedname GHANA ARMED FORCES* CADET CORPS(GAFCC) which is likenedafter what used to the GHANA MILITARY FORCES CADET CORPS andprimarily will be aimed at channelling the youthful and abundantenergies of the Cadets into useful and productive avenues oflife and to make them aware of the discipline and order ofrespect for constituted authority which must be applied in allaspects of lives and circumstances.

    The role of the GAFCC will be to inspire young people in Ghanato achieve success by instilling in them through the CadetCorps multi-faceted programme which is physically and mentallychallenging and rewarding, the spirit of fidelity, service togovernment, country and community as well as maintaining a vicefree youth..

    We will be committed to remaining essentially a youthorganization with a training syllabus based on creating militaryready youth by the teaching, at the appropriate time and place,military training which will be suitable for young people aswell as inculcating in them, such virtues of good citizenship,good leadership and more importantly personal responsibility andnational awareness.

    TARGET GROUP

    Our target group will be the Cadet Corps of our educationalinstitutions who are ready and willing to be bound by theregulations set out by the headquarters, Ghana Armed Forces* .

    ORGANIZATION

    COMMAND AND CONTROL

    The GAFCC will be voluntary, part-time force organised toassist cadet corps units of schools which continue educationto 13 years of age and above. It will comprise Army, Navy andAirforce Sections of the corps. Its broad function will be toprovide a disciplined organization through which boys andgirls may develop qualities of endurance, resourcefulness,self-reliance, leadership and responsibility, as well as asense of public service and will be organised as follows:-a. HEADQUARTERS GHANA ARMED FORCES* CADET CORSP (HQ- GAFCC)b. PARENT (SPONSOR) UNITSc. SECTOR HEADQUARTERSd. REGIONAL HEADQUATERSe. CADET CORPS UNITS

    i. There will be an Officer Commanding the Cadet Corps (ofsuitable rank) appointed by headquarters, Ghana ArmedForces* , who will exercise executive command and controlof the entire Cadet Corps.

    ii. There will be liaison officers from all units of theGhana Armed Forces* also appointed by headquarters, GhanaArmed Forces* , who will see to the administration andtraining of Cadet Corps units affiliated to their units.

    iii. There will be a chief staff officer who will be aCadet Corps officer (volunteer) who will assist the OfficerCommanding the Cadet Corps in the exercise of executivecommand and control of the corps.

    iv. There will be two sector coordinators who will be incharge of the command and control of the two divisionalsectors (Northern and Southern) of the GAFCC organization

    v. There will be regional coordinators in all the ten (10)geographical regions of Ghana who will be cadet officers(volunteers) and will assist the chief staff officer in theday to day administration and training of Cadet Corps unitsin their respective regions

    vi. There will also be, for the discipline of the corps ofcadet, a Cadet Corps Sergeant Major who will be a cadetwarrant officer (volunteer) who will seek advice fromRegimental Sergeant Major (RSM) of the various parentunits.

    The Ghana Armed Forces* Cadet Corps (GAFCC) will be a Ministryof Defence sponsored youth organization in the Republic ofGhana. Its aim is to "provide a disciplined organization in aschool so that pupils may develop powers of leadership by meansof training to promote the qualities of responsibility, selfreliance, resourcefulness, endurance and perseverance". It willnot a pre-service organization, although it acknowledges thatone of its objectives is "to encourage those who have aninterest in the services to become Officers of the Regular orReserve Forces", and a significant number of officers haveindeed had experience in the GAFCC.

    While receiving a lot of training from the military, the CadetCorps will be run by Officer of the Ghana Armed Forces* andAdult Cadet Officers as well as permanent staff instructors(PSI's) who may be retired or still on active duties. The CadetCorps will be essentially a youth organization with a trainingsyllabus with subjects that are aimed at Cadets who goodcitizenship and personal development, whiles at the same timelinking the syllabus to military skills like drill, skill atarms and shooting, field craft, expeditions first aid, firefighting, disaster management, etc.

    Many of the skills gained in the Cadet Corps are invaluable inthe job's market place with a large number of cadets leavingschool with considerable leadership experience and knowledge.The GAFCC will offer a wide range of experiences for theyoungsters to achieve self-discipline and a sense of self-pride.No matter what the way, from mastering foot drills toparachuting. The GAFCC will offer comradeship, weekend andvacation camps and a host of other activities. The GAFCC willalso offer a wide range of sporting, adventure, military andcommunity training activities, We seek to provide young peoplea chance to experience a taste of what life is like in the ARMEDFORCES. We are not a recruiting organization although a lot ofthe men and women in the Armed Forces have had experience of theCadet Corps. We seek to help strengthen the close and healthylink between the regular forces and the community.

    Cadet Corps is modelled on the Armed Forces, but in a way thatis carefully modified to be appropriate for young people. Thebase line of its aim is to provide developmental opportunitiesto help young people fulfil their potentials as individualsduring the transition from youth to adult life. In particular,cadets build strong and confident relationship with other youngpeople and experienced cadet leaders.

    For the purpose of this regulation the following definitionswill apply:-

    1. A Cadet will be a child or young person, under the age of18, involved in the Cadet Corps activities, who is enrolledin a fully accredited institution of learning.

    2. Cadet Officers will be adult members (that is someone overthe age of 18 years) either a volunteer within the Corps orretired Armed Forces Personnel, or members of Parents,Teachers & Supporters Associations.

    VISION

    To build a disciplined organization in schools with loyal,knowledgeable, responsible, resourceful, confident andpersevering young citizens who are valued within their communityby providing them, within a military framework, safe, enjoyableand challenging opportunities.

    MISSION

    1. To develop in the young Ghanaian, the Leadership spirit ofdiscipline, loyalty and patriotism

    2. To strengthen the national character and build on therelationship between community and the security services

    3. To foster the spirit of adventure and develop goodleadership, self reliance and initiative leadership skills inthe nation

    DIVISIONS

    The GAFCC will be opened to all regular students of schools andcolleges on voluntary basis. The officers and cadets have noliability for active military service. Cadet Corps units will behosted in all three major levels of education in Ghana. Basic,Senior High and Tertiary schools in various sections, Army Navyand Airforce and will operate under a joint Cadet Corpsheadquarters in Accra under the Ministry of Defence.The GAFCC will exists to ensure the growth of the Cadet Corps byexposing them to a challenging environment which in turn imbibethem with leadership qualities, strong character, civic, socialand moral values.

    ARMY CADET CORPS

    The army Cadet Corps section of GAFCC will provide training ina range of skills. It will particularly focus on providingteamwork activities and giving young people the opportunity todevelop their qualities of self-confidence, leadership andpersonal responsibility.

    NAVAL CADET CORPS

    Apart from teaching nautical skill (ship, sailing and boating)the naval Cadet Corps section of GAFCC will offer proficiencyin subjects as diverse as first aid and meteorology.

    AIRFORCE CADET CORPS

    The Air force Cadet Corps section of GAFCC will encourage itsmembers to take a practical interest in aviation (technology offlying), with the opportunity to experience powered and gliderflying (small aircraft without engines that rely on wind currentfor propulsion)A wide range of activities will be available and designated todevelop the personal qualities and life of the cadets.

    POLICE CADET CORPS

    The police Cadet Corps section of GAFCC will provide training inareas that will empower the Cadets to contribute in NationBuilding. Apart from teaching cadets to adopt the policetradition of high standards of performance, commitment, duty,service and to seek to excel and face up to challenges,. Thepolice Cadet Corps also enlightens the Cadets on the role of theGhana Police Service as well as help to build a stronger bond offriendship between the police cadets and the Ghana PoliceService as so lead to a safer place for all in the country.

    FIRE CADET CORPS

    The fire Cadet Corps section of GAFCC will be taught therudiments of fire prevention and safety especially in the recentfire outbreak in Ghana as well as first aid, disastermanagement, search and rescue operations, while adopting thehigh standards of performance of the Ghana National Fire Service(GNFS).

    CADET CORPSUNIFORMS AND APPEARANCEGeneral

    Although, the Cadet Corps, Ghana is not part of the ArmedForces, it is often recognised as being such. It is importanttherefore that the GAFCC maintain uniforms and appearance to ahigh standard so as not to cause disrepute to the GAFCC or theArmed Forces and other security services of the Republic ofGhana. GAFCC orders of dress and standards will be consistentwith and closely aligned to those of the Armed Forces and otherSecurity Agencies.The wearing of military uniforms by members of the GAFCC will berestricted to the following occasions:

    a. while proceeding to or from a place of parade, and/orb. while attending training or an Armed Forces approved cadetactivity.

    The GAFCC insignia will be worn at all times on all uniforms.GAFCC dress regulation will be in accordance with thatauthorised by the Ghana Armed Forces* Dress Regulation forCadets and Cadet Officers.
