Pinks for the Pier

The Pinks for the Pier project involves “imprinting” juvenile pink

salmon in pens for 2-3 weeks prior to releasing them into Discov-ery Passage. “Imprinting” guides fish back to the release location 2 years later, providing angling opportunities for residents & visi-

tors.

The CRSF is happy to support this important community program, which is a partnership between the City of Campbell River, the

Campbell River Indian Band & the Department of Fisheries & Oceans.

Welcome to the sixth annual Campbell River Salmon Foundation Dinner/Dance and Auction and thank you for attending.

Our mandate is to promote the conservation, rehabili-tation and enhancement of watersheds for Pacific

Salmon north of the Oyster River and south of the Salmon River estuary and eastward to the adjacent mainland coast.

As a registered charity and not for profit organization, the volunteer Board of Directors is comprised of an ex-

perienced and knowledgeable group of working profes-sionals and retirees. They bring a credible resume of past salmon enhancement projects along with a unified

and politically neutral mission of enhancing and restor-ing salmon and their habitat through partnership.

On behalf of our Dinner and Auction Committee, and all of the volunteers and contributors who have made this evening possible, we thank you and hope to see you

next year.

A Special Acknowledgement

One of the founding principles of the Campbell River Salmon Founda-tion and what its founders believe

is going to be the ultimate key to its success is to make it truly an organiza-tion of volunteers. Every not-for-profit organization faces the challenge of significant operating costs which can be a burden on effectiveness and will dilute the impact of every hard-earned and generous dollar raised. CRSF is very fortunate to have most of its unavoidable administrative needs provided in-kind by Seymour Pacific Developments.

Campbell River Chinook are an iconic part of the history of this

community and helped build the reputation as “Salmon Capital of the World”. While the Quinsam Hatchery plays an important role in fish production, the number of naturally spawning Chinook in

the Campbell River mainstem has been severely depressed for many years. However, thanks to a long list of very significant in-vestments in freshwater and estuarine habitat, the number of nat-

urally spawning Chinook in the Campbell has been steadily in-creasing. This trend is encouraging, but there is still a long way to go to reach the target escapement of 2,000 pairs returning to

spawn in the Campbell.

Campbell River Gravel Replacement

One of the critical limiting factors is a shortage of appropriate quality spawning gravel for Chinook in the Campbell. This short-age is the result of the hydroelectric dams interrupting the natural

processes that continuously replenish gravels in a river system, so after the construction of the John Hart Generating Facility in 1947 gravel continued to be washed out of the prime spawning areas,

but no new gravel is able to move down to replace it. Over time this has had a devastating affect on the amount of available Chi-nook spawning habitat and it was recognized that action was re-

quired. A plan to replenish this spawning gravel habitat through...

Campbell River Mainstem Chinook Enhancement

In an effort to help increase Chinook returns to the Campbell the Quinsam Hatchery places cassette incubators with eyed Chinook eggs (2 months old) in the Campbell River. The hope is that these

fish will home in on the Campbell as adults and utilize the habitat that has been restored to spawn naturally.

...periodic addi-

tions has been implemented and will be required

for as long as there is a dam on the Campbell. The

Campbell River Salmon Founda-tion, along with

many others, have supported these efforts over

the years and in 2012 helped to fund additional 1,000 - 1,500 m2

of spawning habitat, sufficient to support 100-150 pairs of return-ing adults.

gravel in the lower Campbell River.

The CRSF purchased a new fish transport tank for the Quinsam

Hatchery. This tank is used to support ongoing enhancement work at the hatchery and by stewardship groups for stocking Co-ho and Chum fry to local creeks. The purchase of this new larger

capacity tank has also made it possible for Quinsam Hatchery to donate the old tank to Sayward Fish and Game, to be used for their Salmon River Chinook program.

CRSF is currently looking at a potential project to improve the

amount of accessible spawning area for anadromous fish in the Quinsam River. There is the potential to improve fish passage past this partial barrier increasing available habitat for salmon and

steelhead. Further studies and consultation with agencies and other stakeholders will be required before any physical works can begin.

The Salmon River

The Salmon River Watershed is one of the largest on Vancouver Is-land at approximately 1300 km2 with important populations of steel-head, coho, Chinook, chum, and pink salmon, along with resident and anadromous cutthroat and rainbow trout populations. These populations are generally well below target levels of abundance; however, there are a number of opportunities to improve the habitat conditions in the Salmon River and several projects to address these issues have been completed or are underway.

A major focus of the Campbell River Salmon Foundation over the last few years has been to work with BC Hydro, Governement Agencies and other stakeholders to improve fish passage at the Salmon River Diversion Dam. This Dam currently interferes with the free passage of fish to more than 40 km of high value fish habitat, significantly reducing the watersheds ability to produce salmon and steelhead. Recently BC Hydro announced that it will address these fish passage issues and has committed that by 2015 salmon and steelhead should be swimming unimpeded past the Dam and fully utilizing the habitat above the dam. The Campbell River Salmon Foundation will continue to stay engaged on this issue and advocate for any solution to in-clude a new fishway on the left bank of the Salmon River, which would function independently of BC Hydro operations.

One of the spe-cies most in need of help in the Salmon River is Chinook. The Sayward Fish and Game Club has been working dili-gently over the years to rebuild these magnificent fish through a hatchery program. The group takes eggs from Chinook broodstock captured in a lower part of the river and raises them to the eyed stage at the Sayward Hatchery. At this point the eggs are transferred to the Quinsam Hatchery for further rearing before being transported back to the Salmon River; recently adult Chinook were found below the Salmon River Diversion Dam—clear evidence that they are re-colonizing the entire accessible parts of the watershed.

Greenways Land Trust is

a charitable organization established in 1996, in or-der to enhance the commu-

nity through the creation and management of green-ways networks, based on

principles of stream and land stewardship. We would like to thank all

our volunteers and support-ers for helping us have a great year in 2012! With

your support, we provided over 1700 volunteer hours to projects enhancing our community green spaces and salmonid habitat. Greenways Land Trust works closely with the Department of Fish-eries and Ocean, facilitating the Public Involvement Program -

Salmon Enhancement Program. This program aids local volunteer streamkeepers working in our urban streams by guiding and funding fisheries related initiatives.

In 2012 GLT focused efforts on Kingfisher Creek and the Haig-Brown Property. Kingfisher Creek Stewards and GLT volunteers completed spring water management restoration work (including

beaver dam management & other water diversions), fish surveys and invasive plant management. Along the Campbell River estuary, GLT tackled invasive plant re-

moval. This project's goal was to enhance the riparian area of the estuary by planting native shrubs and trees. Over 300 trees were planted by 50 volunteers.

GLT VOLUNTEERS PLANTING THE CAMPBELL RIVER ESTUARY

The Campbell River Salmon Foundation recognizes that the

grassroots streamkeeper groups play a critical role in protecting and restoring salmon habitat. The CRSF has a straightforward funding application process that allows local groups to access lo-

cal funds for a variety of projects.

Willow Creek Watershed Society: This group is committed to

the stewardship of all natural resources within the Willow Creek watershed. The group works on projects like stock assessment, habitat enhancement, watershed research and planning, and

stewarding the Willow Creek Nature Trust.

Nunns Creek Stewards work with local residents,

non-profit organisations, and local government to help restore the ecological integrity of Nunns Creek.

Simms Creek Stewardship Society works with local

residents & businesses, other non-profit organizations & all levels of government to maintain & restore the eco-logical integrity of Simms Creek, its tributaries and as-

sociated wetlands. Over the years the group has addressed key needs like controlling invasive species, counting fish, augmenting water supplies, testing water quality and habitat restoration.

The focus of QISES is to monitor, maintain, &

enhance Quadra Island watersheds, fish & fish habitat, as well as promoting public education through the Salmon EcoCentre

Storie/Woods Creek Streamkeepers work with local residents, other non-profit organisations, and local gov-ernment to help restore the ecological integrity of small creeks on the east coast of Vancouver Island from the Oyster River north to the Salmon River.

Oyster Bay Streamkeepers work to preserve, en-

hance & protect the streams and wetlands within the Oyster Bay area.

These groups

represent a huge collective volunteer com-

m i tmen t to salmon & fish habitat through-

out this commu-nity. In order for them to contin-

ue this work, access to fund-ing is important,

but equally criti-cal is finding new people to volunteer their time. One way to get involved is by attending an upcoming Streamkeepers Workshop.

Gillard Pass Fisheries Association

GPFA has spent 30 years working on recovering salmon stocks in the Stuart Island area. The cur-rent priority is rebuilding Phillips River Chinook to

their historic abundance. In 2012, the Chinook re-turn to the Phillips exceeded 2000 adults which is the best return in at least two decades!

In 2012, the Campbell River Salmon Foundation again pro-vided key partnership funding for the Phillips River Chinook Popu-lation Study. The success intensive stock assessment work in a

remote area has attracted the support of DFO and this program is being considered as an indicator for the status of Chinook stocks in the mainland inlets adjacent to Campbell River.

In addition to stock assessment work, GPFA operates a hatchery

enhancement program for Phillips River Chinook. This program has a target production of 200,000 Chi-nook, the majority of these are giv-

en coded wire tags in order to pro-vide information on where these fish are caught, catch rates, and the

contribution of hatchery fish to the rebuilding of the Phillips River Chi-nook population.

Many of the volunteers for GPFA activities come from the Camp-bell River stewardship community—thank you!

Many people in Campbell River remember the magical days of Co-ho fishing that attracted thousands of anglers every year. Howev-er, beginning in the 1980’s, the survival of these fish has declined dramatically and the memories of those great days are beginning to fade. The reasons behind this decline continue to be a mystery despite a number of theories from leading fisheries scientists; how-ever, there have been very few applied research programs carried out to provide real answers and potential solutions to the problem.

CRSF has been interested in this issue for several years and has supported several collaborative projects between the Centre for Aquatic Health Sciences (CAHS) and the Quinsam Hatchery. The Discovery Passage Plankton Monitoring and Juvenile Coho Assess-ment Project (2007—2011) has provided important information about the link between food availability for juvenile Coho when they first enter the marine environment and how well they survive to adults. Another factor that may be affecting Coho survival is dis-ease, and two of the most likely fish health issues affecting salm-onids are Vibrio and Bacterial Kidney Disease (BKD). Quinsam Hatchery manager Dave Ewart has worked with CAHS to design an experiment that will test whether these diseases are important factors affecting Coho survival. The key part of the experiment is adminis-tering an injection Vibrio vac-cine to a group of 40,000 Coded Wire Tagged Coho smolts and compare adult returns to an unvaccinated control group. This project will be repeated for several years and should provide important information on what happened to that magi-cal Coho fishing. For more information, visit: www.cahs-bc.ca.

Campbell River Salmon Foundation & Bute Inlet

The salmon rivers of Bute Inlet have long been known to Campbell River anglers, and visitors from around the world are attracted by the area grizzly bears and other wildlife, which of course depend on healthy salmon re-turns. One of the most productive habitats in the area is the Cumsack Slough, a unique 700 hectare ground-water fed wetland and stream chan-nel complex that provides critical rearing habitat for Coho and other salmon. In recent year’s, invaluable wetland is threatened by the possibil-ity of the Homathko River eroding its banks and inundating the Slough. Be-ginning in 2006, the CRSF has led a successful effort to protect this unique habitat, and in 2012 this work was completed for the foreseeable future.
