In connection with your suggestion that a coP1 of a PresidentialWarrant be furnished. a sheriff or chief or pollee whenever it is foundnecessary to make a request of the local authorities to place an alien enemy injail, the Bureau is of the opinion that this policy should not be established.In the past, the Burea.u has frequently turned over individuals vrho have violatedFederal Laws to local officers for det.ention without givinr, to the comnl t t.Lnr;officer a copy of the r:arroot. In these cases, the local officers usuallycomply with 'rcquest.s such as thece without demandi.ng any written record as to til creason for the arrest or the commitment. It is, therefore, felt that thispractice could equaJ.ly apply to cases involving enemy aliens who have been

These individuals are to be transferred to an intern­meni;', camp under the jurisdiction of the Immigration and Naturali­zation Service. It 1s requested that these warrants be filedwith the appropriate authorities at Tule Lake as detainers andthat the appropriate office of the Immigration and NaturalizationService be advised of this action. Upon receipt of such advice,these individueJ.s will be transferred by the Immigration andNaturaJ.ization Service to internment camps.
