Star Construction started work on July 30, 2018 and continued through to completion of all items included in their scope of work on October 16, 2018. City Council action is needed to formally accept the construction contract work as complete. Recordation of the Notice of Completion commences a 35–day time period for filing of any mechanic’s or material supplier’s liens on payment due for work performed under this contract. ENVIRONMENTAL ASSESSMENT

This project has been determined to be Categorically Exempt from CEQA as detailed in the staff report presented at the March 27, 2018 City Council meeting.

FISCAL IMPACT

This project is funded with Parks Measure A (237) and Long Term Maintenance-Facilities (118) funds.

After the public bid, on May 8, 2018 the City Council awarded a construction contract to the lowest responsible bidder, Star Construction, Inc. in the amount of $540,248.42 to construct the Dogbone Meadow Park Renovations project. The project was completed within the approved amount contracted for with Star Construction, Inc.

Accepting the work as complete will enable final payment of budgeted and obligated five percent retention funds to the Contractor subsequent to a 35-day waiting period after the Notice of Completion is recorded. Contractor and subcontractors are affected regarding release of retention payments and insurance.

RECOMMENDATION

Accept the work as complete, and authorize the City Manager to sign the Notice of Completion.

ALTERNATIVES

1. If Council or public is aware of work remaining to be completed, per the project plansand specifications, continue this item and direct staff to seek completion.
