by Olimpia Borys This is the last issue for the year and it seems like a great time to update everyone on a few of the accomplishments for 2019. It’s been a very busy year, as we have had some major projects and initiatives completed or near completion. New Janitorial and Trash Service: Although we had some initial startup and growing pains, we now have consistent quality janitorial and trash services through Clemson Cleaning after a few staff changes and schedule modifications. Trash Services: Our trash rooms were becoming a major problem with loose trash and overstuffed cans. To help alleviate this issue, the Board chose to add trash can liners to the large cans, which has helped keep our trash rooms cleaner and neater. We also changed our trash schedule a bit to work around weekend visitors. The end result is that the trash rooms are cleaner and smell better. Janitorial Services: Earlier this year, Clemson Cleaning deep power washed all the buildings. The goal was to set a baseline standard for how clean the buildings should be. After the kinks were worked out, we now have a sustainable cleaning model and our buildings look much better. Owners who have issues with the cleaning in their building or floor should contact Foothills Property Management via phone or email. Foothills manages the cleaning contract and any issues surrounding it. Long Steps to The Trail: As many already know, the old steps were in bad disrepair and created a major safety hazard. Last year during the budget talks, the Board approved the funds for the demolition and replacement of these stairs in 2019. I am happy to report that the stairs are complete, useable, and look great. There are a few outstanding punch list items left, such as landscaping and erosion control, that should be addressed within the next few weeks. Also, it is important to note that the project was completed under budget! Many thanks to Foothills for their great job getting this major project completed. Painting and Tarp Replacement: This project includes painting the front railings, walkway floors, and replacing the front tarps. The Cutter and Square Rigger Buildings are near completion and are looking great. The tarps for the Ketch building have been ordered and painting will start soon. Not all buildings will need tarp replacement, but over time, all will be repainted. We have started a spot painting schedule to help keep the buildings in good repair. All buildings have been evaluated for painting needs and will be put on the rotational schedule. Landscaping Improvements: The Board and Foothills worked with GreenWorld, a professional landscaping company familiar with indigenous plants and life forms in the area. The designs were all based on climate, sustainability, maintenance, appearance, and future overgrowth factors. The project was done in three phases. The first phase was street side to improve the view as people are driving down Tall Ship Drive. This phase included the new walk path between the upper and lower buildings. The second phase was improving the building fronts and entrances. Many plants and trees were trimmed, replaced or removed entirely. The result is a cleaner fresher look. The third phase includes some of the rear of the buildings, including along the new leisure trail steps. This phase is still in progress. There are still several trees marked for removal and some outstanding issues to be resolved, but the improvements have been noticed not just by Tall Ship owners, but realtors alike! Many thanks to GreenWorld for their hard work and insight. But, despite all the work and effort, there are still some outstanding issues. Unfortunately the budget only goes so far. Owners who wish to report landscaping issues can contact Foothills directly. Email Account and Communications: One of the very first items on my list when I became President was to establish a better method to communicate with owners. I immediately created a Gmail account to achieve this goal. The account is Tall Ship Association or [email protected]. No doubt by now you have seen several messages in your inbox from this address. I have received very good feedback regarding the use of this platform. I strongly believe that informed owners are engaged owners. Providing owners with information about important issues and distributing documents creates a sense of inclusion. I still have a few owners whom I do not have email addresses for, but my goal is to have 100% of the owners on the contact list. I am hoping in the future to also provide a method of making board meetings easier for owners to attend. This was actually a goal for this past year, but other larger pressing issues limited my time to investigate it. Parking Committee: Parking continues to be a source of pain for some owners. We have limited spaces, particularly during the busy renter and visitor seasons. To help alleviate some of the issues, the Board established a Parking Committee to gather data on parking needs and provide potential solutions. The committee is comprised of one representative per building. The members recently distributed a survey to the owners in their building. This survey is very important and if you have not already responded, it’s not too late to do so. Once the committee evaluates the data, they will use it to provide suggestions to the Board for at least some of the issues. Implementation of any of the potential solutions will of course, be budget dependent. We will keep the owners informed of the progress. In closing, I want to say that this has been a very interesting and sometimes frustrating year as your President. There was a sharp learning curve for certain, and we had some major issues at the start, but I believe that overall, it was a successful year. Many long overdue projects have been completed. We have more planned for next year, and we will be discussing those at the Annual Meeting. I have enjoyed meeting many of the new residents or current ones whom I did not know. Putting a name and face together makes for better communications overall. Keep those cards and letters coming folks!

NOISE COMPLAINTS ABOUT BARKING DOGS?

KKPOA community patrol are the first responders to barking dogs. Excessively barking dogs are a violation of Keowee Key's Protective Covenants. Any Owner who has a complaint about barking dogs should contact KKPOA Community Patrol at 864-944-7978

REPORTING PROBLEMS

All problems (including owner disputes) and emergencies should be handled in the same way as for an individual home. Your Board is not your personal landlord, as we are not equipped to assess or fix any issues you may have in your condo. Call KKPOA Patrol, 911, KKUS, or any other appropriate and/or 24/7 entity. Our 24/7 entity is Foothills Property Management and all building or grounds related calls, including after hours emergencies, should be made to

them, not a Board member. If a Board member needs to be contacted, Foothills will contact us.

A NOTE FROM KKPOA FOR OWNERS WHO RENT

All owners who rent their unit must register with KKPOA. There is a $125.00 annual fee. For questions or comments about this procedure, please contact Amy Bruner at 864-538-0282.

News & Notes

Maintenance & Janitorial Report PAINT AND RAILS: The project to paint floors, the front rails and install new tarps is proceeding. The floors do take at least four hours to dry, but the paint crews have booties if you need to cross over them before they are dry. Contact Foothills at [email protected]

PEST CONTROL: Gregory comes every third Monday to spray outside the Tall Ships buildings. For needed pest control inside, Gregory has agreed for owners to call them direct to schedule inside treatment. The Gregory number is (864) 675 6226

PARKING UPDATE:

TALL SHIP Community Parking Rules Tall Ships already has a community parking policy in place but because of numerous recent violations, it will be more strictly enforced. Violators are subject to fines and having their vehicle towed at their expense. Vehicles may NOT be parked in the safety/fire lanes. Contractors may NOT leave their trailers overnight and can NOT park trailers in safety/fire lanes. NO boat trailers may be parked in any of the Tall Ships lots. Please call the Boating Office phone # to arrange parking of trailers for visitors/rental guests. The loading/handicapped access striped areas are for immediate loading and unloading and are NOT to be used for long term vehicle parking as this is a safety violation. What to do if you see a violation? Take a photo that includes the vehicle's license plate (this will also include a time stamp of the date/time) and email it with information on how long the vehicle has been there, the kind of violation, and your contact information to Foothills Property Management at [email protected] and he will review the violation and begin towing procedures as necessary. What to do if you see a violation notice posted on your vehicle? Move it! Otherwise it will be towed at owner's expense. Also, please do not turn another owner's blue parking tag around to white. Several owners have been blocked from their spaces for days because someone else turned their tag around.

As a welcome to fall, we held our Wine & Cheese Party that allowed our new and older owners to get

acquainted or reacquainted. We had fun and plan to have more events next year. Many thanks to Priscilla Aaron for all her help.

Our next social event will be our Christmas brunch held prior to our Annual Meeting on December 8. Look for

more information in your Annual Meeting Packet and posted at the usual places.

The Social Committee is always looking for volunteers. If you have an interest please let me know. We also appreciate any suggestions you may have for future social events.

by Roger Heffelfinger Through September, actual results of operations was a gain of $77,762, compared to a gain of $63,623, for the same period last year. The Operating Account funds all building, elevator, and grounds maintenance, as well as janitorial services, utilities, administrative, insurance, and property management expenses. Year-to-date operating disbursements continue slightly lower compared to last year, primarily due to lower general building maintenance, non-contract elevator repair, and janitorial & trash contract, offset by budgeted increases in capital reserve contributions, property management fee, and insurance. The September 30 cash balance for the Operating Account was $107,837. The September 30 cash balance for the Capital Reserve Account was $382,983. The Capital Reserve Account is used to fund capital repairs and improvements for all seven buildings and grounds surrounding the buildings from Tall Ships Drive to the Leisure Trail. During the 3rd quarter disbursements were made on several of the budgeted capital projects: Long steps to Leisure Trail ($47,500), Landscaping-Phase 3 ($10,160), Painting & Tarp Replacement at 2 buildings ($30,000), Elevator solid state starters ($11,900). The Special Assessment Account is for those owners who have not optionally prepaid Special Assessment fees. For those interested in prepaying, the current prepayment window is open through October 24th. To find out the prepayment amount, contact Foothills Property Management or go to the Tall Ship website under the Fees tab.

Thanks to all Owners who pay their Regime or Special Assessment fees by the due date. Owners not paying fees by the due date have a negative impact on the entire Tall Ship community. The Tall Ships Board is serious about taking all collection actions necessary as described in the Delinquency Policy of the Tall Ship Handbook to collect balances due. These actions include placing liens on delinquent accounts and initiating foreclosure proceedings. If any actions are necessary to collect past due balances the owner is responsible for all collection costs including late fees, attorney fees, and court costs. So please be sure to pay your Regime Fees or Special Assessments by the Due Date. Regime Fees of $800 Due Each: January 1, April 1, July 1 & October 1 Special Assessment of $895 Due Each: February 1, May 1, August 1 & November 1 Payments should be made payable and mailed to:

Landscape Report by Sylvia Stuart

We hope you have had an opportunity to see and/or use the new steps to the Leisure Trail between Yawl and Ketch. There is quite a bit of landscaping needed, but the steps are usable. Because of the record heat this summer, many landscape activities were put on hold. We will be working at all buildings, trimming and cleaning out the areas between the buildings and the Leisure Trail. It will take some time to get all the buildings done. Bear with us!
