From the Vice-Chancellor From the Registrar I am pleased to welcome yet another batch of students to the Directorate of Open and Distance Learning of Dibrugarh University for the forthcoming academic session 2019-20. Established in 2001, with a vision to reach the unreached, the DODL has come a long way in expanding its access to Higher Education towards the general populace, as well as the professionals, and most particularly to the large number of aspiring students from some of the remotest areas of the region, the its cost-effective and flexible scheduled structure. While offering various Undergraduate, Postgraduate and PG Diploma Courses, DODL is at the forefront in developing broader methods of communication, and closing the gap in transactional distance by introducing to some of the State of Arts facilities like Virtual Classrooms, Recording Studios, Teleconferencing, Radio Programmes through GYAN MALINI etc. With these technological advances, DODL has become more recognized for its potentiality in providing individualized attention and communication with the students from beyond the geographical borders of regions. I am confident that our smart group of young and experienced faculty members and a full-fledged Directorate is ready to embrace the new batch and go a long way in outreaching its service across the borders without compromising the quality of education. From the Director

DIBRUGARH UNIVERSITY: AN OVERVIEW

Dibrugarh University was established in 1965 under the provisions of the Dibrugarh University Act, 1965enacted by the Assam Legislative Assembly. This affiliating institution of higher learning with residentialfacilities was conceived and planned for augmenting skilled human resources for developing andexploiting the rich biodiversity and mineral wealth of the region. The University is situated at Rajabheta ata distance of about five kilometers to the South of the premier town of Dibrugarh in the easternmostcorner of Assam as well as India. Dibrugarh, a commercially and industrially advanced town in the entirenorth-eastern region, also enjoys a unique place in the fields of art, literature and culture. The district ofDibrugarh is well known for its vast treasure of minerals (including oil, natural gas and coal), flora andfauna and largest concentration of tea plantation. The diverse tribes with their distinct dialects, customs,traditions and culture also make this area a variable paradise for the Anthropological and Sociologicalstudies besides Art and Culture. The Dibrugarh University Campus is well linked by roads, rails, air andwaterways.

The Directorate at present offers PG programmes inAssamese, Commerce, Economics, Education, English, Mathematics,Political Science and Sociology; B. Com; B.A along with the provision ofHonors in Assamese, Economics, Political Science and Sociology; andalso Professional programmes like PGDJMC, PGDMM, PGDCA,BBA andBCA. To increase the prospect of employment and make the learnersemployable in the years to come, The Directorate is planning tointroduce some short term vocational courses related to the hot andthrust areas of ecology, tourism, mining, water resources, petroleumindustries, tea industries, archaeology etc. With the added feature oflearner support services like print materials, face to face tutorials andcounselling, radio broadcasting “Gyanmalini ’’, recorded lectures throughthe website, CDs/ DVDs, bulk SMS, Video conferencing, email, mobileapp, telephonic conversation etc, the DODL, DU is offering programmeswithin the statutory jurisdiction of the Dibrugarh University confined to 9districts of Upper Assam. To facilitate the effective delivery ofprogrammes and information and to bring sustainable impetus inacademic governance, our aim is to develop a comprehensive researchbased management system towards value based education.

The National Highway No.37 passes through the University Campus. The University Campus extends over an area of more than 500 acres of which 60 acres are still

covered under tea plantation. Dibrugarh University is a member of the Association of Indian Universities (AIU) and the

Association of Commonwealth Universities (ACU). The Degrees conferred by this University arerecognized by all the Universities in India and abroad on reciprocal basis.

The university is re-accredited by National Assessment and Accreditation Council (NAAC) with a'A' grade.

ACADEMIC SCENARIO

The University through the various academic Departments, Centre of Studies in its campus and theaffiliated Colleges scattered over the seven districts is imparting higher education in the various branchesof learning in Arts including Performing Arts, Commerce, Engineering, Medical, Pharmaceutical Sciences,Law, Science & Technology, Computer Sciences, Management, Journalism and Mass Communication,Teachers' Training etc. There are 17 Departments and 19 Centres of Studies offering different academicprogrammes in Science, Technology, Commerce, Management, Pharmaceutical Sciences and Educationleading to the MA, M.Sc., M.Tech., M.Com., MBA, MCA, M.Pharm., M.Ed., M.L.I.Sc., B.Ed., B.Pharm., BBA,BCA, BA.LLB., B.Sc.(IT) LLB and B.L.I.Sc., degrees. Some of these Departments/Centres also conduct PostGraduate Diploma, Certificate Programmes like the 2 year Integrated Diploma Course in Tai Language;Certificate Courses in Computer Application; Post Graduate Diploma in Computer Application, Bio-Informatics, Finance and Marketing, Actuarial Science, Rural Development, Tea Technology and PlantationManagement, Journalism and Mass Communication etc. All the Academic Departments and the Centresof the University are under umbrella of five Schools of Studies i.e., School of Science and Engineering with26 academic programmes; School of Humanities and Social Sciences with 26 academic programmes;School of Education with 9 academic programmes; School of Earth, Atmospheric Science, Environmentand Energy with 6 academic programmes and School of Commerce and Management with 9 academicprogrammes.Besides teaching the above mentioned Courses, the University offers M.Phil Course in nine subjects andencourages research in all the Departments for the Degree of Ph.D. The University also offers differentbachelors, master degree courses through its affiliated/ permitted colleges.

LIBRARY

There is a Central Library (rechristened as Lakshminath Bezboroa Granthagar) in the University with apresent holding of approx. 2,22,112 (as on 31.03.2017) including books and rare publications, 18,718 backvolumes of journals, 4,579 thesis and dissertations, besides reference books numbering 11,834 in Science,Arts and Humanities and Commerce subjects, 143 nos of research journals published in India and abroad.The individual teaching Departments also have their own Departmental Libraries. A few Departments alsomaintain their Documentation Centres. The students of distance education programmes may enrollthemselves in the library paying the prescribed fees.

INTERNET CENTRE

There is a central internet facility in Dibrugarh University. It is equipped with a 1 gbps leased line. It has 50terminals. Students can use this facility at a nominal charge. Besides all departments have separateinternet connectivity. For details regarding the timing and admission, please contact the SystemAdministrator, Internet Centre. Wifi facility is also available in the Dibrugarh University campus.

AUDITORIUM

"Rang-Ghar", the auditorium of Dibrugarh University has a capacity of 1200. Cultural programmes andother meets take place there throughout the year. The office of the Students' Counselling and GuidanceCell is located there. The University has also a well-equipped Conference Hall with all modern in-builtfacilities.

BISHNU RABHA RANGA MANCHA

In addition to Ranggarh we have another open Auditorium named “Bishnu Rabha Ranga Mancha” whichhas a capacity of 4000 audience for any events.

HEALTH CENTRE

The University has a Health Centre with requisite number of Doctors, Nurses and Pharmacist. There is anAmbulance Service. The Health Centre operates 24 hours x 7 days a week.

DIRECTORATE OF OPEN & DISTANCE LEARNING

During the last two decades it has been observed that most of the departments of the University receiveda large number of applications for admission into the M.A./M.Sc./M.Com. To help a number of studentswho due to limited number of seats in post-graduate classes or for other reasons cannot enrollthemselves as students of the University, the 73rd meeting of the Academic Council vide Resolution No. 5held on 2nd September 2000 decided to introduce Distance Education in the University. This wouldprovide an opportunity to the students who could not enroll themselves as students of the University toobtain a post-graduate degree through the mode of distance education. The degree shall have the samestandard and status as the post graduate degree of the regular students under Semester System. Theintroduction of distance education would not allow a student to appear in the post-graduate examinationas private candidate.Dibrugarh University has decided to introduce Semester System in its undergraduate (BA/B. Sc/B. Com)programmes from the academic session 2011-12. Introduction of Semester System in the undergraduatelevel would limit the number of students enrolled to these programmes, as semester system demand ahigh student-teacher ratio. In order to create an opportunity to those students who would not be able toenroll themselves in the regular BA/B.Sc./B.Com Programmes in the college, Dibrugarh University hasalready introduced the Bachelor of Arts (BA) Programme in the Annual system through distance modefrom the academic year 2011-2012. Keeping with the same spirit, the Directorate has decided tointroduce Bachelor of Commerce (B.Com.) Programme and B.A. Major (Now Honors) in Assamese,

Economics, Political Science and Sociology, in Annual System (Three year degree programme) throughdistance mode from the academic session 2012-2013.

VISIONThe Directorate of Open and Distance Learning, Dibrugarh University has a vision to reach the unreachedand impart excellent education.

MISSION

Considering the necessity of enabling the youths who are either employed or self-employed and who areunable to pursue higher education due to economic or other reasons, the University has set the missionof taking Higher Education to the doorsteps of the learners.

The Major objectives of the Directorate are:

To provide access to quality higher education to the people of the region who are deprived ofhigher education due to various reasons.

To provide higher education to those who wish to upgrade or acquire knowledge through studiesin various field.

To promote research in different fields. To provide guidance and counselling to its students.

The Directorate started its mission with post graduate programmes in Assamese, Commerce, Economics,History, Mathematics, Political Science and Sociology since 2001 through its 36 Study Centres.

Post-graduate diploma courses in Marketing Management and Statistics were added to this list in2005.

PG Diploma in Journalism and Mass Communication have been introduced from the academicsessions 2007-2008.

MA in English Programme has been introduced from the academic session 2008-09. Bachelor in Business Administration (BBA), Bachelor in Computer Application (BCA) and Post

Graduate Diploma in Computer Application (PGDCA) have been launched from the academicsession 2010-11.

The Bachelor of Arts (B.A.) Programme in Annual System through Distance Mode has beeninitiated from the academic session 2011- 2012.

Bachelor of Commerce (B.Com.) and BA Major (renamed as Hons.) in Assamese, Economics,Political Science and Sociology in annual system through Distance Mode was introduced from theacademic session 2012-13.

Minor Research Projects related to various fields of Distance Education have been initiated.

The Directorate of Open and Distance Learning, Dibrugarh University has so far successfully sustainedits mission to expand through a network of study centers under the territorial jurisdiction ofDibrugarh University. At present it has 95 numbers of study centres.

THE DODL LIBRARY

The DODL Library was established in the year 2013 in the New Building of DODL, D.U. It has a collection ofmore than 6500 books regarding different subjects like Assamese, Commerce & Management, ComputerScience & Information Technology, Economics, Education, English, History, Law, Library & InformationScience, Journalism & Mass Communications, Mathematics, Philosophy, Political Science, PublicAdministration, Research Methodology, Sociology etc. It has also collection of Dictionaries, GeographicalGuidebooks, Encyclopedias, Employment News, magazines like Frontline, North East Today, CompetitionSuccess, Protiyogita Kiran, Careers 360 etc. The users of DODL Library are mostly the Distance Learners.The daily visit of the learners in using the Library resources is 25-30. The Library is opened from 10.00A.M. to 5.00 P.M. for the learners. The library is fully computerized with SOUL 2.0 integrated librarymanagement software (ILMS). It has its own facebook page- www.facebook.com/ Directorate of Openand Distance Learning Library, Dibrugarh University where all the information regarding librarycollections, services, etc. are available. Refund and cancellation Policy

Application Fee once paid will not be refunded. However, if more than one payment is made for the sameprogramme from the same username, then extra amount may be refunded after verification if claimedthrough proper procedure. For claiming refund candidate needs to login to his/her account and submitthe "Refund Claim" form after filling up all the details within 7 days after the last date of submission ofform. It will take a few days to process the refund and the amount will be credited to the bank accountsubmitted in the refund claim form if eligible for refund. Cash refunds are not available.There is no provision for cancelling submitted application and as such no refund for cancellation request.Applicants are requested to note the transaction no for future reference and request for any type ofrefund will be at the sole discretion of the University.

DODL, UNIQUE IDENTITY NUMBERStudents admitted shall be issued Students Roll Numbers and shall be intimated to them. Students areadvised to quote their Student Roll Number in all the correspondences with DODL, D.U.

REFUSAL OF ADMISSIONNotwithstanding any rules and procedures, a student may be refused admission if his/her past conduct inthe educational institution last attended has not been satisfactory. A student who has beenexpelled/rusticated or disqualified by the University may also be refused admission.

CANCELLATION OF ADMISSIONAdmission of a student can be cancelled at any stage if it is found that he/she has furnished incorrectinformation or has suppressed facts to secure admission. If any dispute arises out of suchrefusal/cancellation, the decision of the Vice-Chancellor, D.U. shall be final.

DELIVERY OF STUDY MATERIALSStudents who get admitted in any of the Study Centers permitted by the Directorate of Open andDistance Learning, D.U. shall be supplied with the following materials at the respective Study centers:

One Printed copy of syllabus of the programme. One copy of the regulation of the programme. A complete set of study materials of the programme will be supplied to the students within a

month of the last date of admission by the Study Centre.

MEDIUM OF INSTRUCTION

Medium of instruction (course material and counselling) and examination for the undergraduateprogramme shall be in Assamese only, except in English, Alt. English and Commerce. However acandidate, in special case, may write answer in the examination in English.Medium of instruction (course material and counselling) and examination for the Post graduateprogrammes shall be English, except for M.A. programme in Assamese.

STUDY MATERIALS

The Directorate has prepared all the study materials in the Self Learning Material (SLM) format incoordination with the course writers and editors through conduction of workshops sponsored by DistanceEducation Council, IGNOU, New Delhi & DODL, D.U.

NOTE: However, it should be noted that the study materials supplied by the DODL, D.U. on differentsubjects represent the course materials. Further, students are advised to read the relevant reference booksin order to acquire detailed knowledge of the subjects while preparing for examinations.

STUDENT SUPPORT SERVICES

PERSONAL CONTACT PROGRAMMES / COUSELLING SESSIONS

Directorate conducts weekend cousellings for its learners. These weekend counsellings can be availed bywilling students on payment of minimal fees which is taken during the time of admission by theDirectorate, in the Induction Meeting.The personal contact programmes for undergraduate courses shall be provided by the study centers andthe coordinators will inform the schedules to the students enrolled at their respective study centers.

RESEARCH AND MEDIA SUPPORT SERVICE

The Research and Media Support Service wing has been established with a two fold objective to facilitatein-house research in Distance Education as well as supplement the distance learners with multi-mediafacilities.It includes information about the various events organized by the Directorate, assisting in administrativeworks, support with ICT tools etc.

EDUCATION AND COMPUTER LABORATORY

The Directorate has developed one Computer and one Education Laboratory especially for the benefit ofthe distance learner. The Education Laboratory can only be availed by the DODL learners.

VIRTUAL CLASSROOM CUM E LEARNING LAB:

Overall structure of each programme as well as course related E-contents developed by experiencedfaculties will be available on DODL website for the benefit of the learners of DODL.

Teaching aids:The directorate possesses a number of teaching aids (purchased from the DEC development grant) whichare used in the counselling sessions and the workshop held in the directorate. There are few LCDprojector, one DLP projector, one portable overhead projector, five overhead projectors, one LCD TV withDTH connectivity and one public address system to be used as teaching aids. Moreover, there are still andVideo Cameras and editing system for the students of PGDJMC programme.

PROGRAMME REGISTRATION

A Student pursuing any programme of one year or longer duration offered by Directorate of Openand Distance Learning, Dibrugarh University may pursue any one Certificate Programmesimultaneously.

The candidates shall have to register themselves to the University at the time of admission clearlymentioning their course/subject combinations.

The study centers concerned shall submit to the University the detailed Registration List of theirenrolled students along with the filled- in registration forms and the prescribed fees within onemonth from the date of admission or as prescribed in the University Academic Calendar.

The students registered by the University as per the information provided by the study centersshall be treated as final. In no circumstances, change of subject combination and switching fromone core subject to another shall be allowed.

There shall be no provision for giving permission by the University for new admission aftersubmission of detailed Registration List of their enrolled students by the contact/study centersconcerned to the University.

INFORMATION ON EXAMINATION AND EVALUATION

A student shall be required to appear in all the papers in a course. Each theory full paper shall be of three hours duration and each theory half paper shall be of two

hours duration. There shall be provision for re-evaluation for the answer scripts of the examinations. (for Degree

PG Learners) and re-scrutiny (for UG Learners) as per DU and DODL rules. The Controller of Examinations shall then make necessary arrangements for notifying the dates of

the End-Term Examinations and other procedures as per Dibrugarh University Rules (at least 20days in advance) and the Academic Calendar notified by the Directorate.

Setting of question papers, moderation of question papers, evaluation of answer scripts, scrutiny,tabulation of marks, etc and announcement of results, shall be governed by the DibrugarhUniversity Examination Ordinance 1972 (as amended upto date).

There shall be two annual examination i.e. previous and final examination for the M.A./ M.Com/M.Sc (Maths) programmes.

One final examination for PGDMM and PGDJMC Programmes. There shall be 2 semester exam forPGDCA Programme.

The BBA programme shall have 3 annual examinations and the BCA programme shall have 6semester exams.

There shall be provision for re-scrutiny for all courses (UG, PG and Diploma courses). But, theprovision for reevaluation is available only for the post graduate degree programmes.

Internal Assessment Examination for PG learners shall be conducted and evaluated through thecomputerized examination process in terms of Multiple Choice Questions (MCQ). However,Internal Assessment for other learners shall be based on the evaluation of submitted assignmentsby the learners.

All examinations for DODL, DU are conducted as per the DU EXAMINATION ordinance andregulations for M.A/M.Sc/M.com Programmes in distance education 2007.
