A. ADMINISTRATIVEOPERATION1. StateAdministrativeAgency

DivisionofYouthServices(DYS)undertheauspicesoftheDepartmentofCommunityand

CulturalAffairs(DCCA)isthemandatedstateagencytoprovidesocialserviceprogramsfor

children,youthandfamiliesthroughouttheCommonwealthoftheNorthernMarianaIslands

(CNMI).EstablishedbyCNMIP.L.2-19and8CMC,Div.1Article2“FamilyProtectionAct,”

DYShasnumerousresponsibilitiestoincludeinterventionsonreportsofallformsofchild

abuse and neglect, domestic violence where children are involved, truancy,

runaway/homelessyouth,juveniledelinquencyandproviderehabilitativeservicestoyouth

remandedforsecuredcare.

Thisproposalissubmittedpursuantto45CFR97,undertheauthorityoftheSocialServices

Block Grant – Title XX, as amended and is codified at 42 U.S.C. § 1397 et seq. The

implementingregulationsforSSBGareauthorizedbyOmnibusBudgetReconciliationActof

1981andarepublishedat45CFRPart96.RequirementsspecifictoSSBGarefoundin45

CFR§96.70through§96.74.

3. FinancialOperationsSystem

TheCNMIDYSutilizesthemethodofRandomMomentinTime(RMT)tocalculatecosts

TheFederalPovertyGuideline(appendix12)mustbeusedastheprimarycriterionin

determiningincomeeligibility.InordertoreceiveassistanceunderanyCBGproject

involvingdirectservices,anapplicant'stotalhouseholdincomemustnotexceed125%of

thepovertylevel.HouseholdisdefinedbytheBureauofCensusasconsistingofallpersons

whooccupyahousingunit(i.e.,houseorapartment),whethertheyarerelatedtoeach

otherornot.Totalhouseholdincomeisbasedonincomeatthetimeofapplication.

Totalhouseholdmonthlyorannualizedgrossincomeshouldbeusedtodetermine

eligibility.Themonthlyincomeshouldbecalculatedforthethirty(30)dayperiod

precedingandincludingthedateofapplicationtwo(2)mostrecentpaycheckstubs.
