Cover StoryPremium Forwarding Service: Make Sure Your Mail Goes with You

The Postal Service™ offers Premium Forwarding Ser-vice® (PFS), a personalized service for reshipping mail from a primary residential address (or PO box™, with certain restrictions) to a temporary address using Priority Mail®

Service with USPS® Tracking Service. It is perfect for resi-dential customers going away from home for two weeks up to one full year (52 weeks). “Snowbirds,” executives on temporary assignments, students, individuals with an extended family care situation or who are away on an extended vacation.

Benefits include:

Customers do not miss important mail while they are away.

A customer’s permanent address does not change, and temporary address information is never provided to senders.

All of the customer’s mail reaches them, most of it via Priority Mail Service with USPS Tracking. In section 507.3.3, the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) con-tains more information on what mail should be reshipped immediately at no additional charge and mail not held for the weekly Priority Mail reshipments (e.g., Priority Mail Express® and Registered Mail items).

Post Office™ weekly mailing goes out the same day (Wednesday) every week on a regular schedule that customers can depend on.

PFS is not available for the following types of addresses:

Business addresses.

APO, FPO, and DPO addresses.

Single-point delivery addresses such as RV parks, hospitals, hotels, and U.S. Department of State addresses.

Size 3, Size 4, or Size 5 PO box addresses (a cus-tomer with a Size 1 or Size 2 PO Box as the primary address is eligible for PFS, but must apply at a retail location (not online).

A customer has the option to apply for Premium For-warding Service at their Post Office or online at http://usps.com.

Retail Application/PaymentCustomers must pay a nonrefundable application fee

and reshipment charge per week for each week of service requested. If for any reason the customer requests early termination of PFS, the Postal Service can refund weekly reshipment charges not used to the customer.

Online Application/PaymentA customer who enrolls in PFS using the online applica-

tion must pay the application fee by credit card upon sub-mission of the application. The Postal Service will also use the customer’s designated credit card to process the weekly reshipment charge in a weekly recurring fashion. For a customer who enrolls in PFS using the online appli-cation, both the application fee and any weekly reshipment fee previously charged are nonrefundable, but customers can stop PFS service and future weekly reshipment charges by going online and updating their information.

Refer to Notice 123, Price List, for the application fee (sometimes referred to as the “enrollment fee”) and the weekly reshipment charge.

Policies, Procedures, and Forms Updates

ManualsASM Revision: Environmental Compliance Policy and Guidance

Effective November 28, 2013, the Postal Service™ is revising the Administrative Support Manual (ASM) and the Employee and Labor Relations Manual (ELM). Subchapter 69, Environmental Compliance, has been added to the ASM and Subchapter 890, Environmental Management, has been removed from the ELM (see page 8).

The revisions reflect new roles and responsibilities resulting from an organizational restructure of the environ-mental function. This restructure moved the environmental function from Employee Resource Management to the Office of Sustainability. In addition, ASM, Subchapter 69, contains new language concerning data management, records management, training, corrective/preventive action, communication/outreach, and budget/resource allocation that better supports the Postal Service’s sys-tems approach to managing environmental compliance. These sections contain general language that reflect exist-ing processes and systems currently in use by the Postal Service to manage compliance, such as the Environmental Toolkit (ETK) for data management and the Environmental Compliance Review (ECR) Program for corrective/preven-tive action. While these sections do contain new language, they do not reflect new requirements.

In conjunction with the new ASM Subchapter, the Office of Sustainability has deployed digital solutions that better accommodate the dynamic nature of environmental regu-lations at the federal, state, and local level. The foundation is a robust website at: http://blue.usps.gov/sustainability/environmental.htm, which contains compliance assistance tools, including system and operational-specific Environ-mental Compliance Bulletins and Best Practices, which better reflect operational needs.

This effort has also entailed retiring several outdated management instructions and handbooks. A list of the directives that have been made obsolete is included at the end of this article.

691 Policy

The Postal Service complies with all applicable federal, state, and local environmental laws and regulations, and

proactively seeks to develop innovative and cost-effective solutions to provide its customers, employees, suppliers, and communities with a safe and healthy environment through the implementation of a compliance management system.

692 Scope

These policies apply to all Postal Service facilities, manag-ers and employees, programs, projects, operations, prod-ucts, and services.

693 Regulations and Authority

693.1 General

The Postal Service is subject to numerous federal, state, and local environmental laws and regulations. Certain Executive Orders and Environmental Protection Agency policies are recognized by the Postal Service as guidance.

693.2 Federal Laws and Regulations

Federal environmental laws are codified in Title 40 of the Code of Federal Regulations. The following federal laws apply to the Postal Service:

a. National Environmental Policy Act (NEPA).

b. Toxic Substances Control Act (TSCA).

c. Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).

d. Resource Conservation and Recovery Act (RCRA).

e. Comprehensive Environmental Response, Compen-sation, and Liability Act (CERCLA, also known as Su-perfund).

f. Clean Air Act (CAA).

g. Clean Water Act (CWA).

h. Emergency Planning and Community Right-to-Know Act (EPCRA).

i. Safe Drinking Water Act (SDWA).

j. Energy Policy Act of 2005.

693.3 State and Local Laws and Regulations

Provisions of certain federal laws may be delegated to the states for compliance, monitoring, and enforcement. In many instances, the regulations so delegated present com-plex compliance requirements that vary by locality. To add to the complexity, states, cities, municipalities, and counties may enact their own environmental laws and regulations.

694 Environmental Compliance Program

694.1 Description

The Postal Service’s environmental compliance program establishes strategies, evaluates activities, and administers programs and projects to ensure that federal, state, and local environmental considerations are integrated into all Postal Service operations.

694.2 Compliance

694.21 Management System

The Postal Service utilizes an environmental compliance management system for continual improvement that includes systems to manage information, allocate resources, and identify emerging Postal Service and regu-latory issues. As part of the management system, the Postal Service identifies environmental aspects, their asso-ciated impacts, and determines their significance and risk.

694.22 Review

The Postal Service conducts periodic reviews of its activi-ties and operations to ensure compliance with applicable Postal Service requirements and federal, state, and local environmental laws and regulations.

694.3 Program Evaluation and Management Review

The Postal Service conducts periodic evaluations of envi-ronmental compliance policies and programs at all levels of the organization to review the effectiveness of its compli-ance management system, and national environmental pol-icies and programs, based on established metrics.

694.4 Records Management

The Postal Service maintains standardized retention schedules for required environmental records in the corpo-rate-wide records information management system.

694.5 Data Management

The Postal Service utilizes a corporate-wide environmental information system to manage and track environmental data. The system also serves as a central repository for required environmental records.

694.6 Training and Awareness

The Postal Service ensures that employees are competent to perform tasks that have or can have significant impact on the environment. This includes providing general aware-ness and other environmental compliance training required by applicable federal, state, and local environmental laws and regulations, and environmental programs. Environ-mental compliance training courses are maintained in the corporate-wide learning management information system.

694.7 Preventive and Corrective Action

The Postal Service takes preventive measures and initiates corrective actions for non-conformance and non-compli-ance identified during the program evaluation and compli-ance review processes. The Postal Service records the results of preventive and corrective actions taken, and reviews the effectiveness of these actions.

694.8 Communication and Outreach

The Postal Service communicates to employees and cus-tomers its environmental policies, and commitment to implementing environmentally responsible business initia-tives, and seeks opportunities to partner with public and private organizations to further its environmental objec-tives.

694.9 Budget and Resource Allocation

The Postal Service establishes a comprehensive fiscal strategy and corresponding annual operating budget to ensure compliance with applicable Postal Service require-ments and federal, state, and local environmental laws and regulations. The strategy includes cost-effective compli-ance solutions that provide a safe and healthy environment for Postal Service employees, customers, and communi-ties. In addition, the Postal Service assigns adequate resources to implement environmental compliance poli-cies, programs, and the compliance management system.

695 Responsibilities

695.1 Headquarters

695.11 Chief Sustainability Officer, Office of Sustainability

The Chief Sustainability Officer (CSO), Office of Sustain-ability, performs the following environmental compliance program management functions:

a. Serves as the Chief Environmental Officer for the Postal Service.

b. Communicates environmental policies.

c. Allocates budget and resources for the development, implementation, and assessment of environmental compliance policies, programs, and the compliance management system.

d. Serves as chief liaison with the Environmental Pro-tection Agency (EPA).

e. Establishes the strategic direction for the environ-mental compliance program.

695.12 Office of Sustainability

The Office of Sustainability, under direction of the CSO, performs the following environmental compliance and risk management functions:

a. Develops the Postal Service’s environmental compli-ance policies, programs, and strategies.

b. Develops and implements the Postal Service’s envi-ronmental compliance management system.

c. Identifies environmental aspects and impacts asso-ciated with Postal Service operations and determines their significance and risk.

d. Establishes national environmental compliance per-formance objectives with measurable targets and tracks progress towards established targets.

e. Manages the identification of federal, state, and local environmental laws, regulations, and guidelines, and incorporates them into Postal Service policy and re-quirements.

f. Develops and conducts periodic program-level envi-ronmental management reviews to ensure alignment with organizational objectives and management sys-tems.

g. Develops and conducts periodic environmental com-pliance reviews that:

1. Assess risks and liabilities;

2. Evaluate facility activities and operations for com-pliance with federal, state, and local environmen-tal laws and regulations; and

3. Recommends corrective actions, if necessary.

h. Analyzes and reports on corporate-wide environ-mental compliance performance and risk, trends, management and compliance review results, and emerging issues.

i. Develops and manages the corporate-level environ-mental compliance budget for the development, im-plementation, and assessment of environmental compliance policies, programs, and the compliance management system.

j. Establishes and manages the corporate-wide envi-ronmental data information system.

k. Coordinates and deploys a national environmental training program based on regulatory and operation-al requirements.

l. Tracks EPA, state, and local regulatory develop-ments, and comments on proposed regulations.

m. Coordinates with other federal, state, and local agen-cies, trade associations, and professional stakehold-ers on matters of environmental management.

n. Provides environmental assistance during the pre-vention, preparedness, response, and recovery phases of emergencies.

o. Provides direction and assistance to area and district stakeholders to ensure consistent and standardized implementation of the Postal Service’s environmental compliance policies, programs, and management system.

695.13 Vice President, Facilities

The vice president, Facilities, performs the following envi-ronmental program management functions:

a. Ensures that environmental policies are incorporated into all aspects of facility management, including real estate transactions and design, construction, alter-ation, repair, and excessing activities.

b. Directs the Facilities Department to follow Postal Service environmental policies and all applicable fed-eral, state, and local regulations when managing projects.

695.14 Facilities Department

When managing projects, the Facilities Department per-forms the following environmental program management functions:

a. Maintains the reports and records required by envi-ronmental regulations.

b. Ensures that such reports and records are distributed to the appropriate installation heads, and that copies are retained in the Facilities Department’s project records.

c. Obtains necessary permits and approvals required by environmental regulations.

695.15 Other Headquarters Functions

All Headquarters functions (especially Engineering, Deliv-ery and Post Office Operations, Network Operations, Infor-mation Technology, National Preparedness, New Products and Innovation, and Supply Management) must ensure that environmental policies are incorporated into policies, pro-grams, and projects under their control.

695.2 Area Offices

695.21 Vice Presidents, Area Operations

The vice presidents for Area Operations perform the following environmental compliance program management functions:

a. Ensure adequate resources to support area activities that directly align with national environmental poli-cies and programs.

b. Support the efforts of the Office of Sustainability, area managers of Operations Support, the district managers, and installation heads to ensure that facil-

ities are in compliance with environmental laws and regulations.

c. Provide the support and resources necessary to im-plement environmental reviews of facility activities and operations, and to see any necessary corrective actions to successful completion.

695.22 Area Managers, Operations Support

The area managers of Operations Support coordinate with the Office of Sustainability to:

a. Identify resource requirements to support area activ-ities that directly align with national environmental policies and programs, and facilitate compliance with environmental laws and regulations.

b. Provide the support and resources necessary to im-plement environmental reviews of facility activities and operations, and to see any necessary corrective actions to successful completion.

695.3 Performance Clusters

695.31 District Managers

The district managers:

a. Provide the support and resources necessary for fa-cilities under their jurisdiction to comply with federal, state, and local environmental laws and regulations, and Postal Service environmental policies and pro-grams.

b. Ensure the timely completion of environmental cor-rective actions within their management control.

c. Ensure that installation heads retain environmental records required by Postal Service policy, and feder-al, state, and local environmental laws and regula-tions.

695.32 Installation Heads

The installation heads:

a. Ensure their facility’s compliance with federal, state, and local environmental laws and regulations, and Postal Service environmental policies and programs.

b. Ensure that facility personnel are properly trained, as applicable, and that such training is documented.

c. Ensure that only trained personnel manage tasks that trigger Postal Service policy, and federal, state, and local environmental laws and regulations.

d. Maintain complete and up-to-date records pursuant to Postal Service policy, and federal, state, and local environmental laws and regulations. Such records in-clude operating permits, asbestos surveys, hazard-ous waste manifests, training certifications, and records of inspections.

e. Perform related tasks necessary to comply with ap-plicable federal, state, and local environmental laws and regulations.

f. Report visits and site inspections by federal, state, and local environmental regulatory agencies, and any environmental Notice of Violation or similarly entitled notification of non-compliance to the Office of Sus-tainability.

695.33 Middle–Level Managers and Supervisors

Middle-level managers and supervisors ensure compliance with Postal Service policy and applicable environmental laws and regulations within their respective areas of responsibility.

695.4 All Employees

All employees must follow Postal Service policy and appli-cable federal, state, and local environmental laws and reg-ulations in the conduct of their duties for the Postal Service.

HandbooksHandbook EL-312 Revision: Sections 711 through 714

Effective November 28, 2013, the Postal Service™ is revising Handbook EL-312, Employment and Placement,sections 711 through 714 with updates as follows:

Section 711 is updated to more clearly state the focus of Chapter 7 and also update the reference to Chapter 74 from EAS Positions to Nonbargaining Positions, and to state that the selection policies in that Chapter apply to all of the referenced nonbar-gaining pay systems (including Executive and Administrative Schedule (EAS), Management Pay Band, Technical Pay Band, Inspection Service Law Enforcement (ISLE), and Attorney Compensation System positions).

Section 712 is updated with the current EEO policy statement.

Section 713 is updated to break the content into sub-chapters 713.1, Exclusions and 713.2, Limitations. Under 713.2, the restriction on filling sensitive jobs and EAS positions at level 20 or above with nonciti-zens has been deleted. (The policy for security clear-ances is addressed in the Administrative Support Manual, Section 272, and no longer includes this cit-izenship restriction for the vast majority of employees who require a security clearance).

Subsection 714.1 is updated with minor editorial changes in items a through i to break the content down and/or reword sentences for ease of use.

Subsection 714.2 is revised to change the heading from “Selection Philosophy” to “Philosophy”. In addi-tion, the last paragraph is deleted because personnel records (like electronic Official Personnel Folders) are not routinely made available to selecting officials, and employees are encouraged to show relevant cur-

rent experience, education, training, and other quali-fications on their applications or eCareer profiles.

Subsection 714.3 is updated with minor editorial changes to break the content down and reword sen-tences for ease of use.

a. Comply with the provisions of applicable collective bargaining agreements; and

The following definitions clarify and standardize the terms used in the selection process:

a. Requirements. The knowledge, skills, abilities, expe-riences, and physical and other conditions that per-tain to a specific position or duty assignment.

1. Not all these requirements are appropriate for every position; only those requirements that an individual needs to successfully perform the duties of a position upon entry are used.

2. Employees fully meet the physical requirements of a position if they are physically able to perform the essential functions of the position, with or without reasonable accommodation where appropriate, and without posing a direct threat of harm to themselves or others. (See Handbook EL-307, Reasonable Accommodation, An Interactive Pro-cess.)

b. Qualifications. The knowledge, skills, abilities, expe-rience, and physical and other conditions that pertain to the applicant or bidder.

1. Applicants and bidders must meet the require-ments, which mean that they must possess the qualifications (e.g., the knowledge, skills, and abil-ities) that are required for the position.

2. Bidders must demonstrate that they possess each of these qualifications at a level that is suffi-cient for satisfactory (as opposed to unsatisfac-tory) performance in the position.

3. The timing for meeting the requirements for senior qualified positions is discussed in 727.4, Timing and Sequence of Evaluation.

c. Special conditions. Conditions that apply only to nonbargaining positions. They describe the circum-stances under which the work is performed. Being able to meet a special condition is essential to satis-factory performance at entry. Often, conditions per-tain to the willingness of the applicant to perform certain duties or tasks (e.g., willingness to travel fre-quently or to work irregular hours).

d. Special requirements. Requirements that apply only to bargaining positions. These are stated as knowl-edge, skills, or abilities required for a specific job as-signment. Special requirements may be added locally and used in addition to the qualification stan-dard for the position.

e. Qualification standard. The official document that identifies the requirements of a bargaining position that are needed at entry. Qualification standards do not necessarily contain a complete list of require-ments for continued satisfactory performance in a specific position.

f. Desirable qualification. Qualification that applies only to best qualified positions. A knowledge, skill, or abil-ity that is not a mandatory requirement of a position, but one that would be beneficial in performing the duties of a specific job. (Applies only to best qualified positions.)

Finance2014 Social Security and Medicare Tax Withholding Rates and Limits

For 2014, the maximum limit on earnings for withholding of Social Security (Old-Age, Survivors, and Disability Insur-ance) Tax is $117,000.00. The maximum limit is changed from last year. The Social Security Tax Rate remains at 6.2 percent. The resulting maximum Social Security Tax for 2014 is $7,254.00.

There is no limit on the amount of earnings subject to Medicare (Hospital Insurance) Tax. The Medicare Tax Rate applies to all taxable wages and remains at 1.45 percent with the exception of an “additional Medicare tax” assessed against all taxable wages paid in excess of the applicable threshold (see note). The FICA Tax Rate, which is the combined Social Security rate of 6.2 percent and the Medicare rate of 1.45 percent, remains 7.65 percent for 2014 (or 8.55 percent for taxable wages paid in excess of the applicable threshold).

The information in the following table shows the changes in Social Security and Medicare withholding limits from 2013 to 2014. The new limits are effective January 1, 2014.

Note: The Patient Protection and Affordable Care Act signed into law March 23, 2010, created the “additional Medicare tax” that changes Medicare withholding compu-tations effective January 1, 2013. All wages, self-employ-ment income, and other compensation that are subject to regular Medicare tax and paid in excess of the applicable threshold are subject to the additional Medicare tax. Employers are required to withhold the additional Medicare tax at a 0.9% rate on wages and other compensation it pays to an employee in excess of $200,000 in a calendar year. There is no employer match for the additional Medi-care tax.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at https://www.usps.com/shop/accepting-money-orders.htm.

No customs form is required for items weigh-ing less than 16 ounces when the contents are not potentially dutiable (e.g., documents). The surface area of the address side of the mailpiece must be large enough to contain the applicable customs declaration. The following exceptions apply:

Known mailers are exempt from providing customs documentation on non-dutiable letters or printed matter. (A known mailer is a busi-ness mailer who enters volume mailings through a business mail entry unit (BMEU) or other bulk mail acceptance location, pays post-age through an advance deposit account, uses a permit imprint for postage payment, and submits a completed postage statement at the time of entry that certifies that the mailpieces contain no danger-ous materials that are prohibited by postal regulations.)All federal, state, and local government agencies whose mailings are regarded as “Official Mail” are exempt from providing customs doc-umentation on any item addressed to an APO, FPO, or DPO except for those APOs/FPOs/DPOs to which restriction “B2” applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B2. All federal, state, and local government agencies must complete customs documentation when sending potentially dutiable mail addressed to or from this APO, FPO, or DPO.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,

and horror comics and matrices are prohibited.D. Coffee is prohibited. E. Medicines (prescription, over-the-counter, vitamins, and supple-

ments) are prohibited when mailed to individuals for human or animal use. This prohibition does not apply when medicines are sent as official mail only between specifically designated agencies such as pharmaceutical distribu-tors, hospitals, clinics, and pharmacies.

E1. Medicines or vaccines not conforming to French laws are prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Although reli-gious materials contrary to the Islamic faith are prohibited in bulk quantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioning sys-tems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See defini-tions of firearms in DMM 601.12.1.1. This restriction does not apply to fire-arms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO/DPO ZIP Code does not apply to firearms mailed from this APO/FPO/DPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.12.1.1h and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

F2. Importation of firearms is restricted to one shotgun and one single shot.22 caliber rifle per individual.

G. Only letters, flats, and Periodicals are authorized. Parcels of any class are prohibited.

H. Meats, including preserved meats, whether hermetically sealed or not, are prohibited.

Missing Children Poster Display InstructionsPost Offices, classified stations, branches, and contract postal units may display this poster at

their option. If the poster is displayed, it should be placed on the community bulletin board located in the Post Office™ box lobby and not in the main retail (full service) lobby. Alternatively, Missing Children posters can be maintained in a binder behind the counter to be used as a reference guide. The posters also may be posted in a prominent location where letter carriers will be able to see them before or after they go out on their routes. Making this information available to letter carriers is consistent with the NALC/USPS Child Alert Program to facilitate identification of missing children.

Companion posters, authorized for display on bulletin boards maintained by employee organizations, appear periodically in The Postal Record, a publication for members of the National Association of Letter Carriers.

This poster is published in cooperation with the National Center for Missing and Exploited Children, the United States Department of Justice, and the National Association of Letter Carriers. Information appearing on this poster is selected solely by the National Center for Missing and Exploited Children (NCMEC).

In addition to Postal Bulletin updates, NCMEC distributes information periodically. Notification of newly reported missing children is sent to designated district “Missing Children” coordinators via e-mail addresses provided by district managers. Within 24 hours of receipt of an e-mailed Missing Children poster, district coordinators should distribute copies to all Postal Service™ facilities in their districts. Missing Children posters are to be displayed as noted above for 30 days unless notification is received (from NCMEC) to remove a particular poster sooner. The e-mail network is used to distribute posters and information in only the most urgent cases of missing children. This system supplements, but does not replace, the missing children information in this Postal Bulletin.

Missing Children posters are available to the U.S. Postal Service® only as described above. Information SecurityTech Support Phone Scam

The Computer Incident Response Team (CIRT) is warn-ing employees to be aware of a scam involving phone calls from a fake technical support company.

Scammers are calling postal facilities and claiming to be from Microsoft® support or a company called the Geek Support Line. They try to convince employees to give them access to their computers for “problems they are experi-encing” by sending employees to a website that may con-tain malware.

CIRT recommends that employees who receive these or similar calls hang up immediately.

Labor RelationsCity Carrier Assistants Who Elect Self and Family Coverage in the NALC CDHP or NALC Value Option Receive USPS Contribution

City Carrier Assistants (CCAs) are receiving open sea-son mailings about the opportunity to elect health benefits coverage under the Federal Employees Health Benefits (FEHB) Program or the USPS® Non-Career Employee Health Benefits Plan.

CCAs should disregard any statements in health bene-fits materials or in the PostalEASE self-service enrollment system saying that the only way CCAs can receive a health benefits premium contribution from the Postal Service™ is to elect coverage under the USPS Non-Career Employee Health Benefits Plan, as this statement is not accurate.

Per the terms of the collective bargaining agreement with the National Association of Letter Carriers (NALC), CCAs who meet FEHB eligibility requirements and enroll in the NALC Consumer Driven Health Plan (CDHP) or the NALC Value Option will receive a premium contribution from the Postal Service of $125.00 per pay period for Self and Family coverage only. The NALC CDHP and NALC Value Option are offered as health plan choices under FEHB.

Network OperationsUpdated Privately Printed Combined Customs Form Specifications

In order to streamline the privately printed combined customs forms application process for business mailers, the United States Postal Service® (USPS) has updated its Customs Form Specification procedures. The updated Customs Forms Specifications for PS Form 2976, Customs Declaration CN 22 – Sender’s Declaration, and PS Form 2976-A, Customs Declaration and Dispatch Note CP 72 are available on the RIBBS® website.

Updating these specifications and procedures will enable our customers to obtain accurate information for USPS-approved, privately printed combined customs forms. In turn, this will help our customers design customs forms that adhere to USPS® and regulatory standards, and

help eliminate the need to produce a separate shipping label.

These revised documents will also streamline and expe-dite the approval process for customers.

Finally, to make this transition easier for our customers, we have also posted a Customs Form Certification Check-list on RIBBS. This checklist guides our customers throughout the application process and provides Postal Service™ contact information that the customer will need for various steps in the process.

The Postal Service™ is committed to providing a safe work environment for all employees, customers, and other visitors to our facilities. As part of this commitment, the Postal Service policy for energized electrical work has recently been updated. Please also see the new poster on page 37.

There are three basic electrical hazards present when working on or near energized electrical circuits and equip-ment. They are electrical shock, arc flash, and arc blast.

Electric shock can occur when the human body comes in contact with any source of electricity.

An arc flash results when there is a flashover of elec-tric current which leaves its intended path and travels through the air from one conductor to another, or to ground. When a human is in close proximity to the arc flash, serious injury and even death can occur.

An arc blast is caused by an explosive release of mol-ten material from equipment caused by high-amper-age arcs.

Injuries that can result from arc flashes and arc blasts include burns, respiratory system damage, hearing dam-age, skin penetration from flying debris, and eye and face injuries.

To help prevent injuries, always report unsafe equip-ment, conditions, or activities to your supervisor immedi-ately. This includes:

Panels with covers missing, fasteners missing or loose, openings in panels exposing internal circuits;

Water leaking on electrical equipment, doors to elec-trical rooms open to unqualified employees, broken conduit;

Employees or contractors working on electrical equipment without the appropriate personal protec-tive equipment or barricades.

Never attempt to operate equipment that is being ser-viced, especially equipment that is locked out or tagged out for servicing.

Do not enter electrical equipment rooms unless autho-rized to do so. Signs must be posted at the entrances to electrical rooms to alert people to the electrical hazard and forbid entry to unauthorized people.

Never distract or interrupt anyone working on electrical equipment. This could result in an electrical accident or injury.

Never cross a barricaded work area unless qualified to do so and only when wearing the appropriate Personal Pro-tective Equipment. Barricades are used in combination with safety signs, where necessary, to prevent or limit employee access to work areas.

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates

indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first-day-of-issue city Post Office will then

forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not

compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of

their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.
