FY2018EastoftheRiverProjects(EOR)ReleaseDate: April25,2017RFAID: FY18.EOR.1SubmissionDeadline: Friday,June2,2017at4:00PMEDTOrganizationsmayapplyforupto$35,000IntroductionThe DC Commission on the Arts and Humanities (CAH) is soliciting grant applications fromqualified arts, humanities and arts education organizations and program providers forexemplaryprogramsservingtheartists,humanitiesprofessionals,andresidentsandvisitorsofWards7and8.Grantsarecompetitive.Fundingforthisprogramisauthorizedfrom:ArtsProgram–EastoftheRiverGrantProgram.EastoftheRiverProgramDescriptionTheEastoftheRiver(EOR)grantprovidesaccesstohigh-qualityartsandhumanitiesexperiencesforDCresidentswholiveeastoftheAnacostiaRiver.Activitiesmaybeprogramsorprojectsthatinclude,butare not limited to: dance, design, folk and traditional arts, literature,media arts,music, theater andvisualarts.FundingmaybeusedtosupportprogrammaticcostsdirectlyrelatedtotheEastoftheRiveractivitiesdescribedintheapplication.

PrioritywillbegiventoorganizationswithaprincipalplaceofbusinessinWards7and8.TheEastof theRiverProgramdoesnotrequirematching funds.All fundsmustbespentwithinCAH’sfiscalyear(October1,2017toSeptember30,2018).
EastoftheRiverGoals
• Provide access to high-quality arts and humanities experiences for residentswho live east of the
AnacostiaRiver;• Increasequalityoflifebysupportingavibrantcommunityidentitythroughtheartsandhumanities;
and,• SupportthecreativeeconomylocatedeastoftheAnacostiaRiverthroughinvestmentsinlocalarts
andhumanitiesorganizations.SuccessfulEastoftheRiverApplications• BringdiversepopulationsinWards7and/orWard8togetherinnewanddynamicways.• Demonstrateclosecollaborationamongartsandhumanitiesorganizationsandincludepractitioners
andorganizationsworkinginotherfields,suchasscienceandtechnology,inWards7and/or8.• Establish robust and/or long-term public-private partnerships among local government and other
fundersfromtheprivateandcorporatesectorsthroughoutalleightWards.EligibilityRequirementsOrganizations may apply if they meet all of the following eligibility requirements at the time ofapplication.Applicantsmust:• Beincorporatedasanonprofit,withadesignatedtaxexemptstatusundersection501(c)(3)ofthe
UnitedStatesInternalRevenueCode,aswellasincorporatedwithintheDistrictofColumbia;• HavetheirFederalandDCtaxexemptstatus(subjecttoDCRAverification)ingoodstandingforone
yearpriortotheapplicationdeadline;• Mustmeetatleastoneofthefollowing:
! HaveaprincipalplaceofbusinesslocatedinWard7or8,asdemonstratedbytheaddressontheorganization’sofficial990document.POBoxesandtheaddressesofboardmembersorvolunteersmaynotbeusedasaprimarybusinessaddress.Pleasedonotusetheaddressofaboardmemberorvolunteer;
! Haveasatellite location located inWard7or8,asdemonstratedbya lease,bill, letterofsupportoramemorandumofunderstanding;or,
! HaveanestablishedprogramorprojectpartnershipwithabusinessornonprofitlocatedinWard7or8,asdemonstratedbyaletterofsupportormemorandumofunderstanding.
• Have a demonstrated commitment to provide arts and humanities programs to the residents ofWashington,DC.At least fifty-onepercent (51%)of theapplicant’s scheduledarts activitiesoccurwithintheDistrictofColumbia;
• Be in good standing with CAH. Applicants with incomplete or delinquent reports in any fundingprogram,asofMonday,October16,2017,areineligibletoreceiveanadditionalawardfromCAHinFY18;

• Donotusefiscalagents;and,• Colleges,universities,serviceorganizations,foreigngovernmentsorotherDCgovernmentagencies,
includingDCPublicSchools,areprohibitedfromapplyingforanyCAHgrants.
OrganizationsawardedfundsintheFY18GeneralOperatingSupportProgramareprohibitedfromapplyingforFY18EastoftheRiverProjects(EOR).OrganizationsnotawardedfundsintheFY18GeneralOperatingSupportProgramarepermittedtoapplytouptotwo(2)project-based grants upon successfully meeting eligibility criteria established in the guidelines foreachprogram. FundingRestrictionsandAllowableCostsAs a District of Columbia agency, CAH must ensure that all grant funds are expended in a fiscallyresponsiblemanner.Allowablecostsare those thatDistrictgovernmentandCAHhavedeterminedasvalidexpenditures.ExamplesofallowablecostsforEastoftheRiver:• SalarysupportforemployeesworkingintheartsandhumanitiesEastoftheRiver;• ArtsandhumanitiesexpensesforprojectsoccurringEastoftheRiver;• OverheadandmaintenanceofbuildingslocatedEastoftheRiverthatprovideartsandhumanities
programsandexperiences;• Materials, supplies and equipment purchases no more than 25% of the award, that are directly
relatedtoprojectsoccurringEastoftheRiver;and,• TraveldirectlyrelatedtothecostofproducingartsandhumanitiesprogrammingEastoftheRiver.ExamplesofunallowablecostsforEastoftheRiver:• Operatingreserves;• ExpensesnotdirectlyassociatedwithprojectsoccurringEastoftheRiver;• Foodandbeverages;• Tuitionandscholarships;• Sub-grantingorregranting;• Costsrelatedtofundraisersandspecialevents;• Piecesofequipmentthatexceed25%ofthegrantaward;and,• Travelnotdirectlyrelatedtotheexecutionoftheproject;All project expenses must be documented by the grantee within the grant agreement. The grantagreementwillnotbeprocessedforpaymentuntilexpensesarereviewedandapprovedbythegrantsmanager.Thegranteeisresponsiblefordemonstratingcashexpensesininterimandfinalreports.TechnicalAssistanceandWorkshopsCAH staff members are available to help develop grant applications through group and individualtechnicalassistance.CAHwillconductfreeworkshopsandlivewebchatsforparticipantstolearnaboutthe agency’s funding opportunities and how to submit an application.More information about these

Applicantsareresponsibleforthecontentoftheirapplicationpackages.Anautomatedconfirmationofan application’s submission does not guarantee an application’s eligibility or recommendation forfundingbytheadvisoryreviewpanel.CAHstaffisnotpermittedtomakecorrectionstoapplicationsonbehalfofapplicants.CAHstaffwillreviewapplicationsforcompletenessandcontactapplicantsforanyincomplete documents within five (5) business days of the deadline. Theprocessforformulatingaccessibilityplans(e.g.creatinganaccessibilityadvisorycommittee,
board and staff disability-rights training, budgeting for reasonable accommodation requests,etc.)
2. The current progress/status of an organization’s physical accessibility. If the location is notbarrier free, include a plan for project/programmodification that ensures access in a barrier-freeenvironment,whenneeded.
3. The current progress/status of the organization’s accessibility in presenting activities –communicationsaccess(e.g.TDD,largeprintorBraillematerials,audiodescriptionorassistivelisteningdevices,interpretedperformances,etc.)andmarketing/advertising.
Inclusion,Diversity,EquityandAccessInadditiontodetailedplansforADAcompliance,applicationsshoulddemonstratehowtheprojectwillbe inclusive, diverse, equitable and accessible throughout DC beyond participants with disabilities.Successful applications consider the broader definition of accessibility by addressing financial,geographic,culturalanddevelopmentalaccess.

ReviewProcessAll applications are scored according to three (3) categories: Arts and Humanities Content, Ward 7and/orWard 8 Impact and Engagement and Financial Capacity,Management and Sustainability. Theevaluation criteria are specific to each grant program and listed in each grant program’s guidelines.Pleasevisitwww.dcarts.dc.govforthecompleteFY18guidelinesandguidelinesforallprograms.Applicants are fully responsible for the contentof their applicationpackages. IncompleteapplicationswillnotbeforwardedtotheAdvisoryReviewPanelforconsideration.CAHselectsAdvisoryReviewPanelistsforeachgrantprogramtomakefundingrecommendationstotheCommission Board. Advisory Review Panelists are arts, humanities and/or business professionals,independentof theCommission,whoensure that theCAHprovidesprogramsand services thatmeettheneedsoftheDistrict’sculturalcommunity.AlleligibleapplicationswillbeforwardedtotheAdvisoryReview Panelists for evaluation and scoring based on the published criteria. Panelists will conduct athoroughreviewofallapplicationsandconveneasgrouptodiscusstheapplicationsandfinalizescores.Theevaluationprocesswill also take into considerationgeneral standardsofdecencyand respect forthediversebeliefsandvaluesof theAmericanpublic consistentwithTheNationalFoundationon theArtsandHumanitiesAct,asamendedin1990. FormoreinformationregardingthegrantreviewprocesspleasevisittheGuidetoGrants.TonominateapersontoserveonCAH’sAdvisoryReviewPanels,seeCAH’sFY2018CallforPanelists.
LIVEPRESENTATION(OPTIONAL)Each EOR applicant is invited to present to the Advisory Review Panel to clarify the organization’sprogramsandstructure.ThisisOPTIONALforeachapplicant.AnapplicantmusthaveaCONFIRMEDappointment for a live presentation, which should be scheduled through the EOR grant programmanager at 202-724-5613. CAH will not accept walk-ins. Upon confirmation, applicants will beprovideddirectionsonhowtoprepareforlivepresentations,includingwhatquestionsmaybeasked.
NotificationandPaymentApplicantswillbenotifiedofagrantapplicationdecisionviaaconditionalgrantawardemail, letterofintentiontofund,letterofineligibilityorletterofdenialbyMonday,October2,2017–dependingupontheprogram.
Thedateofpaymentdisbursementissubjecttochangedependingontheavailabilityoffunds.CAHworkswithotherDCgovernmentagenciestopaygrantrecipientsinatimelymannerbutCAHdoesnotcreateordistributepaymentsonsite.Toexpeditethepaymentprocess,CAHstronglyrecommendsFY2018grantrecipientsregisterfordirectdepositbycompletinganAutomatedClearingHouse(ACH)VendorPaymentEnrollmentForm.TheACHFormcanbefoundontheCAHwebsiteatManagingGrantAward.

CAH reserves the right to rescind any and all grant awards for non-compliancewith grant guidelines,policiesandregulations,atanytime.FY2018granteeswithunfulfilledreportinginanyfundingprogramasof closeofbusinessonMonday,October16,2017are ineligible to receiveadditional awards fromCAH.RiskManagementandPerformanceMonitoringAllgrantrecipientsaresubjecttoriskassessmentsandmonitoringrequirementsasoutlinedintheCity-WideGrantsManualandSourcebook fromtheOfficeofPartnershipsandGrantServices (OPGS).CAHhasestablishedstandardsforgranteesinmakingdeterminationsofdemonstratedperformancepriortotheawardofallgrants.ActivitiesfundedbyCAHwillbemonitoredandevaluatedbystafftoassurecompliancewithallaspectsof the District of Columbia’s requirements. This may include site visits, evaluating allowable costs,meetingprojectedbenchmarks,providingproofofexpenditures,etc.AllFY2018grantrecipientsmustcompletefinalreportsbyOctober15,2018.Granteesarerequiredtodocumentpaymentofallgrantrelatedexpensesaswellastherequiredmatch.Interimandfinalreportsare completed through the online portal. Grantees may access the interim and final report pagesthrough theManage Grant Award page on CAH’swebsite.
