The problem of the port of Guayaquil was originated since Rafael Correa assumed the presidency of the republic.

Nowadays Guayaquil handles around the 70% of the total cargo in the country. But its capacity its running out. So from here emerges the need to create a new port.

The option of both, the president and the mayor of the city, is to create a new port with a natural depth. But each other manages different projects.

The biggest weakness is its access channel in a stretch of 93 km, to reach from the open sea to the port.

The access channel always need to be dredged. That is what they are doing at the moment.

The port of Guayaquil needs to be consistent with other ports in the region in order to receive new ships. Strategic Mobility Plan indicates that the port of Guayaquil will remain for coastal and tourism activities.

CURRENT SITUATION OF THE PORT OF GUAYAQUIL

The parameters that should be considered are: Volume of investment, potential of development, impact

on the natural and urban environment and potential risk. The future business and the projections of the port, in a

period of 25 years.There are some alternative locations to consider:

Posorja is an option that manages the Government, but not the only one. Also they plan to build in Chanduy, at the boundary between Guayas and Santa Elena

The project of construction began in 2006 in the government of the ex President, Alfredo Palacios.

The cost of the new international port in Posorja was about 450 million dollars and was in charge of Spanish company Alinport.

The ex President of the Ecuador ,Alfredo Palacios, in conjunction with the Mayor of the city, Jaime Nebot, support the project that is a purely private investment.

President during a meeting announced that the construction of the Port of Posorja was removed.

Nebot replied about the decision and also asks permission to return Alinport project in order to build the Deepwater port in Posorja.

The mayor has been visited twice by representatives of the company DP World from Dubai because they are interested in investing in the Deepwater port of Posorja.

Interest in Deepwater port terminal in Posorja has also been noted in local investors such as the company Nobis.

“I reaffirm the support of the National Government to dredge the entrance channel to the port of Guayaquil to 11 meters“

“…But my government will do the logistics, the obvious, to make a deep water port, where the natural depth is 15 meters”

“Despite having an agreement on dredging to 11 meters, there are still outstanding issues, as if the Deepwater port of Posorja will continue or not”

“I insist in the construction of the Deep Water Port in Posorja. If Maersk does not sell its shares to stakeholders, the Municipality will expropriate it”

“With the execution of the port, which will bring Posorja more trade, more industry, more investment, further open up thousands of jobs. Locals defend its construction”.

According to the Strategic Mobility Plan 2013-2037, developed by the Ministry of Transport and Public Works, that port could be between General Villamil and Chanduy.

The objective is to make a deep water port, where the natural depth is 15 meters

This terminal will have a capacity to move from 50 to 60 million tons of cargo annually

Strategic Mobility Plan indicates that the ports of Guayaquil remain for coastal and tourism.

The new port could move 3 million teus, double the current capacity handled by the port of Guayaquil

“Currently studies of the new port has begun, this will be made between Posorja area and the border of the province of Santa Elena, having a deep water sector to receive larger vessels”

“We will do the Deepwater port although the one who we know will be angry”

“As we know something about economy, we think about Guayaquil but if we have a natural depth of 15 meters so why we will spend millions of dollars annually by dredging the access channel”.

“The president can makes the ports he wants, where he wants, but leave the port in the city. Guayaquil is not going to allow that, never.“

"I am a strong President, they know they can not play with me, but behind me I has a weaker government that is controlling the port of Guayaquil, controlling trade and controlling the country's economy so the government has to kneel down”.

“Is the central government that has jurisdiction over ports and in Article 261, paragraph 10, clearly states that the central government will have exclusive jurisdiction over: The radio spectrum and the general system of communications and telecommunications ; ports and airports”

“Correa wants to finger out the port of the city which wil l not be true because the municipality is going to build a large port whereby the Pearl of the Pacific wil l remain a port city”.

“In two years, the dump airport, managed by the Central Government, became a decent terminal, which now operates as a large convention center. Two years later, and with only 17 months of construction, the airport took shape. Thus means that municipality has developed an important role and is showing everyone what is capable "

“We have completed studies to determine the best place for the Deepwater port. This study has been made by an international company (...) and the company, based on their technical studies, has determined that the new Deepwater port of Guayaquil should be located in the area of Posorja “

“We don’t have problem if the new port is constructed from private investment, public investment or joint investment. The important thing is to do it faster”.

The foreign enterprise Systems Engineering for the Defense of Spain (Isdefe) conducted studies for the new port and they suggest that the best place to build it is Posorja.

The Government and the municipality of Guayaquil agreed that Posorja is the site for the construction of the deep water port.

There are international companies that are interested in invest in the new Port of Guayaquil: DP World from Dubai, the spanish Alianza

The option of the new port of Posroja brings the following advantages:Natural depth of 15 meters.Arrivals of new Post-Panamax vessels.Natural breakwater that is the Puna Island.The port will remain part of Guayaquil.Less time in delivering of commodities compared to

the hours of hours that takes to arrive at the Port of Guayaquil.
