This week's column comesto you all the way fromParis.... Many French peo-ple are convinced thatPrime Minister JacquesChirac will be out when thegeneral election takes placein nine months time, caus-ing yet .other upheaval inthe French media. But untilthen the CNCL is continu-ing with its policy to redis-tribute the airwaves andhave chosen the lucky 80stations out of a total of 303hoping to transmit in theParisian area. The final de-cisions will be out et the endof this month.

NRJ's Director of Pro-grammes, Mao Guaraini,has confirmed that the NIUmagazine will be launchedin September and he hashigh hopes that the newmusic tv channel initiatedby NW will start around thesame time. These futureprojects am keeping the sta-tion busy but it has stillfound time to sponsor theforthcoming tours of Princeand U2 in France.

Talking of sponsoring,both Europe 1 and its fledg-ling Europe 2 did a greatjob sponsoring the threeGenesis concerts in Paris,transmitting reports from

the concerts every 10 min-utes.

Europe 2 are officiallylaunching their station thismonth with a concertedpublicity campaign. Al-though on air for the last sixmonths, they chose to waituntil trimly established be-fore the big launch. Europe2 differs from most otherFM stations in that they emprimarily a golden oldie sta-tion, programming onlyfour current hits an hour.However they have ambi-tious aspirations - MarcGarcia, Head of Music,says they intend to be thenumber one station.

Throughout June RTL'sCo -Director of Program-mes, Dominique Ferran,will both produce and pre-sent an interesting newprogramme, called 'RockL'Rengaine', in which 50sveterans like Gene Vincent,Elvis Presley, Carl Perkinsand Franlde Lyman will becompared to their Frenchcounterparts, such as Dali-da, Piaff, Tine Rossi andGilbert Becaud.

Following their success-ful Huey Lewis competition(previously described inthis column), Hit FM em inthe middle of a similar ven-tom with Swedish groupEurope. A compilation cliphas been made fron Eu-rope's three previous clipsand this is being shown pri-or to all UGC films in thecinemas (UGC being HIT'sprime shareholder). Thelucky winner who correctlyanswers several questionson the air will be flown tothe prestigious RoskildeFestival in Denmark whereEurope will be performing.

Honey Bee Benson, who wasborn in Holland, has been DJ/Producer with Radio Luxem-burg for six years with her ownphone-in programme, 7331;from 19.00 to 21.00 hours everySaturday and Sunday. Prior tothat, she worked as a club DJthroughout Europe for eightyears and with BBC's RadioOne Road Show for two years.Being part of the German radioscene, I em mast intrigued bythe situation that German radiofinds itself in today. Until re-cently there were only the offi-cial German stations and, ofcourse, Radio Luxemburg, allplaying basically the same for-mat of music with the odd rock,disco or youth orientated pro-grammes late afternoons or ear-ly evenings. In the main, all the

stations seemed to be aiming atwhat I would call the housewifemarket, .d one thing that theyall had or have in common is ex-cellent traffic reports - in fact,on one station where I workedfora while, traffic reports werethe most important part of theprogramme. Which is all verywell for drivers.

Now this is where things geta bit contradictory: the music

land are now the only Nordiccountries without regular all-night radio coverage.

At the same time, Yleisradiohas made mom time availablefor its Rock Radio segment onafternoon and evening program-ming Mrinday to Thursday. Butwith just three hours of rockdaily, it is still a far cry fromBBC's Radio 1 or Radio Swe-den's P-3.

format is housewife, but the sta-tion's biggest priority is trafficreports. So how many house-wives need traffic reports, andhow many driven am intohousewives' music? And whatabout rock music fans? We mustnot forget that the kids whogrew up en the 1960s are nowaround 40 and most of them stilllove rock music, together withtheir kids. So rock music is avery big market including the14-40 year olds and a lot of driv-ers in that bracket too.

Then of course there's Top40 radio, the biggest market ofthem all ranging from kids rightthrough to grandparents. 'Ibiza 92' Set ForWorldwide ReleaseIbiza- A television specialfeaturing a long list of top pop/rock names, was filmed in Ibizalast month for distribution to apotential worldwide televisionaudience of 400 million by lateJuly.

The event, dubbed 'Ibiza92', will be held annually until1992 when Spain plays host tothe Olymic Games. The showwas filmed via 10 cameras man-ned by a crew of 65 with fourcranes from Fugitive TV andSpain's TVE in front of a select-ed audience of 4.000. Stand Up For Jo Lemaire!Belgian Singer Gets International Support

I s there any new talent left in Belgium, we wondered inour Benelux Special earlier this year (issue 13). With the

decreasing sales figures of Belgian national product andthe continuing influx of foreign hit material delivered by thepan-European satellites in a densely cabled country likeBelgium, all A&R activities have been put aside. It is practi-cally impossible for local acts to secure a recording con-tract. However, there are two female vocalists who are afavourable exception to this pessimistic trend: Viktor Lazioand Jo Lemaire. The former has gained European atten-tion through her presentation of the recent EurovisionSong Contest and the release of her new self -titled albumfor Polydor. The career of Jo Lemaire could follow a similarcourse; after five critically acclaimed albums for the Bel-gian Phonogram company, PolyGram International arenow showing great interest in lifting her career to anotherstage, that of pan-European success.

Gibson Kemp, Vice -PresidentA&R PolyGram International,has followed the release ofLemaire's sixth album 'StandUp. He was involved in theproject from the very begin-ning and suggested producerJohn Brand, known for hiswork with The Walerboys, Az-tec Camera and The Cult. Theresult is an album with a def-inite international flavour. JoLemaire has managed to ex-pand her former electro-popbasis into a more streamlinedproduction without sacrificingher distinctive singing styleWith her expressive but res-trained voice, she often takesa cool and distant stancealthough possessing a way-ward style -consciousness.'Stand Up has a certain cos-mopolitan feel; elements ofthe French chanson are logi-cally embedded in contem-porary electro-pop arrange-ments yielding highlightssuch as the funky 'Too Ner-vous' the melancholic 'Is ThisLove and the brooding 'Gyp-sy Heart'.

Jo Lemaire and her form-er backing band Flouzemade their first album in 1979inspired by the punk move-ment. Groups like T.C.Matic,Telex, The Kids, and solosingers like Raymond van hetGroenewoud and Luc van Ac-ker, are at the start of a newmovement of re -discoveredcreativity and inspiration. Af-ter three albums with Flouze

and one international hit sin-gle, the Serge Gainsbourgcover 'Je Suis Venue Te DireQueJe M'En Vaid, Jo Lemairedecided to go solo and herfirst album 'Concorde' wasreleased in 1983. With oneside in French and the otherin English, the album wasmany a critic's favourite andreceived international atten-tion. The follow-up, withFrench lyrics against aneclectic mix of styles rangingfrom rock & roll and funky/pop to atmospheric chan-sons, turned out to be a failureas the French market was notvery keen on such Englishsounding music. Now, threeyears later, Lemaire seems tohave licked her wounds and isopting for a more internationalsound.

The new album 'Stand Upjumped from 15 to 6 in theBelgian album charts lastweek most countries willrelease it (DGG in Germany;the rest through Phonogram).A Benelux tour is planned forthe summer, with Germany tofollow in the autumn.

"We would like to exploitthis local success," so saysKees van Wijen, ProductManager at PolyGram Inter-national, "and to lift it to an in-ternational level. This is thefirst time the project is han-dled internationally and I thinkthat now the European mediashould 'stand up' and fullysupport this talented artist'.

Both the Americans and Europeans have always showed aweak spot for big ROB families such as DeBarge and theJacksons. In the last two years a new group has started toattract the public's attention: "the Jetsons" or, more offi-cially, the Jets. The Wolfgramms, as they are known in theofficial register, are a family of 15 (with yet another on theway), eight of whom form a band, their ages ranging from11 to 19. They used to play Polynesian tunes (the familyoriginally come from Tonga).

In the US, the Jets have al-ready had one R&B top 10 hit,two top 5 Hot 100 Singles andtheir debut album 'The Jets' isclose to a million sales. Theirbiggest venue to date attract-ed 30.000 people.

Here in Europe the Jetsare trying to follow in the foot-steps of DeBarge and theJackson. The first barrier, theUK market, has already beenbroken, 'Crush On You'

reached no 5, their other single, 'Curiosity' and the albumreached the mid -section ofthe charts, but only after sev-eral re-releases and heavypromo campaigns on UKtelevision.

The Jets' music is a mod-ern synthesis of ROB, funkand pop M&M talked to thegroup while they were in Mon-treux recently promoting their

They are nice pro-grammes and are totally dif-ferent from the American ap-proach of 'Solid Gold' and'Band Stand': here you have alive audience while you per-form, something we totallydidn't expect.M&M: Who does the choreo-graphy for the group'sperformances?"Rudy (who's 15) does it, it's amixture of US pop dancingand native steps we used todo. As for other topics, we allhave an equal say, it's prettydemocratic under the lovingguidance of our parents whoare with us wherever we are.MOM: When is the next al-bum coming out?"For the US it's due in Sep-tember and it will contain amore base -y structure, de-veloping into a sound that wefind more apt for us. To fill thetime gap in between we'll be

On the tour Rita Mitsou-kds Catherine Ringer andFred Chichin are joined byfour American musicians,Prince Charles (percussion,synthesizer), Curt Taylor (gui-tar - he was also on WhitneyHouston's tour), well knownjazz musician Tony Bridges(bass) and Richard Harrison(drums). There are also twodancers, Brigitte Slama andMichele Chopinot. The tourincludes a spot at the Mon-treux Jazz Festival and theNew Music Seminar in NewYork as well as appearancesat 'Rock Salute Berlin', 'Fes-tival Bar' in Italy and the open-ing of a new club/venue inAmsterdam (full tour dates willbe published next week onthe Tour Page).

The first two singles fromthe album, 'Andy' and 'C'EstComma Ca, were top 10 inFrance and enjoyed moder-ate success elsewhere includ-ing Italy where, although ab-

solutely no promotion wasdone, the 12" of 'C'Est COm-me Ca' sold 3.500 copies. Theband will also be included onthree Italian compilations ofinternational pop alongsideartists such as Tina Turnerand Boy George.

Something else that hard-ly ever happens to Frenchbands is success in the US.Previously with SeymourStein's Sire label 'The NoComprendo will be releasedin the US by the newly formedVirgin USA at the end of thismonth. Rita Mitsouko's mostwell known single, 'MarciaBaila', became not only a culthit all over Europe but also inthe US where its video waseven was bought by NewYork's Museum Of ModernArt.

In keeping with their artyimage, a Rita Mitsouko songbook has just been publishedcontaining the work of 15modern French artists whowere each asked to do apainting to illustrate thesongs. An exhibition of thewatercolours is showing inParis, under the title, 'Rita Mit-souko Et La Peinture A I.:Eau'.

Next month Virgin Francewill release a 12" dance mix by Rita Mtsouko with fourtracks (Andy' 'C'Est CommaCa, 'Lea Histoires d'A' and'Nuit d'Ivresse') re -mixed byJesse Johnson from Minnea-polis. A new LP is expected atthe end of the year.

Records?' was the title of a debate on the closing dayof this year's IMMC, tackled by Trevor Pearcy, Senior LegalAdvisor IFPI, and Tony Hale, Head Of TH Productions andformer Capital Radio Head Of Music. Hale strongly advocat-ed that the amount of money radio stations in the UK pay tocollecting societies is far too high, especially in view of thefact that needletime restrictions limit programming. "Musicis too expensive for the radio business because the millions ofpounds that stations like Capital spend does not even meanthat they can play what they want!"

Another thing that irrites Haleis the fact that most of themoney does not even go to theartists involved: "It irritates thehell out of me that the collectinghouses which am in the busi-ness to look after artists chargeso much and that record compa-nies charge so much. I believe itis wrong to deduct 18.5% in ev-ery pound before anything evengoes to the artist"

Hale stressed the emotionalvalue of music to most peopleand concluded: "Music is nottoo expensive if you accept it isan art form and emotionally themost powerful of all the artisticmedia".

Pearcy began his well -

documented delivery by point-ing out that "the question is notshould broadcasters pay for thebroadcasting of records, but dothey pay too much?" In order toexplain why broadcasters payfor records, Pearcy began bygiving the historical back-ground of the whole ethos ofcopyright.

"Copyright law has evolvedwith technology so that theoriginal right of copyright own-ers to prevent copying has beensupplemented by rights to con-trol or to be paid when theircopyright works am communi-

cated to the public." The per-forming rights, Pearcy pointedout, emerged in national lawsfrom the 1930s onwards andwere given international recog-nition by the signing of theRome Convention in 1961.

The usual procedure forbroadcasters when dealing withpayments to record companies

Non-commemalstate broadcasting organisa-tions, for instance, often negoti-

ate an annual payment irrespec-tive of the number of recordingsbroadcast (as in Australia andJapan). In other countries suchas Scandinavia the royalty is

calculated according to thenumber of minutes of protectedrecordings that am broadcast.In the UK, the payment isnegotiated by reference to thenumber of hours of broadcast-ing time.

However the usual methodof calculating royalties payableto commercial broadcasters isby applying a percentage royaltyrate to the net advertising reve-nue of the station. This variesfrom 4.5% in West Germany tobetween 4-7% in the UK. Pear-cy pointed out that it was impor-tant to note that, "these royaltyrates and broadcasting pay-ments am not imposed by therecord industry, they are freelynegotiated".

Pearcy then went on to stressthat one of the crucial issuesmost disagreed upon by collect-ing societies and broadcasterswas the value of airplay. Broad-casters argue that the value ofairplay in promoting record sal-es should be offset against theneed to pay royalties, whereascollecting societies believe thatradio is a consumer than apromotermoreof records.

In a recent court case be-tween Phonographic Perfor-mance Ltd. (PPL) and the As-sociation of Independent RadioContractors (AIRC) in the UK,it was shown that commercialradio airplay concentrates onestablished hits and on new ti-tles by established artists. "Infact," said Peavey, "radiodoesn't always create hits - but itcertainly lives off hits". Accord -

ing to Pearcy, PPL provideddetailed statistical evidence toshow that airplay could increasethe sales of one record but onlyat the expense of another. In ad-dition, "airplay can be detri-mental in that it provides the op-portunity for home taping".

The Performing Rights Tri-bunal dealing with the casecame to the conclusion thatprogramme controllers did not

include records in their playlistsin order to promote sales andconcluded: "Even if airplayconfers a net benefit on therecord industry by increasingrecord sales, we are strongly ofthe opinion that this is not avalid reason for reducing the

Radio Round Tables An Overwhelming Successby Machgiel Bakker & Abi Daruvalla

This year's IMMC introduced a new aspect to the usual line-up of panels and seminars: the radio round table. The mainfunction of these round tables was to discuss subjects relatedto radio in a free and unrestricted atmosphere. The moderatorwas merely a catalyst to heat up the discussion and wouldsoon become just as much a participant of the group discus-sion as the others. The absence of an audience clearly helpedthe continental Europeans to make their point without lan-guage inhibitions. As several concurrent round tables wereorganised, people were free to swap from one table to another,making the discussions even more lively.

Eight different round tableswere organised including: TheComputer VS. The DI (WhoMakes The Play Choice?); Syn-dication; Marketing Radio;Show Preparations; InteractiveRadio; and Jingles & StationCalls. Marketing Radio was themost lively event with subjectssuch as: the importance ofknowing your audience; know-ing your broadcast area; thevalue of news items; the perso-nality of a DI; the vast flow ofproduct and ways to cope withsuch a flood of vinyl; the con-straints of formats; the role ofDIs as trend-setters; the impor-tance of listeners' opinions;reaching the older demograph-ics; and the relationship be-

tween the radio industry and therecord companies.

All the European radio peo-ple M&M talked to about themarketing radio round tablewere enthusiastic and consider-ed the session one of the mostsuccessful of the whole Confer-ence. As Rik de Lisle from Ber-lin's RIAS pointed out, the ses-sion was scheduled to lastaround 45 minutes but was stillgoing strong some three hourslater. "I have told about a mil-lion people about it since get-ting back. It was a real learningexperience with people actuallyexplaining what goes on in ra-dio in 13 or so countries - I wasoverwhelmed by the wealth ofinformation given and the

c) 'GuideWith Whitney Houston holding steady posi-tion in the European Airplay Top 50 for the se-cond week, competition is on its way withJohnny Logan's Hold Me Now jumping from10 to 3 and Suzanne Vega's Lida from 6 to 4.Although it is not very likely that these two willbe able to take over Whitney's top position, thenumber of airplay points they have collected isstriking. In the case of Logan it proves that,despite the mounting criticism of the Eurovi-sion Song Contest, the winner is still guaran-teed good airplay and corresponding 'sales.

With /Still Haven't Found moving into theAirplay top 10 this week (9-1.3 in its secondweek), U2 could not have found a better way tocelebrate Island's 25th anniversary at the end ofthis month. The group is a best seller at all lev-els and has already held the no 1 position in theHot KID Album chart for 12 weeks now.

Lots of movement outside the Airplay Top10 with eight records as possible contenders fornext week's top 10 entry. While the album'From Hem lb Midland' has just been releasedin most European territories, Cock Robin'ssubtle Just Around The Corner continues to getvery good reports from our correspondents andmoves up from 19 to 11. Italian singer Spagnagets a re -boost on her Call Me single and mov-es, after seven weeks, up to number 14 (comingfrom 22). Billy Idol is closer to Chris Isaakthan ever with Sweet Sixteen and this colourfulproduction has a well deserved move up to 15,coming from 24. Gino Vannelli's Wild Horsesis a typical 'sleeper', a song that needs airplayover a long period before breaking into the sal-es chart. But European radio shows commit,ment and the record moves up to number 17with a bullet. Boy George's second solo singleKeep Me In Mind has no trouble finding its wayinto the airplay charts and is, after two weeks,up to number 19.

It always takes some time for Prince singlesto chart; while his album holds top 10 in theHot 100 Albums with top position in 14 Euro-pean countries, the second single If I His YourGirlfriend does not really take off on a saleslevel. European radio remains supportive how-ever and the single is now number 20 with a

ballet.Although Chris Rea always was a favourite

on the continent, audience reaction did nothappen until his last release, the swinging Let'sDance. Helped by UK airplay and good reac-tions from the continent, the single is a quickjumper on the European Airplay Top 50 from42 to 22. And, to top it all off, the eighth Air-play top 10 contender is George Michael'scontroversial I Wan Your Sea. Despite BBCcocoroner Johnny Beerling's ban on day timeplay there's no stopping this record from mov-ing up in the chart 123-441.

One of the most popular continental Euro-pean singles at the moment is Genie Di Mare byIndian Eurovision contestants Torzi & Raf.

With good airplay in holy, Germany and theBenelux, this appealing and gentle track movesup to number 32, after its entry at 50 last week.

Paul Corrodes When En Wilk In TheRoom, an ex-M&M Sure Hit in issue 17, is thehighest entry in the Airplay Top 50 this week.His glorious version of the Jackie De Shannonsong which was a hit for The Searchers in 1965,enters at 38 this week. Other entries are AlisonMoyers Ordinary Girl, Erasure's Victim OfLove and Echo & The Bunnyinen's first newmaterial since October '85 Bring On TheDancing Horses'), De Game.

Jones recently won two M&MVideo Awards for her lean Baptiste Mondinodirected 'Mie Boca' ('Best Director and 'BestPhotography'), and a check on the LP is cer-tainly worthwhile. Best tracks include: All Day,All Night and My Man.

The two highest newcomers of last week,The Cure and Simple Minds, both show signifi-cant upward movement in the Hot 100. The firstgo up to 6 from 11, the latter moves to 8, comingfrom 12. Highest entry, as expected, is forWhitney Houston's second album, coming in atIS. So far the album is charted in eight Europe-an countries and is top 3 in most of them.

Second best entry is for The Beatles' SgtPepper, entering at 44, charted in the UK, Bel-gium and Ireland. Especially after the showingof the Granada TV special 'It Was 20 YearsAgo', sales soared and in the UK, CDs accountfor 60% of total sales.
