It is my pleasure to present Future Mosman 2088 in 2020 to you. It is the result of a partnership between Councillors, the community and staff to develop a long term vision for Mosman, so that your Council can focus on what is important to us all.

We know that it is not enough just to focus on the financial aspects of our role – the overall health of our community encompasses much more. In Future Mosman, we have listened to what you have identified and developed your ideas into five key themes:

• Built Environment: Long term environmental improvements • Transport: A sustainable transport solution for Mosman • Natural Environment: Mosman’s Ecological Footprint is reduced • Community: Vibrant, Caring, Involved, Enriched • Finance: Financial strength

Our goals and priorities under each of these themes are listed in this document, together with progress indicators so you know what to expect.

Your involvement and feedback will be important. The last page of the document shows how you can be involved and how you can keep yourself informed of our progress. Together, we can make this work.

I look forward to leading Mosman towards its future during the coming year, and welcome your input.

Built Environment: Long term environmental improvementsOur objectives are that:

• Planning instruments are consistent• Consideration is given to environmental matters• The Mosman community reflects a balance of population across the age groups• Public infrastructure is improved

Priority actions: • Review residential zonings and DCPs

- Retain current diversity of density - Ensure stronger environmental controls on residential development - Apply ecologically sustainable development principles and/or the building sustainability index to all developments

• Review non- residential zonings DCPs and public domain rules - Target density changes around key transport points - Consider Spit Junction for redevelopment - Retain the local focus and character in business centres other than Spit Junction - Focus Mosman Junction development on car park improvements and/or redevelopment

• Seek and allocate funding for public infrastructure improvements including:

- Underground power cables - High levels of street tree planting - Urban parks

Demonstrating progress: • Residential strategy, LEP and DCPs, and section 94 Plans reviewed and resulting development meets community expectations • Asset management strategy for physical assets implemented and computer based • Open Space Plans of Management actions implemented as required • Street tree master plan implemented • Public Domain Improvements for business areas implemented • Playground improvement program completed and reviewed • Significant sites identified, assessed and developed within environmental constraints and having regard to heritage considerations

Demonstrating progress: • Local amenity is not affected adversely by regional traffic and transport proposals • Local access for public transport, private vehicles, cyclists and pedestrians is improved • Adequate parking is provided for commercial areas and for residents in other areas • Public domain improvements improve safety and amenity of Mosman Streets

Transport: a sustainable transport solution for MosmanOur objectives are that:

• Regional transport needs are addressed• Local transport needs are addressed• The community’s voice is solicited and heard

Priority actions: • Lobby for State Government commitment to public transport and traffic routes - Buses and ferries - Regional cycleways - Third Middle Harbour crossing - Urban freight routes • Encourage leverage through Shore Region Organisation of Councils (SHOROC) • Lobby for public transport to serve local needs - Community transport such as flexible mini bus and community bus services - Local buses and ferries • Private vehicles to be seen as one option for addressing local transport needs - Adequate well located parking - Traffic arrangements around Mosman Junction area - Traffic speeds reflect local conditions - Street management options such as area traffic management schemes, traffic calming devices, and purpose-designed Home Zones for local residential streets • Take account of new forms of transport e.g. scooters • Encourage alternative forms of transport such as cycling and walking - Public Domain improvements that consider pedestrian - Cycleways For more information:MOSPLAN Program 11 – Transport & Traffic

Natural Environment: Mosman’s ecological footprint is reducedOur objectives are: • Sustainable water use • Healthy air quality • Biodiversity that is protected and enhanced • Sustainable land use practices • Sustainable waste and resource recovery

Priority actions: • Water reduction, harvesting and recycling • Residential planning rules for water use:

- Water harvesting in residential areas and Council buildings - Water tanks with new developments, grey water management guidelines - Increase soft areas to minimize runoff and maximise absorption

• Greenhouse gas emissions reduced • Bushland corridors including the use of unmade roads • A marine life reserve • Foreshore protection policies relating to rising sea levels reconsidered and redefined • Site management and maintenance • The community is encouraged to use the waste hierarchy: avoid, reduce, re-use, recycle • Putrescible waste is used for waste to energy production through development of an innovative regional waste treatment facility that is ecologically sustainable, economically feasible and socially acceptable.

Demonstrating progress: • A regional waste treatment facility will be assessed and established if economically and environmentally viable • Environmental Performance Indicators in State of the Environment Report and Environmental Management Plan are met • Bushland areas and receiving waters are in better condition • Rainwater harvesting projects are implemented • Council production of greenhouse gases and consumption of water are reduced • Waste avoidance and recycling are maximised

Our objectives are that: • All cultural and community services and facilities are maintained and developed to meet the emerging needs of the community • The community is well informed about all services and facilities and actively participating in civic affairs • Mosman is a caring, safe and physically and intellectually healthy community

Our CommunityVibrant, Caring, Involved, Enriched

Priority actions: • Plan for the expansion of the Library into a major learning and Information Technology centre • Examine the scope for redeveloping the Civic Precinct to provide improved services as well as to fund them. • Investigate the potential of using major well-located sites such as the Christian Science Church and the Belmont Road Bowling Club for future community or cultural services • Fill gaps in service needs such as Long Day Care, Playgroups and Occasional Child Care and address crisis services and other emerging needs through planning, facilitating or direct service provision • Work with Sydney Harbour Federation Trust and the community to secure the Cross Street site as an indoor recreation centre with associated playing fields • Encourage public art especially through Mosman Public Art Trust • Act as a catalyst and/or directly provide more events and festivals to celebrate our community spirit • Keep our community safe through close relationships with Police and Emergency Services • Work with sports communities and volunteers to encourage physical activity and healthy lifestyle • Work with the cultural community to develop more intellectually stimulating activities and performing arts

Demonstrating progress:• All facilities and services will be relevant, well used and highly regarded• Physical fitness and wellbeing of the community will improve• Participation in civic affairs will expand along with volunteer numbers• Lifelong learning and leisure pursuits will be in place and highly valued• The community will feel safe, cared for, informed and involved

Priority actions: • Develop and implement borrowing guidelines • Investigate and utilise alternative sources of revenue - An infrastructure levy - Public-private partnerships - Parking fees - Section 94 contributions • Monitor, market test and continually review: - Service delivery - Levels of service - The role of Council in service delivery - Asset management • Use Ecologically Sustainable Development principles in purchasing

Demonstrating progress: • Manageable levels of debt • Planned maintenance and replacement of infrastructure assets • Alternative sources of revenue in place • Improved Working Funds position • Infrastructure and assets management system in place • Service levels both sustainable and commensurate with the needs of the community

Keeping you involved and informedFuture Mosman needs your input to succeed. We will use your comments to help set future priority actions, and we will keep taking action, keep listening and keep working together to achieve a fair, sustainable and prosperous future for the Mosman community.

How can you become involved in Mosman’s future? Join an Advisory Group Council has established six Advisory Groups with membership drawn from the local community to encourage community dialogue on a range of matters. Meetings are open to all interested residents. The Advisory Groups are: • Art, Library & Cultural Development • Business & Marketing • Community Development • Environment • Heritage & Architecture • Recreation For Advisory Group Meeting dates, please refer to the Meetings Calendar on Council’s website.

Participate in Community Consultations and Community Conversations These are conducted to focus on specific issues that come up from time to time. Details can be found on Council’s website at: www.mosman.nsw.gov.au/council/consultation.html

Provide feedback during the Management Plan MOSPLAN Review process Community consultations and surveys are conducted early each year to help Council review MOSPLAN. Details are advertised in the Mosman Daily.

Become a Mosman Council Volunteer: Mosman is fortunate to have the assistance of many volunteers. Our successful volunteers provide and reap many benefits: service and care to the community, friendship, creativity and the enjoyment of achieving something worthwhile.
