The lowest incidence ofmalnutrition -- around 13 per-cent -- was found in the centreof the country, where the Tal-iban have little influence.

The research, which ap-peared in the ScandinavianJournal of Public Health andsurveyed 1,000 people aged18 to 59, concluded that"restaurant workers com-prise a high-risk group withrespect to drinking."

Some 600 people in the in-dustry took part in the study, and around 400 in other sec-tors. The results were basedon respondents' answers ontheir drinking habits in aquestionnaire.

Young women betweenthe ages of 18 and 29 were at

greatest risk, with 82 percentof them drinking hazardousamounts, compared to 72 per-cent of men in the same agerange.

The results were not a sur-prise, one of the authors of thestudy, Swedish sociologistThor Norstroem, told AFP.

"Previous studies pointedin this direction," he said, cit-ing research done in theUnited States and Norway.

A union representative forthe bar and restaurant work-ers, Stefan Eriksson, toldSwedish news agency TT thenumbers were "tragic".

"We can only talk to theowners, they are responsible, and make sure they have pro-grammes against (excessiveconsumption of) alcohol, thatthey want to change the cul-ture and that they have a strictattitude and clear rules. Theydon't, in a lot of cases," hesaid.

The phenomenon has twoplausible explanations, au-thors said.

Either the bar and restau-rant industry attracts peoplewho have a high alcohol in-take from the outset, or thatthe stressful work environ-ment and availability of alco-hol are conducive to extensivealcohol consumption.

Speaking at the launch of aleague table showing whichcountries use the web most ef-fectively, Berners-Lee said thelack of a global internet "off-switch" meant authoritarianregimes could not stem the in-flux of digital information.

"The way the Internet is de-signed is very much as a de-centralised system," heexplained at the Londonlaunch.

"At the moment, becausecountries connect to eachother in lots of different ways, there is no one off switch, there is no central place whereyou can turn it off.

"In order to be able to turnthe whole thing off or reallyblock, suppress one particularidea then the countries andgovernments would have to

get together and agree and co-ordinate and turn it from a de-centralised system to being acentralised system.

"And if that does happen itis really important that every-body fights against that sort ofdirection."

MADRID (AFP) - Bullfightsreturned to Spanish public tel-evision on Wednesday after asix-year suspension, sparkingwarnings of legal action fromanimal rights activists.

State-financed broadcasterRTVE screened live a bull-fight in north-central Val-ladolid featuring star matadors"El Juli" Julian Lopez Esco-bar, Jose Maria Manzanaresand Alejandro Talavante.

Its main channel TVE hadstopped showing the fights in2006, blaming the high priceof broadcasting rights, a dwin-dling audience, and the factthat they usually take placeduring children's viewinghours.

RTVE's manual had previ-ously said that bullfights wereviolent acts that should not beshown when children arewatching television.

But a new RTVE board, ap-pointed after a conservativePopular Party governmenttook power last December, changed the rules, removingbullfights from the category of"violence against animals".

Bullfighting fans held upsigns in the stands that read

"Yes to bulls on TVE and toyouth at bullfights" and"Thank you TVE. Yes to bull-fighting".

"It was a very special bull-fight," Talavante told reportersafter the bullfight.

"When I started to like bull-fighting it was thanks to mygrandfather who recentlypassed away and also for thebroadcasts on Spanish publictelevision."

Animal rights politicalgroup PACMA vowed to chal-lenge the renewed broadcasts.

"For PACMA, bullfightsare a spectacle in which spec-tators see the agony and deathof a bleeding animal, real ani-mal abuse. This content can inno way be proper to show inchildren's time."

The group said its lawyerswould complain to the statesecretary for telecommunica-tions on Thursday, allegingthat RTVE is breaching a self-regulatory code on televisioncontent for children.

RTVE said it had decidedto show the fight after all in-volved, including the bullranch and matadors, agreed towaive broadcasting fees.
