Sealed tenders (duly stamped with seal) on the prescribed form obtainable from theoffice of undersigned on any working day on making cash payment of Rs.1000/-(Non-refundable) are invited for the Purchase of Furniture so as to reach the officeof undersigned upto 3.00 PM on or before 17-11-08. The tender forms can bedownloaded from the college website www.ccet.org and the site https:/ / tenders.gov.in in that case cost of tender document of Rs. 500/- shouldbe sent in the form of Demand Draft payable at Chandigarh in favour of PrincipalChd. College of Engg. & Tech., Chandigarh along with the Tender Document.

General Instructions/Guidelines for tenderer(s) and detailed terms & Conditionsare available in the tender document. Conditional tenders will not be entertainedand the same will be summarily rejected. INSTRUCTIONS / GUIDELINES TO THE TENDERER / BIDDER

The tenderers are required to go through the instructions carefullybefore submission of tender document.

1. Manufacturers / Authorized suppliers / dealers / distributors areeligible to apply for manufacture and supply of Furniture.

2. This tender document / form should be returned intact duly signed byAuthorized Signatory with stamp / seal of the firm.

3. A copy of Tender Notice is enclosed as Annexure-III.

4. Tenders duly sealed in envelope and clearly superscribed as “TENDERFOR PURCHASE OF FURNITURE, CHANDIGARH COLLEGE OFENGINEERING & TECHNOLOGY (DEGREE WING) CHANDIGARH ” dueon 17-11-08 at 3.00 P.M. should be submitted intact in separatesealed envelopes duly superscribed and bear the stamp of the firm onthe face of envelope as under: -

i) Bid Guarantee containing earnest money deposit instrument alongwithAnnexure I (IN ENVELOPE NO. 1) superscribing as bid guaranteealong with covering letter.

ii) Pre-qualifying-cum-Technical Bid alongwith Check-List, Affidavit andTender document (SEPARATELY IN ENVELOPE NO. 2) superscribingPre-Qualifying–cum-Technical Bid along with covering letter.

iii) Financial Bid (SEPARATELY IN ENVELOPE NO. 3) superscribingfinancial bid along with covering letter.

All the above envelopes should be put in a sealed outer envelope.

5. Documents comprising the Bids.

The Bids prepared by the Tenderers shall comprise of followingcomponents.

i) Bid guarantee consisting of the following-

Earnest Money Deposit Instrument.

ii) Pre-Qualifying–cum-Technical Bid :- SCHEDULE OF TECHNICALSPECIFICATION OF FURNITURE AND REQUIREMENT( As per Part-1).

iii) Financial Bid consisting of the following:

Bid prices duly filled, signed and complete as per Part 2.

6. Unsealed tender(s) will not be entertained.

7. Offer should be preferably typed or written in neat/legible hand.

8. The tenderer(s) will be responsible to ensure that the tender isreceived on or before the due date and time in the office of thePrincipal, Chandigarh College of Engineering & Technology,(DegreeWing), Sector-26, Chandigarh.

9. Each page of tender document should be signed by the tenderer(s)with stamp of the firm duly affixed on each page.

10. The tenderer, preferably, should fill the rates and amount both in figureas well as in words in the price schedule as per prescribed proformaitself and submit the bid to avoid any kind of mistake.

11. The tenderer, preferably, should furnish the schedule of Technicalspecifications of furniture and requirement itself and submit the bid toavoid any kind of mistake. However, the specifications superior /better than those specified in Tender Document shall be considered.

12. The categories of items and quantity indicated in SCHEDULE OFTECHNICAL SPECIFICATIONS OF FURNITURE AND REQUIREMENT aretentative. Principal, CCET reserves the right to increase or decreasethe quantity or delete some or all of the items without assigning anyreason.

13. The tenderer should indicate specifically the sales tax, duties and levieschargeable against each item.

14. The tenderer should clearly indicate the availability of service andmaintenance facilities at Chandigarh for the items quoted.

15. The Tenderer must indicate the list of eminent institutions/organizationsparticularly in and around Chandigarh, where the similar furniture hasbeen supplied during the year.

16. The offer when accepted will constitute binding on the successfultenderer to supply the furniture items within the period stipulated in thePurchase Order.

TERMS AND CONDITIONS OF THE TENDER

1. The last date and time for receipt of tenders is 17-11-08 at 3.00P.M. Tender(s) received after the due date and time shall not beconsidered.

2. Each tender must be accompanied with earnest money deposit @ 2%of prices to be quoted subject to minimum of Rs. 15,000/- only in theshape of Demand Draft favouring the Principal, Chandigarh College ofEngineering & Technology, Sector-26 Chandigarh, valid for sixmonths payable at Chandigarh on any Scheduled Bank. EarnestMoney Deposit of unsuccessful tenderer will be returned / refundedwithin 20 days. No interest will be payable on Earnest MoneyDeposit. In case, the tenderer withdraw his tender after submission,his Earnest Money Deposit will be forfeited.

3. Tender(s) received without Earnest Money Deposit or not in the formspecified in the Tender Document will not be entertained and shall berejected straightway.

4. Earnest Money deposited with the Chd. College of Engg. & Tech.,(Degree Wing), Chandigarh in connection with any other tender willnot be considered against this tender.

5. The Public Sector Undertaking of the Central / State Govt. areexempted from furnishing Earnest Money Deposit.

6. The tenders not accompanied by Earnest Money or incomplete in anyrespect will be rejected outright.

7. This tender form is not transferable.

8. The tenderer will have to display the sample of furniture items asspecified, at the time of opening of Pre-qualifying-cum-Technical bidfor inspection of specification / technical parameters. For display ofsample, the tenderer will sign with permanent marker sample of eachitem bearing name and signature of the bidder. The tenderer will bearthe cost and risk for the loading and unloading of the sample.Non-Display of sample will render the tender for rejection. Thesample of the successful tenderers will remain in the custody of officetill the supply order of those furniture items is fully executed.Unsuccessful tenderers should remove their samples from thepremises of the college immediately. The college will not take anyresponsibility for the custody of samples lying in the premises of thecollege.

9. The tender i.e. Pre-qualifying-cum-Technical Bid shall be opened at 3.30 P.M on 17-11-08. Financial bids of only those tenderer will beopened on 19-11-08 at 11.00 A.M. whosePre-qualifying-cum-Technical Bids are found to be acceptable as pertender specifications as enumerated in the schedule of Technicalspecification / requirement.

10. In the event of date of receipt or opening of tender being declared aholiday in the Chandigarh College of Engineering & Technology,Sector-26,Chandigarh, tenders will be accepted or opened on nextworking day at the same time.

11. The tender(s) shall be opened in the presence of intending tenderer(s)or their authorized representative(s) present at that time of opening.

12. Conditional offer shall be rejected.

13. Any attempt direct or indirect, to cast influence, negotiation on thepart of the tenderer with the officials/authority to whom he willsubmit the tender or the tender accepting official/authority before thefinalization of tenders will render the tenderer liable for exclusion fromconsideration.

14. The requirements of the Institute in terms of category of furniture,detailed specifications and quantity are given in SCHEDULE OFTECHNCIAL SPECIFICATION OF FURNITURE AND REQUIREMENT.Principal, CCET reserves the right to change the quantity for any/allitems without assigning any reason.

15. No advance payment or payment against proforma invoice will bemade. Payment will be made after receipt of furniture, its inspection,and installation to the satisfaction of the Purchase Committee.

16. All damaged or unapproved furniture items shall be returned at the riskand cost of the Tenderer and the incidental expenditure thereupon shallbe borne by the concerned party.

17. The quoted prices must be mentioned showing Excise Duty and salestax / VAT etc. separately.

18. The Principal, CCET reserves all rights to accept or reject any tenderwithout assigning any reason.

19. Rate should be mentioned both in figure and words.

20. Rates should be quoted F.O.R. Chd. College of Engg. & Tech.,Sector-26, (Degree Wing) Chandigarh including packaging,forwarding, postage and freight etc.

21. The Principal reserves all rights to reject the furniture if the same arenot found in accordance with the required description / specifications.

22. In case of violation of any term and condition as mentioned, EarnestMoney Deposit of the tenderer shall be forfeited in full or part at theentire discretion of the Principal, Chd. College of Engg. & Tech.,Chandigarh.

23. The defective furniture from the Store of Chd. College of Engg. &Tech., Chandigarh will be lifted at the entire cost & risk of the firm.Chd. College of Engg. & Tech., Chandigarh will not bear anyexpenses on this account and the furniture lying in the CCETpremises will be at tenderers risk and cost.

24. The furniture should have one year guarantee from the date of itsreceipt. Two percent (2%) of the total cost of supply order in theshape of bank guarantee duly pledged in favour of Principal, Chd.College of Engg. & Tech., Chandigarh will have to be provided by thesuccessful firm / tenderer covering the guarantee period. The bankguarantee will be returned after the completion of guarantee period.

25. In case successful firm / tenderer fails to furnish the security depositwithin the prescribed 10 days, the Earnest Money Deposit will be

forfeited and the tender will be awarded to the next lowest tenderer.

26. The CCET would return the Earnest Money Deposit to the successfultendering firm on the submission of the Bank Guarantee.

27. Rates quoted in Indian Currency only shall be accepted. Financialbids showing the rates in other currency shall not be considered anddeemed to be rejected automatically.

28. Tender will be regarded as constituting an offer open to acceptance inwhole or in part at the discretion of the Principal, Chd. College ofEngg. & Tech., Chandigarh

29. Period for which the offer will remain open

The tendering firms should keep their offers valid for acceptance upto31-03-2009. If the firms are unable to keep their offers open for theabove said period, they should specifically state the period for whichtheir offers would remain open but such a provision may result in therejection of their offers, provided, however, that in the event that theday upto which the offer is to remain open is declared holiday for theCCET the offer shall remain open for the following day.

30. Any conditional tender or any deviation from the terms and conditionsof the tender document shall render the tender liable to rejection.

31. Price / Quantity discounts, if any, must be specifically indicated in theprice bid.

32. DELIVERY PERIOD: - The Delivery period of the furniture shall be 8-10 weeksfrom the date of supply porder. The delivery period can be extended at thesole discretion of the Principal, CCET in special circumstances on writtenrequest from the firm with / without penalty otherwise supply order will becancelled and security deposit will be forefeited. Penalty @ 1% per week ofthe cost / price of furniture for actual period of delay after the due date ofsupply of furniture will be charged. Four days or more will be regarded as oneweek for the calculation of penalty.

33. Any fault or deficiency in the furniture should be rectified by thesupplier within two weeks after intimation.

34. INSPECTION OF EQUIPMENT / MATERIAL

The material / equipments will be inspected only at CCET premises.However, the inspection of material / equipments at factory site orany other place, if any, shall be carried out at the risk and cost of theTenderer / Bidder. The CCET will not bear any expenses on thisaccount. The supply of the material from the successful bidder shallbe strictly subject to approval of sample by the CCET.

35. JURISDICTION

The courts of Chandigarh alone will have the jurisdiction to try anymatter, dispute or reference between the parties arising out of thispurchase. It is specifically agreed that no court outside and otherthan Chandigarh Court shall have jurisdiction in the matter.
