FRIT 7331 Key Assessment #3 Description and Rubric

Strategic Management Plan

According to Empowering Learners (AASL, 2009, p. 31) one of the responsibilities of the school

library media specialist is to “use evidence-based practice to develop a strategic plan that

identifies the school library media program’s goals and objectives and the steps taken to meet

these goals.” In this project, you will demonstrate your ability to critically analyze and improve

upon a strategic management plan for a specific school library media center.

When completing this assignment, remember that you are EXPECTED to directly refer to course

readings and materials in EVERY section of this project, making a clear connection between

these readings and your responses.

FORMAT: The strategic management plan should be created using a variety of web 2.0 tools

and hosted on a wiki or web page. The data from Section I should be portrayed in an infographic.

Be sure to include your name on all web pages.

COMPONENTS:

Section I: Description and Analysis of the School Library Media Program

Conduct an environmental scan of school community and log the following elements:

Geographical location

Grade levels

Socioeconomic makeup of the school community

Size of student population

Size of faculty

Number of certified teachers

Scholastic standing, such as AYP status, test scores etc. (easily be found at the GOSA

Website)

Section II: School Library Media Center Philosophy/ Mission Statement

Locate your media center’s educational philosophy/ purpose or mission statement and copy/paste

it into this section. In a paragraph below, analyze and critique the statement in terms of the

following: (1) purpose of the media center, (2) the need to provide access to information, (3) the

need to provide a climate conducive to learning, (4) proactive connection of the school media

program to the local learning community and beyond. Questions to consider:

Does the philosophy/ mission statement address the items listed above?

If so, how thoroughly are these items addressed? Would you add to these ideas?

If not, how would you modify the statement to address these items?

Page 2: FRIT 7331 Key Assessment

What type of program does the philosophy/ mission statement reflect?

NOTE: If your media center does not have an educational philosophy/ purpose or mission

statement, use this section to write a new one which includes the numerical items listed above.

You may locate and adapt an existing philosophy/ mission statement from another school, but

make sure you list your source (this will be included in the reference section at the end of the

plan).

Section III: School Library Media Center Services Overview

Locate the following pieces of information regarding your media center. Under each item,

analyze and critique the policies or pieces of information in terms of the following: (1)

addressing the needs of the 21st century library and its learners, (2) addressing BYOT or BYOD

(bring your own technology/ device), (3) Web 2.0 technologies, (4) e-books and (5) creative

commons. Not all of these may apply to every policy listed below. However, for each section,

consider how thoroughly items listed are addressed and in your response, explain how you would

modify the policies to address those missing items:

Circulation Policy: How does it consider different grade levels, staff and parents? How

does it describe privileges, responsibilities, and consequences? You can include all

policies that regard print, ebooks and computers.

Scheduling: Hours of operation, flexible/open access or fixed access?

Services: List of programming and services for students, teachers, staff and parents.

Specifically addresses services for diverse patrons (including disabilities).

Ethics and Legal Principles: Services offered in support of intellectual property rights

(copyright and creative commons), ethical information use, intellectual freedom, and

patron confidentiality (privacy). Includes at least one annual procedure for reminding

teachers of their copyright responsibilities. Addresses ethical information behavior

expected of students. Includes links to online resources on these topics.

NOTE: If your media center does not have one or more of the policies listed above, use this

section to write a new one which includes the all of the items discussed for that policy. You may

locate and adapt an existing policy from another school, but make sure you list your source (this

will be included in the reference section at the end of the plan).

Section IV: School Library Media Center Facilities

In this section, describe the facility as it is now. Include the following in your description:

Analysis of the overall learning climate

Furnishings and a list of the different sections/ regions

Virtual and technological elements such as wireless access and online resources available

to students at home

Page 3: FRIT 7331 Key Assessment

Work/ production areas that are not available to students

Consider sounds, light, traffic patterns, and possible problems with temperature and

moisture

Accessibility of the media center facility for special needs populations (ESL, GT, SE etc.)

Explore the virtual facility through the SLMC website and OPACS. Include the following in

your description:

What kinds of resources are available?

What part does filtering software play in online access?

Analyze the facility for needed changes. Include the following in your analysis:

What elements work well?

What changes need to be made in order to improve facilities?

What barriers exist between learners and equitable access to resources and services?

Is the library media environment conducive to learning? Why or why not?

Is the facility attractive? Why or why not?

Is the educational climate positive? Why or why not?

Is there adequate space for individuals, small groups, and whole classes?

If no improvement is needed, state this clearly and provide supporting evidence for

making this claim

Section V: Budget Sources

In this section, name the current sources of funds and state any formulas that apply (such as

dollar amount per FTE). Include any fundraising efforts such as book fairs or local supplements,

as well as potential sources of revenue. In a paragraph below, evaluate the adequacy of funding

for the program based on current needs.

Section VI: Survey Stakeholders

In this section, use an online survey tool such as SurveyMonkey, Google Forms or Poll Daddy to

conduct a survey of one group in your school community (administration and teachers, students

or parents) to assess their wants and needs in relation to the school library media program.

Include the survey link as well as a summary and your interpretation of the results.

Section VII: Planning for the Future

Part A: Long-Range Goals

Based on the information you collected and analyzed in previous sections, design 3 long-range

goals for improvement, written to be accomplished over a 5-year span. Give a short rationale for

each goal, referencing Empowering Learners and other course readings. Overall, your goals

Page 4: FRIT 7331 Key Assessment

should align resources, services, and information literacy standards with the school’s goals,

objectives and student achievement. Goals should demonstrate a proactive rather than passive

goal and should be based on collaboration with teachers and administrators. They should address

specific needs of the library media program such as collection development and maintenance.

Part B: Short-Term Objectives

In order to meet the long range goals, list short-term objectives that should be met in the

following year. Short-term objectives must relate logically to the long-range goals. If the

relationship is not obvious, provide an explanation of the relationships. These short-term

objectives have measurable outcomes.

NOTE: Long-range goals are the destination, while short-term objectives are the markers you

must meet in order to reach that destination.

Part C: Evaluation

Describe what data you would collect in order to know short-term objectives are met. Clearly

map objectives to evaluation strategies. Name who is responsible for the evaluation strategy.

Explain when the evaluation strategy will be implemented (beginning of year, mid-year,

continually etc).

The following format is suggested for Section VII:

Goals Objectives Description of Evaluation

Goal 1 Objective 1a Evaluation 1a

Objective 2a Evaluation 2a

Objective 3a Evaluation 2a

Goal 2 Objective 2a Evaluation 2a

Objective 2b Evaluation 2b

Objective 2c Evaluation 2c

Goal 3 Objective 3a Evaluation 3a

Objective 3b Evaluation 3b

Objective 3c Evaluation 3c

Section VIII: References

Include references that list any external resources you used or adapted. Use current APA style to

format your references. Help for APA can be found at the Purdue Writing Lab or by using The

Citation Machine.
