It shall be the duty of the Bureau of Animal Industry (BAI) to superviseand regulate the establishment operation and maintenance of veterinary clinics

(non!surgical and surgical) and hospitals and any other form of structure for the

confinement of animals "here they are #ept maintained or treated$ %hefollo"ing shall be the guiding principles in veterinary clinics and hospitals&

1$1 A veterinary clinic or hospital shall be #ept clean at all times$

'crements (feces and urine) from small animals shall be cleaned "ithinreasonable time$

1$2 nless specified as a specialty veterinary clinic (specialty to speciesdiscipline or organ system) the veterinary practice shall be presumed to

be of general practice "ith limitations to species such as practice

limited to dogs or cats or birds or reptiles or a combination thereof$

1$* %he minimum re+uirement stated in ,ection * shall help ensure that the

clinic and practitioner "ill have ade+uate support facilities to performhis-her duties. it shall ensure that the animals confined "ill be

ade+uately comfortable$

1$/ If the surgery room-s in the clinic is-are not air!conditioned it shall bescreened using fine meshed material to prevent entry of insects$ It shall

be separate from the other rooms used for other purposes$

1$ All surgeries shall be done "ithin the facilities of a BAI!registered

surgical veterinary clinic or hospital ecept for minor cuts or small

"ounds that need suturing "hich may be done outside these facilities$

Section 2, DE%"%!%O" O !E#*S

2$1 Anesthesiarefers to the state in "hich a patient is rendered insensible to

all sensations either locally as "ith local anesthetic or completely as

"ith general anesthetic$

2$2 Anesthetic refers to the agents "hich are used to render a patient

insensible to all sensations either locally as "ith local anesthetic or

completely as "ith general anesthetic$

2$* Animal Patient refers to an animal accepted by veterinary clinics-hospitals for veterinary care and services$

2$/ Licensed Veterinarian refers to a person "ho graduated from a

veterinary college "ith the degree of octor of 7eterinary 8edicine andis duly registered "ith the rofessional egulation 5ommission (5)

and holds a rofessional %a eceipt (%) both of "hich must be

current$

2$ Non-Surgical Veterinary Clinic refers to a BAI!registered veterinaryclinic intended only for the diagnosis and treatment of animal patients$9o surgery shall be performed in this clinic$ 5linical cases shall be

treated-managed only by a duly licensed veterinarian$

2$6 Small Companion Animalrefers to dogs cats birds small reptiles andother animals that can be #ept in the household$

2$: Surgeryrefers to the procedure performed in the animal "ith the use ofsurgical instruments involving incision ecision and-or transection of

organs or part of it "ith the use of anesthetic$

2$; Surgical Veterinary Clinic refers to a BAI!registered veterinary clinic

intended for the diagnosis treatment and surgery of animal patients$

2$< Treatment refers to the management and care of sic# animals by

administering the proper medications and-or appropriate intervention$

2$10 Veterinary Hospital refers to a BAI!registered establishment "ithade+uate facilities for the diagnosis treatment and surgical operation of

animal patients$

7iolation of any of the provisions of this ules and egulations shall be

penali4ed in accordance "ith the la"$

In case any provision of this ules and egulations is declared

unconstitutional and-or contrary to la" other provisions "hich are not affected

thereby shall continue to be enforced and in effect$

Section 3, #E)EA'%"- C'A.SE

All Administrative Orders ules and egulations and otheradministrative issuance or parts thereof inconsistent "ith the provisions of thisegulation are hereby repealed or modified accordingly$
