Tuesday is Election Day in Columbia Heights School District Candidate filing begins on same day for second vacant seat A special primary election will be held Tuesday, Dec. 1 in the Columbia Heights ISD 13 school district for the first of two vacant school board seats. Seven candidates are vying for the seat resigned by Lori Meyer in July. An eighth candidate, Omar Adow, filed but withdrew before the deadline. The top two vote-getters will advance to the special general election to be held Jan. 26. The candidates, in the order in which they filed are: Jennifer Laine, Tenecia Kirk, Tim Utz, Scott Bardell, Naty Severson, Hala Asamarai and Cahen Barret. There will be two polling places opened for this election in an effort of consolidation and cost sav- ings. The election is being administered by the Anoka County elections department. Also on Tuesday, Dec. 1, candidates can file for a second seat on the school board which became vacant due to the resignation of Grant Nichols in Oc- tober. The filing period will run through Dec. 15 and the withdrawal deadline will be Dec. 17. A candidate forum has already been scheduled for Jan. 27. Local 710 of the teachers’ union sponsored a forum for the first open seat a couple weeks ago. The question of whether the city could sell its three municipal liquor stores for a favorable price was posed by city councilor Bobby Williams a few months ago (see Anoka County Record, July 10, 2015), after the council had been presented a report that showed one of the three liquor stores had a dip in sales between 2013 and 2014.

The city’s Finance Director Joseph Kloiber presented his analysis to the council in a back room off-camera meeting Nov. 2. including any liquor inventory or equipment. His analysis also suggests that only another liquor store operator would be interested in these properties, and to sell them as a going concern, as is, to another liquor store operator would bring the highest sale price to the city. He thought there would be little interest and not as much profit to be made in a sale to an owner who would want to repurpose the properties for other uses.

Kloiber also noted that typically a business sale price would include about two and a half times its annual income, which in this case would be in the vicinity of $1.3 million. He predicted it would take a new buyer about four years to begin to show a profit, if that buyer was borrowing the $4 million. After taking questions from the council, Kloiber acknowledged that the sale of the liquor inventory could be another negotiable point — whether the buyer would be interested in assuming the stock, and whether it would be financed or purchased with cash. The value of the stock the stores have at this time was not mentioned.

What the three properties combined, as liquor stores, would bring into city’s property tax coffers was estimated to be $25,000 a year, plus maybe $2,000 a year in revenue from licensures.

Kloiber had produced a couple of hypothetical scenarios and presented them to the council on a projection screen. Kloiber’s “worst case” scenario assumed that a 1% decline in sales each year, and a 2.5% annual increase in expenses and depreciation, could still manage to find $150,000 of profit by 2020.

Councilman Bobby Williams said he is “sick of seeing” the largely empty shopping center at 44th and Central where the city once had a liquor store. Williams was on the city council in 2007 when a $5 million lease revenue bond issue was made by unanimous vote, to build two new liquor stores. The rationale for building the stores was that landlords wanted to double the

rent at the 44th and Central location and triple the rent at the 37th Avenue location.

“Overall, it looks like the profitability is dropping,” observed councilman Bruce Nawrocki, who had made similar comments at previous meetings. Finance Director Kloiber said “that would depend on what section of time you are looking at,” acknowledging the new competition from Total Wine in Roseville has affected the municipal liquor profits of Columbia Heights and Saint Anthony.

Could a private owner run the stores more profitably? City officials conceded that maybe one could — a private owner would not have

unionized employees, for example. Fehst said, “maybe they’d work their people to the bone” to increase profits.

Nawrocki mentioned recent news articles about municipal liquor operations being hit firmly in jaw by Total Wine, which has also opened some mega-sized stores near the borders of municipal liquor cities such as Edina, Richfield, Apple Valley and Lakeville. He said, “the prospects do not look good for the future.”

Fehst concluded, “are we making more money staying in the business or being out? Clearly, we are making more money being in the business.” He also said that profits from the liquor stores increased after the new stores were opened. Peterson declared, “I see no reason to get out of it.”

The budget book discussed at the meeting showed that for liquor operations in 2016, a salary of $104,806 has been budgeted for the liquor operations manager, with an additional benefits package of $29,773. Two assistant store managers will be paid $80,000 each, including benefits. The total employee payroll for salaries and benefits budgeted for the coming year is $1,046,300.

In 2014, cash sales from customers amounted to $8.41 million, with nearly $7.9 million in expenses, resulting in a Net Income take in excess of $534,000.

Follow-ups to previous news reports:Columbus signs contract with Sheriff. The Columbus City Council at its Nov. 12 meeting approved a $303,149 contract for police services to be provided by the Anoka County Sheriff’s office. The contract calls for 10 hours of patrol daily and 20 hours per month of Community Service Officer (“CSO”) (non-sworn) time. Approximately $12,600 of the contract will be paid by state funds.

More statistical detail on the General Election of Nov. 3, 2015: We did confirm the turnout of 2.15% for the only contested race in the Anoka-Hennepin school district, which was the Dis-trict 5 seat won by Nicole Hayes. 539 votes were cast; 25,018 registered voters were on the rolls. There were 15 same-day registrations.

Lino Lakes’ voter turnout was 33.6%. There were 149 same-day registrations and 159 absentee ballots. The highest turnout was in P-7 (40%) and lowest was P-6 (21%). 4,085 persons voted.

Circle Pines’ voter turnout was 36.97%. There were 28 same-day registrations and 42 absentee ballots. 1,191 persons voted.

Turnout for the ISD 831 Forest Lake school levy questions was 26% at P-3 (Linwood Elementary School served as the polling place; total persons voting 859) and 30% at P-4 (Columbus Elemen-tary School; total persons voting 1,240). There were 30 and 39 same-day registrations, and 29 and 51 absentee ballots at those polls, respectively.

Six school districts and two cities held elections in Anoka County. 11,756 voters turned out for a nine and a half percent turnout county-wide. There were 468 absentee ballots and 407 same-day registrations. 247 election judges were used.

Greg Lee offered city manager job in Anoka. The Anoka City Council made an offer to interim city manager Greg Lee, who has been the Public Works director for the city, to become the permanent city manager. Lee was interviewed by the council Nov. 16 and it’s expected a contract will be presented at the Dec. 7 meeting. The meeting will also have discussion about the 2016 tax levy. (See Anoka County Record, Oct. 30 and Aug. 28, 2015).

THE WARIf it wasn’t obvious to you on September 11, 2001, it should be painfully obvious to you now that there is a war raging, a war against radical Islam.

It is the defining issue of our generation and will occupy the efforts of serious world leaders for the foreseeable future, primarily for two reasons.

First, this not a war between America and radical Islam. It isn’t a war between the West and radical Islam. It is nothing short of a war between all of the civilized world and radical Islam.

This is because radical Islam seeks nothing short of the tyrannical goal of imposing an Islamic caliphate on the entire world. It is nothing short of seeking to convert all non-believers - or kill them like animals.

Second, the methodology and modus operandi of these terrorists is nothing short of shocking brutality and pure evil.

The leaders of this movement and their adherents are the ideological successors to Hitler, Pol Pot, Mao, and Stalin.

They kill, torture, rape, brutalize, and maim on a grand scale with absolutely no regard for the value of human life or any display of human decency.

The threat is real and it the threat applies to civilization itself.

The war will require the skilled and courageous leadership of America and her allies to assemble a Grand Coalition to prosecute the war and see it to a successful conclusion.

Unfortunately, America and many nations are lacking those skilled and courageous leaders.

Instead, the president dithers and wrings his hands, worried about offending the sensibilities of his radical liberal base as well as jeopardizing the votes of people who might be equally offended by any admission that the threat is posed by adherents to one particular religion.

It’s true. Unless this publication missed it, we haven’t seen any truck bombs driven by radical Methodists. We haven’t seen Lutherans throwing Baptists off high buildings.

We are told that it is only a small minority of Muslims who doing the killing and maiming.

The vast majority of Muslims are peaceful and committed to the religious freedoms afforded every citizen in a civilized nation.

Fair enough. True enough.

It’s still a very, very cold comfort. It’s like being told to enjoy Russian roulette. Hey, 5 of six chambers are harmless. It’s only that one that will blow your head off.

The lack of seriousness, primarily from the Progressive Left, is quite concerning.

Whether it’s the president taking a cavalier attitude towards ISIS or students refusing to recognize victims of terror for fear of fomenting “Islamaphobia,” the Left is sleeping on this issue, through both willful ignorance and a utopian view of foreign policy.

The harsh reality is that this war is a death match between radical Islam and the civilized world.

The civilized world must realize the only path to victory is giving the terrorists what they want - death.

Instead, a Leftist ideology that seeks to impose certain beliefs on students by declaring those beliefs to be the only good and productive beliefs while all the others must be banished because they are dangerous and harmful.

Thus, those who would espouse those ideas are also dangerous and harmful.

Thus, they must be shouted down and silenced in order to protect society.

Practiced under the banner of political correctness and often implemented through “speech codes,” there is a sub-specialty of shaming and silencing for various to cater to each constituency that practices group identity politics.

Those who explore differences in race are “racists.” Those who acknowledge biological differences between men and women are “sexists.” Even those who note the factual

differences between young and old are “ageists.”

The “ists” and the “isms” and the “phobias” all serve to empower one ideology and stifle all the others.

The latest incarnation of this madness can be seen in the cry for “safe spaces” on college campuses, along with warnings against “micro aggressions” and talk of “trigger warnings.”

Which brings us to the University of Minnesota and a simple resolution to remember the innocents slaughtered on 9/11.

As readers know, the U of MN Student Association voted down a resolution this past week that called for a moment of silence to remember the victims of 9/11.

According to news reports, the resolution was voted down in part because of fears that a moment of silence would foment “Islamaphobia” and would violate the “safe space” of Muslim students.

The news report didn’t cite any logical support for these wild assertions.

So this is what it has come down to. We now have a generation of children so bereft of principles, values, and the kind of education that produces logical thinking that they can’t bring themselves to see the value and importance of acknowledging 9/11, a defining moment in American history.

Of course, there will be other excuses made regarding the logistics of the event and other things, but the bottom line is that a majority of these student “leaders” are so confused they can’t discern between good and evil.

The illogical and downright silly nature of voting down such an important and unifying moment exposes these students as nothing more than petulant, spoiled brats.

To demonstrate that silliness, we have a couple of simple questions.

First, we are told that the vast majority of Americans who practice Islam are peaceful, law abiding, and proud citizens. In short, they are just like you and me.

We believe that.

So if that is true, why would these peaceful and proud citizens not be eager to stand shoulder to shoulder with their neighbors and denounce terrorism through this remembrance? In other words, this kind of activity produces no victims, it only remembers them.

Second, if the remembrance of 9/11 is a “trigger” to “Islamophobia,” why not take this to its logical conclusion and demand that ALL 9/11 recognition be banned in order to forestall a bad result?

For example, why not shut down the national 9/11 museum and memorial in New York? Surely, if a moment of silence will produce anti-Islamic feelings, a museum at Ground Zero will produce hordes of ranting bloodthirsty mobs seeking revenge against Islam.ANOKA COUNTY WATCHDOG continued on page 4

Volunteer Opportunities in Anoka CountyJoin the Anoka County Retired, Senior, and Volunteer Program (RSVP)! If you are age 55 or better, RSVP will pair you with a county nonprofit or social services program that needs your help.

With tax season fast approaching, RSVP needs certified volunteer tax counselors for the AARP Foundation Tax-Aide program. Volunteer tax counselors help low-income seniors and people with disabilities fill out their 2015 income tax returns. This volunteer-run program is sponsored by the AARP Foundation, the IRS, and the MN Department of Revenue. Training is provided. Attend one of the five-day training sessions listed below:

Session 1: January 4, 6, 8, 12, and 14

Session 2: January 5, 7, 11, 13, and 15

Additional training sessions will be held in the spring for property tax returns. Once certified, volunteers at sites in Anoka, Blaine, Columbia Heights, Coon Rapids, Fridley, or Ham Lake will assist low income seniors and people with disabilities to apply for their homeowners or renters property tax refund. Along with training, equipment, materials, and mileage reimbursement are provided.

IMPORTANT PROPERTY TAX HOMESTEAD NOTICE

Please contact your county assessor to file a homestead application on or before December 15, 2015, if one of the following applies:

You purchased a property in the past year and you, or a qualifying relative, occupy the property for homestead purposes on December 1, 2015; or

You, or a qualifying relative occupy a property for homestead purpose on December 1, 2015, and the property was previously classified as non-homestead.

A qualifying relative for homestead purposes depends on the type of property. For residential property, a qualifying relative can be a parent, stepparent, child, stepchild, grandparent, grandchild, brother, sister, uncle, aunt, nephew, or niece of the owner. This relationship may be by blood or marriage. For agricultural property, a qualifying relative can be a child, grandchild, sibling, or parent of the owner or a child, grandchild, or sibling of the spouse of the owner.

Once you have been granted the homestead classification, no further applications are necessary unless they are specifically requested by the county assessor.

You must also contact the assessor by December 15, 2015, if you are the property owner, or a qualifying relative of the property owner, and the use of the property has changed during the past year.

If you should sell, move, or for any reason no longer qualify for the homestead classification, you are required to notify the county assessor within 30 days of the change in homestead status. Failure to notify the county assessor within this 30-day period is punishable by recalculation of tax as non-homestead, in addition to a penalty equal to 100 percent of the homestead benefits.
