    4000 BC:

    The first people in Lofoten.

    People in the stone age lived from fishing and hunting, in an area with good conditions. The first settlers stayed for a few months at a time. The Lofoten islands were covered with large pine and birch forests. There were deer, bears, caribous, lynx and beavers, and the sea was packed with fish, seal and whale.

    2000 BC:

    Agriculture developes.

    Agriculture developed early, and as early as 4,000 years ago grain was harvested in Lofoten. A combination of fishing and farming was normal, and it became more and more common for people to settle on a permanent basis.

    Approx. 1700 - 1800:

    With time, the fish farmer started to prioritize fish rather than the harvesting of grain, and spent their catch from the sea as payment / trade-in on sacks of grain. Some farming for own use was still necessary. It was common that the women was at home maintaining the farm with the children, while the men were at sea fishing.

    There could be good and bad years both at sea and on land, so most families were dependent on both.

    1918:

    Svolvr is given city status.

    Early in the 1900s Svolvr developed from a small fishing village to become a town gaining from rapid population growth.

    790 to 1100:

    Vikings in Lofoten.

    During the Viking Age there was an emergence of several large chiefdoms. At Borg in Vestvgy it is found remnants of a chiefdom with the largest banquet hall known in northern Europe. The building was 8.5 meters wide and 83 meters long.

    1100:

    The Early Middle Ages.

    In Lofoten fishing was important from the very beginning. King ystein found fishing so important that he already in 1103 built a church in Storvgan, which was the center of the Lofoten fisheries at the time. Here he also built the first rorbu houses that are mentioned in the saga, in approx. year 1120. Stockfish, produced from spawning cod, was the most important commodity, and it was exported pretty much all over Europe. Italy is still the most important market for high-quality stockfish from Lofoten.

    Nidaros becomes a diocese.

    Northern Norway is now an area belonging to the upper church management in Norway. It has big consequences for the organization of the local church in Lofoten and Vesterlen.

    High and Late Middle Ages.

    Vgar, the only urban settlement in the North Calotte from the Middle Ages, is found near Kabelvg.

    From the 1300s and on, Lofoten pay taxes to Bergen. This was the beginning of a 600-year-long economic dominance, first exercised by the Hanseatic League, and later by their Norwegian executors. Changing times of famine and poverty were succeeded by periods of good years and great wealth.

    From the 1860s however, came the great herring migrations as a basis of growth, prosperity and immigration.

    The Hanseatic league in Norway.

    The most important export to Europe: Stockfish from Northern Norway with main tradeoff in Bergen. Traded with grain from Germany: Important for Northern Norway, but also a weak starting point for bargaining.

    Results in a new type of settlement: Fishing village (fiskevr)

    18th of april 1989:

    Trawling takes over the fishing industry.

    New regulations splits the fishing industry in two; The trawlers are allocated a larger proportion of the fish quota than the fishermen. This results in a lot of fishermen on land with no permission to fish.

    1st of January 1990:

    The quota system is introduced

    The smallest boats are given a small, limited quota of cod. The quota system is ment as a temporary solution, but is still active to this day.

    Svolvr regains their city status.

    2002:

    Leknes is given city status. Leknes has had the highest growth in population between 2002 and 2008.

    Leknes is one of very few places in Lofoten which does not derive from fishing industry. It has developed into more of a modern city with industry and business buildings in the city centre with residential housing outside.

    Norway is a country characterized by challenging topography, scattered settlements and a long coastline. This presents challenges for air travel and has resulted in many small airports with short runways intended for small aircrafts.

    We have chosen to focus on the Lofoten Islands, a region that represents those challenges. It is also a region characterized by beautiful nature, tourism and fishing industries.

    Bombardier, the manufacturer of Wideres Dash aircrafts, have stopped the production of all aircrafts other than their Q400 due to market. Most STOL aircrafts are either light aircrafts or military vessels. There are no substitutes on the market today and it is uncertain whether there will ever

    be any. The only passenger aircraft with necessary attributes to use runways as short as 900 meters is the russian Sukhoi Su-80. There are only a few of them and they are used only by the Kazakhstani border authorities. In other words, there are no good substitutes.

  • A runway safety area (RSA) or runway end safety area (RESA) is defined as the surface surrounding the runway prepared or suitable for reducing the risk of damage to airplanes in the event of an undershoot, overshoot, or excursion from the runway. (Wikipedia)

    When investing in a new airport with a runway longer than 1,200 meters it demands to meet international safety requirements. It is economically viable to build runway of 2,000 meters to accommodate the most common aircraft types such as Boeing 737.

  • The coast of Nordland is topographically and biologically varied with islands with precipitous birdcliffs fringed by a narrow strandflat, sand dunes and bouldery beaches. North of the Polar Circle the Lofoten islands stretches about 250 km S-SW, from the fjord of Ofoten to the outer Roest islands. The line of islands builds a up to 1100 m high wall of mountains and cliffs on the north side of the Vestfjord.

    Geologically the area belongs to the Lofoten Eruptive Province and consists chiefly of Precambrian rocks. Rocky shores are the principal type of shore in this region. The Moskenes stream between the outer Lofoten islands is a powerful and dangerous maelstrom. Since pre-viking time the Lofoten islands have been and still are the centre for the Norwegian cod-fisheries. The export to Europe over Bergen was established early in the Middle Age. The region has unique qualities associated with its marine resources, geology, plant and animal life, cultural monuments and exiting scenary. The birdcliffs on Rst and Vry are among the largest in the Nordic countries and have earned an international reputation. The area was settled very early, contains many unique cultural monuments.

    The study of a new airport structure is based on local initiatives and deals primarily with local airports. A new structure of assessment is recommended conducted in conjunction with the next NTP.

    Avinor framework and priorities:

    Avinor has a different connection to NTP than the other transport agencies. The company is self-financing and not covered by the financial framework for NTP. Prioritization of investment funds are managed by the company itself within the applicable statutes and regulatory framework. After years of investment related to aviation safety in the airport network, they are headed for a period of prioritizing capacity expansion at the largest airports. Avinor does not have the same major challenges that transportation agencies have regarding maintenance of infrastructure and measures to retaliate due. Approximately a quarter of investment funds in the plan period is set aside for this type of action, ensuring a proper operation in relation to the standards and regulations in the current situation.

    Continued traffic growth is important for Avinor financial strength and the implementation of planned investments. The company has however not financial flexibility within the current framework to prioritize new airports or other measures beyond those described in Section 5.3.

    Oil drilling in Lofoten and Vesterlen has been on the political agenda for over ten years. The Bondevik government came with the Sem Declaration in 2001, a statement of the policies the government wished to lead the next four years. It said the government would start drilling in these vulnerable areas. Through consideration of Report. No. 12 (2001-2002) Riches of the Sea (Marine Environment Report), Stortinget assessed the need for a more integrated management of Norwegian waters based on an ecosystem approach. It was initiated work on a management plan for the area in 2002. Then the Stoltenberg Government took over in 2005, said this governments policy platform neither would launch a drilling proccess in the current parliamentary term.

    The Stoltenberg Government presented a management plan for Lofoten and the Barents Sea 31 March 2006 (Report no. 8 (2005-2006)). This is the first regional management plan for a Norwegian sea area and a milestone in the effort to establish an ecosystem-based management of all Norwegian waters. By working with the management plan it was mapped environmental resources of the most valuable and vulnerable species and different areas were identified. The management plan provides rules of business and other activities and to facilitate ecosystem-based and sustainable management and supervision. This gave management areas off Lofoten and Vesterlen a temporary protection against petroleum and oil industry due to the areas vulnerability. It was agreed that the plan should be revised every five years.

    Stamsund is a fishing village in Vestvgy, 14.4 km / 18 min drive from Leknes. Svolvr is 66.7 km / 1 hr 8 min away by car.Together with Svolvr they are the only ports where Hurtigruten docks.Stamsund had just over 1000 inhabitants per 01.jan 2012.The topography is characterized by steep terrain, small areas with buildings and an archipelago with many reefs.

    Not suitable as location for a new major airport due to the distance to Svolvaer / Leknes and challenging topography.

  • Laukvika

    Laukvika is located on the outside ofLofoten in Vgan municipality, north of Kabelvg. To get there you have to take off the E10 at Fiskebltinden and follow route 888, or take off the E10 at Vestpollen. The area is characterized by detached houses along withroute 888, and also a harbor for small boats and fishing boats, a fish factory and restaurant.The topography is characterized by a plain where there has been farming with arable land, a rich island landscape off the docks and a ridge with peaks of 400 and 650 meters that extends from north to south along the area. Otherwise the plain is also characterized by several marshy areas. There is some vegetation in the area.

    With the current road it takes three times as long to Laukvika from Leknes than from Svolvaer, respectively 103km / 1hr 35min and 35.1 km / 39 min.

    A 2000 meters runway may have to be located in a north-south axis for optimal take-off and landing.

  • Sydalen - Kleppstad-Rystad - Lyngvret

    Sydalen is excluded due to unsuitable terrain for take-off and landing.

    Kleppstad-Rystad is a stretch along route 864. The area is in the middle of Gimsystraumen, a strait between Vestvgy and Vgan municipality. A ridge in Vestvgy (up to 750 meters) and a mountain east of the plot gives a possible descent in the north-south axis.

    A 2000 meters runway is only achievable if you place mass in the strait where it is very shallow and many reefs.

    The only buildings in Kleppstad are far south of the area below the bridge that goes over to Vestvgy. In addition there are buildings along the road in Rystad.

    Lyngvret is also excluded due to unsuitable terrain for take-off and landing.

  • Kabelvg

    Kabelvg is located a few kilometers west of Svolvr, and is a small town with a population of about 1700. It lies close to the sea in the south, otherwise surrounded by mountain peaks.Considered unsuitable for runway due to population density.In addition, there will be too close to Svolvr in relation to Leknes.

    Gimsy is in Vgan municipality on the outside of Lofoten. It is located right next to the municipal boundary between Vgan and Vestvgy.It is a conserved nature area, as well as a bird sanctuary.It is a moorland with little surrounding terrain, but a 450 meter high mountain east of the plain.

    The distance to Leknes and Svolvr is 43km/40min and 35km/33 min.

  • Smevika-Neshaugen

    The area between Smedvika and Neshaugen is located outside the municipal boundary between Vestvgy and Vgan. Gimsy is located on the other side of the bay, 1.5 km away.

    The area is a long, narrow plain below peaks up to 600 meters high. It stretches along route 835 with scattered settlements on the side of the road. Typical plots of former agricultural operations. Along the road there is a long shallow area 2-300 meters out into the bay.

    The distance to Leknes and Svolvr with todays roads are 27km/25min and 41km/35min.

    A potential 2000 meters runway must be located in a north-south axis along the road.

  • Malnes

    Malnes is located inland in Lofoten in Vestvgy. Malnes today consists mainly of a coastal road, route 815, with scattered settlements along the side. Along the outer side of the road there are power lines.

    The distance to Leknes and Svolvr with todays roads are respectively 33.3 km/36min against 35km/33min.

    It is very shallow in the Malnes gulf and can potentially accommodate a 2,000 meter long runway.

    Steep terrain adjacent to the north side of the site, as well as 3-4 km away in a south-south-west direction will disturb take-off and landing.

    Kjeksberget is located on the outer side of Lofoten in Vestvgy.Today it is a natural environmental area without buildings. The nearest is Vestersand, a small port 2-3 km south of the area.

    The topography is characterized by clear, long shallow waters with many rocks and a 5-600 meter high mountain just east of the site.

    E10 passes just south of the site and the distance to Leknes is 22.3 km / 22 min, compared with 48.3 / 42 min to Svolvr with the current road.

  • rnhaugen - Lauvsen

    The area between rnhaugen and Lauvsen is a marshland in the western part of Lofoten in Vestvgy. Close to the sea, consisting mainly of marsh reefs with extremely low water levels as well as shallow waters.

    Distance to Leknes is considerably shorter than Svolvr with todays roads, respectively, 20.2 km / 21 min vs 55 km / 48 min.

    Steep terrain in the west of the area, some terrain 5 km south of the northernmost point of the plot, potential north-south take-off and landing.

    The distance to Svolvaer vs Leknes is a bit much, but can be reduced by a more effective road (tunnel).

  • Borge - Vian

    The area lies in the valleys along the E10 in between Leknes and Vgan municipality / Svolvr. It is a flat landscape with vegetation and lakes.Dispersed settlements along the road, and mostly a rural area.

    Possible take-off and landing in a south-south-west direction.

    Distance to Leknes is max. 16km / 16 min with the current road, against 52.3 km / 43 min to Svolvr.

    Extension of the runway will not provide 2000 m runway, and is therefore excluded as an option. It is possible to move the runway to the west towards Bolle. It is a typical moorland, which can be solved. The restructuring of several high voltage pathways will be required, but can be integrated into airport structures.

    Griseknoen farm nursery may need to be moved, and scattered detached structures with farming must expropriated.

    Lies along Ramsvikveien. The terrain is unsuitable. Many obstacles, Heian among others, and very steep terrain in the east. A 2000 m airstrip is not possible. It would mean extensive work by filling in the shoreline. Nearby dispersed settlements, mostly smaller houses as well as some farming in the south.

    There are scattered settlements along the way, and mostly single-family homes. There is also some farming in the south.

    Distance to Leknes is very short, while the distance to Svolvr is too long.

  • Skotnes

    Skotnes is a stretch in the north-south axis along route 818 between Gjerstadvika and Ballstadlandet. Route 818 is an important supply route to Ballstadlandet. It is sparsely populated with some agriculture. An airport here will involve take-off and landing in south over Ballstadlandet. The lake Storvatnet is located in the west. Nystadheia, Okshaue and Gravfjellet constitutes the terrain obstacles to the east.

    A 2000 m airstrip will mean utilization of the flat area and low take-off / landing in the south of Ballstadlandet. It will have serious consequences for Ballstadlandet as a tourist destination and for Ballstadlandet primary school and sports arena. Low take-off / landing also in north Gravdal near a hospital and a church.

    There are power lines in the north-south along the 818 to the west of the road.

    Svolvr is too far away, while the distance to Leknes is very good.
