Our Board is very proud of a successful year 2018, especially of what

we achieved in our efforts to provide as much information as possible

to the community of Bonaire to raise awareness of the various aspects

of Alzheimer’s disease.

We are very grateful to our volunteers, donors and experts, both local

and from abroad, for their role and contribution in the realization of

our annual program of the past year.

Our report gives you an overview of our activities during the year

2018.

Unfortunately, we had to end the year 2018 without being able to

start drafting the National Dementia Plan for Bonaire as we had

planned. We do hope that, in the first quarter of 2019, the

Government will give the necessary approval for the budget intended

for writing this policy plan.

Our affiliation with the umbrella organization Alzheimer’s Disease

International (ADI) will most probably be confirmed by May/June 2019

during the Council Meeting. All the preparations to comply with the

required criteria point in that direction. We will be particularly

pleased if this is confirmed.

We have also strengthened the ties with our new contacts with

Alzheimer Netherlands for the year 2019 in order to come to a joint

venture agreement. The intention is, with their support, to work on a

number of projects; we hope to receive some good news on this in the

first quarter of 2019.

We are very optimistic that realizing the National Dementia Plan for

Bonaire, further strengthening our ties by joining the umbrella

organization ADI as well as cooperating with Alzheimer Netherlands

will enable our Foundation to better continue the fight against

dementia in order to guarantee the quality of life of our loved ones.

We will not be able to achieve this on our own, but trust that our

volunteers, donors and the Bonairean community will give us the

necessary support, as we have been used to for years. We are ready

to accept together the challenges in the year 2019.

ADI is the umbrella federation of Alzheimer ’s associations/foundations worldwide, which support people with dementia and their families and also work towards exerting influence on the policy in their countries. ADI, with the central office in London, UK, and registered as a non-profit organization in the U.S.A., was founded in 1984 and has an official relationship with the World Health Organization (WHO) since 1996. ADI currently counts 94 affiliated members (with a rising number), spread worldwide, all of which are non-profit organizations. This year, 2018, was marked by the World Alzheimer Report “The State of the Art Dementia Research: New Frontiers”, which was launched in the World Alzheimer’s month. The report discusses the main issues related to dementia research, the expectations and frustrations, the possibilities and the groundbreaking research that needs to be done. World Alzheimer’s Month of September is an annual international campaign to raise awareness and to challenge the stigma around dementia. As the World Alzheimer’s Month campaign was launched in 2012, September 2018 was the 7th anniversary of World Alzheimer’s Month. World Alzheimer’s Day was declared in 1994 on September 21 on the occasion of the 10th anniversary of ADI. Two in three people worldwide believe that, in their countries, there is little or no knowledge or understanding of dementia. The influence of World Alzheimer’s Month grows steadily but stigmatization and misinformation about dementia remain a global problem which requires a global approach.

ALZHEIMER’S DISEASE INTERNATIONAL ( ADI )

In the year 2018 there were again some changes in the Board of FAB; Mrs. Anna Maira

Vaseur joined the Board to fill the vacancy after Mrs. Paulina Rodriguez’s resignation, who

would like to act as a FAB volunteer in the future. Meetings were held monthly, on

Tuesdays, in the meeting room of Kas di Kwido in Mariadal. The Board consists of

volunteers.

INTRODUCTION

National Dementia Plan of Bonaire

In Bonaire, the care for people with dementia gets a lot of attention, which is absolutely right. Due to the increasing ageing of society in the coming decades, the number of people with dementia will certainly rise. It is expected that, in the future, 1 in 5 people will get a form of dementia of which Alzheimer’s disease is the most common. Not only the Government and health insurers, but also the health and care organizations face a number of complex issues. The list below is by no means complete.

• How do we organize the care for the increasing number of people with dementia who live at home?

• How do we make the society dementia-friendly? • What can we, at home, in neighborhoods and districts as well as in organizations do to

improve the quality of life of people with dementia? • How can we support family caregivers of people with dementia so that admission in a

healthcare facility can be postponed as long as possible?

“Fundashon Alzheimer Bonaire” was founded in the year 2011. The purpose of this foundation is to provide information to the people of Bonaire in general, and in particular, to the families who have family members with this form of dementia, Alzheimer’s disease. At the conference in September 2017 in London, UK, organized by ADI, the umbrella organization for Alzheimer’s disease, the representatives of Fundashon Alzheimer Bonaire committed themselves to working on a National Dementia Plan for Bonaire. The purpose is that the local Government, our Foundation and all Stakeholders join forces in order to find solutions for today’s as well as tomorrow’s care seekers. Our aim is that the National Plan is a widely supported action plan against the socio-economic problem of the 21st century, namely dementia. In addition to this National Plan, two other projects were also part of the commitment, namely the introduction and launching of our Website, which took place on March 22, 2018, and the introduction and consolidation of our Support-Group, which was installed in January 2018 and has been operational since then. As initiators, we were looking for healthcare professionals, policy makers, managers and directors to form a committee of five experts to support the Board and to serve as an advisory body to reach policy goals. The Committee has been installed and is formed by experts in various areas, such as a medical doctor, a healthcare manager, a teacher of welfare and care, an organization sociologist and a financial expert. The Foundation considers it important that the Committee consists of a diverse group of people with different backgrounds and qualities, who can complement each other.

GOALS ACCOMPLISHED IN THE YEAR 2018:

Together with the local Government, represented by the Head of Public Health and her advisors, we have formulated our vision and mission, which will be the guide for the writer of the policy plan. The aim is that the National Plan meets international requirements and is supported by our local Government. Together we will help to formulate the plan for which the local Government will make money available to pay the writer. The Executive Council of the local Government will set the writer a timetable and deadline to write a National Plan. He/she will also get a letter signed by a member of the Executive Council and possibly the Chairman of the Foundation saying that he/she is authorized and competent to approach bodies and organisations to collect information that he/she may need in order to carry out his/her task.

- Our Support Group for family members was installed and became operational in January 2018 according to the standards of Alzheimer’s disease International.

- The launching of our new Website in March 2018 in accordance with the standards of Alzheimer’s disease International.

- National Dementia plan for Bonaire. All preparations, vision and mission, Terms of Reference (TOR), presentation of an Advisory Committee and the submission of two quotations for writing the Policy Plan to the Public Entity Bonaire in June 2018.

- Participation in the 33rd International Alzheimer’s Disease Conference held in Chicago, IL in July 2018 by our Chairman Mr. Evert L. Piar, which was also one of the requirements for membership of Alzheimer’s Disease International.

- A full and successful program for the month of September, Alzheimer’s month, including celebration of Alzheimer’s day on September 21, highlighted by a visit to the Deputy of the Ministry of Public Health to offer the report “World Alzheimer Report 2018: The State of the Art of Dementia Research: New Frontiers”

ACTIVITIES 2018 FUNDASHON ALZHEIMER BONAIRE

JANUARY 2018

Friday January 19, an information evening was held at Captain

Don’s Habitat in Bonaire and the topic was “Kon

komunikakuun persona ku ta bibakudemensia” (How do you

communicate with a person with dementia?). The speaker was

Mrs. Ankie Fransen, speech therapist. This was the first activity

of the year and was well attended.

Saturday January 27, as it has become a tradition at the beginning of each year, the Board put a

number of volunteers in the limelight during the Masha Danki Party (Thank you party); this time

it was at El Mundo restaurant. The volunteers who shone last year were Mr. Mario Francees,

Mrs. Anisela Thode and Mrs. Epifania Britt. They received the usual certificates and a gift from

the Board. It was a cozy get-together of the Board with most of the volunteers.

FEBRUARY 2018

During the weekend of Friday February 16 to Sunday February 18, attention was paid to music

therapy which is an innovation in the care. On Friday, a music therapy workshop was held at

Mariadal Academy for health care providers, policy makers, managers in the care, and

caregivers. On Saturday, a presentation was given of the movie “Alive Inside”, also at Mariadal

Academy, for health care providers, caregivers and people who were interested, while on

Sunday there was an evaluation meeting between the Board of FAB and the Music & Memory

presenters Marjon Roos, Karen Wouter and Jet Thoonen. All came over from Curaçao

especially for the weekend. This event, which was very successful, was made possible thanks to

our sponsors.

MARCH 2018

On Saturday March 24, an

information evening was held

at Captain Don’s Habitat

Bonaire. The topic was “Kon

pa diagnostika demensia”

(How to diagnose dementia?).

The speaker was Drs Stephen

Ebisilio, neuro-psychologist.

This information evening was

also well attended.

On Thursday March 22, a press conference was held at Captain Don’s Habitat in Bonaire for

the launch of the new Website of Fundashon Alzheimer Bonaire with members of the local

press and representatives of the sponsor Sunbelt Realty and the Board. This project can be

referred to as one of the three projects which FAB has committed itself to in order to be

affiliated with Alzheimer Disease International (ADI).

APRIL 2018

On Saturday April 28, a mini-symposium was held on

the theme “Op weg naar een complementaire zorg

voor mensen met dementie” (“Towards a

complementary care for people with dementia”) in

the Peter Hughes conference room at Divi Flamingo

Beach Resort & Casino. Guest speakers were Dr

Nienke Gomzales Diaz and Mrs. Lissette Does from

Aruba, Dr Simon Binck, social geriatrician from the

Netherlands and from Bonaire Mrs. Alcira Janga-

Jansen, Head Public Health Care, Mr. Danny Royer,

Care Manager Fundashon Mariadal and Mr. F.G.(Boy)

Clarinda, Director Pasadia Cocari. Those invited were

health care providers, policy makers, care managers

and caregivers. The mini-symposium was well

attended. Fundashon Alzheimer Bonaire is very

grateful to their sponsors who made it possible to

organize such a symposium.

JUNE 2018

On Friday June 15 at 19.00, an information

evening was held in the conference room at

Captain Don’s Habitat Bonaire. The topic

was “Rekonose forma, señal di abusu”

(Recognize the type and sign of abuse).

Speaker was Mrs. RocioChavez Meza, a

volunteer and a care provider. It was again

well attended.

On Thursday May 3 at 19.00 in Capture 2 Room at Divi Flamingo Beach Resort

& Casino, there was an introduction meeting of the Advisory Committee for

the benefit of the Dementia Plan Bonaire to the Fundashon Alzheimer

Bonaire. Arrangements were made for a fruitful cooperation.

On Saturday June 16, FAB organized its fundraising activity, a

BonKune at SOHO (Clubhouse Chinese) under the professional

leadership, coordination and organization of Mrs. Adrienne de

Jongh.The attendance was beyond expectations, which resulted in a

successful activity so that the Foundation can realize its annual

program. Afterwards, Chairman Mr. Evert I. Piar offered Mrs.

Adrienne de Jongh, on behalf of the Board, an Alzheimer International

pin as token of appreciation for her commitment and dedication. The

Foundation publicly thanked all companies, individuals, volunteers

and participants for their collaboration with the Bon Kuné.

Wednesday July 11, the presentation of the polo shirts to the FAB Board and volunteers

took place at the office of Alfa & Omega Uniform & Laundry N.V. Mr. Elvis Margarita,

Director of the named enterprise, did the ceremony. It was a beautiful gesture of this

enterprise to contribute with these shirts to our Foundation. We will make good use of

these shirts during our activities. Our Chairman Mr. Evert L. Piar and Mrs. Epifania Britt

represented respectively our Foundation and our volunteers. Our Board is extremely

grateful for this gesture of Mr. Margarita and his company.

From July 26 up to and including July 29, 2018, the 33rd International Conference of

Alzheimer’s Disease International was held in Chicago, IL at Mc Cormick Place, which was

attended by our Chairman Mr. Evert L. Piar as a representative of Fundashon Alzheimer

Bonaire. Attending an ADI- congress/conference was also one of the requirements for

affiliation with ADI. This is to exchange experiences and to learn from each other’s

activities. Moreover, it is an ideal opportunity to network.

For participation in the Congress, the expenses were partly covered from own resources

and with a private financial contribution. This way the Foundation was able to delegate its

Chairman; otherwise, it would not have been possible given the high costs for participation.

More than 750 delegates from 65 countries participated including people with dementia,

family members, caregivers, health care providers, scientists, medical specialists, staff and

volunteers of Alzheimer’s Association, speakers and representatives of various

organizations such as Global Coalition on Aging, Women’s Brain Project, NCD Alliance,

Alzheimer Europe and many more.

Onze stichting is heel trots en dankbaar dat onze voorzitter heeft deelgenomen en wij

profiteren vandaag nog van wat hij heeft meegenomen aan informatie en ervaringen, naast

het netwerken.

August was dominated by the completion and the dispatch of our annual

report for the year 2017 and the preparations for the activities for September

2018 which is the Alzheimer’s month.

The Board of the Foundation prepared an exuberant

program for the month of September. Although, with the

exception of the Chairman and a Board member who are

retired, the Board members as well as volunteers had a big

job to realize this, they were able, to everyone’s

satisfaction, to make this a successful program with a lot

of publicity. September 2018 started as follows: Saturday

September 1, Alzheimer’s month started with the display

of the theme for 2018 “Every 3 seconds someone in the

world develops a form of dementia” on the digital boards

of Hitess Bonaire at various locations in the trend of

awareness. Sunday September 9, in the Roman Catholic

Church La Birgen of Coromoto in Antriol at 9.00, a holy

mass was dedicated to the people with Alzheimer’s

disease, their families, the Board and volunteers of the

Foundation in the presence of pastors Santiago Malagon

Pedraza, Ivan Dario Perez and Ranolfo Goneda. During

mass, family member and volunteer Mr. Harold Vaseur

shared his experiences with those present. Two Board

members, some clients and volunteers brought the

“ofrenda” (offer) to the front for the pastors in honor of

Alzheimer’s month.

On Thursday September 13, a course for carers and family members of people with

Alzheimer’s started at Thuiszorg Rincon; the course took four weeks and the participants

appreciated to being allowed to take part in what will benefit the quality of care.

On Friday September 14, an information evening was held at Pasadia Cocari in Rincon.

The speaker was Drs Stephen Ebisilio, neuro-psychologist and the topic was “Kon pa

diagnostiká demensia?” (How to diagnose dementia?); this event was well attended.

In the week of September 17 up to and including September 21, Board members and

volunteers visited all radio stations in Bonaire as well as TV/Energia to give interviews

with the aim to promote awareness.

Friday September 21 at 10.00 a.m., the Foundation organized a walking tour for the

visitors of the Kresh in Bonaire which started at Kresh Yiwiri and to finish, the participants

were expected at NosTV. The aim of all this was to promote awareness among children as

well.

On Friday September 21, the day of Alzheimer’s

disease worldwide, at 14.00, a delegation of the

Board with two volunteers of the Foundation visited

the Deputy of Public Health Mr. Edsel Cecilia and his

advisors Mrs. Alcira Janga-Jansen, Head Public

Health, and policy advisor Mrs. Alicia Krijgsman. The

aim of this visit was to present the World Alzheimer

Report 2018 “The state of art of dementia research:

New frontiers” and the 2017 annual report of

Fundashon Alzheimer Bonaire. The Chairman made

use of the opportunity to inform the Deputy about

the activities organized by the Foundation for the

month.

Tuesday September 25 started at 10.00 a.m. with games for people with dementia with

the goal to share their capacities, talents and their experiences with each other. This was

held at Pasadia Cocari in Rincon. The participants really enjoyed themselves.

On Wednesday September 26 at 19.00,

an information evening was held for

religious communities at Bonaire

Christian Fellowship. The presentation,

a review of the activities by Fundashon

Alzheimer Bonaire, was given by Vice-

Chairman Mrs. Henna Winklaar as part

of Alzheimer’s month.

OCTOBER 2018

On Saturday September 29, to end Alzheimer’s month program, a ‘hofi’ Alzheimer was

organized in the form of High Tea at El Encanto in Belnem for female guests. This activity

proved to be a successful event as well.

Wednesday October 3 at 10.00, Chairman Mr. Evert Piar had an interview at Radio

BonFM to give an account of the activities of last Alzheimer’s month which was a very

successful program with much publicity that contributed to the awareness of the

community in Bonaire.

Wednesday October 17, the Board of Fundashon Alzheimer Bonaire in collaboration with

the department of Civil Affairs of Society and Social Care analyzed the population of

Bonaire on the basis of figures per September 30, 2018 and drew up an overview

concerning gender and age. It was found that 19.2 % or 3,825 persons were 60 years old

or older at the end of September 2018. Attached a copy of the overview; this means that

the number of people with dementia could increase considerably, with all possible

consequences for our island Bonaire.

Friday November 9, Vice Chairman Mrs. Henna Winklaar had a meeting with Mrs. Hella

van der Schoot, communications advisor of Alzheimer Netherlands who was visiting

Chairman Mr. Evert Piar, to inform her about the ambitious developments of FAB. The

annual report of 2017 was also presented to her as well as our plans with the local

Government to create a National Dementia Plan for Bonaire. Mrs. van der Schoot was

asked to hand over the annual report to the new Director Mrs. Gerojke Wilnink and the

Deputy Director Mr. Marco Blom of Alzheimer Netherlands, and to introduce the plans for

a possible collaboration and support. Our Foundation would like to strengthen ties with

Alzheimer Netherlands to work together and/or receive support.

Tuesday November 13 at 18.00, a lecture entitled “Hòfi di kuido pa personanan ku ta biba

ku demensia” (Care centre for people with dementia) was given at Biblitioteka Públiko in

Antriol. The speaker was Mr. Henk van Dort from the Netherlands, who was actually in

Bonaire for the Children’s Book week. He talked about a concept that we will be able to

apply in Bonaire. The lecture was well attended including two specialists on elderly

medicine working at Fundashon Mariadal.

Don’t feel alone, we’re there for you!!

Finances

Monday November 19, there was a meeting between our Chairman Mr. Evert Piar, our

Vice Chairman Mrs. Henna Winklaar and the specialists in elderly medicine Mrs. Tessa

Nooij and Mrs. Stephanie Requerme of Fundashon Mariadal. This consultation was to

see whether it is possible to make a new Resident (physician in training to become a

specialist in elderly medicine) available to study the number of people with dementia in

Bonaire; this ahead of the Dementia Plan. These ladies will discuss this request with the

Head of the Elderly Medicine Training in the Netherlands. Our Foundation will be

notified in due course.

Fundashon Alzheimer Bonaire as a foundation depends on gifts, donations and grants for

the realization of its goals.

The Foundation may not receive government grant and must raise funds to meet its

obligations by, among other things, gifts and donations from individuals and companies.

Notes to the Balance sheet and Statement of Income and Expenditure:

CLOSING REMARKS

Throughout the current year, the Foundation organized a big fundraising

activity, a very successful “Bon Kuné” to finance a part of its annual program,

besides that companies as well as individuals were responsible for the

realization of various projects.

For the Chairman to attend the 33rd International Alzheimer’s Disease

Conference in Chicago , IL his travel and accommodation expenses as well as

registration/ conference costs were partly paid from own resources with a

financial contribution from a private individual specifically for this purpose.

The item ‘inventory’ on the balance sheet represents the books “Welo ta

lubidá” which are still in stock; the intention is to promote the sale more in

2019.

Our vision is focused on prevention, timely diagnosis, care and integration for today, and to

find a remedy for tomorrow.

Our mission is to create awareness regarding dementia, to reduce taboo, to make dementia

a matter of all of us and to encourage our Government to make dementia a priority of health

care; likewise, we want people with dementia and their care partners to get more

empowerment and decisiveness.

Our goal is and will remain to, by all means, improve the quality of life of the care seekers in

Bonaire, and to ensure that qualitative care is given by caretakers, family members and all

involved. More attention for the care providers, particularly the family and the immediate

vicinity is also a must.

This year we will commit ourselves again to aim at a dementia-friendly community; and we

can only achieve that by cooperating with each other unconditionally.
