A New Look for FRP International…
Welcome to FRP International. In an effort to provide timelier reporting of IIFC
activities and to permit more versatility in this reporting, FRP International is
moving to a digital format. This will allow us a more interactive document, eliminate
page limits and save a few trees. It is additionally my intent, as the new editor, to
take FRP International to a quarterly format, allowing more opportunity for IIFC
members to communicate with their colleagues.
Which brings me to what will undoubtedly become my regular plea: Please become
an FRP International author. Short feature articles are solicited. These may be
brief research or research-in-progress reports, case studies, field applications, or
anything that might interest the IIFC membership. Articles will generally run about
1000 words and be well-illustrated. Submissions may be sent directly to me.
Additionally, please utilize FRP International as a forum to announce items of
interest to the membership. Announcements of upcoming conferences and abstracts
from newly-published PhD dissertations are particularly encouraged. FRP
International is yours, the IIFC membership’s forum. The newsletter will only be as
useful and interesting as you help to make it. So, again, please become an FRP
International author.
This issue of FRP International is mostly devoted to reporting the activities of IIFC’s
flagship conference, the 5th International Conference on Fiber Reinforced Polymer
Composites in Civil Engineering, CICE 2010, held in September in Beijing. At CICE
2010 all IIFC governing bodies and working groups met meaning a great deal was
accomplished and much is to be reported.
Finally, I would be remiss if I were not to acknowledge and thank our outgoing FRP
International editor, Rudi Seracino. He did a great job with the newsletter and will
continue to serve IIFC as the Institute’s Secretary. I would also like to personally
thank Rudi for his help in my transition into the editor’s seat. I look forward to
serving IIFC and working with the entire membership (as FRP International authors,
of course).

… and a new IIFC website!
Early in 2011, IIFC will be launching the ‘new look’ website. The address will remain
the same: www.iifc-hq.org. The new website will include a Members Only login to
facilitate Working Group collaboration, a membership directory and renewal system
and conference registration. FRP International articles will provide featured content
allowing additional links, images and details to be presented. Dr. Jian-Guo Dai
([email protected]), Member-at-Large of the IIFC Executive Committee, will
serve as the webmaster.

The 5th International Conference on Fiber Reinforced
Polymer (FRP) Composites in Civil Engineering, CICE
2010, was successfully held at the Friendship Hotel in
Beijing, China, September 27-29 2010. The conference
was organized by Tsinghua University and the Central
Research Institute of Building and Construction, MCC
Group. The aim of this conference, the flagship IIFC
conference, is to provide an international forum for all
concerned with the application of FRP composites in
civil engineering to exchange and share recent
advances in both research and practice.

About 160 delegates attended CICE 2010. 184 papers
and 10 keynote lectures were presented over three
days. The Proceedings include 210 technical papers
(including 7 keynotes) from more than 30 countries
authored by a total of 643 individuals. The Proceedings
includes a good distribution of papers over a wide
range of topics. Additional copies of the proceedings
are available through IIFC.

The IIFC general meeting and the IIFC Council Meeting
were held on the 27th and the IIFC Executive and
Advisory Committees met on the 29th. The primary
outcomes of these meetings are reported in this edition
of FRP International. All IIFC working groups, fib Task
Group 9.3, the CCES FRP and its Applications
Committee, and the ISHMII/IIFC Task Group on
Heritage Structures all took the opportunity to hold
meetings during the conference.
banquet KungFu Tai Chi
On the 28th, delegates were treated to a tour of the
Summer Palace prior to the conference banquet. At the
banquet, held along the shores of Kunming Lake, the
delegates enjoyed Chinese royal cuisine and traditional
shows.
A technical tour to the Beijing Olympic Park - including
the National Stadium “Birdnest” and National
Swimming Center “Water Cube” - was organized on the
29th. An interesting social program visiting the
Forbidden City, the Great Wall and the 2008 Olympic
Park also was arranged.

As organizers of CICE 2010 we wish to thank all the conference participants for their great contribution including many
interesting presentations and inspiring discussions during the conference. It was a pleasure to host such an energizing

Keynote Lectures
Ten keynote lectures were presented at CICE 2010.
Among these were two lectures associated with IIFC
honours, The IIFC Medal and Distinguished Young
Researcher Award. Both papers appear in the
Proceedings. Award citations were published in FRP
International in August 2010.
Prof. Triantafillou Dr. Smith
Professor Thanasis Triantafillou, the 2010 IIFC Medal
recipient, presented a paper entitled Innovative Textile-
Based Composites for Strengthening and Seismic
Retrofitting of Concrete and Masonry Structures.
Professor Triantafillou is the Director of the Structural
Engineering Laboratory and Director of Post-graduate
Studies at the University of Patras, Greece.
Winner of the Distinguished Young Researcher Award,
Assistant Professor Scott Smith from the University of
Hong Kong, China, presented a paper entitled
Strengthening of Concrete, Metallic and Timber
Construction Materials with FRP Composites.

IIFC General Meeting
The IIFC General Meeting was held on September 27
2010 at CICE 2010 at which changes were made to the
IIFC Council. As a result, 12 new members were elected
to the IIFC Council; their profiles are presented in the

The IIFC Council, listed in its entirety on the back page
of FRP International, now has 38 elected members
representing 19 countries. Members of the Advisory
Council, also listed on the back page, are also Members
of the Council. Council terms are six years.
IIFC Council Meeting
Following the General Meeting in Beijing, the Council
met to elect the IIFC Executive Committee that will
steer the IIFC up to CICE 2012. Profiles of the new
Executive Committee are presented in the following
pages.
IIFC Council also elected four new IIFC Fellows:
Professor Brahim Benmokrane University of Sherbrooke, Canada Research Interests: Advancing knowledge on fibre-reinforced polymer (FRP) composite materials, and designing a new generation of FRP products and expanding their use in civil
engineering structures.
Professor Jongsung Sim Hanyang University, Korea Research Interests: FRPs for strengthening and rehabilitation of concrete structures; development and application of GFRP reinforcing bars; and structural health monitoring using smart sensors.
Professor Thanasis Triantafillou University of Patras, Greece Research Interests: The application of advanced structural materials in structures, with emphasis in the field of repair/strengthening and seismic retrofitting. His secondary research interests are in the area of steel-concrete composite construction.
Professor Xiao-Ling Zhao Monash University, Australia Research Interests: FRP Strengthening of Structures; Thin-walled and tubular structures.

2010 IIFC President’s Award – Dr. Rudolf Seracino
The IIFC President’s Award is bestowed at the discretion of the Institute’s President in recognition of distinguished
services by members for advancing the understanding and the application of fibre-reinforced polymers in the civil
infrastructure, in the service of the engineering profession and society. Past recipients of this award were Jian-Fei
Chen (2006), Vistasp Karbhari (2006) and Scott Smith (2008).
In Beijing, outgoing IIFC President Ken Neale had the privilege of announcing Dr. Rudolf Seracino as the recipient of
the 2010 President’s Award. “This was a very easy decision for me, given Dr. Seracino’s many past contributions to
IIFC. On behalf of IIFC I sincerely thank Dr. Seracino for his dedication and contributions to IIFC.”
Dr. Seracino is an Associate Professor of Structural Engineering and Mechanics at
North Carolina State University. Rudi is a member of IIFC Council and has just been
appointed IIFC Secretary. He served IIFC as the FRP International Editor from 2007
to 2010. Dr. Seracino is a co-chair of the FRPRCS-10 Symposia to be held in Tampa
in April.
Dr Seracino's primary research area is the application of advanced fiber reinforced
polymers (FRP) in civil engineering, particularly in the development of ductile FRP
systems for the rehabilitation or strengthening of existing infrastructure. Other
research interests include the partial-interaction assessment of composite steel-
concrete members, and the behavior of high strength/performance materials. His
research includes large-scale laboratory testing, and analytical and numerical
modeling.

President’s Message - Larry Bank
It is my great pleasure to welcome you to the new look of
FRP International, designed by our new newsletter editor,
Kent Harries, who takes over from Rudi Seracino. I would
like to thank Rudi for his outstanding service to the IIFC as
newsletter editor for the last four years.
As the International Institute for FRP in Construction
enters its second decade as the international society for
the promotion of research and applications of fiber
composites in construction, I am honored to have been
elected to serve as the President of the Institute. We have
come a long way from the founding meeting called by
Prof. Jin-Guang Teng at the 1st International Conference
for Composites in Civil Engineering (CICE) in Hong Kong
in December 2001. Now, ten years later, many of us have
just returned from the very successful 5th CICE Conference
which was held in Beijing, China and organized by Profs.
Leping Ye and Feng Peng of Tshingua University. I speak
for all of us when I say that we left Beijing with a renewed
enthusiasm and commitment to continue to build and
develop the next generation of leaders in the field of FRP
for Construction.
At the recent conference we also elected a new Executive
Committee, the members of which are featured on this
page. On behalf of the Executive Committee, I would like
to express my thanks to the outgoing President, Prof.
Kenneth Neale of Sherbrooke University, for his
leadership of the Institute for the last four years. Without
Ken we would not be in our headquarters in Manitoba,
Canada and in the very healthy intellectual and fiscal
condition we are in today.
I encourage all our readers to get more involved with the
IIFC and come feel for yourselves the enjoyment of our
camaraderie and excitement of our work.
With very best wishes to all for the next decade of FRP in
Construction!

APFIS 2012 is the third IIFC Asia-Pacific regionalconference on the research and application of fiberreinforced polymers (FRP) in civil and architecturalengineering structures to be held in Sapporo, Japan from 2to 4 February 2012. APFIS 2012 aims to continue thesuccess of the preceding conferences held in Hong Kong,China in 2007, and Seoul, Korea in 2009 with expectingparticipation from the Asia-Pacific region and various partsof the world.
The aim of APFIS 2012 is to share the latest developmentsin research and application of FRP in civil and architecturalengineering areas. Papers dealing with fundamentalresearch and application of FRP composites to civil andarchitectural engineering structures will be considered forpublication in the conference proceedings and forpresentation at the conference. APFIS 2012 will be held at Conference Hall, HokkaidoUniversity, Sapporo, Japan.
Hokkaido University started out in 1876 as SapporoAgricultural College, the first modern academic institute inJapan. Its curriculum which combined agricultural andcivil engineering disciplines was developed following thatof the Massachusetts Agricultural College and classes weretaught by foreign experts. Since the Japanesegovernment’s purpose of setting up SAC was to developHokkaido, an untamed land, using the advancedknowledge of foreign faculty and subsequently SACgraduates, civil engineering education in Japan started inearnest at SAC.

Sapporo is the fifth largest city of Japan with apopulation of more than 1.8 million. It developed asthe main urban center of Hokkaido, the northern islandof Japan and became well known internationally when in1972 it became the first Asian city to host the WinterOlympics. Sapporo is also famous for its annual SnowFestival, in which massive ice sculptures adorn OdoriPark in the city center.
Sapporo residents are friendly and the city itself is richin natural environment. One can enjoy the magnificentview of mountains, which are covered with lushgreenery in summer, vibrant colored leaves in autumnand white snow in winter. Sapporo is generouslyendowed with parks and gardens and laid out in aneasy-to-follow grid plan. The mountains that attractskiers and snowboarders rise up to its south, while thecoast is less than thirty minutes away.
Hokkaido is home to a rich variety of foodstuffs, andSapporo is a great place to find fresh seafood, dairy andagricultural products. Nationwide surveys con-sistentlyrank Sapporo as one of Japan's most desirable places tolive.

The event began in 1950 when six students built snowstatues in Odori Park. The idea caught on and todayteams of talented professional sculptors come fromaround Japan and the world to create hundreds ofstatues and sculptures from ice.
These amazing creations range from small, intricatepieces to huge structures the size of multi-storeybuildings.
There's a support program of concerts and culturalevents, and at night the sculptures are beautifullyilluminated with colored lighting.
The 63rd Sapporo Snow Festival will be held from February 6 (Mon.) through 12 (Sun.) in 2012.
