BOX 4100 FRISCO, COLORADO 80443 TO: MAYOR AND TOWN COUNCIL FROM: JOYCE ALLGAIER, DIRECTOR RE: COMMUNITY DEVELOPMENT DEPARTMENT (CDD) REPORT DATE: MAY 9, 2017 Department Updates: On March 6-10, the Community Development Department Building Division attended various sessions at the 32nd Annual Colorado Educational Institute event sponsored by the Colorado Chapter of the International Code Council (ICC) in Denver, Colorado. Rick Weinman attended various classes including Existing Building Assessment, Accessibility and Usability for Commerical Buildings, Whole House Mechanical Ventilation Stratgies, and Tiny Homes & Unique Residntial Constrution. Greg Denckla attended Commercial Kitchen Exhaust System Inspections, IBC Multi-Family Construction, and Accessibility and Usability for Commerical Buildings. Sarah Hoffman attended the Plan Review at the Permit Counter class. On March 8, the Community Development Department coordinated a design charrette about the future redevelopment of the Foote’s Rest and Staley-Rouse House properties. Several design professionals, historic preservation specialists, landscape architects, two citizens, and town staff participated. The purpose of the charrette was to provide guidance in the initial site and program planning and establish a clear direction on this significant project to ensure town objectives as put forth in the purchase and sales agreement and community goals will be met. On March 20-23, Bill Gibson attended the FEMA 0273: Managing Floodplain Development through the National Flood Insurance Program class sponsored by FEMA and the Association of State Floodpain Managers (ASFPM) in Rapid City, South Dakota. On April 13, the Community Development Department along with Clarion and Associates hosted a Community Outreach meeting regarding the proposed Uniform Development Code project. Twenty members of the public attended the “community conversation” that featured a presentation along with comments and Q & A. On April 20, Bill Gibson attended a “Floodplain Management 101” class sponsored by the Colorado Association of Stromwater and Floodplaing Managers (CASFM) in Golden, Colorado.

Planning Commission Activities: The Planning Commission’s March 2, 2017, meeting agenda included the following item(s): 1. Planning File 266.16.PUD: A request to amend the Lakepoint at Frisco PUD to permit

residential uses in Stage 9 to allow for the conversion of existing office space into dwelling units above the Wendy’s Restaurant and Exxon (formerly Conoco) gas station. Applicant: Danny Eilts and Kevin Faulkner, DTTR Enterprises Inc. The Planning Commission forwarded a recommendation of approval to the Town Council for the proposed PUD amendment by a vote of 4-0.

2. Planning File 302.16.DA: A Development Application request for the Mae Belle Creek

Townhomes multi-family residential project located at 215 South 2nd Avenue / Lots 21-24, Block 22, Frisco Townsite. Applicant: Bergman Revocable Trust, represented by the Cline Design Group The Planning Commission approved this development application with conditions by a vote of 4-0.

3. Planning File 004.17.DA/CU: A Development Application and Conditional Use request for a

proposed new public building (a well pump house) associated with Well #7PRA located at Frisco Peninsula Recreation Area, 616 Recreation Way / TR 5-78, Sec 36, Qtr 2. Applicant: Jeff Goble, Interim Public Works Director. The Planning Commission approved this development application with conditions and forwarded a recommendation of approval to the Town Council for the conditional use request by a vote of 4-0.

The Planning Commission’s March 16, 2017, meeting agenda included the following item(s): 1. Planning File No. 010-17-SK: A sketch plan review of the Pinnacle Building commercial

project located on the “Major Retailer” building site of the Basecamp Development, 268 Lusher Court / Lot 2A, Summit Stage Transit Center (formerly known as the “Interstate Parcel”). Applicant: Brynn Grey X, LLC, represented by Pinnacle Mountain Homes. No formal action on sketch plan applications, but the commission generally supported the proposal.

2. Planning File No. 019-17-SK: A sketch plan review of the Basecamp Shops and Residences

mixed-use project located on the “Major Retailer” building site of the Basecamp Development, 268 Lusher Court / Lot 2A, Summit Stage Transit Center (formerly known as the “Interstate Parcel”). Applicant: Brynn Grey X, LLC, represented by Basecamp Shops and Residences, LLC. No formal action taken on sketch plan applications, but commission supported, made some design suggestions.

3. Planning File No. 025-17-ORD: A PUBLIC HEARING regarding “quick fix” amendments to

the Code of Ordinances of the Town of Frisco, Colorado, specifically to Zoning, Chapter 180, with regard to: Main Street Overlay, Historic Overlay (HO) District, Definitions, General Regulations and Restrictions, and Amendments. The Planning Commission forwarded a recommendation of approval to the Town Council for the proposed code amendments by a vote of 7-0.

The Planning Commission’s April 6, 2017, meeting agenda included the following item(s): 1. Planning File No. 032.17.SK: A sketch plan review of the proposed Mary Ruth Place multi-

family residential project with nine (9) dwelling units located at 306 Galena Street / Lots 18-20, Block 6, Frisco Townsite. Applicant: Town of Frisco, represented by Randy Ready and Tom Connolly. The commission supported the 100% deed restricted housing project and provided some site layout suggestions.

2. Planning File No. 036.17.SK: A sketch plan review of the Estates on Galena multi-family

residential project with eight (8) new dwelling units located at 208 Galena Street / Lots 13R, 14, and 15, Block 7, Frisco Townsite. Applicant: Lawrence Feldman, Town Centre, Ltd. The commission generally supported the project, felt it was an improvement over the previous plan, and made recommendations regarding architecture and layout.

3. Discussion regarding amendments to the Code of Ordinances of the Town of Frisco, Colorado, specifically to Zoning, Chapter 180. The commission discussed proposed updates to the allowed land uses table. Asked staff to come back with specific recommendations.

The Planning Commission’s April 20, 2017, meeting agenda included the following item(s): 1. Planning File No. 018.17.DA: A public hearing for a Development Application for the

proposed new commercial project (Arts & Entertainment Center) located at 710 East Main Street / Lots 7-9, Block 13, Frisco Townsite. Applicant: Indian Paintbrush Breck LLC, represented by 710 Main LLC. The commission approved the development with conditions, 6-0 vote. Development of the site (between Abbey’s Coffee and US Bank is scheduled to begin late summer.)

2. Unified Development Code work session

The commission discussed the input received from the 4/13 public outreach meeting, reviewed adoption schedule, and requested further information and discussion on the 10ft ceiling height requirement in CC.

Though the numbers in 2016 were lower due to a new reporting system in the beginning of 2016, it is evident that customers are coming in sooner to file building permit applications, make inquiries on the many planning commission hearings, and are seeking more code assistance. Public Relations: Frisco was included in Country Living’s annual list of the best small towns for summer. The article, “20 Small Mountain Towns Perfect for a Summer Vacation,” saves the best for last and names Frisco number 20. It highlights some of the local business (along with hyperlinks to their websites), and also includes a link to the Town of Frisco’s website. CountryLiving.com receives 11,526,810 unique monthly viewers and is written for suburban and city dwellers interested in decorating, gardening, home building and remodeling in the country style. This piece was also featured on MSN’s news landing page which reaches 29,000,000 unique monthly viewers. AAA Encompass Magazine highlighted Frisco BBQ in their print edition calendar with copy and a photograph, but there was a publishing error so the wrong event dates were published. In an effort to mitigate any damage from this misprint, AAA Encompass featured the event in an email blast that reached 200,000 addresses, and they will post the event for 3 weeks on the AAA Encompass in the lead up to the BBQ Challenge. Denver Life featured the Colorado BBQ Challenge Father’s Day essay contest in their monthly “eBuzz” newsletter, which goes out to 7,000+ subscribers. Special Events: Frisco Town Clean Up Day is on Saturday, May 20 with check in at 9am on Frisco Main Street in front of the Historic Park and is followed by a volunteer appreciation BBQ at 11:30am. We anticipate 400 participants. This year Frisco will have textile recycling, a bear aware booth, a Community Development outreach booth for Unified Development Code update, a Frisco Elementary School Green Team booth, a band (sponsored by Climax Molybdenum) and a DJ. Donuts and BBQ food are being provided by Safeway. The Lost Cajun is also providing beans and rice and Q4U is providing baked beans. Beer is being supplied by the Backcountry Brewery and coffee is being donated by Starbucks. Local merchants are generously providing door prizes and “best find” prizes.

Frisco/Copper Visitor Information Center: Visitor numbers for April 2017: • The Information Center saw 1,063 visitors in April 2017 (972 in April 2016).

• The Information Center answered 154 phone calls in April 2017 (162 in April 2016).

• Public computer use- 30 in April 2017 (50 in April 2016)

• In a continued effort to engage more visitors by getting them into the Visitor Information

Center, we are using a new sandwich board on the sidewalk directing people into the Information Center for information, WIFI access and water.

• Guest Services and Marketing Lead, Emily Bruyn, accepted a new positon with the Friends of the Dillon Ranger District as Volunteer and Office Manager and her final day was April 23.

• Variable hours/sub Information Center employee and part time Town Hall front desk attendant, Carolyn Gentling, accepted the open position as Guest Services and Marketing Lead and will start May 14.

Gary Wilkinson Public Comment: Frisco resident Dan Fallon thanked Council for implementing the housing task force. Mr. Fallon also asked Council to contemplate parking and congestion that may result from a new project on the East end of Main Street. Council Comment: Mayor Pro-Tem Mortensen thanked everybody that applied for a position on the housing task force. Applicant Tony Seibert spoke in support of the request. Council directed staff to draft language to address the deed restriction covenants for the first two actions. Mayor Pro-Tem Mortensen opened the public hearing at 7:48 p.m. Resident Dan Fallon suggested that rigorous vetting is important in the restriction process.
