Front Cover. The Magnetic Field Surrounding the Tarantula Nebula SOFIA 154 µm intensity (gray) and magnetic field direction (striations) superposed on an ESO/HAWK Y (1.021 µm; blue) and Ks (2.146 µm; red) image of 30 Doradus (the Tarantula Nebula). This low-metallicity, high-luminosity cluster is an excellent analog for a typical star-forming region in the early Universe. These data, along with polarization maps at 3 additional wavelengths, were immediately made available to the community as a Director’s Discretionary Time observation (taken in July 2018).

winter months to take advantage of the long nights and especially cold, dry conditions in the stratosphere. Flying from Christchurch enables the

Preface

2019 will be the sixth mission deployment of SOFIA to Christchurch, New Zealand. On July 20, 2019, there are two significant anniversaries in milestones of human exploration which will celebrated across New Zealand.

Arrival & Immigration - NZ

IfyouareflyingonSOFIA,NewZealandpassengerarrivalcardswillbeavailable on board. The process for arrivals and departures onboard SOFIA isstraightforward;SOFIAwillarriveattheInternationalTerminal,everyoneonboardwillexittheaircraftviatheairbridgeinthesamemannerasacommercialflight.Everyonemustclearcustomsinthesamemannerasifflyingintothecountrycommercially.LuggagewillbeunloadedbySOFIApersonnelandsenttoadesignatedcarouselinthebaggageclaimarea.OnlyteammembersflyingonSOFIAareallowedtohavepersonalbaggageontheaircraft(i.e.,nounaccompaniedbaggage).

NewZealandisVERYparticularregardingdeclarationofincominggoodsandagriculturalproducts.Sportingandrecreationalequipment,especiallyfootwear, must be spotlessly clean, with no indication of soil or other debris. Youcanbefinedonthespot,andcanhaveyourgoodsconfiscated,ifyoufailto comply.

ItismandatorytohaveaNASAbadge.Thisisyouraccesstoworkandyouwillnotbeallowedaccesstothefacilitiesorflightlinewithoutit.OrchardRoadandtherampdividetheUSAPoutsideareaandarefullygatedwithaccessprovidedbyguardsatgate3.Forouroperations,thereisonlyoneguardshackstaffedaroundtheclock.Foraccesstothelockedsecurity-codedgates,wewillgetapasscode.TheguardswillhavealistofdeploymentstaffandwillaccepttheNASAbadgesfromCivilServants,Contractors,DLR,DSI,andtheinstrumentteammembers.Thereisalsoacryogenstoragehere,aswellasrentalcarparking.(Seep.6.)

Buildings

Therearetwobuildingsthatwewillhaveaccessto,Building52andBuilding46(seemappage6).Therewehavespaceforoffices,labs,andmeetingrooms.ThereisalsoalargemeetingroomattheUSAPBuildingthatcanbeusedforcrewbriefsandall-handsmeetings.ThroughoutthefacilitiesthereareU.S.-styleoutlets,someare117V50Hzandsomeare117V60Hz.Thenetworkconnectivityconsistsofa100MbpsdatapipesuppliedbyNewZealandTelecom,andwewillhavesecurewirelesswithinbuildings46and52.

Ramp AccessThereisagatethatseparatestheUSAPfacilitiesfromtheairportramp.Togainaccess,weneedourbadgesandareflectivesafetyvest.

YouMUST be wearing a reflective vest at all times while on the flight line.

Do not wander around on the ramp. You should be on the ramp only to go directly to and from the aircraft. Cross to the aircraft from B-46, the shortest, direct route.

No bicycles are allowed on the ramp. Smoking is not permitted anywhere on the ramp.

PleasefamiliarizeyourselfwiththeFlightlineAccessApprovalletterinAppendixB.

Pleaseusehearingprotectionwhileontherampandaroundtheaircraftasappropriate.

Rules governing access are:

1. SOFIACrewmustdisplaytheirpersonalNASAIDcardsatalltimeswhenenteringtheAntarcticProgramoperationalareasandtarmacareasoftheaerodrome.

2. SOFIACrewmustnotmoveintoorwalkthroughtheSecurityEnhancedAreaofanyotherbuilding,tarmacarea,orsterileareaofChristchurchInternationalAirport,unlessfully escorted at all times by a full airport identity card holder, and only then for the purposeoftheirspecificwork.

There are three areas that we will be using while in Christchurch. They are: (1) the outsidearea that is fenced-off property of the US Antarctic (USAP) program, (2) the buildings inside this area (Buildings 46 and 52), and (3) the ramp area.

3. Airport Access & Flight Line Operations


Vehicle Access to the Antarctic RampWhileSOFIApersonnelareexemptfromtheairport’sdrivertrainingandlicensingprogram,thereareimposedlimitstovehicleoperationsontherampbySOFIApersonnel,asfollows:

•Onlypersonnelwhoholdanequivalent,andcurrent,airsidedriverstatusattheirhomebaseairfieldarepermittedtodriveontheramp.

•BeforeanySOFIAparticipantcanoperateavehicleontheramp,theymustcompletetrainingprovidedviatheUSAPMissionManager’soffice.

•Rentalvehiclesarenotpermittedontheramp.

Air Cargo Yard AccessAccesstotheAirCargoYard(ACY)islimitedtoSOFIApersonnelcollectingordeliveringcargooraccessingequipment/cryogensstoredinthefacility.AuthorizedpersonnelmayentertheACYviathesidegate(behindtheGuardPort-a-Com)orviaGate1OrchardRoad.Hi-Vizvestsmustbewornatalltimes,andpersonnelmustbeawarethatheavyequipmentmaybeoperatingatanytime.

Visitors

AllvisitorsmustbeinpossessionofaphotoIDandmustentertheUSAPfacilityviaGate3.AmemberoftheSOFIAdeploymentmustaccompanyvisitorsatalltimes.AircraftToursoranyvisitbeyondtheboundsoftheUSAPfacility(e.g.,ontotheramp)mustbecoordinatedwiththeMissionManagementofficeandPublicAffairsinadvance.

NovisitorsfromDesignatedCountriesareallowed.

Cold Weather OperationsDeicingfluidsareprohibitedfromuseonSOFIA.SOFIA + SNOW = NO GO

BasedonaccountsfromtheUSAPstaff,anysnowthataccumulatesmeltsawaybytheafternoon.Theairportdoesnothavesnowremovalequipment,soifaheavysnowfalloccurs,theywillclosetheairfield.

Note:Thecabinaircrafttemperaturemustremainat5°C(41°F)orabove,andneedstobeheatedabovetheDewPointduringSIswaps.

3. WecanonlyenterthesecurityareaoftheaerodromeviaTheAntarcticProgram’sgateandhangarforthepurposesofourdutiesasoutlinedinNZCivilAviationRule(CAR)Part19.357.

Currency Exchange

ATMs/Credit cardsATMs are plentiful at the airport and around the city. Using a bank ATM to get cash will usually get you the best exchange rate between USD and NZD. Currency exchanges have worse rates and charge commissions, and are therefore a less desirable way to get local cash. Note: some card readers may not accept the new “smart” credit or debit cards without the gold chip.

Major U.S. cards are readily accepted. You may want to get and use a credit card that does not charge “International Transaction Fees”, typically 1%.

It is also a good idea to notify your credit card company of the dates and location of your travel. You may want to notify your bank for your debit card usage as well.

BanksBanks are typically open M-F 9:00 am to 4:30 pm.

Major banks are ANZ, Kiwibank, BNZ, and Westpac. ANZ, ASB, and BNZ have ATMs in the airport terminal.

If you’re tired you’re much more likely to have a crash. Here are some tips to help you stay alert.

•Ifyoubegintofeelsleepy,stopatasafeplaceandtryto haveashortsleepforupto40minutes.

Safety Belts Bylaw,everyoneinthevehiclemustwearasafetybeltorchild restraint - weather they’re in the back or front

Childrenunderfiveyearsofagemustbesecuredinanapproved child restraint.

Overtaking MostroadsinNewZealandhaveasinglelaneeachway,andsomeprovidepassinglanesatregularintervals-theseshouldbeusedwherepossiblewhenovertaking.Youmustnotcrossasolidyellowlineonyoursideofthe center line to pass a vehicle, as this indicates it’s too dangeroustoovertake.

Alcohol and Drugs Don’tdrinkorusedrugsandthendrive-thelawsagainstthisarestrictlyenforcedinNew Zealand and penalties are severe.

Driver Licence Requirements Youmusthaveyourcurrentandvaliddriverslicenceordriverpermitwithyouatalltimeswhenyou’redriving.IfyouroverseaslicenceordriverspermitisnotinEnglish,youmustalsocarryanaccurateEnglishtranslationissuedby:

•atranslationserviceapprovedbytheNZTransportAgency(alistis availableatwww.nzta.govt.nz/licence/residents-visitors/translators.html),or

•adiplomaticrepresentativeatahighcommission,embassyorconsulate,or

•theauthoritythatissuedyouroverseaslicence.

AninternationalDrivingPermit(issuedinaccordancewiththeUnitedNationsConven-tiononRoadTraffic)isacceptableasatranslation.

Provided your overseas drivers licence or driver permit remains current and valid, you can drive for a maximum period of 12 months from the date you arrive in New Zealand. Each time you arrive in New Zealand you can drive for a further 12-month period.

After12months,ifyouwishtocontinuedrivinginNewZealand,youmustobtainaNew

Sharing the Road with CyclistsCyclistshavethesamerightsasdriversonNewZealandroads.Alwaysslowdownnear cyclists, pass slowly and only when safe, and try to leave a space of 1.5 meters. Indicate in plenty of time and respect lanes.

Winter DrivingLookoutforthisslipperysurfacesigninwetoricyconditions-slowdownandavoidbrakingsuddenly.

Snowandicecanmakeroadsevenmorehazardous,particularlyaroundmountainpasses.Rentalvehiclecompanieswilloftensupplychainsifyou’relikelytobedrivingintheseconditions-makesureyouknowhowtofitthembeforesettingout.

Animals on the RoadWatch out for farm animals on the road, particularly in rural areas. When you see them, slow down and do not sound your horn - it may startle them.Youmayneedtostopandlettheanimalsgopastormoveslowlyupbehindandfollowthefarmer’sinstructions.

Unsealed Gravel RoadsAvoid unsealed roads if possible. If you need to drive on them, remember they can be very narrow.Reduceyourspeedandslowdownevenfurtherwhenapproachingoncomingtrafficasdust could obscure your vision and loose stones could chip your windshield.

Parallel ParkingInNewZealand,youcanbefinedandtowedawayforparallelparkingonthewrongsideoftheroad.Youmayonlyparkinthedirectionoftrafficfloworyoursideoftheroad(i.e.,ontheleftside)unlessitisaone-waystreet.

Rail CrossingsOnlyhalfofNewZealand’s1500publicrailcrossingshaveautomaticalarms.Ifredlightsareflashing,stopandonlyproceedoncethelightshavestoppedflashing.

OthercrossingshaveRailwayCrossingandGiveWayorStopsignsonly.WhenyouseeaStopsignatacrossing,stopandonlycrossthetrackiftherearenotrainsapproaching.WhenyouseeaGiveWaysign,slowdownandberead to stop and only cross the track if there arenotrainsapproaching.

AccidentsIf you are in an accident, you must stop at the scene and find out whether anyone has been injured. Moveyourvehicleoffthehighwayandoutoftheflowoftraffic.Makesureyourhazardlightsareonandthateachcar’signitionisturnedoff.Youshouldgiveassistancetoanyonewhoisinjured,ifyouareable.

Seeyourrentalcaragreementfordetailedinstructions,andlocaltelephonetocallincaseofaccident/break-down.

If someone was killed or injured in the accident you must report it to the Police as soon as possible. If the accident is minor and involves no injury, you are notrequiredtoreportittothePolice.Gettheotherdriver’svehicleandinsuranceinforma-tion, and report it to your insurance company.
