Welcome, Introductions, Apologies The chair welcomed everyone to the meeting and apologies noted. As the secretary had given apologies RG agreed to take notes. 2. Lilac Research – Phase 2 LO proposed to the group that based on the previously circulated information and the presentation at the last meeting that FOFS take part in phase 2 of the Lilac research project. This will involve 2 months of observations in the new year of the Exec meetings and some of the sub group meetings. LO also invited members to: Community Outputs Workshop - The Community Outputs Workshop will take place on Tuesday 12th January 2016. The workshop will be in Manchester city centre and run from 10.30am to 3.00pm. Members who would like more information or are interested in participating should get in touch with Michelle Collins: [email protected] or 01524 594988. LO emphasised this second phase will be very outcome / feedback focused that is the priority of this phase.

2. DECISION – MR proposed the FOFS stay involved in the project – voted through unanimously

3. LTO FinanceRG circulated a copy of the spend report so far that had been submitted to Local Trust by Preston City Council. SJ explained that the LTO will always be paid one quarter in advance regardless of the progression of project commissioning, as queried by RL.

DECISION – Return accepted

4. BL UpdateRG went through the proposed agenda for the away day and expressed the importance that all members complete the online survey https://www.surveymonkey.co.uk/r/BLReview2015 as this will form the basis of the away day review process. If any members need a paper copy for any reason, contact RG.

5. Positive activities group recommendationRG presented the project plan for a proposed arts and music project to be delivered by Artful in partnership with Carcophony Arkestra in the FOFS area. The monitoring procedure for the projects was queried however it was emphasised that this would follow exactly the same monitoring procedure as the other projects:

Quarterly monitoring returns to the LTO / FOFS Exec for review and sign off Annual attendance at the Stakeholder meeting to present the outcomes of the project to

the wider stakeholders.

DECISION – MR proposed to fund this project and for the offer letter to be sent out by the LTO – Seconded by JI and PL. The executive voted in favour of the project going ahead subject to satisfactory monitoring returns

6. Sub groups meeting outcomes:a) Employmentb) Financial Inclusionc) Green Space

a) and b) RG reported back that the employment and financial inclusion sub group had not met but their first monitoring returns would be reviewed as per the agreed procedure on Monday 11 th January 2016 by the exec officers.

c) RG briefed the group that Rosie Paterson was now working with Preston Parks to put together a revised plan for Paul’s Pad based on the consultation and the FOFS input and would present this to FOFS when completed.

RL explained that he had been trying to confirm who the land transfer process was currently sitting with at present, to be able to move this project forward. Unfortunately due to this the land transfer has not taken place and Paul’s Pad is still in the ownership of CGA, a funding opportunity had now been missed due to this.

DECISION – MR agreed to investigate this and find out the current situation and resolve any blockages

7. Fishwick Nature ReserveBF outlined that a match funding request for £200 exclusively for materials had been received by Fishwick Nature Reserve to create a number of brick planters, in partnership with Preston Vocational Centre. The planters would be built using repurposed bricks from the nature reserve itself on the old chimney site, it will be constructed for free by trainees from Preston Vocational Centre, filled with soil and planted up by local schools and groups.

DECISION – BF proposed that FOFS match fund the project, at £200, in line with green space priority in the BIG Local plan to Preston Vocational Centre, and that as a grant condition FOFS be acknowledged as a funder in all publicity. NW seconded the proposal and the exec voted in favour.

MR requested that the creation of a small grants pot to accommodate all future requests be discussed at the BIG Local review away day in January.

8. AOB

Waverley ParkRL reported that Parks department had been doing some remedial repairs on the park including resurfacing under the tyre swing after a fire and that the tyre swing was being replaced this week. Also he had a meeting scheduled with partners to look at addressing youth related anti social behaviour issues on the park and would report back any outcomes to FOFS. RG added that a detailed master plan is now under development and would be brought to FOFS in the new year.

RL also reported that he would not be as available for the next 6 months due to other commitments but would ensure any reporting back needed to FOFS he would do in writing.

Christians Against Poverty RL reported that he had been in contact with Lisa Bell from Christians Against Poverty and been briefed on their remit which includes supporting people with very serious debt issues requiring interventions such as IVA’s. They employ a family support approach and they are moving to operate in Preston based at Fulwood Free Methodist Church on Lightfoot Lane. They requested that their services be advertised in the next FOFS newsletter

DECISION – BF seconded RL’s proposal to advertise the services of Christians Against Poverty subject to the articles content. This was voted in favour, additionally the group agreed that frequency, development and distribution of a regularly FOFS newsletter would be discussed at the BIG Local Review Away Day in January.

Community FilmPL reported back that she had been in contact with the Harris about developing a film, but had yet to hear back.

BIG Local Spring EventSJ invited members to attend the Big Local Spring event in Manchester on 7 th May. FOFS had also been invited to deliver a workshop about their approach to Financial inclusion. Local Trust are also running workshops in March to support groups that are presenting to develop their presentation skills. There would be at no cost to FOFS, Local Trust would cover any expenses.

DECISION – The group voted and agreed to participate and would work out who would present at a later date.

City DealBF requested a formal written response in relation to points raised with the City Deal team at the last FOFS meeting. Some points where cleared up be by other members however RG agreed to forward a response in relation to emergency vehicles.
