Civil Aviation of December 7, 1944provides The contracting States
recognize that every State has
complete and exclusivesovereignty over the air space
above its territory.

Covenants embodying and
implementing these principles
The State Sovereignty over its air space
principle is given recognition andsubstance by the supplementarycovenants (a) The International AirServices Transit Agreement; and (b) the
International Air Transport Agreement.
These subsequent covenants paved wayto the Five Freedoms of the Air.
