    CASE SYNOPSIS: 

    On January 30, 2016, at approximately 12:48 p.m., members of the Denver Police Departmentresponded to the Colorado Motorcycle Expo that was held at the National Western Complexlocated at 4655 Humboldt Street on a report of a multiple shooting/stabbing. Upon arrival,

    officers found several victims. Two of the victims had been assaulted, one victim had beenstabbed, and four had been shot. All of the victims were transported via ambulance to DenverHealth Medical Center. As a result one of the shooting victims, who was later identified asVictor MENDOZA, dob: 02/25/1969. MENDOZA who is member of the Mongols motorcycleclub, was pronounced deceased by Dr. SHEPARD at 1327 hours.

    Detective J. MEONI, 94005 and members of the Crime Laboratory Bureau processed the scene.Witnesses were transported and interviewed. Through the course of the interviews detectiveslearned there was a verbal altercation between the Iron Order motorcycle club and the Mongolsmotorcycle club over the Mongols laying claim to a stairwell just south of their booth; that waslocated on the bottom level, and members from the Iron Order club who were standing on these

    stairs and to include the landing. At some point the verbal altercation turned physical. During the physical altercation, a member from the Iron Order club fired one time and struck a memberfrom the Mongols, this individual was identified as Jared CHADWICK, dob: 11/ 983. Thealtercation between the two clubs continued up the stairs to the main level where a male; possibly from the Mongols, fired one time striking a member from the Iron Order, who wasidentified as Daniel McCALLISTER, dob: 03/ /1989 and grazing another member from theIron Order, who was identified as Derrick DURAN, dob: 02/ /1982. As a result, Mr. DURANwho had been grazed returned fire and struck Mr. MENDOZA.

    During the second shooting event, a member from the Iron Order; who was identified asMatthew WOELFLE, dob: 11 /1974 was stabbed presumably by an unknown member of the

    Mongols.

    The two individuals who were assaulted were identified as Aaron MERCER, dob: 06/ /1977and Johnny WINSTON, dob: 11/ /1989.

    Denver homicide detectives continued to investigate the incident and through the process,gathered additional information through interview of additional witnesses, members from bothclubs, and lab reports.

    On April 18, 2016, this case was presented to the District Attorney’s Office and charges againstMr. DURAN were refused. This case will be carried as EXCEPTIONALLY CLEARED. (LAE)

    INVESTIGATIVE CHRONOLOGY: 

    On January 30, 2016, this case was assigned to Detective Louis A. ESTRADA, 96050, forfollow-up investigation. The secondary investigator is Detective Eric BUENO, 00037.

    Included with the case package are a number of documents containing various

    information. A synopsis of this information is detailed in this report, as well as all sceneand personal observations and documentation.

    On January 30, 2016,  at approximately 12:55 p.m.,  Detective L. ESTRADA, 96050 wascontacted by Sergeant J. ENGELBERT, 01053 of the Homicide Unit and was requested torespond to the Motorcycle Swap meet at the National Western Complex located at 4655Humboldt St. in relation to a shooting/stabbing with one victim deceased and additional victimsin critical condition.     At 1:00 p.m., Detective E. BUENO, 00037 was contacted by Homicide Unit Sgt. J.

    ENGELBERT, 01053 and was requested to respond to the National Western Complex in relationto a shooting/stabbing with one victim deceased and additional victims in critical condition.(LAE)

    At approximately 1:00 p.m.,  Detective John MEONI, 94005 was notified by his supervisorSergeant Joe ENGLEBERT of a shooting/homicide at the National Western Complex involvingmotorcycle gang members. (JTM)

    At approximately 1:30 p.m.,  Sgt. ENGELBERT, requested Detective MEONI respond to thescene. (JTM)

    At 1:45 p.m., Detective ESTRADA arrived on scene. (See Crime Scene Section ofSupplementary Report.) (LAE)

    At 1:48 p.m., Homicide Unit Sergeant James KUKURIS 84031 called Homicide Unit DetectiveDaniel ANDREWS 96015 at home and requested that he respond to DPD HQ immediately toassist with a homicide investigation. He stated that a shooting with multiple victims had occurredat the Stock Show complex during the annual motorcycle swap meet. (DDA)

    At approximately 1:50 p.m., Detective GIBBS was contacted by Homicide Unit Sergeant JosephENGLEBERT, 01053 and advised of this incident. Detective GIBBS was instructed to respondto Denver Health Medical Center. (See Officer Statement Section of Supplementary Report.)

    CRIME SCENE: 

    4655 Humboldt Street – National Western Complex – Detective Louis ESTRADA, 96050:

    On January 30, 2016, at 1:45 p.m., arrived on scene at the National Western Complex, which is

    located at 4655 Humboldt Street. Upon arrival, Detective ESTRADA made the followingobservations. There were numerous marked and unmarked patrol cars around the east side andsouth side of the venue. There were numerous uniformed officers outside. Detective ESTRADAmet and spoke with Lieutenant Ron McDANIEL, 96034. Lt. McDANIEL briefed DetectiveESTRADA about the scene and advised that the scene was near the west end of the complex. Lt.McDANIEL escorted Detective ESTRADA to the scene where Detective ESTRADA observedyellow crime scene tape blocking of the southwest area of the main hall. Detective ESTRADAobserved several uniformed officers securing the scene. Detective ESTRADA observed amagazine clip on the ground, a live bullet, sunglasses, a blue lawn chair, and a trial of blood thatappeared to go east from the scene.

    Detective ESTRADA moved west of this area and entered a landing which led to a flight ofstairs. Detective ESTRADA moved down these stairs and observed what appeared to be several90 degree drops of blood on the stairs. At the bottom of the stairs were additional areas ofsuspect blood on the landing area. Detective ESTRADA was informed that the area to the northof this landing was where the Mongols had set up there booth. Detective ESTRADA walked overto this area and observed medical intervention and suspected blood in two areas near where theMongols booth was. Detective ESTRADA next walked outside of the doors to the north.Detective ESTRADA was informed that this was the area where Mr. MENDOZA and Mr.CHADWICK were loaded into the ambulances. Detective ESTRADA didn’t observe anyevidence in this area.

    Detective ESTRADA walked back inside and returned upstairs. Detective ESTRADA followedthe bloody footprint trail from the secured scene east. The trail led east through the hall and thenoutside to the side south side of the hall, down the stairs, and to the lot south of the hall.Detective ESTRADA observed suspected blood, medical intervention, and a pair of boots on theground and parking lot. Detective ESTRADA learned this is the location where DanielMcCALLISTER, Derrick DURAN, Johnny WINSTON, Matt WOELFLE, and Aaron MERCERwere treated for their injuries. Additionally, Detective ESTRADA learned that this is where themembers of the Iron Order met up at after being separated during the incident inside.

    Detective ESTRADA next met with Sgt. B. LENDERINK, 84029 from the Denver PoliceDepartment Intelligence Unit and Detectives D. EATON and M. HEILVILIN from the Arvada

    Police Department in the south parking lot area previously described. Sgt. LENDERINKinformed Detective ESTRADA that Detectives EATON and HEILVILIN had video surveillanceof part of the incident that occurred at the bottom of the landing. Detective ESTRADA contactedD. PEARSON from the Crime Lab’s Forensic Imaging Unit and requested his assistance with thedownload of the videos. Detective ESTRADA requested Detectives EATON and HEILVILINrespond to headquarters and meet with D. PEARSON in order to have the video downloaded.

    Detective ESTRADA was informed that the members of the Iron Order who were nottransported to the hospital were transported to Denver Police Department headquarters.

    At 2:09 p.m., Crime Scene Investigator Ross BENIK arrived on scene. Detective ESTRADA briefed CSI BENIK about the scene inside. Detective ESTRADA requested Lt. McDANIELhave uniformed officers escort members from the Crime Lab as they processed the scene forsafety purposes.

    Detective MEONI arrived on scene. Detective ESTRADA briefed Detective MEONI about thescene and departed to headquarters shortly thereafter.

    Detective ESTRADA departed the scene at 2:45 p.m. (LAE)

    National Western Complex, 4655 Humboldt Street – Detective J. MEONI, 94005:

    On January 30, 2016, at approximately 2:20 p.m., Detective MEONI arrived at the NationalWestern Complex at 4655 Humboldt Street to process the scene. Detective Louis ESTRADA,Homicide Unit Lieutenant Matthew CLARK, Crime Scene Unit Analysts Ross BENICK

    B13051, Amy DUPREY B13065, Skye McGLAWN B15040 and Lauren MUNOZ B13069 and plain clothes officers from outside agencies were at the scene. Numerous marked Denver policecars and uniformed officers were securing the south east side of the complex including a parkinglot at the south east side entrance doors.

    The scene included both outdoor and indoor areas. The weather was partly cloudy, dry, windyand approximately 33 degrees. It was daylight outside and the current weather forecast expectedrain/snow in about an hour. The outside scene included blood stains on the pavement from avictim who was transported to the hospital by ambulance from the south east parking lot area.There was a pair of brown colored men’s boots, a bloody article of clothing and medicalintervention near the blood. A piece of clothing started to blow away due to the windy conditions

    and a heavy object was placed on top of the article to prevent it from moving any further.

    Due to the large group of people at the stairs of the complex leading to entrance doors, detectiveswaited for additional uniformed officers to arrive before walking through the indoor scene withCSU personnel. Once inside the south entrance doors, a blood trail with bloody shoeprints anddrops of blood was observed on the concrete floor. The blood trail extended down the east-westhallway between vendor booths. A large number of people were present and were stepping onthe blood trail. Two uniformed officers were guarding a silver colored gun magazine loaded withlive .40 caliber bullets. The magazine was lying on the floor behind a display at one of thevendor tables against the south wall of the building.

    Further west down the hallway, yellow crime scene tape was up preventing access to theremainder of the hallway and stairs leading to the basement. Several uniformed officers were atthe tape securing the area. Inside the crime scene tape in the middle of the hallway was a piece ofgray colored metal that appeared similar to the shape of an expended bullet that had flattenedafter impacting an object. The piece of metal was previously marked with a small white piece of paper by an officer. (Upon collecting the object, it appeared to be part of a metal button or snapused on clothing.)

    At the east side of the doors that lead to the basement stairs was a large area of blood drops. A blue colored folding chair was lying on some of the blood and had blood on the fabric of thechair. Some undisturbed drops of blood showed directionality from west to east. The blood andchair was under the “Tribe of Judah” canopy/display area. A baseball cap was lying on the floorat the east side of the south door leading to the basement stairs. A pair of sunglasses was on the

    floor at the north side of the doors.

    There were two live .380 Auto bullets on the concrete landing on the west side of the doors nearthe south wall. Two blood drops were on the landing several inches west of the two bullets.Blood drops and smears were on the landing at the north side of the landing and additional bloodsmears were on the wall adjacent to the north east edge of the landing. Another pair of sunglasseswas in a white cardboard trashcan positioned on the northwest edge of the landing.

    A large amount of blood and blood drops was on the stairs extending west and down towards thelanding at the basement level. A can of chewing tobacco was on the stairs with the lid off. A broken pair of sunglasses was at the bottom of the stairs with a lens nearby. In the basement, in

    the north east corner where the Mongol Motorcycle Club tables were positioned against the eastwall was two additional blood smears on the floor. One of the smears had a piece of bloodymedical intervention (possibly a piece of a syringe) lying on the blood. The tables were clear ofdisplays and had some trash and water bottles on them.

    The CSU began documenting the scene with digital photographs, markers and video. Theycollected numerous blood samples at various locations. While the CSU processed the scene,Detectives MEONI and ESTRADA received information that some of the bikers involved ranthrough the cafeteria and out the north side doors. Detectives MEONI and ESTRADA walkedthrough the cafeteria and exit doors/stairs at the northwest and north east exits. No blood and noevidence were observed at the locations.

    Detective MEONI was contacted by two undercover Jefferson County Deputies, InvestigatorsCurtis CONDREAY 1513 and J. MAGUIRE 1468 who provided DVD copies of their “buttoncam” video. They stated they recorded some of the incident at the stairs of the basement wherethe shooting occurred. Detective MEONI took possession of the DVD’s and gave them to LtCLARK who was returning to HQ.

    At approximately 4:15 p.m., Detective MEONI was notified that an officer preparing to leavethe scene located two spent shell casings and a piece of torn leather lying in the roadway on thenorth side of the complex across from Door 15. Detective MEONI went to the location whichwas being secured by uniformed officers and observed two .380 Auto shell casings in the

    roadway north of the parking lot outside Door 15. The casings appeared clean and undamaged.

    responded to The National Western Complex located at 4655 Humboldt St. at the request ofDetective Estrada 96050 in relation to a Homicide. Detective Meoni 94005 was also present onscene. Numerous uniformed Denver Police officers were present throughout the building andsurrounding area.

    Upon arrival Crime Scene Personnel (CSP) found the location to be a large two story building onthe Northwest corner of E. 46th Ave. and N. Humboldt St. The Colorado Motorcycle Expo was being held in the building. There were numerous marked and unmarked Denver Police vehiclesall around the building. The North portion of the building consisted of the Expo Hall to the East,the Hall of Education in the center and the Stadium Hall to the West. The South portion of the building was the Stadium Arena. The Expo Hall extended to the East past the East end of theStadium Arena, creating a slight "L" shape. A parking lot was located to the East of the Stadiumand South of the Expo Hall. The parking lot extended around the South, West and North sides ofthe building. Yellow crime scene tape surrounded a portion of the parking lot South of the ExpoHall and East of the Stadium. The event was still operating and attendees were moving about thearea outside of the tape.

    Within the yellow tape were a pair of brown leather boots with suspected blood, a red rag withsuspected blood, a piece of a fabric belt with suspected blood, and some items of medicalintervention. There was suspected blood on the ground near the boots and belt piece. A trail ofsuspected blood lead to a large area of suspected blood next to the East exterior wall of theStadium. From there the suspected blood extended towards and up an exterior stairway in theinner corner of the "L". At the top of the stairs were two banks of doors, on to the West and oneto the North. The trail extended through the West set of doors. The trail of suspected blood thenwent to the North through another set of doors. There were numerous attendees at the top, and onthe stairs.

    From there the trail extended the length of the second floor of the Hall of Education along theSouth side. A magazine with live cartridges was found behind a display sign near the South wall,and to the West of the doors. A small piece of metal was located in the walkway along the Southwall, near the West wall. The trail continued towards the West to a set of doors to the StadiumHall along the West wall. A yellow and black open-sided tent was set up in the Southwest cornerof the Hall of Education that had a sign for "The Tribe of Judah". The area around the doors wassecured with yellow crime scene tape. The South set of doors on the West wall lead to an interiorstairway down to the first floor of the Stadium Hall. The stairway hand an upper, middle andlower landing. There were 11 stairs on the upper portion and 11 stairs on the lower portion. Ahandrail ran down the middle of the stairway. Suspected blood was noted on the upper landingand along the length of the South side of the stairway. Two live cartridges, various pieces of two

    sets of sunglasses, and a can of chewing tobacco were located on the stairs and landings. At the bottom of the stairway was a large landing with small stairways to the West and North leading tothe floor, and doors to the South leading to the Stadium Arena. To the North of the interiorstairway was an open area with no booths. Some tables and chairs were set up along the East sideof the open area. Doors to the first floor of the Hall of Education were along the East wall. Thestairs, landings, and the area to the North of the stairs were secured with yellow crime scene tape.A small area of suspected blood and some medical intervention items were noted on the floor ofthe open area North of the stairs. The event was still in operation and attendees were movingabout freely outside the yellow tape.

It was later determined that theDOC employee is not an armed law enforcement officer per DOC and Detective LAMPSON wasinformed by his chain of command he could leave, but he chose to stay and assist DetectiveMEONI.

    At approximately 5:00 p.m., Chief of Police Robert WHITE and Commander Patrick PHELANwalked through the scene. The CSU collected all marked items of evidence, and DetectivesMEONI and LAMPSON cleared the scene at approximately 6:00 p.m. (JTM)

    Scene revisit – 4655 Humboldt Street – Detective L. ESTRADA, 96050 & Detective E.

    BUENO, 00037:

    On January 31, 2016, at 12:55 p.m., Detectives ESTRADA and BUENO went to the NationalWestern Complex and revisited the scene after learning the District Two officers had found andrecovered a folding knife and .380 Derringer from a trash can near where the Mongols booth had been set up. The Crime Lab responded, photographed, and collected the knife and gun prior toDetectives ESTRADA and BUENO’s arrival.

    Detectives ESTRADA and BUENO parked on the east end closest to the intersection of E. 46 th Avenue and Humboldt Street and walked west to the scene. Detectives ESTRADA and BUENOsearched and found no additional weapons or item of evidentiary value. In attempting todetermine what doors the members of Iron Order went out of to the west, Detective ESTRADAobserved a large set of doors directly west of the landing at the bottom of the stairs. The doors

    appeared to be approximately 350 – 400 yards from the landing. Detective ESTRADA is notcertain these are the doors some of the members from Iron Order went out of and made their wayon foot to the south side of the complex. (LAE)

    VICTIM INFORMATION: 

    Victor MENDOZA

    DOB: 02/25/1969 

    Postmortem Examination:

    On January 31, 2016,  at approximately 8:35 a.m., Detective ESTRADA responded to theDenver Corner’s Office to be present for the Post Mortem Examination of Victor MENDOZA,dob: 02/25/1969. Crime Scene Investigator Stephen WALKER was also present from the DenverPolice Crime Lab. Crime Scene Investigator WALKER documented the exam on video and withstill photography. Dr. Meredith FRANK performed the exam and Technician Robert GARNERassisted.

    The decedent’s body was presented inside an unsealed white plastic body bag. Doctor FRANK

    unzipped the body bag. The decedent is an adult Caucasian male. He measured 69½ inches andweighed 245 pounds. He is not wearing clothes. Several signs of medical intervention are present. He has a large medical incision extending from left to right across his upper chest. Hehas a tube protruding from his mouth. EKG pads are attached to his upper left chest. He has IVlines in his upper right chest and right shin. There is a medical ID tags attached to his right wrist.

    Dr. FRANK removed the bags from the decedent’s hands. The bags were collected by CSIWALKER. Dr. FRANK and assistant Robert GARNER next collected fingernail scrapings, headand pubic hair samples.

    Once the body was documented, the body was washed. Crime Scene Investigator WALKER

    documented the body with photographs that were with and without a scale.

    The decedent had numerous tattoos on his body:

      Photo – skull on left shoulder.  Photo – dice/skull/tribal symbol on left bicep.

      Photo – knife/skulls on left forearm.
