The builders create the problem by leaving redundant pipes unplugged — usually when they’re working on house extensions. “There are two kinds of in- festation, those in the 12-to- 18-inch pipes in the main system, and those in the 4- inch pipes that connect do- mestic waste to the sewer,” rodent expert David Smith ex- plains. It is in these smaller pipes under their houses, or in their gardens, that Clondalkin homeowners can find a nasty surprise. Prevention, Mr Smith says, is far better than cure — but both are on offer. A “Ratflap” is a kind of valve that lets the waste flow out but stops the rats coming in. Cuan Álainn was origi-nally a refuge for women andchildren fleeing domestic vi-olence and it will now be re-opened as secureaccommodation for womenand children who are home-less.

shelter provided a safe havenfor 71 women and 86 childrensince it opened its doors in2012. The centre which wasbuilt and operated by the Re-spond! Housing Associationhad to close in December2015 due to funding difficul-ties.
“I strongly criticised theinaction of the Fine Gael andLabour Government whichrefused to provide this vitalrefuge with a sustainablesource of funding and raisedthe issue in the Dáil on nu-merous occasions.
“I warmly welcome theagreement that has now beenreached between Respond!,
the Dublin Regional Home-less Executive, and SouthDublin County Council,which will see Cuan Álainnre-opened to welcomewomen and children who arehomeless and in need of sup-port in order to move backinto housing with the neces-sary supports.

Dolan was an“outside” candidate,i.e., one voted on byhis peers in relatedbodies, rather thanby members of theOireachtas.

Calls on Government toreview fuel allowance
SINN FÉIN TD SeánCrowe has urged theoutgoing governmentto review again thefuel allowance, whichended on April 1st.He made the call dueto serious concernsregarding the impactof the current long,cold spell on vulnera-ble families and indi-viduals.
Deputy Croweclaimed that 2,800people died last yearfrom medical condi-tions that are directlylinked to fuel poverty.
The fuel al-lowance paymentfrom the DepartmentSocial Protection hasa cut-off date of the1st of April but theDublin South WestTD believes that itdoesn't take cogni-sance of weatherconditions. Arguingthat the allowanceshould be extendeduntil the end of May,or until the cold pe-riod passes, DeputySeán Crowe said:
“There are be-tween 200,000 and400,000 householdsin chronic fuelpoverty in this state,including the elderlyand those with a dis-ability, who more sus-ceptible to the cold.These groups have agreater dependencyon the fuel allowance.
“The current pay-ment is €22 a week,but it begins on the1st of January endson the 1st of April,which is far too soon.The fuel allowancesupport needs to beextended to reflectIreland’s current coldconditions andweather patterns inrecent years. The pay-ment from the De-partment SocialProtection isn’t fit forpurpose and needs tobe more flexible. Irishweather patterns, inrecent years, alsosuggest that this pay-ment period doesn’treflect the need or re-ality of many house-holds in fuel poverty.
“Research hasalso shown that peo-ple over the age of 65are seven times morelikely to be hospi-talised as a result ofcold temperatures,compared to ayounger age group.
“Fuel poverty oc-curs when a house-hold needs to spendmore than 10 percent of its income onenergy in order tomaintain an accept-able level of heatthroughout thehome.
“Hospitals andAccident and Emer-gency wards acrossthe country are cur-rently inundated withpeople suffering frompneumonia, hy-pothermia and othersevere bronchial con-ditions.
“Surely, thisshould be another in-dicator that it wouldbe a rational decisionto extend the fuel al-lowance scheme tothose in need.
“I am calling onthe outgoing govern-ment and the Minis-ter for Social
Protection Joan Bur-ton to do the rightthing They should, as
a matter of urgency,agree an extension ofthe fuel allowance
scheme till the end ofMay or until this coldperiod passes.”

lyfermot/Drimnagh),the problem is partic-ularly acute in theSouth Central area onthe southside, and inCentral on the north.

Dolphins Barn, Crum-lin and Drimnagh.Central includes all ofthe City Centre northof the Liffey. Citybosses say that it isdifficult to calculatethe exact costs and

collection time in-volved. “The collec-tion of such wasteoften coincides withthe collection of litterbin waste or streetsweeping waste, etc.,and therefore cannotbe exactly quantified,”said John Billane, Su-pervisor of WasteManagement Serv-ices. However the binmen also conduct pe-riodic surveys. This al-lows them to make anestimate as to the costof illegal bags of waste
and other forms ofdumping. On thatbasis, about €670,000per year, or some€12,000 a week, isspent clearing up afterthose who dump onthe street. However,there are “hiddencosts” involved thatmake the figure muchhigher, warns Mr Bil-lane: “These figures donot include costs re-lated to the litter war-dens service,” henoted. “Nor do theyinclude the adminis-
trative/clerical costsinvolved in the man-agement, supervisionand collection of ille-gally dumped waste.”
Sources told LocalNews that these addedcosts could bring thetrue price of fly-dumping to close to amillion euros a year —far more if health,tourism and retailconsequences areadded in as well.
Cllr Doolan haslong campaigned forgreater vigilanceagainst litter-louts,and more bins forstreet litter.

LETTER TOTHE EDITORIsn't it time that the State stopped the waste-ful use of taxpayers money on the trumped-up charging of Paul Murphy with unlawfulimprisonment of Joan Burton ? He was one of many supporting a legitimatepeaceful protest. She was in a car sur-rounded by gardai. There was no attempt toprevent the gards going about their dutywhich surely included moving obstructions(including people) aside in order to allowpassage of the car. It is claimed that she andher advisor were falsely imprisoned, sosurely that charge should also include thegardai surrounding them if they were actu-ally physically prevented from doing theirduty. Everyone knows that this was not the case.The guards could have called in extra sup-port to help move anyone causing an ob-struction. If any charges were to be made,they should have simply been charges ofcausing an obstruction against any personswho had to be arrested for physically doingthat. Paul Murphy was not physically doingthat. We do not need an expensive, prolonged trialto determine this. Everyone also knows thatthis is all about failed political manoeveringby the government of the time to disrupt theanti-water-charge campaign. Pity, but let's stop the nonsense now pleaseand, just for once, save taxpayers' money.

IN THE LAST issue of Local News I spoke aboutdeveloping your observation to tell you whetheror not your actions and behaviours were gettingyou the results you want. We looked at develop-ing our senses to be more observant and also atbeing internally observant. By that I mean be-coming more aware of and observing your feel-ings and emotions and what they are telling youabout the results of your actions..
The next thing I said that we’d need to de-velop is our “Flexibility”. This is something weall need to work on and develop.
Flexibility, in this context, is the ability tochange what you are doing as soon as you re-alise that what you have been doing has notbeen achieving the result that you desire. Flex-ibility to change your behaviour and keepchanging it until you find out what works!
Not achieving your desired outcome in acertain way is never a failure. As Thomas Edi-son said of his many “failed” attempts at in-venting the light bulb, “I have not failed, but Ihave succeeded in discovering yet another wayof not producing electric light”. We need to beready to change and change constantly until wehave found what does work.
One popularly quoted definition of insan-ity is “Doing the same things over and overagain and expecting a different result”! Whenwe are not Observant and Flexible we usuallyend up doing this ourselves.
A good example of where a lack of flexibilityhalts progress and can even be fatal is in our re-lationships. Two people come together withtheir own fixed patterns of behaviour. A rela-tionship can get into a repeating cycle, the fa-mous vicious circle. A circle by definition has noend point. Where there is a pattern of repeatedrows, it is because each person is behaving, re-sponding and reacting in exactly the same wayeach time! If you are in a situation like this, eventhough emotionally you may be driven to be-have in a certain way, try thinking about somedifferent new response or action that you couldtry. It could be physical or verbal. A very goodway to break a pattern is with humour. (Obvi-ously it must be appropriate and laugh “with”and not “at” the other person). If you can bothsee the funny side, it breaks the old ineffectivemood. Why not look at your own behaviour andmaybe even laugh at what you’ve been doing?!
Flexibility in reaching our targets and goalsshould be looked on as a constant adjustmentprocedure. Imagine a helmsman on a boat. Al-though he is obviously travelling from A to B, heis constantly adjusting the rudder to keep theboat on track. If it is a sail boat, in order to getfrom A to B a sailor needs to constantly adjusthis sails and sometimes zig-zag his direction inorder to handle changing conditions andachieve their goal of reaching their destination.
So it is in life also. The most effective peoplehave developed the skills of Observation andFlexibility. They are very quick to notice thatwhat they are doing is not achieving the desiredresults. And they very quickly change their be-haviour in some way to be more efficient andeffective. They do this constantly until they findwhat works!

POOL FOR LUCANA campaign Pool4Lucan run by local women ßandraWhelan and Helen Farrell has achieved their aim.Government has allocated €3.8m to make up theshortfall which the Council had difficulty for the newpool which will be at Griffeen Valley Park. There hasbeen a need for a pool in the Lucan area since the1980s, and previously there had been a previous com-mitment to build a pool in the area, but it fell through.Commenting on the decision, campaigner Helen Far-rell commented that the group need to keep up thepressure and have an input into the ideas for the proj-ect.Pool4Lucan would like an input on the design andwould like to incorporate seating facility and modularunits within the complex that would allow exhibitionsand other community events.

A company calling itself; Ballyowen Castle PrimaryCare Centre has had its plans to build a four storeyprimary care centre. The HSE had expressed willing-ness to lease the premises and include services e.g..GPs and occupational therapists. However, SouthDublin County Council refused the planning applica-tion on the basis that the project building was tooklarge in context of the site and there were issues withcar parking and infrastructure. Among the people tt isreported to be pleased with the decision is local coun-cillor William Lavelle.

Medics’ turf war truce as James’s wins Children’s HospitalAFTER more than adecade of contro-versy, it now appearscertain that the newChildren’s Hospitalwill be built on theSt. James’s Hospitalsite behind the newFatima complex inDublin 8.
This ends athree-horse race be-tween that site, theConnolly Hospital
site in Blanchard-stown, and the vastfree acres behind theCoombe Women’sHospital — just ahalf-mile from theeventual winner.
The Master of theCoombe, Dr SharonSheehan was quotedby the New Chil-dren’s Hospital aswelcoming the news:
“By ultimately
combining the spe-cialties of the mater-nity, paediatric andadult hospitals inthis tri-location, thequality of care for ourwomen and babieswill be greatly en-hanced,” she isquoted as saying.The statement con-tinues:
“We look forwardto developing thismodel of healthcareexcellence, ensuringa seamless continu-ity of care for our pa-tients.”
There had beensome effort made bythose lobbying forthe Coombe to high-light its competingmerits. However,those voices becamemuted as the plan-ning process woreon.
Indeed, the
three-horse race be-tween James’s, Con-nolly and theCoombe had effec-tively been reducedto just two runnersas final submissionswere heard by AnBord Pleanála.
There were pro-fessionally-preparedand vocal contribu-tions on behalf ofConnolly, lead byJack & Jill founderJonathan Irwin.
Similarly, theNCH/St. James’s op-tion unleashed anon-stop barrage ofpublicity, particu-larly after Local Newspublished front-pagestories in June lastyear, and in late2014, favouring theCoombe option.Local News reportsfavouring theCoombe site werepassionately re-butted by PR and ar-chitectural professionals working forNCH, with our re-porter given one-on-one briefings.
The Coombe inCork Street — thevery site sidelined inthe PR and planningstruggle near the end— was closest tosealing the deal inlate 2012.
As this newspa-per reported in ourJune 25 edition lastyear:
“It has always
been a mystery as towhy the already-cramped St. James’ssite was ever sug-gested. It is alreadyknown that, by late2012, a pro-Coombedecision had beenmade at Cabinetlevel. Simultaneousreports from severalcabinet and politicalsources suggest thatthis was sensation-ally overturned by alast-minute phonecall from a powerbroker associatedwith St. James’s.”
Indeed bothLocal News and TheIrish Times quotedsources inside med-ical and cabinet cir-cles suggesting thatthe Coombe was tobe announced thewinner — only to bethreatened with non-co-operation by theSt. James’s hierarchyif their own, compet-ing submission wasnot given the go-ahead.
Both our sourcesand those cited bythe The Irish Timessuggest that, withjust hours to go be-fore a cabinet an-nouncement, thedecision was re-versed: the Coombelost and St. James’swon.
In our 2015 cov-erage, and in an ini-tial report theprevious year, we
highlighted thetwenty acres ofgrounds adjacent tothe Coombe and thenearby Player-Willsfactory.
These, we sug-gested, could haveoffered more thanvast play areas forlong-term paediatricpatients. The verysize of the site wouldhave allowed thenew build to spreadhorizontally insteadof vertically — result-
ing in huge savingson the deep founda-tions required for theproposed, 5-storeybuilding in St.James’s.
In the end, how-ever, the PR warswere won by trench-ant voices raised bythe eventual win-ners, closelymatched in volumeby Jonathan Irwinbehalf of westDublin. Local Newscontinues to believe
in the merits of theCoombe, both as aphysical space andas a respected med-ical institution.
No specificpromises were madeby NCH about theaddition of a mater-nity hospital to thealready-cramped St.James’s site. Thatadd-on — which re-mains controversial— was not made partof the planning ap-plication.

fords a measure ofprotection to ten-ants, including thosegiven “eviction no-tices” in Tyrrelstown,in north Dublin.Those notices havenow been with-drawn, and declaredinvalid.

Sixteen-year wait on Council housing list240 APPLICANTS on the South Dublin CountyCouncil for social housing have been on the listfor more a decade, Cllr Francis Timmons (Ind,Clondalkin) has discovered.
And according to answers given to the Coun-cillor by SDCC officials, one applicant has beenwaiting since 2000 — over sixteen years. There arecurrently 9119 applicants, with an average wait-ing time of just over five years.
Furthermore, Cllr Timmons has found outthat no one in SDCC management can give himeven an approximate figure for the cost of one of
the new, modular houses intended to providepart of the solution to the crisis. “The cost ofbuilding a 3 bedroom Rapid Build unit is not yetknown,” a manager told Cllr Timmons in reply toa written question. SDCC intends to rely on post-build figures offered to them by Dublin CityCouncil. Only then, they say, when the firsthouses are built in Poppintree “will...final ac-counts [be] agreed”. This, according to the neigh-bouring Council, “will provide an indication ofthe cost to expect”. At this stage, Council bossesadd, costs are “not yet finalised”.

Instead of standing at the petrol pump andreading the advertisements for a credit card whileyou wait for your tank to fill, use that time to giveyour car a quick check-up (and cleaning) by per-forming three simple tasks:
1. Clean windshield. A dirty, mud splatteredwindshield is a safety hazard, as it obscures yourview of the road. So give it a regular cleaning.Using the spongy part of the petrol stationsqueegee, soak the whole windshield with thecleaning fluid. Then pull the squeegee tightlyfrom the middle of the windshield to the sides,finishing off the remaining streaks by pulling ittop to bottom. This is especially important afteran extended drive on the motorway when yourwindshield is littered with insect carcasses andusing your car’s washing fluid and wipers to re-move them only creates a big, smeary mess thatobscures your line of sight even more.
If your headlights are dirty, give them asqueegeeing as well.
2. Check tire pressure. Maintaining propertire pressure will keep you safe and even save youa little cash. Checking your tyre pressure takes less thantwo minutes. Here’s how to do it:
For an accurate reading, always check tyrepressure when your tires are “cold,” that is beforeyou’ve driven around on them. I only check mytyres’ pressure at a petrol station when I fill up atthe one less than a mile from my house, firstthing in the morning. If you’ve already been driv-ing around for awhile, let the tyre“rest” for at leastfour hours before checking the pressure.
Find out the tyre pressure recommended foryour car (it’s in your owner’s manual and on apanel inside the driver’s side door. To ensure your car always has enough oil, it’simportant to get in the habit of regularly check-ing it. Your owner’s manual probably recom-mends that you do this at every gas fill-up, butevery other is typically sufficient. Checking yourcar’s oil level is super easy. All you need is a cleanpaper towel, adequate light, and about threeminutes. You should save this job for last becauseyou need to wait about five minutes after youturn the engine off for the oil to drain back intothe pan:

Irish Ferries has linked up with An Garda Siochana, to support theirforthcoming ‘Chris Crossing’ charity boat row across the Irish Sea,the aim being to raise some €50,000 for the National Neurosurgi-cal Centre at Beaumont Hospital. Planned in memory of Garda ChrisByrne, who passed away in March 2016 as a result of a brain tu-mour, the event is being undertaken by 12 Gardaí from Dublin’sStore Street station. The 12-15 hours crossing from Dublin to Holy-head will take place in late May/early June, depending on weatherconditions. Irish Ferries will provide transport and other logistics sup-port required to guarantee the success of the undertaking. As partof the build-up, celebrities from the worlds of sport and entertain-ment will participate with Gardai in staging on-street rowingdemonstrations at two Dublin city centre locations on Saturday, April 30th when they will row the equivalent of 500metres as part of a Top Gear-themed time challenge. Participants also plan to raise money through a bucket collectionat Dublin’s Aviva Stadium prior to the Ireland v Holland soccer international on May 29th. A wider appeal for sub-scriptions asks members of the public to text Beaumont to 50300 to make a €4 donation, or online at www.beau-montfundraising.ie.
