FREIGHT CORRIDOR

INTRODUCTION

Page 6: Freight Corridor

A Dedicated Freight Corridor (DFC) can be described as a network of railway lines “dedicated” for the movement of freight trains. Freight means goods transported in bulk by truck, train, ship, or aircraft. Freight Trains are goods train which transported in bulk.

Such DFCs are separate from the passenger railway networks to ensure uninterrupted movement of the freight trains. Railway tracks under DFC are often provided with a higher voltage overhead power line than that of normal passenger railway networks, so the freight trains can attain higher speeds.

Page 7: Freight Corridor

Historical PerspectiveAccordingly, the seeds for the project were sown as early as in April, 2005, wherein, Honorable Prime Ministers of India and Japan made a joint declaration for feasibility and possible funding of the dedicated rail freight corridors. Honorable Minister for Railways, almost at the same time, announced in the Parliament the need and planning for the project. Immediately thereafter, RITES was entrusted with the feasibility study of both eastern and western corridors. In May 2005, Committee on Infrastructure (COI) constituted a Task Force, chaired by Sheri Anwar Huda, Member Planning Commission to prepare a concept paper on Delhi-Mumbai (Western) and Delhi-Howrah (Eastern) dedicated freight corridor projects, and to suggest a new organizational structure for planning, financing, construction and operation of these corridors. RITES, in January 2006, submitted the Feasibility Study Report of both the corridors to Ministry of Railways. Almost simultaneously, the Cabinet approved the report of the Task Force of the COI, which directed that a SPV should be set up to construct and operate the DFC. Cabinet Committee on Economic Affairs (CCEA) gave "in principle" approval to the Feasibility Study report asking the MOR to go ahead with Preliminary Engineering cum Traffic Survey (PETS) for the two corridors, firm up the cost of the project and work out the financing options. In consonance with the recommendation of the Task Force of COI, a SPV, named "Dedicated Freight Corridor Corporation of India Limited" (DFCCIL) was incorporated under Companies Act in October 2006. Subsequently, RITES submitted the PETS Report based on which the project was approved at a cost of Rs.281.81 billion.

India can achieve higher axle load without wear and tear created by the friction by adopting the Maglev technologies for freight transport.

Under the Eleventh Five Year Plan of India(2007–2012), Ministry of Railways is constructing a new Dedicated Freight Corridor (DFC) covering about 3300 route km long two routes - the Eastern Corridor from Ludhiana in Punjab to Dankuni in West Bengal and the Western Corridor from Jawaharlal Nehru Port, in Mumbai, Maharashtra to Tughlakabad, Delhi/Dadri along with interlinking of two corridors at Khurja in Uttar Pradesh. Upgrading of transportation technology, increase in productivity and reduction in unit transportation cost are the focus areas for the project.

Dedicated Freight Corridor Corporation of India (DFCCI) has been designated by Government of India as a `special purpose vehicle`, and has been created to undertake planning & development, mobilization of financial resources and construction, maintenance and operation of the Dedicated Freight Corridors. DFCCI has been registered as a company under the Companies Act 1956 on 30 October 2006.

The Dedicated Freight Corridor Corporation of India Limited (DFCCIL) is a corporation run by the Government of India, Ministry of Railways to undertake planning & development, mobilization of financial resources and construction, maintenance and operation of the Dedicated Freight Corridors. DFCC has been registered as a company under the Companies Act 1956 on 30 October 2006.

The plan to construct dedicated freight corridors across the country marks a strategic inflexion point in the history of Indian Railways that has essentially run mixed traffic across its network. Once completed, the dedicated freight corridors will enable Indian Railways to improve its customer orientation and meet market needs more effectively. Creation of rail infrastructure on such a scale - unprecedented in independent India – is also expected to drive the establishment of industrial corridors and logistic parks along its alignment.

In the first phase, DFCCIL will be constructing two corridors – the Western DFC and Eastern DFC- spanning a total length of about 2800 route km. The Eastern Corridor, starting from Ludhiana, Punjab will pass through the states of Haryana, Uttar Pradesh and terminate at Son Nagar, Bihar. The Western Corridor will traverse the distance from Dadri to Mumbai, passing through the states of Delhi, Haryana, Rajasthan, Gujarat and Maharashtra. The present section deals with eastern corridor and environment management framework is prepared to deal with associated environmental issues, regulatory requirements, capacity building plan and institutional strengthening requirements for DFCC.

Western Dedicated Freight Corridor or Western DFC is a proposed freight corridor in India by Indian Railways. The is going to be a broad gauge corridor. This will connect two most important cities in India viz. Delhi (The national capital of India) and Mumbai (The commercial capital of India). This corridor will cover a distance of 1483 km and would be electrified with double line operation. A single line branch is proposed from Pirthala Junction to Tughlakabad. This will run parallel to existing Delhi - Mathura main line. Route from Rewari to Dhari will be entirely new line and Dhari will further be connected to Khurja junction which will connect this corridor to Eastern Dedicated Freight Corridor.

Route –

The Western Dedicated Freight Corridor will begin at Dhari near Delhi in the state of Haryana covering a new patch of railway between Dhari - Rewari and then will run parallel to existing line via Narnaul, Ringas. The other important station will be Phulera and Marwar Junction in Rajasthan, Palanpur, Amli Road (Sabarmati), Makarpura (Vadodara), Gothangam / Kosad in Gujarat and Vasai Road in Maharastra before it terminates at JNPT at Nhava-Sheva near Navi Mumbai in state of Maharastra.
