Born inlOaseafaring family in St.John·s. Dr. Whiteley was the son andgrandsonofNewfoundlandlegislalOrs.His grandfatber, William Henry WhiteleyIII, was the invcl\l(ll" of the cod trap. TheCapI.GcorgeC, WhilCly English Prize atMemorialUniversi,ywascstablishedbyDr. Whitely in memory ofhis father, whowas a sealing master and maste1 mariner.

Dr. Whitely auended MemorialUniversity College in the late 1920s.
